Were following breaking news, President Trump declaring peace talks with the taliban dead. But hes also defending his now canceled plan to host taliban leaders at camp david for a secret summit that would have taken place around the upcoming 9 11 anniversary. Also breaking this hour, the New York Times is reporting that commerce secretary wilbur ross threatened to fire top officials at the National Oceanic and Atmospheric Administration. That followed a tweet from the Weather Service office in alabama that contradicted President Trumps claim about Hurricane Dorian threatening the state. Well talk about that and all the breaking news with congressman jim heims of the Intelligence Committee and correspondent and analysts standing by. First, lets go to our White House Correspondent Kaitlan Collins in North Carolina. The president is getting ready to attend a pretty large rally there tonight. Reporter yeah, he is. Before he left the white house, he spoke about that canceled summit, a summit he hoped would end americas longest running war. But was a meeting that was put together at the last minute after a push by the president even though as they were negotiating the details of inviting taliban leaders to camp david, some of his Top National Security advisers were pushing back. Tonight, President Trump declared u. S. Peace talks with the taliban dead after his abrupt announcement and cancellation of a secret summit with the groups leaders. Theyre dead. Theyre dead. As far as im concerned theyre dead. Reporter the clandestine meeting was kept under wraps until he tweeted about it. Announcing he was calling it off because the taliban admitted to a Suicide Attack that killed an american soldier and 11 others. The only reason i canceled that meeting is because they killed one of our soldiers. Reporter but sources say there was more to it than that. Was my idea, and it was my idea to terminate it. Reporter trump pushed for the last minute summit after growing unhappy with the status of the talks. And thought he, the dealmaker in chief, could get last minute concessions from the taliban in a president ial setting. In terms of advisers, i took my own advice. Reporter despite that claim, no many agreed with his tactic or his venue. Including Vice President mike pence, and National Security adviser john bolton, who argued holding a summit on u. S. Soil with the leaders of the group that harbor the al qaeda terrorists behind 9 11 was a bad idea. The alternative was the white house and you wouldnt have been happy with that either. S. Visa were kicked off a ferry headed for ft. Lauderdale. I dont want to allow people that werent supposed to be in the bahamas to come in to the United States, including some very bad people and some very bad gang members and some very, very bad drug dealers. So instead hell get a briefing from officials on air force one, a briefing about the impacts of Hurricane Dorian as we are now learning the New York Times is reporting that the commerce secretary wilbur ross threatened to fire top officials at noaa after the agencys Birmingham Office contradicted the president after he falsely claimed that Hurricane Dorian could impact alabama. That is what led to noaa issuing that long interesting statement on friday night that was not signed by any officials and rebutted their own claims about whether or not the hurricane could impact alabama. The House Judiciary Committee is now poised to take a key step forward, this week, in its impeachment investigation of President Trump. Manu raju is on capitol hill for us. Lawmakers will vote on a resolution defining the parameters of their impeachment probe. Does that mean an inquiry is under way. Reporter democrats say it is in fact under way. That there is an impeachment investigation happening and thursdays vote, which will lay out how the hearings take place procedurally in the days and weeks ahead shows theyre doing that. Investigating whether or not to impeach the president of the United States. I just had a chance to ask the speaker of the house, nancy pelosi, whether or not she agrees that they are in impeachment investigation. She wouldnt exactly say. She said they have been investigating for some time, russian interference as well as the president s apparent misconduct while in office. I asked her if she agreed what he said that there are formal impeachment proceedings, she said i dont know what the chairman said, i do know we have been on a path to investigate and that includes a possibility of legislation or impeachment democrats and republicans have been on a summer recess, just got back today, theyre weighing their next steps. Democrats have been hearing a range of issues from their constituents, some told me today that their voters are getting impatient. Others are urging caution. Take a listen. I would like to have a chance to weigh the consequences of this. I havent made a firm judgment. Im keeping an open mind, i would like to be able to do this investigation. When every day there is fresh news reports of unpresident ial conduct, of further conflicts of interest, people are impatient. Reporter now, the decision ultimately will be whether or not the committee will recommend articles of impeachment and vote the full house vote after the committee were to take such a dramatic step, the goal of this committee, im told, is to get that done, make that recommendation by the end of the year. But one thing that could hold the committee up, wolf, what will happen in all those court fights . Will they drag on, particularly trying to get the former White House Counsel Don Mcgahn to testify. We dont expect a ruling before november. But the appeals process could drag out. Ultimately the question is when do the democrats decide to move forward, the courts will push this into 2020. Multiple Trump Administration officials with direct knowledge tell me in this previously undisclosed secret mission in 2017, the u. S. Successfully extracted from russia one of its highest level covert sources inside the russian government. A person directly involved in the discussion said the removal of the russian was driven in part by concerns that President Trump and his administration repeatedly mishandled classified intelligence, which could contribute to exposing the covert source as a spy. Now, the decision to carry out the extraction occurred soon after a may 2017 meeting in the oval office, in which trump discussed highly classified intelligence with Russian Foreign minister Sergey Lavrov and Russian Ambassador to the u. S. Sergey kislyak. The intelligence concerning ss isis in syria officials renewed discussions about the potential risk of exposure. This according to a source directly involved in the matter. At the time, then cia director mike pompeo told other senior Trump Administration officials that too much information was coming out in public regarding the asset. This wasnt the first time they were concerned about this asset being exposed. No, thats right. And that context is important. At the end of the obama administration, some several months before, u. S. Intelligence officials had already expressed concerns about the safety of this spy and other russian assets, given the length of their cooperation with the u. S. This according to a former senior u. Intelligence committee released the public report on russian meddling in the 2016 election, which said putin himself had ordered the operation. The Intelligence Community at the time shared a classified version of the report, with the incoming Trump Administration, that included information on sources and methods behind the intelligence, and at the time senior u. S. Infetelligence officials considered extracting one asset but did not do so. The meeting with the russians in the oval office raised new concerns in the Intel Community which continued to grow. I should note this, none of these incidents happening in isolation. Weeks after the decision to extract the covert source, the president met privately with russian president putin at the g20 summit in hamburg, germany. Afterward, im told, u. S. Intelligence officials again expressed concern that the president may have improperly discussed classified intelligence with russia. This according to an intelligence source with knowledge of the Intel Communitys response to the trump putin meeting. What has been the administrations response . Well, of course, we reached out to the administration and the cia, a u. S. Official tells me suggested there was media speculation at the time about the covert operative. But could not point to any public reporting about it. Asked for comment, britney br bramle told cnn, cnns narrative that the makes life or death decisions based on anything other than objective analysis and sound collection is simply false. Misguided speculation that the president s handling of our nations most sensitive intelligence which he has access to each and every day drove an alleged an operation is inaccurate. This removal happened at a time of wide concern in the Intel Community about mishandling of intelligence by trump and his administration. And those concerns were described to me by five sources who served in the Trump Administration, the intelligence agencies, and congress. And, wolf, as a final note, i should mention that cnn is withholding several details about the spy to reduce the risk of this persons identification. Terrific reporting. Thank you for joining us. What is your reaction to this exclusive new report we just heard from jim . Well, wolf, as you might guess, i cant go near the details of this story with a ten foot pole. Sources, the treatment of sources, and methods used are some of the most sensitive matters. I can give you a little back ground, wolf, ill offer you two points, number one, this is a president who has demonstrated time and time again hes sloppy with classified information, a couple of weeks ago, he tweeted a satellite photograph of the destruction around an iranian missile. That you need to understand there is absolutely no upside to doing that. I dont know if that particular photograph disclosed capabilities or, you know, what technology can do. But there is zero upside to doing that. Because it could. The president in a tweet discussing the explosion in northeastern russia, made a lot of people uncomfortable because it was disclosing to people what we knew. And so this president has a long track record of being pretty sloppy in his use of classified information. Remember, wolf, he is the declassifying authority. That means if he says something is not classified, it is not classified. But nonetheless, the Intelligence Community and people like me are very, very worried about the very loose attitude he takes to it. The other thing ill say, wolf, this, again, i cant go near the specifics of this case, but people do need to understand that all over the world, our Intelligence Community does have sources and these are people who very literally put their life at risk to help the United States. And they do it because they agree with what we stand for, in terms of freedom and open society. And having spent a lot of time around the Intelligence Community in the last several years, we make the ultimate commitment to those people and we say, look, we may pay you for this information, but if you help us, we will make sure that no harm comes to you or to your family. Again, let me stress on that, im not making any reference to this particular case, the Intelligence Community in the United States, the cia, makes sure that they protect and give confidence to the people who choose to work with them in the service of the United States National Security. Very good perspective indeed. Lets turn to the other breaking news. You heard the New York Times now reporting the commerce secretary wilbur ross threatened to fire employees at the National Oceanic and Atmospheric Administration for tweets contradicting the claim that Hurricane Dorian might hit alabama. What is your reaction to that report . It is pretty clear. If that story is true, i dont know that it is, if it is true, the commerce secretary needs to resign now. That would be the most blatant use of an official position in the service of the ego and the political fortunes of the president that we have ever seen. And in this case, it is particularly serious because, of course, you know, issues around weather forecasting, ships rely on that, communities rely on that, people make decisions about whether a hurricane is coming or if it is not. By the way, the Commerce Department also provides all of the data on the United States economy, which is used by our businesses, and by people who watch the United States economy. If the commerce secretary is saying i dont care whats true, here is what the president wants, he needs to go and he needs to go yesterday. Lets talk about the president s scheduling and then canceling camp david summit with the taliban. What message did the president send by even considering this meeting in the first place . Ill say two things about that. Number one, i do support the president and his goal to withdraw american troops from afghanistan. It is our longest war now. It is not a situation that is Getting Better. Ive been there many times and always hear were on the brink of it Getting Better and never turns out to be the case. I do support the president s efforts to strike a deal that will get the United States out of afghanistan. Now, second th
