ALJAZAM Real Money With Ali Velshi October 8, 2014

This is real money and you are the most important part of the show. Tell us what is on your mind by tweeting us at ali velshi. Thomas duncan, the first patient diagnosed with the ebola virus in United States decide this morning in the dallas hospital. He had been receiving treatment for days. Duncan flew into dallas september 20th from his native liberia, one of three african countries suffering from the ebola outbreaks, and he checked in to the texas Presbyterian Hospital days later. The same hospital that admitted a patient exhibiting ebolatype symptoms. One that had contact with duncans family. Still they are confident they have limited the spread of the disease, and no one has shown symptoms of ebola infection. The story is different for three countries in africa. The cost of the ebola epidemic could reach 32. 6 billion and lost economic output by 2018. Thats the report put out by the world bank in washington, and assuming that the epidemic spreads. But nigeria and senegal have successfully contained ebola outbreaks within their borders. Those countries is evidence that adequate healthcare and strong policy responses can combat the deadly spread. That takes us back to the United States. Today the white house and center for Disease Control and prevention said that theyll soon implement enhanced screening measures at five of americas busiest airport. The reports say that passengers from the three mosteffected countries enter the u. S. Through oh those airport every day. It sounds like a strong policy response that theyre talking about, but the calls to ban flights outright from africa sounds difficult. We turn to heidi zhou castro. What is next for duncans body. Reporter after postmortem these bodies remain very contagious. Thats a high level of exposure in west africa. Because of that they will not be doing an autopsy on mr. Duncans body, and the family has decided he will be cremated. Heidi, when will the cdc airport screenings begin . On saturday. Saturday, this saturday. As jfk airport when the first screening will take place. Why there . Thats because 50 just about of air travelers arriving in the u. S. From west africa pass through that airport alone. And we know that these added measures including questionnaires for anyone who shows up with a passport from west africa and includes taking their temperatures, with a term meter thathermometer that does not require contact. And anyone with a fever will be quarantined. What is the latest about the second patient reporting ebola symptoms at the same hospital where duncan was . The authorities want to be very cautious theyre saying hes very low risk. He is a sheriff deputy. He was actually in contact with duncans family. Now you recall that duncan stayed in an apartment in dallas over the course of 48 hours after first turned away the first time from this hospital and before he was admitted via ambulance. During that time he was exhibiting symptoms, and he exposed thinks family members to it, four members in total. Those people have been ordered to be quarantined in their home, and someone had to deliver that order, and it was this sheriff deputy who was among the team of First Responders who entered the apartment to deliver that order. And the deputy realized he didnt have protective gear, and he brought up these concerns with dallas officials afterwards. Today were told by his son when the deputy started feeling nauseous and a little bit fatigued, he just wanted to be extra cautious. He went to an urgent care clinic and from there the healthcare workers said realized it could possibly be the ebola exposure. Thats why the ambulance brought him back to this hospital, whereas you mentioned, duncan passed away. Now medical workers are monitoring this she have deputy as well. Thanks for that report. U. S. Army general David Rodriguez has said that the nations military efforts to build ebola Treatment Facilities and training in west a could cost 750 million over six months. But former u. S. Ambassador said that theyll need more than that to keep this viral wildfire contained. Hes proposing the First Assistant director on hiv aids, tuberculosis, and malaria. He is the professor of Global Health at carnegie university. He joins us now in washington. Jack is this hype warranted . It certainly is. This epidemic of ebola is ten times larger than the previous original outbreak back in 76. Theyre estimating its the worse case that we might be seeing 1. 4 Million People infected by january. But thats africa. I was talking about the hype in the United States. Of all the tens of thousands of people who travel from west africa to the United States there is only one ebola case that has gotten through. Well, the unfortunate passing of mr. Duncan and his case i will plus straits some of the vulnerabilities of our Public Defense symptoms. The problems asymptomatic carriers can incubate the virus for up to three weeks. If an asymptomatic carrier was to board a plane to the United States or to europe, they could by pass the temperature screening, the questionnaires, and land in the states and become symptomatic, and become a viral threat to others. Again, thats only happened once in the United States. Just once. There is a concern that with the numbers of people coming down with ebola in west africa that we might be seeing more people reaching the United States. This could be the wave of ebola refugee who seek to flee conditions in their own countries and come to a place like the United States. Thats an interesting point. Tell us about medical nato. Many people say that nato does not work right now. For the past decade the world has been hit by sars, avian flu and natural disasters, and the response has been disappointing in terms of effectiveness. It has been reactive and disjointed. Why couldnt countries put together a Global Health sought team or an emergency core that would practice and rehearse against the known pathogenic killers like ebola, so when they come forth, this team, this unity can go into countries, set up operations, and hit the epidemic, stop it in its tracks early on. Have we learned anything from those other countries in africa where the ebola virus has been contained . That yes, you can take preventive measures. All policies rely on individuals doing their jobs, and if you look at places like senegal, congo and nigeria, they adhered to the who game plan in stopping the epidemic, and individuals were able to isola isolate. Health professionals were able to isolate patients and stop the he epidemic. We need to use that influence in west africa. What is the best way for the United States to guard against that kind of scenario . I believe the time has come for american hospitals to conduct stress testing of their Emergency Rooms and clinics. They could send test patients or mystery patients and gauge reaction by doctors and nurses when they express symptoms similar to ebola by learning how doctors and nurses and other professional react to test patients we can identify gaps and fix them. Professor of global healed, jack chow. Thank you for coming on. We appreciate it. Youre welcome. Up next, stocks stage their biggest rally of the year. Well tell you what triggered the buying. And i wont believe what it cost to transfer money to an inmate. That story and more as real money continues. Protestors are gathering. Theres an air of tension right now. The crowd chanting for democracy. This is another significant development. We have an exclusive story tonight, and we go live. The Federal Reserve helps the stock market. And the biggest rally of the year one year after an ugly decline on tuesday. The dow jones industry average jumped. Ed. Officials are worried about the economic effect that the effect of economic weakness overseas might have on experts and worries about slower Economic Growth and sent stocks down sharply yesterday. The Supreme Court heard a case of pay and filling orders for Online Retailing giant amazon. Who former employees in nevada sued their employer. They said they had to wait up to 25 minutes in security lines at the end of the day. Analysts say the business may be liable for billions of dollars of back pay if the court rules for the workers. But some express doubt as to whether security screens are an integral part of the job and therefore must be compensated. Family and friends of americas enormous prison population feel theyre being robbed. Inmates earning 0. 12 and rely on support from the outside to pay for things they need inside the prison. But a nonpartisan watchdog found that fees to wire money to the inmates can be up to 45 , thats before the government gets its cuts. The Award Winning reporter for the Public Integrity is with us now and illustrates what these families are up again. Take a look. This is around 4 a bottle. Its not a very big bottle. It helps to streamline the flow of cash, making it easier for correction agencies to get its share of the funds. When a relative in virginia sents 120 to an inmate the Money Transfer fee. Then the state takes for savings fund, fines and restitution. Email and music downloads are another revenue stream for j pay. That could leave onethird for commissary. We saw these fees being charged as a virtual tollbooth. Are there no other alternatives to getting money to inmates . Well, there are no other alternatives other than going through j pay that has been invented and come to dominate this entire market. They do offer many states socalled free alternative, which is mailing in a money order directly to j pay. This is replacing the old system where families would mail a money order to the prison itself. The problem that it has created for a lot of really poor families is that j pay can take one, two, three, four weeks to process the money orders in the accounts. For people who are living hand to mouth, they dont have the leeway to plan a month advance and they have to go to the high fee option with j pay. And it sounds like j pay has the mont monopoly on this but theyre price gauging. I spent a long time discussing this with j pay, and we have an extensive on camera interview with the ceo. They see things differently from the way inmates and their families see them. J pay believes that its providing a service because its offering a Money Transfer, and that is a screen convenience, therefore its okay to charge people. The problem for inmates and their families, they dont feel like they have a choice. Theyre paying for things like toilet paper, electricity, Winter Clothes. Because these are necessities and not optional goods people feel like they do have to send money, and for reasons of delays, and for reasons of this structure that is put in place by jay pay they have to go through that tollbooth. And Many Americans understand that some of these goods are not provided by the prisons themselves, right . Thats right. I was really surprised to learn this myself. But there are prisons in Northern Illinois where people have been suing because theyre denied Winter Clothes because theyre sent out in the yard, and all they have is a jump chute and deck shoes. There is a prison where we interviewed an inmates where you had a short clip in that chip that you showed where toilet paper was charged. They have since reversed that policies, but its really striking the vast number of things that inmates are forced to pay for. When you tal talk about how slim their wages are, you are really talking about their families to pay for it. You talked about a mom trying to stay afloat and sending in money the traditional way until last year when she was told she had to go through jay pay. How did that happen . I guess it contracted with virginia as it has with so many other states. Were talking about a company that has access well over to the 70 of the offender population. At one point that was 7 million offenders. Theyve come to virginia like so many other states. Letters went out to families and inmates, and they said here is a new system. You got to use it it. Are there regulators in all of this. I can tell you that the federal Communication System has taken price gouging. Ive tried to get in touch with the federal trade commission, both of which could have authority over this issue, and neither of them wanted to talk about it. I think the one place were starting to see action is in new york state where their financial regulators has started to look at the companys practices. I think so far you havent seen much from regulators. Daniel wagner, traffic reporting. Thanterrific reporting, thank you for coming on. A program costing Tech Companies billions, and now Companies Like twitter are fighting back. Theyre worried about customers who are worried about losing their privacy to the government. Apparently 140 characters isnt enough for twitter. This Weeks Company filed an 18page lawsuit against the u. S. Justice department at issue strict limits on the details twitter can disclose about a government spy program that taps into twitter customer accounts. That program known as prism was first revealed by Edward Snowden a year ago. And twitter is not the only Company Providing information to the government. So is apple, facebook and no davi database is off limits. It may be the most expensive intelligence leak in history. A Security Breach analysts project could cost 22 billion to 180 billion lost revenue b by 2016. It stems from a trust gap launched when Edward Snowden leaked evidence of a secret spy program called prism. It allows agents to rifle through target emails and internet data. It sparked a global backlash among the biggest names in the tech industry. Companies like apple, facebook, google and microsoft seem complicit in the government surveillance program. Weve seen a double digit decline in Peoples Trust in American Technology companies in key places like brussels and berlin and brasilia, for example. Whatever trust issues americans may have, its these International Customers that concern tech giants most. According to global statistics, accounting for 90 of all International Traffic with asia and europe entering the pack. This month google released its new andrew operating system a device that automatically incrypts data. First for google it follows hot on the heels of the new i phone 6 encryption technology. Billed as the first, it locks out both apple and the nsa. Microsoft has also beefed the security. Ibm is playing to its International Base by pumping 1 billion into more than a dozen more Cloud Computer centers most located well outside u. S. Borders. But despite increased security measures the losses are racking up. Last fall people in washington, including the white house and congress, yeah, i think had a view that this was an issue that needed to be addressed, but it might blow over. It is not blowing over. In february the European Union and brazil announced plans to lay an under seed communication cables from lisbon to fortaleza. In june german dropped verizon as the governments communication provider. The German Ministry noted the relationship between foreign intelligence agencies and companies as a factor in the decision. In july ibm, once a clear leader announced a partnership inspur. It calls on entry leaders to move its business from ibm to inspu citing cyber prevention. We cannot not fight cyberattacks without some open communication. Acknowledging governments have a duty to protect their citizens. And yet they continue to urge citizens to insure that u. S. Surveillance efforts are clearly restricted by law. Proportionate to the risks transparent and subject independent oversight. The question is whether we who create technology in the United States, who have been in a leadership position in the world will continue to have the opportunity to lead the world by providing our services in a form that people can trust. That is what is at stake. Al jazeera. The backlash against u. S. Technology companies has now turned into a trade dispute as much as a spying or surveillance issue, and that stands to hurt American Companies as more countries give contracts to domestic firms that shut out u. S. Business. We go to the Information Technology inknee aggravation foundation from winston, salem, North Carolina. The United States is losing business, who is gaining it . Its all over the world that were seeing this competition rise up. Europe especially. A lot of countries and players in Cloud Computer and these emerging tech industries. Theyre using concern about prism as a way to get their foot in the door. Verizon and ibm are two Companies Hit by the backlash. Are there others who are also losing out. Its really across the board. There was a big contract that boeing was trying to get with brazil, and they lost it to saab in parts of conc
