CNNW Coronavirus Pandemic Worldwide Coverage May 14, 2020
Has a stark warning about the economy. One of americas top vaccine experts is warning of dark days ahead if the u. S. Doesnt get control of this pandemic. Dr. Rick bright who was recently demoted from his government post in a possible act of retaliation is scheduled to testify on thursday to congress. According to a preview of his prepared statements, he will tell lawmakers about hard truths. Our window of opportunity is closing if we fail to develop a
National Coordinated
response based in science, i fear the pandemic will get far worse and be prolonged causing unprecedented illness and fatalities. Without clear planning and implementation of the steps that i and other experts have outlined, 2020 will be the darkest winter in modern history. Dr. Brights testimony may not sit well with the white house just as
President Trump
took issue with dr. Anthony faucis testimony on tuesday. Fauci said it would be unlikely for schools to return to normal later this year. The idea of having treatments available or a vaccine to facilitate the reentry of students into the fall term would be something that would be a bit of a bridge too far. And we get more now from cnns
Kaitlyn Collins
at the white house. Reporter well,
President Trump
on wednesday offered his most direct criticism yet of dr. An thee any fauci, the nations top
Infectious Disease
expert who, of course, is one of his
Top Health Experts
during the coronavirus pandemic saying he disagreed with dr. Fauci after he testified before the senate a day earlier. The president said he found the answer he gave on opening schools unacceptable. He believed dr. Fauci was playing all sides of the equation. When he was asked what he meant specifically by that, the president pointed to what he said about schools. He didnt say specifically which comment fauci had made that it was that he disagreed with so vehemently. We know that fauci told senators he believed there would not be a vaccine ready by the time students are returning for the
Academic Year
in the fall if they are to be returning, but he later clarified he does not think that they are tied together, that you have to have a vaccine in order for schools to reopen. Another comment he made was in response to a question by senator rand paul, one of the president s allies who of course is recovering from coronavirus when he was making the argument for reopening schools because kids have not had as great of an effect from coronavirus as adults have. Dr. Fauci pushed back saying theres a lot of unknowns about the disease. He did not want to say point blank that it was okay for children to go back to school yet because there is so much to be learned including the inflammatory disease striking several hundred kids throughout the
United States
. All of this comes as we have new reporting that the president and top aides have questioned the way the cdc and other
Health Organizations
are counting the number of coronavirus deaths here in the
United States
. Were told that they think they may be over counting them and they may not be a reliable indicator for making decisions about reopening the count count. Dr. Fauci said the death count was almost certainly higher than whats being reported now. Kaitlyn collins, cnn, the white house. Joining me to discuss this is dr. Amy compton phillips, a cnn medical analyst and chief medical officer at
Providence Health
system. Thank you so much for talking with us. Pleasure. So we just heard that
Administration Officials
are privately questioning the coronavirus death toll after dr. Fauci testified the count is probably underreported. Whats the scientific reasoning of why the death toll is likely higher than we think and why is it important that we know that real number . With the back logs weve had in testing, some people with symptoms havent been able to access a test or theyre in a part of the country without easy access to care. They stay at home with a cough and shortness of breath and pass away there. Also in elderly people it seems the symptoms tend to be a little less discrete so people dont feel good, just general malaise and they die. Not the same cough, fever, shortness of breath that others get. What happens is people end up dying in other places without getting the test. But its why you saw new york city start to look at death rates this year compared to previous years and seeing the difference in death rates and thats how they were counting excess deaths from undiagnosed covid. Thats what dr. Fauci was referring to, that were missing some of these cases for people who simply arent accessing care today. Right. President trump also criticized dr. Fauci for cautioning against sending children back to schools and universities too early while theres no vaccine available emphasizing they are vulnerable as well. President trump insists its only the aged and those with
Underlying Health
issues that are vulnerable. Who should we listen to, the scientist or the politician . How do you decide when it is best to send kids back to school when we may not have a vaccine until next year . You know, it is so critical to listen to the scientists and to give voice to the scientists. One thing in this epidemic that we have never seen before in the u. S. Is the muzzling of people with expertise. You saw it in the quashing of the cdc report and how to get people back to work safely because for some reason it wasnt seen as politically palatable. Just ensuring that we have the capacity to listen to the experts, the people who study the epidemiologyand know howto keep us safe, its essential for us to be able to hear that and use that truth to guide our path forward. For some reason were in this very odd moment when were not allowing people with expertise to speak that truth and so were not able to use it to guide us rationally. Yeah. Were also learning more about this virus as we go along, arent we . Two new studies reveal that covid19 attacks not only the lung, but the brain, kidney, liver, tongue, toes. How do we strike the balance between health and economics . You know, i think we do things rationally, logically, slowly, progressively. In fact, what the white house guidelines say about opening the country are a rational path forward. Theyre not very specific. They dont give us much guidance, which is what that cdc report that isnt getting released does, specifically tell you how do you open a store . How do you open a school safely, rationally. Somehow wanting to take short cuts were missing that guidance. We know people shouldnt have to make a decision and we need to do both. We need to do the former guided by the science of the latter. Doctor, were learning thousands of people are volunteering to be exposed to covid19 to speed up the effort to find and distribute a vaccine for the virus. This is called a human challenge study. This is a controlled study where humans are given the vaccine and then deliberately exposed to the pathogen via viral spray or other means. Does this global emergency justify taking the risks to save many more lives . This is one of those moments when i am just continuously amazed at the goodness people have wanting to help their neighbor, right . Wanting to help everybody else. Its the same reason people donate plasma. Everybody wants to find a cure and theyre willing to put theirselves at risk to do so. Any time during this study we have informed consent and say these are the risks and these are the benefits. People would willingly do this. The reason it makes a vaccine trial much faster is because normally you have to observe people. You give the test vaccine to a group and then other people dont get it and then you watch them over time and see who potentially gets exposed, what are the statistics. That can honestly take a couple years. The fact that youre actually getting the vaccine and then exposing them to the virus, you learn very quickly how well that vaccine works. And thats why it really short circuits it. So it is ethical, but you have to really make sure people understand what theyre signing up for because theres real and legitimate risk to everybody involved. Incredible risk, but if this can actually speed up the process, a lot of people would be very thankful to those volunteers. Dr. Amy compton phillips, thank you very much. Appreciate it as always. Thank you so much for having me. A preliminary study from

the rate of false negatives makes abbotts 15 minute i. D. Now test unacceptable in its clinics. Cnns dr. Sanjay gupta says even a small rate of wrong results could be dangerous. This is a study that came out of nyu, they looked at 30, 35 samples, somewhere in there. The failure rate is concerning. Abbott has commented on this saying theyre looking into it. Maybe the tests werent being performed correctly. This is obviously a significant sort of test because it could give results really quickly. If youre waiting days for your test results and you end up having the virus and youre out there spreading it, thats concerning. This can give results in 15 minutes. Even before this study which still needs to be peer reviewed, abbott needs to look into this more, there were studies that said they could have a false negative rate of 15 to 25 . If 100 people have the infection, they all get the test. If you have a falls negative rate of 15 , 15 people are told you dont have the virus, they actually do. If you are in a hospital and they get put into a covid negative part of the hospital, now they spread it. Obviously were talking about states opening up. People out there out and about potentially 13red ispreading. This is a big concern. People can spread this without symptoms. They have no other barometer to test other than by this test. If its wrong, thats a problem. The drug maker insists its test has a

The result, several bars near milwaukee immediately reopened for business after the court ruling and folks there are speaking out. I have a toddler at home and im a fulltime nurse so its been very stressful and hard to not be able to go out and meet with my friends be and family at the bars. Jerome Powell made it clear wednesday it will be a long road back to economic recovery and the burden of this crisis has fallen most heavily on the least able to bear it. Lets listen to what hes said. Among people who were working in february, almost 40 in those in households making less than 40,000 a year lost a job in march. This reversal of economic fortune has caused a level of pain that is hard to capture in words. Well, the
Trump Administration has made it clear there will be no new economic package for now at least. Where is this going and what needs to be done . I think what we heard from chairman j. Powell was an unmistakable call for more stimulus. Basically he was asking congress, the white house to step up to provide more aid to families, businesses, states, localities because if you look at the forecasts right now, in the absence of that aid, the pain is almost unimaginable. Yeah. Of course, we will see new jobless numbers in just a few hours from now. What can we expect . Could this force the hand of the
Trump Administration to do more to help those suffering under the burden of this pandemic . I think we should expect more people unemployed. The numbers that weve seen so far probably do not capture the full extent of the pain because theres still been difficulty where people actually applied for unemployment benefits, for example. So we know the numbers are huge but we dont know who theyre leaving out and how many of those people might be counted belatedly. Will it force the hand of the
Trump Administration is an interesting question. Both
President Trump as well as
Republican Leadership in the legislature have said that theyre not in a rush right now to aid
American Families or businesses or others who were calling out for help. Its a little bit hard to know to what extent thats just a political posture, right . They want to play hard ball and extract more concessions from the democrats, including things like more of a liability shield for corporations. Senate
Majority Leader Mitch Mcconnell has called for that and to what extent they genuinely dont believe that its the governments roll here to try to provide assistance. What trump has been calling for, of course, is to just reopen the economy. He thinks the best way to heal the economic pain that we have right now is to lift more of these lockdown orders, to get people back to work. Which sounds like a simple enough solution, of course, but as the
United States has seen, as other countries have seen, its a lot more complicated than that, even if you lift these lockdown orders and if miraculously you dont have a resurgence of infections, you still will find customers are afraid to go out. Theyre afraid to go out and shop. Businesses are not clear about what kinds of safe work conditions they can provide to their employees. So its not only the lockdowns themselves, of course, that are holding back economic activity, its all of the uncertainty about how big the risk is out there. If you look at the
Economic Data preceding these lockdowns, the things like consumer spending, hours worked, those were already falling dramatically before the official stateordered shutdowns which implayed that even when the shutdowns lift you still wont have things bounced back as they were. I think thats basically what the
Trump Administration is counting on. And just ask people to carry on as normal or to return to normal, that will happen and, therefore, that will obviate the need for more fiscal help. The fed chief indicated that it could be a long, slow journey back to economic health. Is that the view shared by most
Economic Experts . So the forecasts are all over the map. A lot of them are predicting that the
Unemployment Rate will continue to rise in the next month, possibly in the next several months but then beyond that you will see some reversal, some healing in any event that the economy will begin to recover. Again, theres a lot of uncertainty about what that recovery will look like. It assumes, a, there will be more fiscal aid that is extended to families, to states. A lot of these forecasts are based on that assumption. B, it assumes you wont have a second wave of infections that will cause a second round of shutdowns which i think would be economically devastating. If you look at the forecasts, most predict unemployment will continue to rise. Economic advisers at the white house say they expect the
Unemployment Rate to be higher next month than it was in this alltime worst jobs report that we just had. Something like 20 or higher. So they are expecting it to get worse. The question is how quickly will we start to see a recovery . And how long will that recovery take . Again, theres so many unknown unknowns about the trajectory of the virus and how people will respond to it that its very difficult to know. To make a forecast with any certainty at this point. It is a shocking situation for so many people and then some people have hardly been affected by this at all. Sometimes theyre making the decisions for the rest of us. Katherine, thank you so much for talking with us. Appreciate it. Thank you. And one industry where a recovery is likely to take longer than for others is aviation.
