3 range. I will take you hyper local right into where the storm is. This is Jefferson City, right there. Jefferson city here with the rotation, here with the storm itself. The debris on the ground. I showed you this yesterday with the storm from tulsa. Thats what debris looks like on the Southeast Side of Jefferson City, the blue. We look for blue in the correlation coefficient because blue means it is not just a rain drop, a hail drop. It is something out of shape. It is a leaf, a tree, a branch, a shingle. This was a large storm at the time. You see the debris in the cloud itself. This is still going on at this hour. This will continue for hours to come. It will redevelop in western oklahoma later on tonight. This is where the radar is now through st. Louis, indianapolis. Its warming up again and still very, very humid. That muggy air, rising air causes more tornadoes again today. There is a chance of Severe Weather not far from the big cities. Right through the keystone state, through d. C. , possibly late tonight but more tornados in the plains. We knew there was a trough in the west and a ridge in the east. When you get that you get rising motion through the middle of the country. You get tornadoes like that. We are working on this, digging on the content of the tornado, how big it was, how many people were trapped. This is an ongoing story. Well cover it for you. Thank you, chad. Please be on alert this morning. Listen to the warnings. David, why dont you walk out us through what happened. You heard what in your truck . I heard my phone go off about a tornado warning. My girlfriend who is also my fiancee posted a text message to me that i was headed into a storm that brazodo, i think is how its pronounced, was the first town hit after elden. I pulled off to the shoulder. Okay. Keep going. Not but 40 seconds later i watched it hit me. What was that like . You dont want to know, man. You were in the front seat of the truck. What happened to your windshield . I watched it explode. The windshield explode. Were you hurt . Ive got cuts and lacerations to the face, to the elbows. Im just glad that god was with me tonight. Some of the pictures are of your truck which appears to be flipped over. What was the cargo you were carrying . Soda pop. A lot of it, right . 44,500 pounds of it. 44,000 pounds. What did the power of the storm do to this truck that was full of soda . Well, that was just the soda alone. Thats not including the truck and trailer. What happened to the truck overall . Honestly, truthfully, to be honest with you, that storm picked me up and slammed me down like i was nothing but a soda canme can. Picked you up and slammed you down. Just demolished this truck with tens of thousands of pounds of cargo not to mention the weight of the vehicle, correct . It definitely gave me a new outlook on life. When it slammed you down, what was your situation . You were trapped. I should have been smarter and heeded the warnings. So, david, i understand you cut your way out. You were trapped in your seat belt after the truck was toppled over . Yes, i was. Explain to me what happened there. Used a pocket knife to cut my seat belt. Then i climbed out the front windshield that was no longer there. Used a pocket knife to cut the seat belt and then you climbed out of the windshield which you told me moments ago had exploded. Yes. It exploded inwards and then literally sucked right back out. How are you doing this morning, david . Grateful that im alive. Just being grateful that im alive. I can understand that feeling after what you went through. This sounds like it was an incredible, terrifying ordeal. This is your truck we are looking at right here, david. Its dark. We cant see much of it, but we can see its pushed over completely on its side. The windshield, where you must have crawled out there. Im just grateful to be alive. David bell, thank you so much for being with us this morning. We are glad youre okay. The storm has passed. Please get the help you need today. Thank you so much, david. All right. That was david bell who tells me hes lucky to be alive. Hes been through a trauma. How could you ever think you were going to survive that when your truck is picked up and the windshield explodes. He didnt know what he was driving into. When he got the text he did pull over and did what he needed to do. Unfortunately he pulled over right in the path of the tornado. He captured for us how terrifying it is. You cant do anything. The strength can lift the truck. 44,000 pounds of car go and that doesnt count the weight of the truck. There are tons of stories like this. The powerful storm system is bringing catastrophic flooding to oklahoma. Homes are being swept off their foundations into this oh, my gosh, listen to that. The swollen river. Omar jiminez is live with more. Whats the situation there . All the tornadoes we have seen have been part of a huge system thats brought drenching rain with it as well, including in oklahoma. They got enough rain that swelled the rivers, covered roads, Strong Enough at times to rip homes off their foundations. Rising floodwaters swallowing this entire house and carrying it downstream. Another home swept away by raging waters. Officials warning people who live along rivers or creeks to prepare to evacuate. I said, what did you say . She said, our house is gone. Our son called and told us, get the heck out of there. Reporter oklahoma residents dealing with the onetwo punch flooding and tornadoes. Depending how much rain we get we could be looking at another flash flood event with the river flooding. Reporter rescuers working around the clock to save those that are trapped. Emergency crews pulling this woman out of a second story woman. You cannot drive. We have to get boats in the water. It will take us a long time. Reporter the storms are blamed for at least seven deaths in the region. Officials say dozens of people hurt in oklahoma alone. So long as we are working and tulsans take it seriously, Pay Attention and prepare, well get through this safely. Reporter the army corps of engineers releasing 15,000 cubic feet of floodwaters every second to keep the keystone dam from topping the floodgates. The tulsa mayor warning the threat isnt over. If people dont take it seriously and prepare. Thats how lives could be in danger. Reporter flooding everywhere from iowa to texas. Because of that, many of the places are that much more vulnerable to flooding. That can be a major concern as we move forward with rain expected to fall in the region over the course of the next few days. John, alisyn . Thank you very much. Well check back throughout the program. Now to politics. It was a doozy of a day yesterday. We are still feeling if repercussions of it. Maybe forever. It was a doozy of a week. A doozy of a year. Something different happened. Maybe it broke yesterday. President trump walked out of a white house meeting with democrats. He said because nancy pelosi accused him of a coverup of the russia investigation. We believe that the president of the United States is engaged in a coverup. Instead of walking in happily into a meeting, i walk in to look at people that have just said that i was doing a coverup. I dont do coverups. This whole thing was a takedown attempt at the president of the United States. The president went on to say that he cannot work with democrats unless they stop investigating him. Lets discuss that with joe lockhart, former Clinton Press secretary and Abby Phillips, cnn White House Correspondent and john avlon, cnn political analyst. Was the president going into the meeting to hatch an infrastructure plan with democrats . The democrats accused it of being a preplanned walkout. Did he really want to hammer out a deal . Probably not. It had been over 24 hours in which the white house had been signalling that the infrastructure meeting wasnt going to go as everyone planned. They were not going to be Holding Hands and singing. They sent a letter to nancy pelosi and Chuck Schumer saying we dont want to work on infrastructure now. We want to work on trade. The president woke up on wednesday morning basically in a rage. He started rage tweeting about the Mueller Report early in the morning. By the time Nancy Pelosis comments came which was around 10 00 a. M. Or so, the president it was the straw that broke the camels back. Yes, the president was angry about the stuff going into this meeting, but that was the Tipping Point for him according to white house officials. It really just was made easier by the fact that there are few people in the white house right now really eager to sign off on the infrastructure bill. Mick mulvaney, the acting chief of staff, isnt very interested in the idea at all. When it comes to is there anybody in the white house who will stop the president from storming into the rose garden and blowing up an infrastructure meeting . The answer is no. In the senior ranks of the white house they were supportive of an effort to put an end to the negotiations that were probably going nowhere anyway. Lets play nancy pelosi. I think it is worth listening to the speaker of the house of representatives publicly accuse the president of a cover oh uu. Listen. In plain sight in the Public Domain this president is obstructing justice and hes engaged in cover up. And that could be an impeachable offense. We want to give the truth to the american people. In striving to get that, the intervention, the obstruction that the administration has engaged in as they say, the coverup is frequently worse than the crime. John . This is the flip side of the total destruction strategy the president is pursuing. Shes talking about echoes of nixon. For the president to kick off Donald Trumps no good, very bad day is incredibly selfdefeating politically. This infrastructure his aides may not like it but his campaign proposed a trillion dollar infrastructure plan. This should be a signature issue for him as a builder where he could get bipartisan support. But he decided to blow it up yesterday in a way nancy pelosi described at very, very, very strange three veries. That doesnt speak to confidence or a vision where hes in control of his emotions or political legacy. I want to ask about Nancy Pelosis strategy. Was it wise for her to publicly accuse the president of a coverup . If she wanted to negotiate with him a trillion dollars or more of infrastructure, was that a good way to set the tone for the day . She knew from the letter the night before they werent having a real negotiation on infrastructure. Administrations do this from time to time. They use leverage on one issue. They want the trade deal through. I dont know if there was anything out of the ordinary about the letter. Its not nancy pelosi who is accusing him of a coverup. The Southern District of new york let me be clear. It was strategic. 15 minutes before the meeting should she have used the words coverup . Did she think that would endear him . I dont think her strategy was to endear him. Its 40 years later and actually even longer. There is a sound bite that americans will remember which is Richard Nixon saying i am not a crook and what well remember from yesterday when the dust cleared is donald trump saying i dont do coverups. The next 18 months will show he does and he has to live with that line. I dont think her strategy going in was to build momentum behind infrastructure. She knew the president wasnt going to negotiate on that. Neither side was going in to do what they said they were going to do. Under nixon during the impeachment proceedings or investigation there was a ton of legislation passed. In 1973 the federal aid highway act, endangered species act, war powers resolution. Stuff can happen during an investigation. Of course. As joe was saying its not just nancy pelosi who said coverup. The Justice Department of the United States of america. He chose to take the words from nancy pelosi. For some reason nancy pelosi saying coverup bothered him more than the Justice Department saying hes individual one coordinating hush money payments to silence porn stars. He put himself in a political corner. This has a similar feel of the Government Shutdown. He loses his temper, takes a strong position and then he wakes up in the morning and says, what do i do now . 38 days later in the Government Shutdown hes said im going to keep all of americas business on hold until they stop being mean to me. Thats not a Strong Political position. Do we know if the white house has taken its marbles and gone home . Will the president not engage in the business of the country . We dont know. If the past is a judge the white house will follow the president s lead. They will take what hes said and theyll act on it. To joes point this flies in the face of everything the white house has been saying for months. They have been trying to argue that we are about the peoples business, we want the economy to grow, we are interested in doing infrastructure. We are interested in doing an immigration package that the president just rolled out a week ago. Now the president is saying the exact opposite. Hes saying we are not going to do literally anything until democrats stop investigating me. For a president who is trying to run on a strong economy, trying to run on the democrats being the ones focused on the Mueller Investigation he turned that on its head yesterday and said im not going to do anything because of the Mueller Investigation. I think that will be a problem for the white house Going Forward especially into 2020. Big time. When bill clinton was impeached he said, im going to go work on behalf of the american people. He had to work with republicans. There is a template for doing this. The sign on the president ial podium, no obstruction, no collusion, is a perfect mote fo metaphor for this administration. Stick around for this. Coming up in our 8 00 hour White House Press secretary Sarah Sanders will be here to answer questions live. That will be fascinating. Another judge has given democrats a new legal victory in the battle to get the president s financial records. So what happens next . We are staying on top of breaking news. There are violent tornadoes carving a path across missouri. People are trapped at this hour. There are rescues under way. We have people live there on the ground. Well bring you there soon. A new major victory for House Democrats in the quest to get information from the president. A second federal judge refused to block house subpoenas to get access to President Trumps financial records while lawmakers in new york passed a bill allowing congress to get the president s state tax returns. Joe lockhart and Abby Phillips are back. Now with us laura coats. Cnn legal analyst and former federal prosecutor. Let me read to you a little bit of the decision from judge ramos who said this isnt a close call and congress has the right to the records. He said any delay in proceeding my result in irreparable harm to the committees. Basically as was the case with the first judge, the legal arguments being made by the president and his associates hold no water, the judges are finding. Thats pretty much true, john. The reason is its incomprehensible the constitution would have granted congress the power to remove a power for any criminal misconduct. They defined it loosely into high crimes and misdemeanors. It would be unfathomable that they would do that and not be able to investigate the president or have the subpoenas be effective. What is perhaps odd to people and perhaps shocking to the president but not to nancy pelosi was the idea that the coequal branches of government, there were three of them. While the congress and president were figuring out who would yield first the judiciary said there is no reason to have this game. It is clear congress has the authority. Moreover, the more important part here is they actually said congress does
