Is wrapping up at the munich conference. Fighting in the ukraine was at the forefront of the conference. German chancellor Angela Merkel told participants that peace talks should at this point despite a clear lack of progress. Merkel will hold a Conference Call with french president fran swois hollande and russian president Vladimir Putin. Fred pleitgen and erin is in moscow. How is kiev taking this news that expectations are still so very low . Reporter well i dont think anybody in kiev expected anything different. There are some big gaps obviously between the ukrainians and the russians however, it seems the western negotiating partners are not all on the same page either, natalie. One of the good things thats come out over the past 2 1 2 days of diplomacy, merkel and hollande speaking to the ukranians, at least people who are a conflict are going to enter into the conversations. There will be a call with poor row schenk poroshenko putin, merkel and hollande. The fighting has been going on over the entire weekend. One of the big issues that the western negotiating partners have is that there are some in the United States that says now is the time to give arms socalled defensive arms to the Ukrainian Military however, especially the europeans dont think thats a good idea at all. Angela merkel touched on that yesterday. Lets listen in to what she has to say about that. Translator i understand your viewpoint and also the discussion thats going on but the progress that ukraine needs cant be done with weapons. I have great doubts about the validity of that at this point. Reporter the reason she says she has great doubts about the validity of that point that if the west introduces weapons into the conflict she feels that will up the ante possibly russia will introduce their own air force and things will deteriorate further than they have until now. Youre absolutely right, the ukrainians absolutely frustrated. Their military seems to be on the defensive. They say the rush hans are fueling the conflict and they dont feel theyre getting the amount of support they need from the United States and the west natalie. What do they think that the west doesnt seem to be allied or what the response should be with the United States Congress Talking about arming and Angela Merkel saying thats not the way to go and kiev sits there waiting to see what should be done . Reporter they sit there at the same time the situation on the battlefield appears to keep deteriorating by the hour if you will. Theyre frustrated with the situation. On the other hand they know that even if military equipment were pledged, its far from certain how long it would take to get to the battlefield. The russians this is what the west has said have put some fairly sophisticated equipment on the line. Its unclear how much difference it would make. However, by and large they want support from western countries in kiev. They want moral support, they want financial support, of course they want military support as well. They are saying this is a fight for their sovereignty and its something the americans keep saying again and again. Joe biden was very tough on the russian leadership. He says he wants to see actions. We have to keep pushing for a peace agreement. There have been agreements in the past. He blames russia for having breached those, for introducing more fighters. The russians flatly deny this. He say, yes, there are people coming over from russia. These are people who are volunteers and not controlled by the kremlin. The reality seems to paint a very different picture. Its a very difficult, a very complicated picture both on the grouped and in the arena of diplomacy. The government in kiev is very much frustrated with the situation and what they perceive to be a lack of international support. You saw that yesterday with the speech that Pedro Poroshenko came out and showed the passports in munich saying this is all the proof that you need that russians are fighting there. On the ground things are a little bit more difficult than that. They are saying yes, russians are coming over to fight. From the time pleitgen there. Thank you for that perspective. Details about the plan thats currently on the table have not been made publicly. Yesterday we heard from Francois Hollande who says on the table is a demillitarization zone 50 to 70 kilometers wide. Its aimed at implementing the minstk agreement which was signed in september which has collapsed in the face of the swelling violence that weve seen in Eastern Ukraine with western countries as well as ukraine accusing russia of sending in military personnel as well as equipment something that russia has repeatedly denied. The question now becomes if these negotiations are centered around a months old agreement, what has changed . The answer is very much uncertain. Even the european leaders who are spearheading this initiative has acknowledged that whether or not these diplomatic talks will be able to work is, in fact, uncertain. Natalie. So it begs the question whatever happened to sanctions, erin . Reporter yeah well russia has been very critical of the sanction that is have been implemented so far. We heard yesterday from russian president Vladimir Putin who said they were not effective though in his words he said they did cause a certain damage. Western sanctions combined with Falling Oil Prices have had a negative impact on the prussian economy although president putin shows no signs of reverseing course on ukraine. Moscow continues to deny direct involvement in the conflict. President putins popularity is still sky high. Recent polls show that 70 think that the government should continue its policies despite sanctions. Next week in brussels were expecting eu officials to consider adding more names to the list of people currently facing sanctions as a result of this crisis. Theyre known as peshmerga and theyre digging in here after isis recently surged north with a major offensive to try and take the city of kirkuk. The isis flag is just there. You can see how close the fighters are. Theyve taken back most of the territory. They tell us mostly every night they test their defenses and the fighters believe in the next few days there will be another push forward. Reporter these peshmerga are outside their official lands. Theyre all what stands between isis and another iraqi city this one being rich in oil. The commander tells them isis attacks in thinking fog and sets oil wells on fire to hide their advance. When conditions cleared, he said his men and Coalition Airstrikes killed hundreds of isis fighters. The bodies of some lie nearby haste stilly covered with earth. The threat is not only at the edges of kirkuk. These Kurdish Security forces control the inner strip. Isis has shown they can hit the city. Last week they detonated a car bomb outside police headquarters. No one but the three attackers was killed, but their ability to strike backs up what Security Forces here suspects isis already has people inside the city. The captain tells us hes sure theyve entered the city pretending to be refugees. A suicide bomber blew himself up at a busy restaurant in the citys southeast killing 30 people injuring dozens more. Another suicide bomber struck at a market in a city center killing six people. Tony abbott has called a special Party Meeting pushing the vote forward by one day. That gives his challengers less time to round up support for a motion to force him out. The opposition says this is a major step back and is urging nigerians to refrain from violence over the delay. Between 10 and 15 people were kidnapped friday at a mine in mexico. It happened in the southwestern state of guerro. They describe this as a Community Issue and says the mexican army is handling it. A discovery in the same state, guerrero dozens of bodies including children found in an abandoned cream mae ma tore yum in acapulco. Reporter the bodies were found on the outskirts of acapulco. There were 60 bodies inside belonging to women, men and children. Some of the bodies of undetermined age were perfectly embalmed and ready for cremation. Police first found the pile of 40 bodies in a cremation room. A second pile was located in an adjacent cremation room. Acapulco is located in guerrero state. Translator after four months of investigation, mexican officials concluded in late january the students were abducted executed burned in a landfill and the remains tossed in a nearby river. Olympian and reality star bruce jenner rear ended the white lexus. It appears bruce jenner was involved in the rear end of a vehicle, however, he was the third car in a multiple rear end collision. Sheriffs deputies say theres no indication the paparazzi following jenner had anything to do with it. He was going northbound on pch. The first car, a prius, stopped suddenly causing the second car a white lexus, to also slam on the brakes. Deputies say skid marks on the ground indicate again ner also tried to stop but ended up hitting the white lexus. The car then spun into southbound lanes smashing the drivers side to bits. Bruce jenner was in the third car which is an escalade with a trailer behind it towing a sand rail. When it struck the lexus the lexus went into oncoming traffic which struck the southbound h2 hummer and the driver of the white lexus was pronounced dead at the scene. Seven other people including an infant and two small children in the hummer had minor injuries and were taken to the santa monica hospital. Everyone else including jenner were okay. A deputy said bruce jenner voluntarily took a field sobriety test and was questioned before going home. A volcano eruption in guatemala has stopped all the air travel. It erupted saturday spewing ash 5500 meters into the air. Government disaster officials raised the nations alert level to orange meaning a stat of danger. No evacuation orders are in effect at the moment. The volcano is 96 kilometers from guatemalas city. Derek van dam is watching the weather in the United States. My goodness, that is quite an eruption in guatemala. Very active volcano. That layered the town just southwest of the town with a couple of millimeters of fresh volcanic ash. This is fresh inches of rainfall over the west coast of the u. S. Very active. Look at the rainfall totals exceeding 10 inches across venado california. That is in northern california. We have rainfall in excess of 10 inches across many other locations as well leading to some of these scenes coming out of california. This is across the greater ferndale region. That is continuing. In the meantime the development is that the United Arab Emirates have sent over a squadron of f16 fighters apparently to be based out of jordan. Thats quite a significant move. In december the uae actually suspended flying with the coalition roughly around the same time that that Jordanian Air pilot went down behind enemy lines. It seems that the uae is recommitted to the coalition and they will literally be flying side by side with jordanian jets. It really does support what jordan has been saying that it is the spearhead now in the war against isis and it is now being helped it seems, by the uae. So jordan has said they would get revenge. It appears from the video that were seeing that they are. Now that the uae is joining in does anyone know how long this campaign will be stepped up and what overall effect it might be having on isis . Reporter well its definitely putting more pressure and strain on isis. Weve seen them hit numerous targets, weapons depots tactical vehicles for example, but is it really hitting the command structure of isis . Is it having an effect on isiss ability to hold territory . It is having an effect, but as many times as you hit isis from the air, you really need boots on the ground to take territory, and thats where the Sticking Point is. Boots on the ground in iraq of course, means iraq forces in syria. There really isnt an option other than Syrian Rebels. We know from u. S. Officials that Syrian Rebels will receive training in neighboring countries, but we are still weeks if not months away before seeing any sort of Ground Campaign if that is even to happen. So that leaves us only with the air option right now, which jordan is stepping up. It will keep isis at bay, but will it ultimately defeat isis . Certainly not in the short term. What weve seen is individuals in syria reaching directly into the United States starting in public chats on Different Social Media platforms and then moving to private chats where they continue to recruit, inspire, and then coerce individuals either to travel overseas or even worse, to conduct an attack here in the United States. Michael steinbach, the head of the fbis Counter Terrorism division says theyre using facebook to identify american victims. Is there intelligence to back it up . There is intelligence to indicate theyre using social media not only to spot and assess but select targets, targeting Law Enforcement, government officials. That threat led the fbi to issue a string of warnings urging Government Employees to scrub their social media. How do you get through the noise of someone who is mouthing off versus someone who is a legitimate threat . Thats the trick of Law Enforcement and the trick of the u. S. They expected a easy victory and the media was predicting an easy victory only months and weeks away. Instead after a costly battle in which they lost roughly 1,000 of their fighters they were forced to openly acknowledge defeat and as daisch retreats to syria, we will continue our fight and we will continue to put pressure on the assad regime because there is no place for a brutal dictator who is a magnet for terrorism and allows no terrorist safe haven. We cannot lose fight. This is an important part of my message here today. We cannot lose sight of the fact that this effort is only the beginning. We cant just work to put out the fires that daisch and other groups are igniting in the region and around the world, we have to actually prevent the ignition of those fires in the first place. That means the fight against violent extremists is not going to be decided on the battlefield, its going to be fought and won in classrooms in workplaces houses of worship, Community Sentences centers, urban street corners and halls of government. Countries need to adopt laws that crack down on terrorist recruitment. We have to address the intolerance intolerance, economic hopelessness and exclusion in some of our societies and we have to create alternatives to violent extremism in countries where it is prevalent, alternatives that are as credible as invisible and as empowering and broadly available as we can make them. If we dont take these steps, you can absolutely bet that at this conference or another one like it five years, ten years from now our successors will be on this same stage talking about this very same topic. The terror groups may have different acronyms by then and they may be targeting Different Countries by then but if we dont do what is required by now, i can guarantee you that the fundamental challenge of todays conflict will remain. So we have to remain deeply committed to this fight and those not yet committed need to commit to this fight. We need to be unrelenting. This will be the focus of the International Summit on countering violent extremism that president obama is hosting in washington in a week or two. I want to leave time for questions today obviously so ill just make one final point. I think we all need to reflect on the claim that some have made in recent years, even here this weekend, that the entire International System is somehow unraveling. My own view is very different. In the course of my travels i dont see it unraveling i see the very opposite. I see nations working together to negotiate new and far reaching trade packs which will contain about 70 of the gdp of the planet. I see us working together to bring an end to the ebola pandemic. I see work to seek a peaceful resolution to the threat posed by Irans Nuclear program and you just heard from foreign minister zarif. I see us working together to reach an ambitious Global Compact on Climate Change to curb the strife that taunts places like Central African republic republic colombia and the democratic republic of congo. Are the times challenging . Yes. Are they different . Yes. Of course. But i see countries around the world responding by reducing extreme poverty, by expanding access to primary education, by increasing life expectancies by fighting back against hiv and aids. Were on the cusp of the first generation to be free from aids children in history. And were improving Maternal Health care aiding child nutrition, growing the middle class. In country after country i dont think so many countries have enjoyed the prosperity they enjoy today or are reaching for it at any time in human history. And while ive detailed the very threat that violent extremism poses, please dont forget we have faced far more daunting threats on this planet before and we have prevailed. Statistics show that even with the increased acts of terror that we face today a smaller percentage of people today are dying violent deaths than at any point in modern history. One of the principle reasons were achieving this progress is very simple we have never been content, any of us here in this Atlantic Alliance to settle for the status quo. The trans atlantic nations, all of us are blessed to be the descendents of doers, people who overcame slavery, fascism, the holocaust, totalitarianism. We are utterly unafraid of great challenges and in fact is most effective when we are put to the test. So now it is our turn. The tests that we face today prepare us to prepare and plan and unite and to insist that our future will be uncompromised by the primitive and paranoid ideas by terrorists and thugs but instead will be built by the universal values of decency and civility and knowledge and reason and rule of law.
