Violence, now research on why animals kill. What it says about their world and ours. It is already friday in scotland, and it is safe to say, many people there are wide awake. They are waiting for all the votes to be counted and soon they will know whether scotland will become independent or remain with the u. K. 4 Million People cast their votes. We begin our coverage with lawrence lee. Yes, we have been talking for days about the extraordinary engangment the people of scotland have had with this, the intensity with which they have got into this historic, and very very important debate about whether scotland decides to stay in the United Kingdom or become politically independent. And even though the first results have yet to come in, we have already got a sense of exactly how many people have turned out to vote. Because everywhere that is said so far, its been more than 80 . 89 of people have turned out to vote, i dare say everybody here is rivetted to what is going on. The polls up until this point, and think this week, have continues to put no to independents marginally. Theres been but one exit poll, after the voting finished and thats put no on 54 , and yes or 46. And that pollster has all but called it now for no to independent. But make no mistake that doesnt mean it is over. Because the leading parties from the prime minister, downwards have had to promise the scotts much more freedom even if it stays inside the United Kingdom. U. K. Politics could be changed very much, even if they decide not to leave. Is there a sense theres been a shift among voters . Yes, i think to some extent, you could argue the High Water Mark was a week last sunday, when the first poll put them a couple of Percentage Points in the lead. As a result, westminster coupled with the media, which is basically bombarded the campaign, and try to diminish them, they have really stepped on things. They have brought their biggest guns up. Gordon brown for one, the former prime minister, and i think at the same time, the last few days possibly saw the yes campaign slightly running out of steam, and that would explain the slight widens in the polls. But even though, as i said, that exit poll has put now a bit more ahead, i dont think anybodien else is really yet want to call it. And afterall, even if it is a no, the final result from this will be fully fledges independent movement, with at least 44 1 2 out of ten scotts still wants independents. And a year ago that was never there. We will be looking for the final results. Request this vote, Surprising New details. It would seem like this is a century old debate, but it isnt. In fact, the push to separate from the United Kingdom really started only 20 years ago. This is not about drawing a line in the sand, and fighting over land and a border it is a fight for political independents. Scotland has been unhappy with the u. K. Government. Scotland is more liberal, england is more conservative. Of the 59 scottish seats the conservative party has just one seat. Some say people who vote yes, are voting out of pay trim, most voted know are worries about the economic survival of scotland. French president francoise they separate, the party will be crashed. While the queen doesnt publicly have an opinion, it seems everyone else does, even harry potter or rather j. K. Ruling the author of the franchise, she is on the side of everyone being better together. She recently tweeted, my head says no, and my heart shouts it, but whatever happens i hope we are all friends by saturday. President obama weighed in on the scotland device today, tweeter his support for a no vote. The u. K. Is an extraordinary partner and a force for good, and an unin an unstable world. I hope it remains strong, robuster, and united. But he said, that ultimately, the decision is up to the people of scotland. The former the foreign ed tore of the daily beast, i just took you out of a job. He is the editor the foreign ed tore of the daily beast, he joins us here in new york, good to see you. We talked a little bit with lawrence about how things seem to shift in the last several days. Amnestying sense of that. Our guys on the ground, are saying now it is moving back more towards no. And they think that it is going to be a no vote, but nobody is really sure, of course. Why did it happen . I think just a lot of enthusiasm for change. I think if people in scotland at first were just very frustrated about feeling left out of a lot of governmental decisions. And theres a strong feeling. Put in recent days i think some people have started to say maybe it would just be too complicated to break away. These are live pictures where the counting continues. And it will be a while before we know, even if it is a no vote, the suggestion is that actually, there could be some big changes in store. Well, i think there will be. Every section of the United Kingdom, northern ireland, whales, they are all looking at greater power to their local governments. And this has scared london. They wont admit that, but of course they are taking them for granted. No part of the United Kingdom will be taken for granted. We hear spain, there might be a movement in spain to a small regional area to break away. Its been going on for a long time. Some basks have been trying to break away. For a long time, the most potent group the cat lon have had a very strong nationalist movement. In other parts you have these rich parts that talk about independents and wanting to die vest themselves. And then you have other places like corsica, that are are very poor, and are just onry and want to break away. Are the british losing power . Is that the sense you get. I think so. I think that britain does not come out of this stronger, even if there is a no vote. Even if theres a decisive no vote, i dont think people will come out of this saying boy, the United Kingdom is the United Kingdom. What does uh it mean for the United States. Well, britain has been traditionally the most loyal strongest most active of the nato partners of the United States. Now owe see a situation, actually france is taking the lead, and i was having lunch with a british citizen today, that said can you believe france is taking a lead as an ally of the United States . I think one thing is things are very confused in Great Britain right now. What does a yes vote mean for western society. Well, i think it adds almost immeasurable confusion to this political lap for the diplomat. Lets just start with europe. What is the status of scotland in europe . What is the currentsy, all of that becomes confused. How does it fit into nato, talking about getting rid of the Nuclear Submarines that are based there. So it all becomes very confusing at a time when so many other parts of the world are so confusing and dangerous. But would change their relation are ship, scotlands relation are ship to all of these institutions. Like the e. U. In a big way. None of those have a relation are ship with the United Kingdom. What do you predict . I predict a no vote. You think lit be a no vote. I think lit be a no vote, but i think lit be a long night. The poll says it was close, now it seems the one exit poll we have is not quite as close. I believe the decision was made to allow 16yearolds to vote, why is that . I dont know. I think it was part of the movement the whole nationalist platform, in cortland, that they wan wanted to stand the franchise. Good to see you. With the daily beast, still with the daily beast. Yeah, last time i checked. And now to the fight against isil, late today, the Senate Approved the request for money to arm and train syrian rebels. A short time ago, the president addressed that situation. The strong support for this training effort, shows the world that americans are united. Which is slaughter sod many innocent civilians. With their murder of two americans, these terrorists thought they could intimidate us, or cause us to shipments to riching, but today they are learning the same hard lesson of petty tyrants and terrorists that have gone before, as americans we do not give into fear, and when you harm our citizens when you threaten the United States, when you threaten our allies it doesnt device us, it united us. Joining us life, mike, so this is a big vote, obviously, for the president. What does it mean for the effort against isil. Jumped out is the right phrase. He appeared at 7 00 a. M. , in the state dining room, shortly after that, on very short notice, clearly trying to build on the momentum, and demonstrate to a domestic audience, but an audience. That the mt. , the United States, is behind him, and it was a overwhelming bipartisan vote in both the house on wednesday, and tonight. In the senate, something of a surprise, really. And partly because it came after three days of Harsh Criticism and doubt uh, about whether the strategy can work. The white house now says military advisers could be on the front line. But not enganging in combat with isil. They are not in a combat role, they are in an advice and assist role. It does carry with it some risk, but it is different than the combat role that american troops were engaged in for a long time in iraq. Top officials face skeptical questions for a third day, on what countries are contributed to the coalition. To win this fight, we have to find partners. Muslim partners in the case of isil, preferably sunnies. A comply kateed dynamic, on a good day. And there are many factions and factors that are flowing through this. And on taking the fight to isil, on the ground, inside syria. Two president has vowed to deprive isil of sang chew uh wares. But with an estimated 20,000 inside syria, Officials Say lit take up to a year to train and field the first group of opposition fighters to take them on. And even then, they will number only around 5,000. Administration officials concede that wont be enough. But argue its a good start. To ensure that forces are superior fighters. Train by units. Our goal is to undercut recruitment, and to enable the Syrian Opposition to add what they are already facing from the Iraqi Security forces and the Security Forces in kurdishstan. We want to force isil into a three front battle against more capable local forces. Late in the day, the senate voted to give the go ahead for training and arms. Clearing the last hurdle for a key part of the president s plan. But there was disagreement, on whether the overall plan goes too far. Arms the rebels and who they are today, i dont know. The bigger issue is also their countries. I understand we have seen the last few days they are starting to have conversations, and wanting to participate, but this is their country. Their region, what are they doing . Where are they stepping up more . The Administration Says that u. S. Forces will not have a combat role. Why does the president insist on continuing to tell the enemy what he wont do . Why is it that the president of the United States keeps telling the people that are are slaughtering thousands dont worry, we wont commit ground troops. And john, its not only john mccain, after all he is a frequent critic of foreign poll say, who say that the president should not insist so publicly, no combat troops. General james madison, he was in charge of that region for the u. S. Military the many years. He says the president is making a mistake we taking that option off the table, of course the former defense secretary, and before that, president bush, he says there will be boots on the ground, if this strategy is to be successful. All right, mike, thank you very much. President obama says he has the authority to take on isil without approve from congress. Many lawmakers disagree, among them, jim mcer and mutt, who represents washington state. Congressman, welcome. Good to be here. Why did you make the decision you did . Well, the president very carefully has been thinking through his options. He was handed a pandoras box of problems when he became president. And this he did not act like josh budger did and run are in and suddenly start a war with syria. He has been very carefully moving forward. But the problem is that this issue is not clear. It is not clear who they intend to arm in syria. They are looking at people who are sunni, and they are attacking them. Appearing to be the air force for the kurdish and the shiite. And theres really problem if you are going to try and negotiation or device or split or how are you going to deal with isis . Isis is made up of shia, some radicals and some that are are clearly from the iraq army. It isnt clear, obviously, so why is the president moving ahead. Well thats why i voted no. I didnt give him authorization to arm them, because i didnt know he was going to arm. We have armed a lot of people in the court of time, not intentionally, but thats who winds up uh. We put arms and suddenly it is turned around and used against us, i am afraid the same will happen here, and thats why i said no, i dont think we should begin yet, i want to see the whole plan. If you are going to have some kind of operation here, it isnt just going to be arming 5,000 syrians, and i want to see it all, and i think we will have that debate. I understand that you suggested the Bush Administration may be ultimately responsibility for this, but shouldnt the president have moved president obama have moved sooner to take some action . Infected stead of calling them junior varsity. Before you go in there, lets think about it. And loe and behold, the russians came forward, the americans and the russian ares took all the chemical weapons out. I dont think necessarily military power is the answer to everything. There are a lot of people in the congress, who think that American Power is invincible. It is not invincible. We were not able to control what was going on in iraq, we have never figured out what is going on in afghanistan. Military father is not the answer, there has to be some diplomatic side to this, and i want to see what the president s got in mind in that regard. Yeah, the leader of iran calls the u. S. Coalition or the u. S. Led coalition ridiculous. Is that a Fair Assessment . Well, i ewont go to that level, i think it is yet to be seen, the president is trying to put it together, one thing he is saying is theres a new government in iraq. It looks like it will be more inclusive than the government of maliki. We stayed with maliki way too long in my view uh. We should have gotten him out of there a long time ago, but he is now out, and they are putting a government together, they havent picked an interior minister. Right. And so it is a baby government, so he has to work slowly, how do you rearm the army that just threw their arms out and ran away. The Free Syrian Army is also fighting bashar al asaad. Syria is against isil, iran is against ice sal, but we dont deal with them. You are only adds complexity to it, because the fact is that the iorainians are supporting asaad, and if we are going to take on the Free Syrian Army, they are taking on asaad. Well, how can we say where we want to get rid of asaad, we want a change, in syria, when we are are going to be fighting isil who is against i mean you everywhere you look theres another shade of gray. And thats why i am very reluctant, i want to see saudis get some saudis that want to ogo on the ground, or some otherdadians or some turks. You os got a whole bunch in the neighborhood who are sitting back and saying well, we are are supported but not going to put troops on the ground. Well that will put us in a terrible position. From washington state, congressman thank you very much. You are welcome.
