Demographers estimate that Latinos account for more than half of Texas’ growth over the past decade, but Democratic lawmakers and organizers worry that a census undercount could result in less representation and federal dollars for the community. Last month's initial release of state population counts brought Texas two additional U.S. House seats — one fewer than many experts had predicted — and suggested that a significant number of people were never counted. Legislative mapmakers are awaiting more detailed population data before they begin the tedious and contentious work of redrawing political boundaries and, in the case of the U.S. House map, squeezing in two new districts. That work is expected to begin in earnest during a special legislative session in the fall.
