and that was his strength, you know, crime fighting. - tonight, mayor giuliani wants to revamp the community policing program. - where are the cops? that's the question, among others, mayor giuliani vowed to find an answer to today. [applause] - he empowered the police. the police had felt unempowered under dinkins. here comes a guy who says, "do your job. "and i'll deal with the consequences. and i got your back." - i'd like to introduce the new police commissioner of new york city, bill bratton. [applause] - [clears throat] early on in my career, i came to understand that what impacted on everybody was quality of life crime. - you deal with some of those things that used to be considered small things, so they don't become bigger. - like? - well, like squeegee operators, and excessive noise, and aggressive panhandling. - a lot of these crimes were described as victimless crimes. what was not recognized was, the victim was the city. ♪ ♪ - in the past two years,
