Rest there. Are fears the death toll will continue to rise as Emergency Crews Dig through the rubble of collapsed buildings but many are holding out hope theme find people looichd under that debris. Those who survived are now coping with trauma. Many sleeping outdoors after losing homes, others with a place to live rest tate to return home worried that there could be aftershocks at their homes could collapse. Morocco king has instructed officials to set up inter minimum Material Commission to provide relief. We get details now from cnns sam kylie. King mohammed has declared three days of National Mourning because his country has been completely devastated by an extraordinary earthquake totally unexpected in cities like this, marrakech. This has been the scene in the medina the most ancient part of the city a building ripped away by this earthquake but the scenes have been even worse in the interior of the country where one woman who was trapped for some 12 whurs pulled from rubble in a Remoment Village there. Are 13 people dead here in march kevin. Across the country more than 1300 have died and authorities expect those numbers to climb quickly. The problem is getting into the areas worst affected, the epicenter is about 45 miles south of marrakech but the areas badly damaged is villages in the foot hills of the Atlas Mountains that aerial photographs have shown completely flattened one or two houses remaining looking as if they had built on rubble that was once villages and its those areas authorities are most concerned that the numbers of casualties of the dead and injured will climb but the other problem for the authorities is the getting to these location is going to be very difficult because theyre saying large numbers of the roads and Communication Networks have been severed by this earthquake. No locals ive spoken to in marrakech can remember any history of earthquakes here. Else where in the country yes but here they say theyve never experienced a history of earthquake but this is the result of bed steads, Bedding Carpets left hanging over the edges of walls that have been sliced away as this ancient city has been rebuilt over the last few decades, enormous effort put into the reconstruction of marrakech particularly here in the medina, one of the prides of morocco very much a Tourist Destination but also a location of one of the kings major palaces. Its very much a Culture Center for moroccans and this is what this latest earthquake has done. Sam kylie cnn marrakech. So now offers of assistance are pouring into morocco from all over the world, germany offering rescue teams completes with sniffer dogs, france has activated Government Funds and working with moroccan authorities to determine the best ways to help, uae has offered humanitarian aid and establish air bridge to help deliver crucially needed supplies. We heard about roads cut off in foothills there and also algeria which sefrmd diplomatic relations with morocco has agreed to open its airspace to aid flights. We are joined by the director of operation for the International Federation of red cross carolyn holt from geneva swits switser land. Tell us how your organization is mobilizing and what are the priorities for Rescue Efforts given everything that you have to do in front of you. Well thank you for the opportunity to speak with you today. Yes its been a very busy last few hours as you can imagine here for everybody no doubt in the International Aid world but i speak representing the ifrc which is International Federation of red cross. Our partner is on the ground extremely active. Actually yesterday we were able to release a million u. S. Dollars to the moroccan red crescent to address Emergency Needs basically to allow them space to start working already. We are seeing a lot of trauma still and its very early days. We just entered the second full day of the response here and that win toe is still very much about Search And Rescue. We know that there are people trapped under rubld and the key here is to get to them. We also know that a lot of people have survived this with injuries so making sure we take care of the survivors that we are able to triage and identify those worst impacted. There are serious Head Injuries broken bones im making sure that those people get the medical care they can. Sorry. So you touch on a very important point there and we have been hearing of course that the epicenter was in the mountain region. What will it take to get help to those people . We saw authorities morocco trying to remove barriers on roads. We of course have heard stories of survivors that survived the earthquake were pulled from the rubble but medical help cannot reach them. What can you do in coming hours to change that . Thats the point as well, the fight that this epicenter was in such a remote area means access to those people is extremely difficult. We need to get heavy machinery to make sure that the roads and rubble are clear and we are able to access. Its unclear in remote areas so we can only unfortunately expect the numbers will continue to rise in terms of those impacted but reaching those people in the first space critical. At a time like this with an earthquake its common for roads and rail connections to be impacted for communications for electricity for water some of these things are really important as you can imagine and getting access to people in the first place will be key. And certainly the scope of the aid thats needed in the coming days weeks and months of course is extraordinary and given though what is happening in the here and know we know there have been some aftershocks not too and felt so much in places like marrakech but we can be expecting dozens more in weeks to come. How difficult is it for these populations to go through those aftershocks while theyre still just trying to steve get the basics . You make a good point. Its extremely difficult not only because maybe those buildings that survived initial impact have been destabilized and those aftershocks are destabilize them further but the Mental Health trauma of this cant be underestimated. For communities impacted by that initial earthquake and continue to relive that with every single after shock. Trying to keep people in a safe space and away from buildings that may well be impacted and we may see buildings continue to fall as aftershocks happen but keeping people away and safe even while that Search And Rescue window must carry on or that Search And Rescue effort must carry on. You can imagine its an extremely delicate tightrope the Emergency Workers walk to access people quickly as possible that are trapped but that is they dont expose themselves to further danger from aftershocks. So the next few hours what are you in need of . Is air support more important in those regions . Zits the actual rescue teams that will come in, the manpower . Yes exactly, we are still waiting for the moroccan government to make further decisions around the field for International Support but right now the only way to access some of those remote villages will be helicopters and air supported there. Are no doubt teams already trying to reach those remote communities but you can only do so much if youre not able to get vehicles through. So that will be a real priority. We also know that in times like this and as you suggest fortunately or unfortunately we have huge experience in dealing with earthquake disasters. Shelter clean and safe water and food is absolutely key as well as as i mentioned already the Psychosocial Support to help people deal with the ongoing trauma. As you say we are not even 30 hours into this tragedy at this point so much aid is needed and Rescue Efforts in the area continues. Helen from switzerland we appreciate the update. Thank you very much. For more information how to help victims of the morocco earthquake go to cnn. Com impact. President joe biden is on his way to vote natural now having wrapped up his participation in the g20 summit in india, he and other leaders paid respects for mahat magandhi. The leaders laid a wreath at the site. Just concluded g20 meeting produced a declaration after wrangling but ukraine saying theyre not happy with the language regarding the war saying it fell short of condemning russias aggressions. Kevin joins us from new delhi. The g20 statement is making more headlines for what it doesnt do than anything It Substantively does. What are biden Officials Say behind the scenes about this declaration . Well, they are pleased with this statement and it wasnt a conclusion into the summit the leaders would agree to language on ukraine because this bloc includes russia but also countries like brazil and south africa who have not taken a firm stance against the invasion and india the host which is trying to maintain ties with moscow and leader statements tend to reflect the tendencies of the host nation so the statement in and of itself came after hundreds of hours of talks 15 different drafts and as you said it doesnt mention russia by name or condemn its invasion of ukraine. I talks about the suffering of the ukranians the importance of maintaining territorial integrity the importance of not using nuke weapons but it is softer than a lot of the nations here would have put out themselves including United States but President Biden aides say this is a constant consequential statement the word used by National Security adviser Jake Sullivan and note the statement included all kinds of other important provisions like debt restructuring for the developing world, admiting the African Union to g20 for the first time so theres plenty theyre looking at and feel they accomplished but the statement represents the division that is in in g20. The fractures are no less apparent. Waits apparent coming in the absence of the chinese and russian leaders showing you that this bloc is at a fractured moment as President Biden departs he was able to secure these, this language the commitments from the nations here but its not necessarily the strength of condemnation of russias war that many were hoping for including the ukranians paula. And the quote from them is this is nothing to be proud of. I want to move on as biden has moved on from india. This trip cant escape the controversy of that russian invasion. What are the president s advisers saying about the New York Times report that vietnam is maybe skpretly planning to buy weapons from russia that would violate sanctions . Yes certainly and i continues know its a surprise just given that vietnam and russia have a long standing relationship vietnam has long relied on moscow as arms supplier. Im told by a Senior Administration official the u. S. Will announce its own steps on monday to help votes natural diversify its arm supply Chain Procurement so thats something to watch President Bidens goals in a know is to elevates the u. S. Votes natural relationship currently the u. S. And vietnam are at lowest level of diplomatic ties. They are elevating it to the top level of the vietnamese system and the other two countries at that top level are china and russia and President Biden hopes to acts as a counterweight to nations on his visit. The u. S. Acknowledges they will not be able to convince the vietnamese to server ties with those countries but wants to position the United States as an alternative to those countries particularly as china steps up its economic aggression its Military Aggression in asia and vietnam is only one country the president is doing this with. Hes doing it is in india the philippines and east asia japan and south korea so certainly this is an important visit for the president s as he looks to step up the american foot print in this region. It is certainly sets outs a more ambitious timetable and schedule and character of indo pacific strategy. Kevin appreciate your insight. Ukraine blasted the g20 declaration saying the group had nothing to be proud of because it didnt refer to ukraine as ukraine continues to push forward in their southern offensive. Counteroffensive. Melissa bell with the latest for us. Kyiv has condemned the final declaration out of new delhi at the g20 Leaders Summit saying it goes nowhere near far enough. It had been a difficult compromise to reach given that russia and china had to be on board. A spokesman for the Ukranian Foreign Ministry said the final language about the war in ukraine should have condemned far more strongly russias War Of Aggression he said and more strongly urged for it to end. This is as the counteroffensive continues in the region to make slow progress. We have been following some of the Artillery Efforts as it seems to inch forward under constant drone fire and police from Russian Artillery positions. Still the ukranian position is the counteroffensive is making slow but stated progress as it seeks toward further south in the occupied regions the voting has been taking place voting happening around the Russian Federation but until those four regions that are occupied by moscow voting thats been described by kyiv as a sham with ukraine urging ukranian citizens not to take part. Melissa bell cnn. Russian president Vladimir Putin is trying to make voters believe the elections are legitimate. Hes urging them to take part and have faith in on line voting. He says that practice last become more popular in his words. Sunday is in fact the last day of voting in russia and the occupied territories in ukraine.
