But then takes them to task over defence spending. And. A race in montana turns ugly. The republican candidate is charged with assaulting a reporterjust hours before the vote. Hello, i am Christian Fraser, in london. Katty kay is in new york. Were learning a bit more about Salman Abedis movements before the Manchester Attack. Last week we know he travelled through dusseldorf airport, he was in transit, but where was he coming from and who supplied him with the bomb . Are others still plotting . Authorities are trying to answer those questions. There is a lot of sensitive material that still needs analysing and guarding. The Chief Constable of Greater Manchester police, ian hopkins, said that leaks in the United States have caused distress to the families of the victims. But he also said progress is being made in the investigation. The arrests have taken place in manchester, wigan and nuneaton, and we are now carrying out associated searches in relation to those arrests at a number of addresses. These have been an intense three days for the officers and staff of Greater Manchester police along with the National Counter terrorist policing network and uk Intelligence Services. I want to reassure people that the arrests we have made are significant and initial searches of premises have revealed items that we believe are very important to the investigation. Joining us from manchester is catriona renton, outside police headquarters. Significant developments today. A number of bomb scares around the city . The first hours got off to a slow start. Significant progress in the last 2a hours. The Chief Co Nsta Ble, the last 2a hours. The Chief Constable, ian hopkins, spoke to reporters earlier today. He was able to say that eight people, eight men, are in custody. They were arrested in manchester, wigan and nuneaton in the north of england. These, he said, were significant arrests. A woman was arrested, but released without charge. Ongoing at the moment searches ever associated properties. He said initial searches of premises had revealed items they believe to be important to the investigation. Now, as we speak, three properties, where three of those men were arrested, are currently being searched. We understand that the Bomb Disposal Squad are at a property in manchester helping the police there. In wigan, a street has been evacuated. That was another location where somebody was arrested. We also understand that that another property in manchester is currently being searched. A very fast moving investigation with new leads and links coming in all the time. The police have said to expect these searches to take several days. Theyve asked the public to bear with them on this because these searches are very important. What are they looking for . They are looking for components that would have been used to make a bomb or chemicals, elements that would help them discover what else is out there. That is the idea that is coming forward this evening. While there is an enormous sense of progress, there is also a much larger sense of doubt around the bigger picture. What else is out there . That is what police are trying to find out now. Who created the bomb that salman abedi carried and who else is out there may have components . Are there other bombs there. They need to find that. There is no sign at the moment that the threat level will be lowered any time soon. A long way to go with this investigation. Thank you very much forjoining us. It seems to be clear they are anxious to find the rest of this network. I man, from previous experiences, im thinking of paris, which you covered, the bataclan attacks. They dont know whether another attack is imminent. There is another attack is imminent. There is a race against time for investigators now . You are always on the clock if you dont know fully what you are dealing with. You are right, it does have echoes of what happened after the back clan because, remember, there was a suicide vest dumped in a bin in Northern Paris which told them there was a Suicide Bomber who hadnt gone through with it. There was a Support Network for him as well. It was a tip off from the Family Member who was the recruiter for that cell that led them to that flat. When they went in there, you will remember they almost blew up the apartment getting at him, they killed him inside the apart. There was a blot plot to hit the Business District in paris which they disrupted. They we re paris which they disrupted. They were lucky. They went through that sea of information. It was that tip off that helped. They will hope for something similar in that manchester investigation. The british authorities will be speaking to french authorities to learn what happened after that attack, too. Undoubtedly to both the french and german authorities, i would think. Britain held a minutes silence today to remember the victims of the attack. All 22 people who died have now been identified. 23 are still in hospital. The queen visited some of them today. So youd come specially for the concert, had you . Yeah. It was a Birthday Present. Oh, was it, oh, right. Would you say you enjoyed it . Yeah, it was good. She sounds very good, very good singer. Yes. That is 14 year old evie mills, who travelled to the arian grande concert, a Birthday Present she had been looking forward to. Police investigating the attack say they have stopped Sharing Information with american officials after intelligence was leaked to us journalists. The Prime Minister, theresa may, has raised the issue with President Trump at the nato meeting in brussels. Mr trump said that the leaks were deeply troubling adding. I am asking the department ofjustice and other relevant agencies to launch a complete review of this matter. There is no relationship we cherish more than the Special Relationship between the United States and the united kingdom. Heres mrs mays reaction. We have a Special Relationship with the usa. It is our deepest defence and Security Partnership that we have. Of course that partnership is built on trust and part of that trust is knowing that intelligence can be shared confidently, and i will be making clear to President Trump today that intelligence that is shared between Law Enforcement agencies must remain secure. Joining us to discuss this issue is pete hoekstra, a Trump Campaign advisor and former chairman of the house intelligence committee. How unusual is this kind of a rift between british and american Intelligence Services, congressman . I think its kind of unusual. The United States, the brits, the australians, new zealanders, canadians we have a relationship that means these are our closest allies. Our closest partners in Sharing Information. Basically, theres almost total transparency between all of our Intelligence Agencies to Work Together and co ordinate their activities. American officials like to refer to the british relationship as the Special Relationship. The brits do it all the time too and sometimes it goes through wobbles. Its a relationship that american officials prize. How embarrassing is this to the United States at the moment that these leaks are happening in this particular incident, where so much pain has been caused in manchester . I think its very embarrassing. Its a place that the United States of america doesnt want to be. Its a very, very Special Relationship. More importantly, at thess an Essential Relationship if were going to be successful in, you know, ifyinging going to be successful in, you know, ifyinging Radical Islam or other threats that we will face in the future, we need this kind of co operation. As you said earlier in your news report, you know, we need to be co ordinating with the french, we need to be co ordinating with the germans and we need to figure out where this terrorist was, whether it was libya, on the continent, to put the pieces together to find what may be a network cell. Its absolutely essential that we co ordinate and Work Together if were going to be safe. Congressman. Iming back to the snowdon leak and they were trying to investigate where it came from, there were 800,000 people who had from, there were 800,000 people who ha d a ccess from, there were 800,000 people who had access to that information. So when donald trump says, well investigate and prosecute if we can, investigate and prosecute if we ca i. Investigate and prosecute if we can, its not going to be so straight forward, is can, its not going to be so straight forwa rd, is it . Can, its not going to be so straightforward, is it . Im sure that the brits have found that other people who work in the intelligence area, we found it here in the United States, its very difficult to identify where the leaks are coming from and what the actual motivation may be for any of these leaks. That doesnt mean that we shouldnt try. In this case, theres a limited numberof in this case, theres a limited number of people who may have had information to the data that the brits believe is very, very sensitive. Weve had some other leaks here recently again, a small universe of people. I think, if you put a concerted effort, if you demonstrate that there is a concerted effort that when there is a leak we will do everything we can to find you and to hold you accountable to the law, thats what i would expect our intelligence and Department Of Justice to i would expect our intelligence and department ofjustice to do. I think thats what our partners would expect that we would do, to at least demonstrate an effort to stop this. Briefly, you served on the Trump Campaign, do you think the president bears any responsibility for this in this context. He has said some things about the Us Intelligence services which have clearly not endeared them to those officials and agents. Is that part of the break down in trust that were seeing in the Intelligence Services . That may lead to a break down between the president and the Intelligence Community, but, you know, these types of leaks break down the effectiveness of the Intelligence Community and they break down the relationship the trust that we have between the United States and the brits. There is absolutely no excuse for anybody in the Intelligence Community to be leaking this information to do damage to the president because they may damage the president but they are damning the National Security of the United States and our allies. There is absolutely no excuse for this type of behaviour. Thank you very much for your thoughts. Donald trump and theresa may talking today of the Special Relationship. Is this a really big problem for them . Look, i think everybody on both sides of the atlantic. I have spoken to senators here and british officials in the last 24 hours recognise this relationship is very important be, but they will will get over this. I have never in my time in the United States, over the last 20 years, i cant remember an occasion with where a British Service like the Manchester Police who said, we are not serving intelligence with america any more. Thats serious. Its embarrassing to us owe fishals and Us Intelligence services. They will get over it. It doesnt sit well with with the american intelligence to like to pride themselves of having a Good Relationship with the united kingdom. Leaking of information is turning into a trend in the United States. A transcript has appeared of a Telephone Call between donald trump and the Philippine President , Rodrigo Duterte ,which took place in late april. The transcript revealed that mr trump disclosed that the us military had moved two Nuclear Submarines near to north korea something pentagon officials have said should not have been discussed. But the transcript was clearly confidential attached to it was a cover sheet saying just that. It came this leak, not from the United States this time, from the philippines. The question will be why was mr trump giving this information . Should not have been discussed. Submarine, the very point of it. Nuclear submarine. Even worse. Ok. Donald trump was keen to use the nato meeting to raise the issue of defence funding among member countries. But in the light of the Manchester Attack, much of the discussion has been about combating terrorism. Nato has agreed to take a bigger role in the fight against so called Islamic State. Here was President Trump speaking out on mondays attack. It was a barbaric and vicious attack upon our civilisation. All people who cherish life must unite in finding, exposing and removing these killers and extremists. And, yes, losers. They are losers. Joining us now from washington is former Us Ambassador to nato, kurt volker. Nato members and the president seem to agree. How much can nato be doing in the fight against islamic terrorism and terrorism in general . There is a couple of ways to look at it what was agreed and decided today. Nato an organisation will be pa rt today. Nato an organisation will be part of the coalition. That means that certain nato assets such as surveillance aircraft, air to ground surveillance, communications, command and control, they could be made available to the coalition. It also provides a bit of additional cover for individual allies to contribute. What more nato could do is to look at sharing intelligence internally, creating a fusion cell and looking more at Terrorist Activities Inside Nato Areas itself. That is something nato has not yet done, but could do more of. That is an area in which the leaders seem to ee, an area in which the leaders seem to agree, of course, an area which there is some disagreement over is Donald Trumps relationship with nato more broadly. I understand there is some disquiet at the brussels meeting that the president didnt come out and offer more fulsome support of nato. He didnt come out and say it was be o sow lee. He didnt support the alliance. Would it have been helpful if he did so. Would it have been helpful if he did so. People are watching the words too carefully. Since he became President A Change in the language and a change in the policies from what had been discussed during the campaign. We had Vice President pence at the Munich Security Co nfe re nce pence at the Munich Security Conference and meetings with rex tillerson, the Secretary General calling trump a few times and visiting him at the white house. You had strong support for nato. A push on nato defence spending. Wouldnt it have been use to have have heard that directly from the president . Well, im not sure that they didnt hear that directly. I think people are parting words too much. What i think the president is trying to do though is to keep the focus on european contributions and commit am to nato. The us is under a microscope here in the words he uses. We are actually doing the most of the nato efforts and the european allies are not. He is trying to keep the focus on them. Its no secret that nato leaders have been nervous about mr trumps presidency. When he talks about spending he doesnt pull his punches. But take a look at the reaction of some of the european leaders as he lectures them from the podium. If all nato members had spent just 2 of their gdp on defence last year, we would have had another 119 billion for our collective defence and for the financing of additional nato reserves. They dont like be lectured. That is clear from that Body Languagelj would clear from that Body Language would say they feel sheepish. They have all a
