On Dec. 23, officers raided the hair salon in Lincoln Center, which has remained open in defiance of the state’s latest COVID-19 order that went into effect earlier this month in regions where intensive care unit availability fell below 15%. "They were trying to scare us," said Vicki Kirk, co-owner with her husband, Ballin, and a stylist at Pomp Salon. "They were trying to scare us into complying." Pomp Salon and two stylists, including Kirk, were cited and ordered to appear in court on Feb. 24, 2021. But the San Joaquin County’s District Attorney’s Office announced it will not file charges.
