This is cnn breaking news. Tonight we begin with breaking news on cnn with truly global implications. Military actions in syria, the United Nations Security Council centralbling for an emergency meeting at this hour, and the military air strike that may have been a mistake. We take you to the pentagon for every angle of this breaking story and how its impact will have a Ripple Effect across the globe. First, i take you to the pentagon and barbara starr. Dozens of troops are dead because of an air strike that appears to be a mistake made by the United States. Events moving very rapidly this evening in several world capitals. Just a short time ago we received a statement from a Senior Administration official about this event, this u. S. Air strike that killed a number of Syrian Government troops in Eastern Syria earlier today. The u. S. Administration saying, and let me quote in full the United States relayed our regret through the Russian Federation through the unintentional loss of life for Syrian Forces fighting i. S. I. L. We will continue to pursue compliance to the cessation of hostilities as we continue military action against isil. The u. S. Did conduct an air strike earlier today in Eastern Syria. And about 25 minutes into the series of air strikes they got a call from the russians saying stop it, youre hitting Syrian Forces. The u. S. Withdrew, no more air strikes in that area. Now, as bad as that is, the additional impact of this is what will it mean for the cessation of hostilities. This of course is the wbr id wbr1570 agreement that secretary of state john kerry is trying to get to the finish line with the Syrian Government and the russian government to try to cease hostilities in western syria, if you will, aleppo, to stop the bombing and killing of civilians. But with this event, it could prove to be very difficult. b the agreement itself could be hanging in the balance tonight, we dont know how the russians and the Syrian Regime will react further to this. Very difficult situation. The u. S. Military is pointing out that in their view, they want people to understand in a it is a mistake. They do not target Syrian Forces, they are targeting and fighting isis. There is no authorization from the u. S. Military to hit the Syrian Forces, the u. S. Is not at war with the Syrian Government or wbrid wbr2170 the Syrian Forces, but none the less, a dreadful incident today, a mistake, in the view of the u. S. In which dozens of Syrian Forces were killed and injured. As our viewers are watching this, youre seeing previously shot footage in the eastern part of syria. This is not footage of the actual air strike today. Barbara, a spokeswoman for Russians Foreign Ministry says this is the white house defending isis, what are your thoughts . This may well be the message point that moscow wants to put out. I think it is safe to say the administration, the pentagon, the u. S. Military could not disagree more strongly. Our team in syria knows much more about all of this. Deir ezzor is very complicated. Isis is constantly pressing at a small held area there. The Regime Forces have been hanging on, if you will, in this area of Eastern Syria. So, you know, the russians could have the message point, if you will, that the u. S. Must be trying to support isis and push the last of the Syrian Forces out of there and launch that strike today. The reaction of the u. S. Military is not that and that the success targeting isis and alqaeda in syria. The u. S. Is not at war with syria, and this appears to be a terrible mistake. Perhaps the really key question tonight is how, on earth, did this happen . Did the u. S. Pilots hit the targets they were aiming at and it was bad intelligence . It was Syrian Forces, not isis there. Did they hit the target they were aiming at and it proved to be bad intel, or did the bombs not hit the correct target and they hit Syrian Forces. The Obama Administration in the last few moments say they regret that Syrian Forces were struck. Lets bring in Michael Weiss. He is a author for the daily beast. It could be a few different sna scenarios, but were talking about 120 deaths, 180 troops injured. Walk me through the situation and the number of players on the ground. It is particularly complicated. This is where a u. S. Trained rebel force tried to conduct a daring and full hearty raid. They were routed and there was no air support. There is an dwindling there. This is a lynch pin reason along with raqqa by which they connect. So it makes since they would be striking isis there. Absolutely, in fact what is ironic and what probably happened, and it is too soon to say for sure, if isis was present, close to the Syrian Regime forces, because they took some of the terrain, it meant that the u. S. Was effectively providing support to the assad regime. One thing that i was told earlier this evening is that the ariel marking of the troops is very different from isis forces. Theyre saying they were Syrian Arab Army soldiers. It could be they were disbursed with a consortium of troops that were trained to do the heavy lifting. Let talk about why the spokeswoman came out and aid were reaching a terrifying conclusion for the whole world, that the white house is defending the islamic state. They have called an emergency meeting that will begin in half an hour, why is russia saying this. Never let a good crisis go to waste when youre the russian or the Syrian Government. However, if the u. S. Will only coordinate with us more closely and talk to us and we can bomb isis together, we can continue the war in syria. The goal from the beginning, the reason for russias intervention a year ago was to draw the United States into the orbit. Make it not about regime change, the free syrian army, or facilitating a political transition, but is strictly counterterrorism policy. What we have seen happen is the Obama Administration has crept closer to that. One of the statements released tonight was one of the most contrite. They dont say that when they accidentally bomb syrian civilians. Awe senior Obama Administration say were considering paying can compensation to the families but the United States needs the assad regime, and needs russia to defeat isis. The russians and the Syrian Regime have not fought isis as much as they have let on. Majority of the fighting has been against the syrian opposition. And the u. S. Said youre backing up the assad regime, youre supporting it rather than doing everything you can to fight it. So now what, thats the question, right . I expect there will be a pantomime at the u. N. A panel just concluded yesterday and they decided that they were using chlorine gas bombs. What will happen is there will be a dance at the u. N. Security county tici council, and it is perfectly times, and i think washington will come out and say were so sorry, we dont want this to disturb the cease fire and the joint Intelligence Command that will be set up in jordan to coordinate our air campaign. But the ceasefire is already delica delicate, six days long, but the people there that need the aide are still not getting it and this makes it it even worse. Thank you, i want to get to the United Nations now. We have richard roth with us. This emergency meeting starts in about 20 minutes, Michael Weiss calling it a dance, if you will. I dont even know if it will be as exciting as that, but it will take place behind doors. We know that u. S. Ambassador Samantha Power will speak to the press before the session. As they mentioned, the u. S. Will want to, and russia, too, keep this agreement if they can. In fact, russia will want to score political points for now and for going ahead. And its the General Assemblyweek. President putin is not here. The big party for the General Assembly was last year, but syria was going to be one of the main topics here. Wednesday there was going to be a meeting. I think they ought thought they could wrap up syria and show momentum going forward. You also have a big refugee summit through monday and tuesday. That was to provide more funding, commitment, and more there. Should it get out of hand, that imperils a few other things. I think they will try to keep it together, well take the temperature here in a few hours. Do let us know what we hear from the u. S. Ambassador to the United Nations. Sort of unprecedented they will be making remarks before the meeting. Thank you very much. More on this breaking news ahead, stay with us, well be right back. The things it does to your parade. In less than one hour, president obama and Hillary Clinton will attend a Congressional Black Caucus dinner in our Nations Capital and he will give his seventh and final keynote address at this dinner. Before that, lets bring in senior washington correspondent jeff zeleny. This is obviously an important moment for the president , his last and final set of remarks at this dinner. At the close of his presidency, what does this mean to him tonight, particularly amid the controversy of this week with w trump and the birther comments. A lot of people seeing it as an effort to delegitimatize the first black president. It has been a historic president for the first africanamerican president to be elected here, and president obamas waning months here of his time in office, its so striking that were still having this debate in the country nap it is such a moment in this president ial campaign. We heard trump say yesterday that yes, he will finally acknowledge that president obama was born in the United States, in hawaii, that did not put an end to it. It revived the conversation that had gone dormant. It is something that africanamerican voter and many other supporters of the president have fresh in their mind here as they go into the next election cycle here. Donald trump as amaked a sleeping giant, if you will, for questioning and delegitimizing him. Im told the president will likely address this point, but at this moment of the campaign, Hillary Clinton has struggled to recreate the enthusiasm of the obama coalition. I think donald trump did that for her yesterday by making these comments here in washington. Well see what president says tonight and Hillary Clinton as well who will be there with him. Special coverage of the black caucus dinner here. Jeff, thank you so much coming up next, new controversy for donald trump, the Clinton Campaign accusing him of trying to insight violence after he says to disarm clintons body guards and see what happens next. Shtag stuffy nose. Hashtag no sleep. I got it. Hashtag mouthbreather. Yep. Weve got a mouthbreather. Well, just put on a breathe right strip and. Pow it instantly opens your nose up to 38 more than Cold Medicine alone. So you can breathe. And sleep. Shut your mouth and say goodnight mouthbreathers. Breathe right. In my gentlemans quarters, we sip champagne and peruse my art collection, which consists of renaissance classics and more avantgarde pieces. Yes, i am rich. Thats why i drink the champagne of beers. [ala m beeping] the highly advanced audi a4. Donald trump will spend his sunday in debate prep, this according to a campaign official. It comes after the Trump Campaign was in houston, texas today. And while he stays on message today, there is a lot of buzz around something he said last night at a rally. A wbr id wbr12876 comment that some see as a call for violence against Hillary Clinton. I think that her body guards should drop all weapons. They should disarm. Right . I think they should disarm, immediately. What do you think . Yes . Take their guns away. She doesnt want guns, lets see what happens to her. Cnn political commentator maria cardona. b thank you for being here, those words that he wbrid wbr13246 used and what he added to them is tear their guns away, talking about her secret service agents, and lets see what happens to her. Officials say theyre concerned that could lase to trth Service Members or Law Enforcement getting killed in the line of duty. Do you wish he would have avoided that remark all together . Yes, but the message is exactly what he wanted to say. A hypocrisy of Hillary Clinton. Whether you talk about the walls around her personal family compound, or you want to talk about her says what is donald trump hiding, when she has been using hammers and bleach bit to erase and damage things. Saying as i do,. Saying take their guns away, see what happens to her, it will be very kang rouse. If she had to live like every day citizens like you and i, she would not be so quick to take away the guns. But she is in favor of more gun control, but she never talked about, as trump says, can gutting or getting rid of the Second Amendment. The right to bear arms. Any attack on the Second Amendment, last time i checked, poppy, criminals dont go for background checks, they dont care. Cities with the toughest gun control laws like chicago and l. A. , and they have the highest gun crime. It usually on restricts the good guys, and the bad guy also talking about the intention, the intention of the statement, right . She says i would have chosen different words. Do you read it as a direct incitement of violence . He knew exactly what he was doing which is why this man is so vile and unfit to lead. This is not the first time it has happened. He did it before when he talked about if Hillary Clinton is elected and she chooses Supreme Court judges, it will be too late, except maybe the Second Amendment people could do manage about it. He knows that there are people out there, in the world of supporters, who hate hillary so much, and who, when they hear this kind of talk from him, could absolutely lead to violence. In fact, it has lead to violence. He talked about punching people at his rallies. People have been hurt at his rallies. Latinos have been attacks on the street from trump supporters. They believe that they let me finish. They believe theyre undocumented immigrants who are here legally. But you need to ground that statement doing exactly what he was doing. Lets ground that statement in fact. What you said, i believe, is what he said has lead to violence directly. What specific incident are you talking about . At his rallies, people were punched out. A 69yearold woman with an oxygen tank was punched at one of his rallies. Was it a specific comment he made . Im well aware that many people have been calling for him to condemn the violence more than he has. He has never condemned it in any realistic way. And poppy, i could give you a list of comments he made to insight when he said at one of his rallies, just punch that guy, ill pay the legal bills, its documented, so he knows exactly what he is doing when he says vile things. Let me move on to a another important topic. At 8 00 tonight, the black caucus president ial meeting tonight will take place. Finally after five years of trafficking in what is a lie, donald trump came out yesterday and say two sentences saying the president was born in t
