Smalling that song upside down 10 past 10 is the time and as I'm sure you heard in our news at 10 o'clock this morning social services in Somerset are no longer failing our most vulnerable children a report out in the last hour from government inspectors Ofsted has rated the county council's children services as requiring improvements which is an improvement from inadequate which was their judgment after visiting him both 20132015 Well Ruth Bradley has been picking through the report more than Bruce saying so I mean what are the main points it's come up with Yes I've just been reading through it actually it's a 34 page report but it's got a good summary an executive summary and then it also has a series of recommendations as well that I've been looking through and as you said it says the authorities made steady progress but does still require further improvement to become good there's a system of rating enough that if the same for schools which is the best being outstanding then you've got good then you've got requires improvement and then you've got an adequate and author within and adequate you've got special measures which is the sort of lowest of the low we've been hearing in the news this morning haven't we that Rotheram children's services where lots of people know there were serious problems they were in special measures that lower than adequate rating they've gone up to good so they've leapfrogged this rating of requires improvement some of that have gone from the bottom rating inadequate to requiring improvement exactly the way leading the last there was sort of the loss of their only sort of 40 years or so you have you know requires improvement is still sounds more negative than positive but it used to be called satisfactory and they changed a few years ago because they felt that satisfactory made it sound Ok And it was all right to be at that level now they're calling it requires in pre-market of the full title requires improvement to be good so inspectors say for example that no children were found to be at immediate risk of harm during their visit in November but that the quality of practice by social workers remains variable adoption services. Singled out as being good they really felt strongly that adoption services are working well in Somerset but then you look at foster care and they say too many children are experiencing multiple moves between placements before they find the right home for them off dad says there's now a more stable team of permanent social workers at the authority and now that they're in place it wants to see better relationships between those social workers and the children they look after because it says there's been so much chopping and changing in the last few years which has been necessary to have a lot of temporary social workers before but that's meant the children that are being looked after are seeing lots of different face the over time so it's often all it is to get a grip of how it affects the end user exactly so you know for children they want to be seeing you know rely on reliable social worker and as much study letting and letting any social worker because you just think of their chaotic lifestyle as these children may be embroiled in and actually if they can have some continuity of care that's going to be really important has just trusting someone the knowing that you have faith in them that takes time to build Yeah and that's something I had really interesting insight into last week when I spent the day with the children with disabilities team at the county council it's really fascinating and actually when you think of social workers when I thought of social work if you're thinking of children in care maybe children who are in foster care but actually there's a dedicated team that works with 2 and a half 1000 disabled children in the county and their families and what you were saying about you know having a long term relationship with the children I felt these social workers saw the importance of that they were really talking about how the children they work with might have to see lots of different professionals you know doctors health visitors physiotherapist occupational therapist and you know a social worker could just become another face whereas they were trying to work on ways to really engage the children and build a relationship with them so they had what they call a Lunch and Learn session for newly qualified social workers where they share ideas on this occasion it was how to communicate with children 3 play and social worker junior. This explains more today we're going to talk about communication with young people because our young. Can always have a conversation like you and I are having right now so we have to find out their wishes and bring in some do that through playing there's a flower which is go on the box tickets on the back with talk talk about positive elements of a child's life as we get to know their feeling. Of us we've got girls and yes and no symbols over there so rather than asking a child sort of a list of direct questions we sort of do things through activities where they can generally point because a lot of our young people can point so that was a bit of the lunch and learned event as they call it there was a table full of toys I mean it looked quite good fun really and a lot of them said it was the best part of their job when they get to go and use these toys to engage with the children and then well over a game of ping pong you know a table tennis bat there is a ball they 4 and they said would you have a game of table tennis and while chatting you know how was your day how was your how are things going to be best for you so much easier isn't it and you can imagine if you're a child and maybe you got communication problems maybe you're a child with a disability as these particular social workers work with you don't want someone there with a clipboard to year you know just ticking off boxes and the social workers I genuinely felt did understand that their heart was in the right place and that seems to be one of stead have noticed because they said that you know that is an improvement since their last visit since offsets last visit they do still of stayed in their report published this morning find some recommendations some problems they say that too many children circumstances have to be escalated to senior leaders 1st check to action but they actually say that's more by health and the police than it is by the council because if you think about it raising awareness raising concerns around the safeguarding of children isn't just done by social workers someone's got to tell the social worker that we want to be a school it can be a college or exactly it might be a next door neighbor but actually in this occasion they're saying well people working in. The health people working in the police need to get to grips a little bit more with this the social workers are actually doing an Ok job on the side they Ofsted report also talks about early help services which is something I saw last week so if you've got a social worker there's a statutory you know a legal requirement for that them to see you every 6 weeks and write a report every 3 months I think is and it's all sort of set in stone actually some children don't need that but they do need something and so what they have a senior social worker assistance who don't have to conform to those legal obligations but can still provide a lot of the same support and advice and guidance for families and children and an offset to recognise that something new the council is doing they weren't doing that very well a few years ago and now they really haven't proved that there was a set adoption services I thought of as being good off so Also last time Ofsted came to visit they said that social work managers didn't have enough oversight of their teams cases all really support their social workers nurture them properly through reflective supervision again offset saying that has improved still requires further improvement to be good but it is heading in the right direction and I was invited to sit in on one of those reflective supervision meetings between a social worker her name was Vicki and her manager Suzanne they were discussing a children a family with 2 disabled children and they've had social workers involved for the last 2 years things that we were concerned about historically to be. Just how the family were functioning focuses the mind that they found the family of the whole that don't have the additional. Feeling that. Really. They've just exceeded my hopes. You know you know this is kind of suggested this to me I think they were saying that they feel they've been loved so that social worker Vicki there and her manager Suzanne talking about a case that seems to be heading for a happy. Ending the family actually being stepped down from formal social worker involvement to as I was describing those early help support they call it you know where they have seen a social worker assistance supporting the family but they don't have to have this legal visit every 6 weeks and so on and that reflective supervision there that sort of helps not just the people who are at the end of the line who are the people who are getting that support but it's also support for the people who are giving the support exactly so they know they're doing the right thing yeah just to sort of talk it through with someone else means extra you know set of eyes on the the worries and the problems and being able to then presumably share the information so they have their own field someone else can deal with it not going to have all of that and also just you know I sat in on one meeting last week some of which I couldn't broadcast because it was so upsetting and it was really disturbing and actually if you're dealing with those kind of scenarios change your how are you going to get it off your chest haven't you so you can imagine being a social worker in 2015 the pic the picture painted by off there was social workers with too many cases and not enough support if you've got you know 20 or 30 cases they're all really harrowing and I don't know want to talk to them then you're not going to last very long are you and you're seeing a really rapid turnover of social workers now they're they're dealing with maybe about 14 cases is ideal and they're getting that better support and so the social worker sticking around longer the children therefore get better continuity of care and the whole system starts to work better but I don't want you to think this is the glowing endorsement from us that this morning there's definitely still work to be done and to have a move in the right direction as a positive What about the people at the Council I mean they happy with the fact that they've moved up a rank but they still recognise that there's more to do pretty much yeah and so we've had a quote just in the last few minutes from the leader of the council David for the good he says he's delighted they've taken a big step forward but they will not rest here you know he has an ambition for Somerset to be rated by Ofsted is not just good which will be the next step up but also ultimately outstanding so they are.
