Of the president s trip tomorrow is condolences and resources, getting resources to this community. To hear from mayors and survivors of the shooting as well. But it threatens to divide this border city along political lines, just as people here to trying to heal those wounds. Local democrats in texas are demanding the president cancel the trip. They say now is not the time. President trump, we should mention, will also visit dayton, ohio tomorrow. Thats where nine people were killed in a second weekend shooting, just 13 hours after the first one here in el paso. Were just yards from the crime scene, in fact. Lets go straight to the white house. Cnns katilan collins. The white house is certainly aware of the divisiveness that this is causing in some of the locales, many people protesting his coming visit. What is his aim is visiting both el paso and dayton tomorrow . Well, officials are pushing back on that criticism back here at the white house, because they say the president will be similarly criticized if he didnt make a visit to where these Mass Shootings have occurred. And of course the president is not going to be receiving this across the board welcome that you would typically expect a president to receive, especially when hes visiting somewhere that had Mass Shootings. But he is going to be leaving washington home, going to el paso and then going on to dayton. But that comes, as youve seen several of those local officials from the area pushed back and urged the president not to come. Including beto orourke, who says that the president s rhetoric has contributed to what we saw happen in el paso at that walmart on saturday, drawing a direct line between the two of them. But still, despite that pushback from those local officials and from the democratic president ial candidate, the el paso mayor says the president is going to come and he is going to meet with him despite the criticism. This is not a political visit as he had before. The president is coming out and i will meet with the president and i guess for people who have lots of time on their hands, ill deal with their emails and phone calls. So hes saying in his official capacity, he is going to meet with the president. He did say he will push back if the president makes any disparaging comments. Thats what dee margo said yesterday during the press conference. Youll remember the last time the president was in el paso was back in february when he and beto orourke had those essentially dualing rallies as beto orourke was pushing against what the president was describing el paso was, talking about crime and the need for a border wall. It will be a very different visit tomorrow, but youre still going to see the contrast between the two of them. Katilan collins at the white house. Thanks very much. Joining me now is david stout. He is the head of the El Paso County commissioner democrat here. You have been public in your opposition to the president s visit here tomorrow. Tell us why. We still have a gaping wound in this community, and i believe that this would just be throwing salt into that wound. As weve heard, our president has many times disparaged, vilified, demon niezed the type of people that live in this community. And he has tweeted more than 2,000 times about this socalled invasion. He has questioned the credibility of a mexican judge because of the fact that hes mexican. And he has laughed at thinking that its a joke when people are talking about shooting immigrants. Regardless of what happened here on saturday, i dont know why we would want President Trump to be here when this is a type of community that he obviously doesnt care for. Kaitlyn mentioned the last visit here when he echoed some of those comments about this frontier, which as folks realize, juarez, mexico is about a mile away. And what has struck me since being here is these communities are very much intertwined. Theres not a sense of this being a berlin wall between mexico and the u. S. People move back and forth, families are split on both sides of the border. Do you believe that the president s rhetoric has fueled this kind of violence . I do believe that. You can see many reflections, especially within the manifesto, that the suspect in this crime wrote that are very, very similar to a lot of the rhetoric that the president has utilized. Did it make a difference, though, when you heard the president in the wake of this say, call out White Supremacy by name and domestic terrorism . Did you see that as a positive step . Its about time that that happens, but paying lip service doesnt do us any good, okay. You know what the president can do is stay in washington. We at the county had an emergency meeting yesterday and we are planning on applying for a number of grants. He should make those grants available to us immediately. Grants for what . To help us to pay for all of the police overtime, to help pay for the crime scene cleanup, to help with victims and their health care bills, Mental Health of this whole community has suffered. I think folks at home dont realize what a cost it is for the communities, beyond the emotional cost that is lasting, but all the resources necessary. I want to ask you about guns in particular. This was a highpowered long rifle, again, that allowed the killer to kill so many in a sport span of time. Similar weapon used in dayton, similar weapon used in gilroy, california. Youre already hearing from this president backing off the idea of universal background checks. I spoke to republican lawmakers yesterday who were repeating talking points about how legislation wont make a difference. Are you frustrated to see the debate turning back to where it was before, even after this horrible crime . Weve been having this debate for way too long. This is 250 this year when were talking about Mass Shootings in this country. I think that we need to take it seriously and, you know, we had senator john cornyn here and Governor Greg Abbott and they talked about wanting to support this community and wanting to help us out. The way that they can help us out, Governor Abbott call a special session and pass some of these laws that members in our own delegation have proposed and have been completely ignored. Tell us about conversations here. Because texas is a i dont know if gun loving is too strong but its a state that values the right to bear arms and guns. But we also know that National Polling shows that even republican support background checks. When you speak to residents here, particularly in the wake of this shooting, residents who are gun owners, are they willing to allow for changes like that . Look at the weapons used. I spent a lot of time in iraq and afghanistan and i didnt even see some of that stuff there. Are people in texas willing to have that conversation . I think they understand that those of us that are advocating are not out to take away their constitutional right. But there are some weapons that dont need to be in communities and on the streets and i think that people in el paso understand that, yes. Well see if the dynamic changes. So far the signs dont seem to point in that direction. We know youre working hard. David stout, we wish you the best. Thank you. Also this morning were learning more details about the dayton, ohio shooters interactions on social media and some businesses are opening. A gun show has been canceled. Small step. Polo is in dayton with more. What are we learning this morning . Jim, we now know obviously of a twitter account that was suspended by that social media platform on sunday. This would have been obviously after the shooting here and that particular account does contain both antipolice as well as extreme leftwing tweets. However, we should point out that police have not acknowledged that at this point. They have said that theyre considering everything right now as part of this investigation. But we also are hearing from multiple former High School Students that went to school with the gunman and they say that this killer kept both a kill list and a rape list. However police are also saying that at this point investigators are really reluctant to assume that anything from at least ten years ago would have played a role potentially in this investigation here or at least played a role as a possible motive here. And then back to the twitter account its really important to point out that police here on the ground have not specifically said that they are considering this or at least they havent found anything that would point to this as being either racially or politically motivated, which would be a significant difference from whats happening 1,500 miles away from where er in el paso. Two communities now joined by this kind of violence, a sad connection. I know that no one in either town wanted. Still to come this hour, why isnt the president of the United States, why isnt he leading the charge on gun reform, if the vast majority of even republicans are willing to support measures such as universal background checks, even banning highcapacity magazines . The director of Strategic Communications for trumps 2020 campaign, he joins us ahead and were going to ask him the hard questions. Also, how will congress act . Im speaking live with adam schiff about his partys next steps. What can they do to make a difference . Plus, a grieving family offering forgiveness to the gunman accused of killing their loved ones. From the day youre born we never stop taking care of you. Police say that 22 People Killed here in el paso just a few yards behind me here at the walmart were shot by a man who posted his motivations prior to the attack online. Hes believed to have warned against a hispanic invasion. Note that word, saying democrats were using open borders, again note that phrase, to attract new voters into the country. Now, according to facebooks own archive of advertisements on its site, we can see how many times that very same language was used in ads for President Trump. Joining me now from washington, cnn Technology Reporter brian fung. He follows this kind of thing. So brian, tell us how often that kind of language, those words, key words like invasion, have turned up in the president s rhetoric and campaign ads. Jim, according to facebooks political advertising tool, President Trump has used the term invasion in roughly 2,200 facebook political ads. And this all began kind of in january and february when, as you may recall, there was a big debate about whether or not to fund President Trumps border wall proposal and there was a Government Shutdown and it appears that many of these ads seem to have come on facebook around that time when a lot of folks were trying to fight a big political battle over whether or not to fund the wall. Now, its not just President Trump who has engaged in this rhetoric on facebook. A number of other republicans as well. In north carolina, tennessee, alabama have used this similar language, which raises questions about just how much President Trumps own rhetoric may be filtering down and influencing the rhetoric and behavior of other americans. Brian fung, its good to have you following this story. That data is important. Joining me now is marc lotter. He is a spokesman for the trump 2020 campaign. Marc, we appreciate you taking the time this morning. Thanks for having me, jim. So you saw that data there. The president using repeatedly, not just in his Public Comments but in campaign ads, words that are repeated by, that are in common with, white supremacists, white nationalists, including the shooter who carried out this attack behind me. Why is your campaign repeating that kind of rhetoric . I think its important to call the problem we have with immigration for what it is and the president has been doing so in fighting the battle against illegal immigration. People by the hundreds of thousands coming into our country illegally with very little that we can do to get them out of the country. The president is in favor of legal immigration, he has said that very often and repeatedly. But when it comes to illegal immigration we have to be able to control our borders. Why does he have to speak about human beings in those terms . This goes back to the campaign rapists and murders. He laughed at a florida rally in may of this year when people talked about shooting people coming across the border. Why do you have to speak ill play the clip again for you, marc. He laughed when someone in the crowd. Play the whole clip. Not just the edited clip. Its not a falsely edited clip. In fact, ill ask my team to call it up while were on the air. The president laughed when the crowd talked about shooting them and he made a sort of offhand comment saying you can only get away with that in the panhandle. Im talking about the broad sweep of his language talking about these people. In the simplest terms, does that help or hurt the growing problem of domestic terrorism and White Nationalism in this country . Does it help or hurt . I think what the president is doing is identitying an issue that is a challenge for our country and it has confronted our country for many decades. We are now trying to ascribe the motives of a political candidate or an Office Holder on someone who conducted an outrageous act of terror. Were also not talking about the extreme leftist who was the shooter in the dayton shooting, and so weve got to get to the point and what the president is talking about yesterday we led our broad cast with the motivations of the dayton shooter. We spent several minutes on that. But the fact is if you look at the crime, the dojs statistics, the antidefamation leagues statistics, of the 50 accounts of domestic terrorism in the last couple of years, 3906 them driven by White Nationalism. Those are the facts collected by the president s own justice department. Will you grant on this air that White Nationalism is a growing threat in this country . And the president condemned it yesterday, the department of Homeland Security, the fbi, the department of justice also have a task force and people who are trained in looking into this. In fact, the acting secretary of Homeland Security this morning talked about in his very first week in office, he asked congress in an out of cycle budget request to increase the resources for those actions. This is something that the Administration Takes very seriously. But we should also not just try to overstep with these tragedies to just make it about politics. Were not blaming the political motives of the dayton shooter on any specific candidate, nor did we blame Bernie Sanders for the congressional shooting. And to just always come back and make this about President Trump does a disrespect to the victims and the issue that we need to confront. I asked you a question whether the president s rhetoric helps or hurts the issue. But you accused us of falsely editing the clip. Im going to play you the clip from the may 2019 rally and then lets come back for a reaction. Have a listen. How do you stop these people . You shoot them. [ laughter ] thats only in the panhandle you can get away with that statement. Thats the president. And i know that before that the president said you cant do that, acknowledging its illegal to illegally shoot people. The president of the United States there on a bully pullpit laughing when the crowd shouts out shot them. Is that an appropriate response from a sitting president . I think when you show the entire context, which you just mentioned jim, when the president said were not a country that uses weapons against people who are coming across our border illegally, and hes also dismissing that comment being shouted out by that person. He laughed. The president laughed. He was dismissive of it. Is that what you think the president should do . He was very dismissive of it. I want to ask you another question. He laughed at it. Lets get to gun control at this point and well show the statistics up on the screen. The vast majority of republicans in this country support a number of potential gun control measures. They support preventing people with Mental Illness from purchasing guns, background checks for private sales and gun shows, closing the loophole as you know. Banning even a majority banning highcapacity magazines and assaultstyle weapons. Privately republicans on the hill will say if we had president ial leadership on this publicly, we could get behind some of these measures. Why isnt the president acting now on any of these potential things beyond i know hes expressed support for red flag laws. But why not for closing background check loopholes orbaning highcapacity magazines . Why isnt he doing that now . The first thing i would point out is that the president signed a law in 2018 to fix the background check system and hes also expressed a willingness to include more information. But the step of universal background checks. Thats the different here as you well know. And the president tweeted yesterday about the possibility of background checks, but joining that to immigration legislation. But in his Public Comments he backed off that and i wonder why that is. Well, and what i would also point out, one of the reports on cnn had indicated the background checks or universed background checks would not have stopped the two shooters in these two weekend episodes. Weve got to fix the problems. Laws against theft dont stop every act of theft. Laws against Domestic Violence dont stop every act of Domestic Violence. Laws against Insider Trading dont. The talking point that is repeated after every one of these things, that one law wouldnt have stopped this. The question is big picture. If a majority of republicans support these measures, why wont the president get behind them . And i think the president has expressed a willingness to talk to congress, work with congress on these issues. But we also have to be honest in this discussion, in that we have to fix the background check problem. We need to make sure that information like we saw in the background of the dayton shooter, which should have been the red flag, that that kind of information can get into consideration. That way we know we have the ability to stop these kinds of things before they happen. So there is no single fix. The president is talking about doing things in the big picture that can give us the best opportunity at stopping Something Like this in the future. And youre right to note that the president has put his backing behind red flag laws and now were seeing an effort between i believe senator blumen thal, democrat and republicans. Well see if that moves forward. Marc lotter, we appreciate you taking the time and the hard questions. Absolutely. Thanks, jim. There are, as we noted, growing calls for congress to act on guns on some of these measures. Will lawmakers cancel their current summer break, take immediate action, at least consider immediate action . Find agreement among the parties . Well see. Some 2,000 miles from capitol hill, where right now several halls are empty for the summer break. But will that soon change . There have been growing calls for action on guns in the wake of these horrible crimes. With me now is democratic congressman adam schiff of california. Hes chairman of the house intelligence committee. Of course california suffered its own mass shooting just last week in gilroy. Congressman schiff, thanks so much for taking the time this morning. Good to be with you. So here we are again, frankly, three shootings in the span of eight days, two in the span of 12 hours. We were asking the question would this be different, would you see movement on the hill on Gun Legislation . It does not appear to be that way. The president raised and backed off background checks. I just spoke to the chairman t director of communications for his 2020 campaign, repeating the same talking points about no one law will prevent these shootings. Is anything going to move this time in the simplest terms . Jim, it has to. We just cant put up with this anymore. People need to vote those people out of office that are part of the problem instead of the solution. And were hearing the same thing as you point out from the Trump Campaign spokesman, the same tired argument that because no single law would stop all shootings, therefore we should do nothing. That is just not an answer. We are seeing this dramatic rise in white supremacist violence, these terrible Mass Shootings that weve had this epidemic for years and years of young, angry men going out with assault weapons, with highcapacity ammunition clips and killing people in short order. And even when police respond, its still not enough when youre using that kind of a weapon. And were not powerless to do something about this. We can do something about it. Indeed, the house of representatives sent a universal background bill to the senate and it has languished there. Mitch mcconnell proud of his status of grim reaper of legislation like that. They ought to go back immediately and pass that legislation. And ill tell you one thing that does give me encouragement, and that is in the midterm elections in these purplish districts, democrats ran towards the gun issue and they won on it, rather than running away from it. And that is a big change historically. So i do think were getting to a Tipping Point and it cant come soon enough. Politico had a piece today that said in private, republican lawmakers, your colleagues on the other side of the aisle will say that were open to some of these gun control measures, but we need president ial leadership. I wonder, do you have private conversations with your republican colleagues to say we can get on the same page on universal background checks orbaning highcapacity magazines . Do they say that to you in private . In private they express their deep misgivings about the president generally, not necessarily on this issue. But im tired of peoples private misgivings, and if theyre going to wait until donald trump shows leadership on guns or anything else, theyre going to be waiting until the cows come home. They need to show some leadership themselves. And thats the only way were going to get something done on this. Weve seen this pattern before with the president where he will make these forced statements, he looks like a hostage when hes reading these statements expressing condolence or condemning White Nationalism and then hell go back to the same racist tweets and taunts at his rallies. For my colleagues to expect anything different at this point is preposterous. They need to show some leadership. Theres a perfectly good universal background bill that has passed the house that is simply waiting to be taken up in the senate. It would do a lot of good. Bans on highcapacity ammunition clips, a ban on assault weapons. Its not going to stop all these shootings but its going to make them far less lethal and its going to save lives. Is there a give and take on this issue . The president very briefly in his tweet yesterday raised the possibility of trading Immigration Reform for universal background checks. He didnt follow through on that in his Public Comments. But is there when you have these discussions, is there something that you can give to the republican side to get action, for instance, on universal background checks . There have been long negotiations over universal background checks, but frankly, for the president to bring up Immigration Reform in the context of this shooting in el paso, i just find terribly offensive and counterproductive. Its as if hes saying that the cause of this shooting is the failure to enact Immigration Reform, that somehow this justifies this horrendous act of violence. Thats the implication, that if we dont pass gringImmigration Reform, more people are going to do these Mass Shootings. Thats not how you condemn the racist motivation of the shooter. Similarly, when the president blames the press in a tweet and if the press doesnt change how it reports these things, were going to see more of these shootings. As if the fact that youre reporting the president s words and his actions and how they parallel the words of the manifesto this el paso shooter, somehow makes the press responsible. This i think is where you really see the president , not in the canned statement written for him, but in his own words and his own tweets. And so again, if my colleagues are going to wait for him to show leadership here, then were going to just continue to see these kind of terrible tragedies. Another opportunity during his visits to dayton and el paso tomorrow. Well see what he says. Congressman adam schiff, we appreciate you coming on this morning. Thanks, jim. This next moment may amaze you. Forgiveness in the face of the tragedy that happened here in el paso, a remarkable, remarkable moment. We forgive him. We honestly forgive him. We pray for him. They really said, look, we believe in forgiveness because of our faith. And that is what we have to hang onto, because anger is only going to hurt us. And so their thought is, look, if we can do this early enough and send that message of love, that there will be more love that is out there than there is hate. And they repeatedly said that. But there is one other thing that will never leave my mind. Their daughter skyland said to them when she found out that her mother had died, is my daddy dead. I have to say that as a parent myself, when i speak to people like you, my heart goes out. And i just wonder, when you see this violence repeated again and again, what is your reaction . It saddens and infuriates me that this continues to happen. You would think by now we would have learned our lessons and found ways to come together to provide Real Solutions to make changes and save lives. So already ive sensed that this moment likely will not be different, a question we asked after sandy hook and so many other attacks, because you hear the president , you hear republicans repeating the same talking points on why this gun measure or that gun control measure wont make a difference. Whats your reaction when you hear that as well . And what do you think would change that political dynamic, if anything, today . Thats a hard question to answer, but i think the problem is that were getting to a future point quite quickly where everyone in america will be touched by gun violence at some point or know someone who has been touched by gun violence. And sadly it seems to be one of those issues that you only want to fight for change and come together to discuss change once it has affected you. So people need to put their policies aside and think about the lives that we need to save. And there are bipartisan proposals in congress right now for extremist protection orders. This would be a simple and quick act to put in place and save lives immediately.
