daechbing. even some schools cannot open. now the mayor of ottawa is declaring a state of emergency. police have been reluctant to take any major steps because of fears of escalating matters and sparking violence. has that changed at all? >> it seems to be changing. the police chief just updated us a if you hours ago and he's saying, look, make no mistake. he would like to end this protest as soon as possible. they are asking for hundreds more police officers and they're being very blunt. they're saying we cannot clear the number of trucks and protesters out there without help. and at issue now is what you do in the meantime for those residents so beleaguered. the things coming out of city officials here who have had complaints from residents that i have spoken to who say, they feel terrorized, intimidated. they can't work.
