We want to welcome our viewers in the United States and all around the world, this is new day. Its tuesday, april 14th, 6 00 here in new york. This morning, americans in need of a plan. A plan to safely reopen the country while preventing a resurgery answer of coronavirus cases. Governors on both coasts are joining forces to come up with one because they say theyve seen no president ial leadership. But, President Trump claims he has total authority over what the states do, though the constitution, the supreme court, and even some of the president s conservative allies do not agree. New yorks governor tells cnn, quote, we have a constitution, we zrient kindont have a king,. We will speak live with Governor Cuomo about what he governors plan to do. A thousand people are dying every day from the violence. Millions of americans are trying to hold on without a paycheck. Every ounce of energy from every public official should be focused on them, on saving lives, on saving jobs. Every minute, every resource spent on Something Else is squandered. And its a choice. The president is choosing to use a us in conference to focus substantially on himself. The president is choosing to use Government Resources on a taxpayer funded propaganda style video that ignores or tries to row frame his own history and statements is one thing but the decision to spend so much time, so much energy, so much emotional investment on it is Something Else entirely. And it is a choice. And more than a thousand americans a day are dying from kre coronavirus. We are joined by an epidemiologist in the former Detroit Health department. Also celine gowner who is an infection disease professor at New York University school of medicine. Dr. Gowner, from a Public Health perspective, the announcement from governors, these regional associations of governors, you have them on west coast and the east, they say theyre binding together to figure out ways to do things. Why does that make sense . It makes sense because the virus doesnt think in terms of state borders, it thinks in terms of people. It transmits through people. You have to look at how people live and work. Here in the new york city area, its not just new york city, right . People live and work on long island, out in new jersey, pennsylvania, connecticut, and so you need to think about it as a region of people who live and Work Together and among whom the virus can be transmitting. I dont get how the governors are going to do this, to be honest. I understand their need to come with something, but what theyve said is that the key to reopening the country is going to be widespread testing. We dont have widespread testing. I think in the country weve tested less than 1 of americans. And i dont know that the states have the capacity for widespread testing. I dont know that the federal government has the appetite for widespread testing, so how are they going to reopen their states . Well, you know, i think there are a few things here. So, first of all, you also need to be able to do Contact Tracing. You need to be assessing people for symptoms. One of the measures that we can look at is rates of influence of like illness. So symptoms that would suggest somebody may have coronavirus and seeing a sustained decrease in suppression in those kinds of cases for at least 14 days. You know, we still havent really seen that in new york city, even though we have seen the numbers of hospitalizations and deaths on the decrease, were still not at the point where we can say symptomatically that we have suppressed this yet. There are surrogates like that. But we really do need to be testing at least the people who have symptoms. And in parts of the country were not able to do that either. Doctor, tell us where you think we are this morning. We heard dr. Fauci say that in many places, including new york city, the hottest of hot spots, the curve has been flattened. What does that mean effectively from a Public Health perspective . I want to say first of all, thats good news. That means that the heist burig burden of deaths per day is behind us. But the risk is if we dont have a plan to reopen our economy and go back to, quote unquote, normal life safely, then we may be back into a place where we have another curve. And so part of this is like thinking about when youre driving a stick shift car, you have to let off the clutch just when you know that the gas is there, otherwise the engine stalls out. The question becomes what is there to protect from us that stalling . And as dr. Gowner said, we need a massive Contact Tracing system. So were going to mass social distancing right now, we need to go to precision social distancing. And for that you need both the personnel and the number of tests at your fingertips to be able to apply them and then isolate individuals who may be exposed as you know that and test them to see whether or not though can get out of it. The problem is, we didnt have that infrastructure on the way up to get us to the point where we needed mass mitigation and social distancing and it looks like the federal government has also failed us on the way down. The problem here now is where do you get those resources . How do you make sure that theyre there so that as you let off the clutch you can know that the gas is there, we have a plan to keep americans safe even as were going about and doing as we do on normal circumstances. I want to look at exactly where we are today. According to the University Model in terms of what states are past the peak and what states are these rolling peaks heading towards. Its really interesting, theres a map here thats color coded. The lightest, which is the yellow, means the peak has passed. According to the models in those states. Then the orange where you see a few states means the peak will be within a week. And then the red, which is it looks like the majority of the country, is the peak is still to come. And so, you know, we talk about how we are sort of just by definition new york centric because thats where we are and this is where we talk to a lot of doctors. But the peak is still to come in much of the country. Right, alisyn. I sort of think about it like falling dominoes. And new york city was the first big domino to fall. You know, its a dense, dense city, its the biggest city in the country, it has numerous connections all over the world in terms of travel. And some of the other early dominos to fall were the cities on the west coast, which also had close ties with asia, including china. So its not surprising that those were the cities that had the first peaks. But then what were seeing is now spread into the suburbs, for example around new york city. Were seeing spread into the interior of the country, so other cities like detroit, chicago, new orleans, and atlanta. And then from there were going to see ongoing spread into the rest of the country, including rural areas. We do know theres already transmission in some of the rural areas. Its just a question of the virus making its way through from initial ports of entry through the rest of the population. Doctor, its interesting and its great to have you on with us this morning. You wear a lot of different hats or have been. Your day job is as epidemiologist but youve been a Public Service and run for office. When you get mixed messages, when you have a president saying were opening up, that im in charge and were opening up, and you have governors saying, well, wait a second, were going to decide how to do this. From a Public Health standpoint, from the goal of stopping the spread or containing the spread of the contagion, whats the effect of the mixed messages . Well, it is frustrating because we all know that what has helped us in controlling, mitigating the spread of this disease has been consistent messaging about the impact of social distancing. And people have been doing this. And its effective. Every day we talk about these models. We see them revising downward. We had a slight tick upward. One has to can ask is that because were letting up too early . So when have messaging from the president on one hand and from the governors on other, we have to step back and think everything we do is governed by our scarce resource. Science and Public Health become political when they choose not to lead with science and lead with Public Health and instead put their shortterm political selfinterest first. Its been frustrating because you think about where the governors and local elected officials stand and they say i care about what were going to do to keep people in our Community Safe. Its clear we have to continue to social distance until weve gotten over the peak and we know what were going to do next. Then you have messaging from the president thats saying otherwise. And all that does is create confusion and that undercuts the ability to continue to socially distance as people hear mixed messages. So we need to be pushing forward on just saying the science says this, we need to continually social distance. Were not there yet. We need a plan for what were going to do afterwards or we may be going into the summer with a increase in cases and need to go back to this. Starting to see signs the president is getting pushback from the states. Governors on both coasts indicating they are joining forces to try to come up with a coordinated plan to end the lockdown. Apparently in response to the president s repeated suggestions that he might move forward with or without the buyin of the scientists advising him. The president says he has the authority to do it. It sets up a possible showdown between the states and the white house. President trump used mondays White House Coronavirus Task Force Briefing as a stage to air his grievances. Everything we did was right. January 17th, no cases. No cases. No deaths. Im supposed to close up the United States of america when i have no cases. The president of the United States calls the shots. Reporter trump lashing out as examples of his downplaying of warning of Top Health Officials about the dangers of a possible pandemic. What did you do with the time that you bought . The month of february. You know what we did . Yeah. What did you do in the month of february. What do you do with no case in the whole United States excuse me you reported it. Zero cases, zero deaths january 17th. In february i said in january. The president also calling up dr. Anthony fauci who publicly walked back his sunday comments that there was pushback from the Trump Administration about calls to begin early mitigation efforts. It was a poor choice of words. There wasnt anybody saying you shouldnt do that. Meantime, andrew cuomo and six other east coast governors pledging to coordinate plans before lifting stay at home orders and reopening establishments like business and schools while limiting the threat of new outbreaks. This is a time for smart, competent, effective government. Nothing else matters. Reporter and on the west coast, california, oregon, and washingtons governors following suit. Trump says he actually holds the key to unlocking society. When somebodys the president of the United States, the authority is total. And thats the way its got to be. Your authoritys todtal . Its total. And the governors know that. The governors know that. Reporter but just last month he refused any accountability for the administrations failure to get more testing done. No, i dont take responsibility at all because we were given a a set of circumstances and weapon were given rules, regulations and specifications from a different time. Wasnt meant for this kind of an event. Reporter in reality, the president never issued a nationwide shelter in place order leaving it up to states to decide when to institute measures like social distancing and when to end them. I dont agree with the president s legal analysis. The president doesnt have total authority. We have a constitution. We dont have a king. We have an elected president. And the constitution clearly says the powers that are not specifically listed for the federal government are reserved to the states. Reporter several governors who spoke out last night said they dont intend to allow businesses in their states to reopen unless the experts say its safe to do so. The president is, once again, creating tremendous controversy here. Hes wrong on the facts, but people trust governors today. The reason is theyre leading. Theyre listening to their Health Experts, and theyre not going to open up before they know their Health Experts have told them its safe do it. No matter what the president says.
