MARTINSBURG â The board of directors of the Eastern Panhandle Regional Planning and Development Council, or Region 9, announced the appointment of previous Berkeley County Grants Administrator Rachel Snavely to the role of executive director. According to a press release shared last week, Snavely began her career as a litigation paralegal in various Baltimore City law offices before originally joining the Regional Planning and Development Council as a project manager in 2014, where she provided grant writing, planning and administrative services on several important projects such as the regional Hazard Mitigation Plan and Strategic Plan for the Eastern West Virginia Regional Airport. After her stint with Region 9 some years ago, the release said she assumed the grants administrator role for the Berkeley County Council in 2017.
