More than 1,000 lives lost to coronavirus in a single day, again. God help us if the country gets numb to that. This morning there growing concern about a rise of cases in the midwest and the Coronavirus Task force is concerned about iowa. That state registered a 22 Positivity Rate in testing yesterday. Think about that. Thats more than one in five people tested who had the virus. The task force is calling for a mask mandate and the closing of the bars and the governor has been reluctant sound familiar . As of this morning, more than 25,000 coronavirus cases have been reported in College Campuses in 25 states. Ames plans to let 25,000 fans into the stadium to watch football in a couple of weeks. A remarkable move from the medical panel at the National Institutes of health. They say theres no evidence to support the use of convalescent plasma to treat coronavirus patients. That puts them at odds with President Trump and the fda which has fast tracked approval of that treatment. We are following the fallout from President Trumps trip to kenosha. He never visited with jacob blakes family. He never said his name. Joining me now is the attorney general leading the investigation into jacob blakes shooting. So the governor of wisconsin didnt want the President Trump to visit and you didnt want him to and now that he didnt mention jacob blakes name what do you think the impact was . Thank you for having me. The reason we didnt want President Trump to come to kenosha and the mayor asked him not to come is that the situation on the ground has improved significantly over the last few days, but its still a tense situation and this president consistently fans the flames of tension rather than defuses the situations. What we saw yesterday was unfortunately consistent with what we expected. He didnt acknowledge systemic racism. He didnt talk about condemning the violence that we saw from a vigilante who killed two people and shot a third person. Its not the kind of leadership we need and hopefully we will see that kind of condemnation from the white house rather than divide us coming forward. You brought up Kyle Rittenhouse charged in the two deaths there. I know your office is not investigating him per se but i want to know what you think the impact on enforcing the law is when the president in a way offers a defense for the actions of Kyle Rittenhouse. What are your concerns that the impact of that will be Going Forward . It makes our communities less safe when the president does this. Going all the way back to charlottesville when the president talked about there being fine people on both sides, hes refused to condemn vigilante violence, white supremacist violence. We need to be clear that violence no matter what the motivation is unacceptable. Violence and destruction in our communities is not acceptable. Its a simple thing to say. We need the president to say it. When he doesnt say that, it imboldens people who are vigilantes like this. So can you give us an update on where the jacob blake investigation stands . Were an independent agency. Were the department of justice and that ensures that the investigation will be conducted independently, but also with integrity. We want to have a full and thorough investigation. Were moving as swiftly as we consistent with those goals. Were vigorously pursuing justice. Over 80 witnesses have been interviewed, over a hundred pieces of evidence has been collected and the investigation is moving forward. More than 20 videos i understand. Is that just cell phone video, video from the area or is in actual dash cam footage . There are a variety of videos but it does include dash cam video. The fact that theres a video collected it doesnt mean it shows anything relevant to the case necessarily. These are just videos that were collected and the reason its so important that we have such a thorough investigation here, so that we can get to the truth of what happened. We can get justice for those involved and the people of kenosha will know that the investigation conducted here is one that was fair and thorough. I know theres a lot you cant talk about with the investigation so in broad terms explain to me the policy in wisconsin for police to use their firearms. When it is justified . An officer is allowed to use deadly force or force that potentially could be deadly if the officer reasonably believes that a person threatens either their life or the life of a third person or to cause serious Bodily Injury to them or another person if a threat is imminent. Explain to people so they understand who have seen the video where they see what appears to be jacob blake moving away from the officers how then could that pose a reasonable threat to an officer . Im not going to weigh in on the ultimate merits of the investigation, ultimately a charging decision will be made by a prosecutor here. But we want to gather every piece of evidence we can that bears on that question of whether there was any imminent threat of death or serious Bodily Injury to either an officer or to a third person so that we have as full of a case as possible so that if no charges end up being brought in this case, its as clear to the public why thats the case as possible. If charges are brought, that the case is as strong as possible and that the prosecution will be as strong as possible. Hypothetically, can someone pose a reasonable threat to an officer if theyre moving away from an officer . I want to weigh in on the hypotheticals but we want to collect the evidence fully as possible. If charges are brought, a jury will make the decision about where that where the facts are and how the standard applies to the facts. Van, i want to start with you about the president s trip to kenosha quickly. He didnt meet with the blake family. Do you understand what the point of that trip was . No, i dont, but i do know the longer we talk about violence and unrest and how hes handling it or not handling it its all advantage trump. In other words, this campaign is going well for donald trump because were not talking about the economic devastation that people are experiencing or the virus really. I think its time for us to recognize we are in a very perilous situation. If you want to see a change in november. We have two social movements both have edges of violence to them. One on the left, one on the right. I think its baked in that donald trump is not going to challenge very strongly the Police Violence the vigilante violence and people quite frankly are comfortable with that but how are democrats and progressives going to deal with the violence in our own movement . I think joe biden can move his own movement in a better direction, lead a National Moratorium on these nighttime marches. That would separate the responsible, productive demonstrations that have united the whole world from some of the other demonstrations that are just not as useful. There are things that joe biden and other progressives can do. They can begin to push down on the violence in our movement and then turn it back toward the people who are actually suffering. The businesses there have been a couple of hundred businesses hurt by arsonists and thousands destroyed by mishandling this violence. We need to get back to the conversation about the millions suffering from the trump economy and suffering from the virus. Along those lines, wisconsin is in the midwest and close to iowa where theres been an incredible rise in cases. The president was right there. He was right next do. What did he say about the pandemic when he made his visit to the midwest yesterday . He didnt focus on the pandemic at all. And thats part of the point that van is making. I will say though that americans are living through this pandemic. They know day to day about the economic dislocation in their communities. They know about the death toll in their communities so im not sure trying to talk about Something Else when americans are living that reality is necessarily all that effective. But what we have seen from the president is hes affirming exactly what joe biden says hes doing. Joe biden is saying i condemn violence on the left, i condemn violence on the right. Most police are good, most protesters are good, lets pull the country together. Donald trump is saying, no, im not doing that. Im trying to do divide, im not going to say jacob blakes name, i wont talk about systemic racism. Im only going to focus on the police and those supporting the police and egg on the white vigilantes who have injected themselves into the situation and his calculation in a campaign that hes losing is that in i can turn the temperature high enough, then i can bring out the salience of fears among white people about the ways that the country is changing and make them concerned for their safety. The vast majority of the people say the country is headed in the wrong direction, but well watch the polling over the next couple of weeks and see in the aftermath of these conventions whether this shift in the conversation that van referred to is going to be effective. Yeah, what about that, van . As john just said, former vp biden did condemn the violence, but are you saying it hasnt been loud enough, not enough people on your side, the democratic side are doing it . I mean, how do you do you think he can seize this moment in a different way . Look, i think the vast majority of people remember the summer where we had massive, peaceful protests, people of every color, every kind, you had white people, you know, doing peaceful protests. Talking about black lives matter in utah where there aint no black people. People said it was the biggest social Justice Movement in history, overwhelmingly nonviolent. We have to get back to that unity and solving problems and thats being overshadowed by the unrest on either side. Mostly on the vigilante side, but on the Progressive Side as well. How do you do that . I think a moratorium on nighttime marches would be a useful Common Ground that biden could be a part of. I think also were coming up on 200,000 deaths. There should be a National Week of mourning where we bring forward all of these voices, all of these stories of the people we have lost. And also people are tired of the lockdown. When we say well follow the science, people are afraid that biden will keep us locked down. The chink in the armor is the need for tests for all. It is possible to have a National Program for testing for everybody on a regular basis. That would let you open up the economies and the schools safely. Donald trump doesnt like the tests. Lets mourn the people who are suffering. Lets focus on the businesses that are destroyed and lets have a real solution, tests for all, which would open things up. We have got to get back to our solution set. We have to get back to the economy and the covid. We cant stay in the conversation, youre for violence, youre for violence that all plays to donald trump. Were not talking about all of the things that mr. Harwood just mentioned. The president is not talking about that for sure. John harwood, twice in two days inventing this crazy story about a plane. First he says it was a plane coming to d. C. , then he said it was a plane going to d. C. The plane is going somewhere, he cant figure out where the plane is going, but hes convinced that he had a plane full of thugs going to demonstrate somewhere in washington or a different city. He cant seem to figure out which one, but no one at the white house or the Trump White House can provide a shred of evidence that this plane exists or that someone actually told him about the plane. So whats going on here . Is this a delusion . Is this a lie or is it option c, all of the above . Well, probably option c but we do know on facebook, rumors of some vague event of this kind had been circulating and the president tends to circulate things that he sees online. What the president is doing and again we were talking about this before, hes been losing support this year among white sub bash anight women and hes inviting the people to invite the worst fears about people coming to their communities, coming to get you. He doesnt have evidence, but thats not the point. The point is to make people afraid. You were talking about the abc report about the russians encouraging the speculation about joe bidens Mental Fitness and the Trump Campaign is doing the same thing. This kind of encouragement of division and racial incitement is what russian intelligence had been doing in 2016 and right now. We know from Robert Mueller that as they curtail the intelligence briefing hes doing the same thing. Hes simply trying this as a tactic, trying to magnify the extent of division on the idea that that will help him, that will revive some of his flagging support among white people. This morning the white house Coronavirus Task force is warning the state of iowa to take action to contain the spike of cases there. Iowa has the highest rate of infection in the country right now and yesterday had a 22 Positivity Rate in testing. The state is averaging more than 1,100 new cases a day, so what is going on . Well, yeah, good morning and thanks for having me. It is alarming and here in storm lake im in im in rural northwest iowa and were a meat packing industry. This was the hottest spot in the country, according to the New York Times tracker. We have two tyson meat packing plants here. And so theres a combination of things. Weve got a lot of Nursing Homes in iowa. Were one of the most elderly states along with florida, and we have a governor who has kind of melded her mind with the white house and refuses to order public masking or order opened up the bars early and now has ordered people back into school and were playing Football High School football now. And as you noted earlier on the broadcast, on september 12th, Iowa State University will be hosting 25,000 fans for a Football Game at jack trice field. So its a very anxious moment. Yeah, theres almost beyond belief to me at this point as we look at the map and see that iowas the reddest state in the country. It means the state has the highest infection rate in the country right now and theyll put 25,000 people in a stadium. How can they allow that . Well, the governor is allowing it and she has the authority to do that, i guess. And despite the fact that ames and iowa city, home to the university of iowa, are the two hottest spots in the country right now and the White House Task force suggested that recommended that the governor ought to shut down bars and public gatherings in 61 of iowas 99 counties. The governor has shut down bars in six counties and including ames and iowa city where there were huge gatherings last weekend of students just returning to campus.
