I usually bring you new national job numbers that the government puts out every month, but the Labor Department also compiles figures at the state and local level. Today we got new job figures for 372 metropolitan areas all across mark for april. Now while we reported earlier this month that the National Unemployment ratedont look at this. The National Unemployment rate fell to 6. 3 . But we learned that it was lower than that at 5th 9 . Thats versus the National Rate of 6. 3 . Which ever you use, the story is the same. Jobs are coming back and unemployment levels are going down. But where youre looking for a job matters. Look at these areas in red. These are locations with a local jobless rates are higher than the average for all metropolitan areas in the United States. As you can see in big urban centers in the northeast, in the great lakes, in Southern California these are local area jobless rates that came in above the national average. For example, when you look at los angeles it had a local jobless rate of 7 . But nearby rural areas that are only a car drive away from l. A. Were much worse off. El centro, california, has a jobless rate of 21. 6 . In yuma, arizona, 23. 8 . These are the highest in the entire nation. The metro areas marked in yellow, are locations with jobless rates that are below the u. S. Metro average. Generally speaking local areas taking advantage of this countrys growing knowledgebased Industries Like californias Silicon Valley or looking up at the Pacific Northwest over here you see a lot of these sections in texas and in florida, and up here in virginia. These are taking advantage of Americas Energy boom. Dallas, fort worth area, Oklahoma City and austin metro area which includes san marcos, texas, ill tell you about that in a second, they were tied with the lowest jobless rates in the country just 3. 8 each. Now last week we told you that san marcos, texas, is one of the Fastest Growing cities in the country according to the census bureaus. We wanted to find out how an why with surging population growth also has one of the nations lowest Unemployment Rates. We turn now to began yell daniel guerrero, he is the mayor of san marcos. Not only mayor, but he is a native of san marcos. Have you left san marcos. I have not yet left san marcos. I have born and raised here. I graduated from Texas State University in san marcos and graduated from st. Edwards university in austin, texas. Good lord, tell us about san marcos, which gets shadowed by the fact that youre near austin and other major populated areas. But youre the Fastest Growing city over 50,000. You have this low Unemployment Rate, what is it that youre doing there that causes that to happen. Our proximity to austin and san antonio is a huge asset. To be on the i35 corridor gives us proximity to almost a 2 million person job pool to be able to draw from. But the universitys presence in san marcos is significant. Their growth, their pursuits, Nano Technologies and new industries have been extraordinarily important for the county and san marcos. Tell me, does that mean people who live in san marcos and work in those other places . Absolutely pi. We have a commuter population that drives up to austin. But we have people coming from those communities directly into san marcos. So we see our daytime population get up to as much as 80,000 people. What is the advantage of being in san marcos as opposed to those other places. Cost of living comparison to austin or san antonio is much lower, but certainly the quality of life. 2,000 acres of park land, proximity to great Educational Resources at texas state and you run into an additional 25 different universities. So its the national beauty, proximity, cost, there are so many things that are attractive about Central Texas and san marcos. I get on the wrong side of absolutely everybody in texas because i get the university wrong. I never get it right with anybody. Were proud of our university. Were proud of all of our schools in texas. University of texas is just north. Both of them are wonderful. To what degree, and i was going somewhere, to what degree is the presence of these universit s helpful to your sustained growth. A lot of students graduating whether it be from direction texas state or university of texas want to remain in our community. Our hope is to ensure that they have the type of jobs, employers, Housing Stock and Educational Resources for their children and great quality of life. Were working with a region with all the different municipalities to make that happen. Its not a vacuum in san marcos. Im going to talk to somebody else about this in a minute, but texas is benefitin benefiting fe particular trends. People who are migrating from rural areas into cities, and people who are migrating to texas because its a state thats growing. And third one, texas seems to have more advanced immigration outlooks and laws than some neighboring states. So youre getting people in from mexico. The people who are coming into san marcos. Who are they mostly . I think its a mixture of all of them. You have a lot of students who are wanting to remain in the area. You have folks from california, florida, illinois, new york, throughout the nation that are coming to texas for all those different advantages that you referred to. Being lining i35 gives us assets when it comes to nafta as well, and having i10 just immediately adjacent. Were in the process of enhancing our transportation infrastructure. Thats according to Richard Florida, the author of the rise of the middle class and really one of the foremost experts on cities and what makes them prosperous. Richard, good to have you here. Good to be here. We heard a lot of good things about san marcos and a lot of places around texas. There is another side. The good news is our economy is recovering at metro which produces 9 of our gdp. If you are yes in a metro area chances are that you have a lower Unemployment Rate than the national average. But what these numbers mask are the division of our economy. The middle class old factory jobs are being squeezed out. Were growing high wage inning based jobs. Great jobs in energy, which pay well, but at the same time were growing even more lowwage jobs. Our recovery up to this point has been a limited highwage recovery, and a mainly lowwage recovery. Youll have politicians say were the wage creation leader in the country and the fine print is theyre the lowwage job grower in the country. It has generated a lot of high wage jobs and low wage jobs. Houston has generated pretty good number of high wage jobs. But a lot of lowwage jobs. We generated high wage jobs. More ever them in the knowledge metros, and the energy metros weve been doing pretty good but adding a lot of low wage jobs. The largest year over year improvements los angeles, long beach, sa santa anna, californi. Its a large place, and its adding a lot of jobs. But i looked at the data before i came on. I think it looks like about 18 of its job growth was high wage. Factory jobs and service jobs, half of it was in low wage jobs. Los angeles is back, but the question for all of our metros in our country, the question that i keep asking, and i want to work with mayors on and i challenge them, we got to develop a way in our country of turning lowwage jobs into highwage jobs. The ladder. Thats not going to eliminate all lowwage jobs. There is a movement to raise minimum wage, as many of us support that, but can you start a lowwage job in college and by the time youre 30 youre earning a living wage. Or 25, youre earning a living wage job. We have got a geographically index the minimum wage. The minimum wage will do you well in san marcos will not allow you to eat in los angeles. New york, los angeles, San Francisco, we need higher minimum wages but we need that career ladder. Were going by region. Geographically index them by metro. Metro region. But the more important thing is creating what you call that ladder effect. My dad worked in a factory in the 1930s. He told me he had a terrible job. He came back from world war ii, memorial day, just last week. Came back from world war ii where he stormed the beaches of normandy. His low wage job turned into a job where he could buy a house and put his children through college. There is a big study out at m. I. T. A great study by the professor who says if you empower ground level workers they add to the profits of the company. The best Retail Companies are those who engage the worker. And those mind numbering repetitive task jobs. Thats what we did in manufacturing. We put them part of the solution. They were not just putting in a widget, and its sad our National Leaders seem clueless about this. Neighbor youre right, its not a national problem. Its a lot of local problems. One thing were going to do this july, were going to organize a summit in new york city to talk about creating pathways of opportunity to upgrade these service jobs, and to add technology and more education to improve these. One of the worlds Busiest International sea lanes as much as half the worlds Merchant Shipping and oil tanker traffic passes through this pass of the pacific, amplifying its strategic significance well beyond the countries to board it. So many countries even that dont have claims in the region are connected to the security that is they want to see unhampered passage of shipping through the region. Reporter each country lays claim. But to assert and suspend claims over the South China Sea this stretch of ocean is likely to remain as volatile as it is vital. Al jazeera. Well, chinas hunger for energy has slide collided with s desire for energy. China rolled out an air pollution action plan that started closing coal, steel, and cement plants but a new report says that thats hurting chinas economy. Last month it expanded at its slowest rate since march of 2009 which is not long after the financial crisis. Well explore what further declines could mean for chinas economic power. This is a tricky one. China has been under pressure from both the world and its own citizens to deal with rising pollution. Its a heavily industrialized country using more coal than anywhere else on earth, and theyve got to deal with this. Give me the implications. Thats the problem for the government in terms of civility. A big worry there. Because people in urban areas, middle, you know, people with money who are saying this is not okay. So theyre having to do something. Whether they are actually able to get local officials in line to cut that capacity, youre just talking about thats the question. And there are preliminary signs that maybe they are being successful by changing incentives and things like that. Bottom line if theyre going to reduce their reliance on coal, theyre increasing it on natural gas. We know they just signed a deal with russia for the 30year gas supply arrangement, can they do that . Can china make that switch fairly easily . No, the steel, cement, glass, cement, all that, these are Key Industries that drive a tremendous amount of gdp. Theyre incredibly dirty because theyre very inefficient. The Chinese Government is trying to get these factories off line, but local governments dont want to because there are jobs on the line. Were talking about millions of jobs, so unrest. This is where it becomes complicate there are all sorts of things. Weve recently seen labor strikes in china. The Chinese Government has to tackle things that they didnt have to tackle in the past in terms of how the population is reacting to things. One of the things that theyre dealing with now that youve written about is the potential weakening of the Residential Housing market. Thats right. The Housing Market bubble that has been developing for as many as years, five years, maybe even decades, and the government keeps staving off by loosening credit. Right now property is falling really fast in the major cities. Its already started to bottom out in lowertiered cities. Thats happening as developers cut prices and this is in part of chinese Financial System because its used as collateral for loans and banks loan to developers so its a danger to the banging sector. We remember this back in 2008, and we know now that it is harder than it appears for a government to shore up a collapsing Housing Market. What are they doing . Right now at the local level theyre relictin relaxing lending they shouldnt do that because they already have an enormous debt problem. Its not going to fix the problem.
