It set this country on a smarter, stronger course. And today, after more than 50 votes in congress to repeal or weaken this law, after a president ial election based in part on preserving or repealing this law, after multiple challenges to this law before the Supreme Court, the Affordable Care act is here to stay. The challenge was based on these four words, quote established by the state. Opponents said the afraid maze federal subsidies illegal in certain states. The chief justice of the Supreme Court, john roberts, said in his majority opinion, that he disagreed. He said the meaning of that phrase may not be as clear as it appears, when read out of context, and by using the words much exchange, the act indicates that state and federal exchanges should be the same. Lets not forget this was a huge victory for the president of the United States for his legacy. Its a huge victory for millions of americans who have Health Insurance right now, because of those subsidies. Outside the court, cheers greeted the official announcement of the ruling and the 63 decision to uphold that part of the obamacare law. The part that deals with these federal subsidies for Health Care Insurance. Lets go to our justice correspondent, pamela brown. Shes over at the u. S. Supreme court. Whats the reaction so far, pamela . Reporter well outside the Supreme Court, when that ruling was announced, there were a lot of cheers and celebrationing large crowds out here saying aca is here to stay holding those signing. The stakes were very high for this because this was a key provision in president obamas signature legislature, subsidies, helping people pay for those and people in lowincome middleincome bracket. So an issue here are these four words established by the state, that almost threw out obamacare, and could have caused major chaos. So, there was a lot of celebrating out here today, because now we know based on literally millions of americans, in states with federally run exchanges, can keep their subsidies that help them pay for Health Insurance. There was a lot of concern that if the court struck down this key provision, there would be chaos. Wolf . This is the second time that the Affordable Care act has been upheld by the United States Supreme Court. So youre talking to legal experts, pamela. Are the legal challenges legal . Forget about the political challenges the legal challenges over . I think the sense right now, wolf is that obamacare is here to stay. That there will continue to be challenges in the lower courts. In fact there are some right now in the pipeline. But none that could have such a big impact as striking down this provision would have caused. Because, again, this was key to the Affordable Care act, these subsidies. And i think what youre hearing from talking to people is that this is sending a message to the challengers, to take this up with your politicians, not in the court and its interesting. If you look at what chief Justice Roberts had to say in the opinion, he talked about that. He said look, in a democracy, the power to make the law is chosen by the people. Our role is more defined, to say what the law is. So bottom line we could continue to see challenges to the Affordable Care act, but not on this issue and none that could have the same sort of impact on people that use the Affordable Care act. Wolf . Pamela brown at the Supreme Court, thanks very much. President obama called it a good day for america. I want you to hear a little bit more of what he said in the rose garden, following this Supreme Court decision. My greatest hope is that rather than keep refighting battles that have been settled again and again, and again, i can work with republicans and democrats to move forward. Lets go to the white house, Communications Director jen psaki is joining us. You must be thrilled like the president. Give us a little flavor. What was it like . Did you anticipate this decision by the Supreme Court . Set the scene, the mood in the white house as you began to get this decision. Well wolf jun, we didnt know when this decision would come down. Many of us were dwathered for a meeting about trade this morning and we heard some screams from the hallway. And i can promise you, there were many hugs high fives. There may have been some happy dances. Im not going to name any names but certainly, there was elation here today. But, really this is about the American People wolf. The fact that 6. 4 Million People no longer need to worry about losing their tax subsidies. 16 million americans now have Health Insurance, that didnt have Health Insurance five years ago. People cant be discriminated against for having preexisting conditions. And our focus is on moving forward. Lets turn the page, lets put this battle behind us and lets move forward with implementing health care all across the country. Just curious, got a little bit more flavor of what was going on inside. You didnt know if the decision would come out this morning. You certainly didnt know what the decision would be. Under these circumstances, did the president and his speechwriters have two speeches ready to go one if they ruled in favor of the president , one if they ruled against . As they say, the boy scout motto goes you always have to be prepared wolf and certainly we were prepared. But theres no question the set of remarks that the president delivered today is the set of remarks he was hopeful they could deliver out in the rose garden this morning. Will the president veto any effort if it continues while hes still president of the United States to change obamacare . Well i think what weve seen in terms of proposals out there, a bunch of wolfs Walking Around in sheeps clothing. These are plans and proposals that are trying to kill the Affordable Care act. This really cemented to the American People that not only is it legal, but there are benefits this is the reality o that people are experiencing around the world or around the country. So who wants to unwind that and all of the benefits that people are feeling. So look we dont know what people will propose, wolf but our focus is on working on pieces like with the 22 states the that havent yet expanded medicaid. Theres more that can be done. We want to work with those states. We want to do more to educate the American People on how they can benefit from the Affordable Care act. But this is not about a legislative fight. Health care is a reality. People are experiencing it, and we should all Work Together to move this forward. What do you say to those people out there who complain about obamacare . They say their Health Care Costs have risen under obamacare. Well wolf here are the facts that we know them as. 16 million more people have access to health care. People cant be the American People cant be discriminated against for having preexisting conditions. Women cant be asked to pay more. People young people under 26 can be on their parents Health Insurance. The things are becoming more efficient, hospitals are doing more. There are a number of realities. The tax subsidies were an incredibly important component of what was in this law. And thats why today was an important decision in that it made it possible for people to have access. And weve seen some reports by economists including within the administration that were showing that this actually has helped many more people have access and brought down the cost in many ways across the country. Jen psaki, a very happy jen psaki and a very happy president of the United States. Would you say this is one of the two tor three happiest days as president of the United States for the president . Well its hard to rank happy days. I would say that this is certainly one where were just elated for what this means for the American People and looking forward to redoubling our efforts on getting people to understand across the country, how they can benefit from this law. And you can thank those republicanappointed justices including the chief justice, john roberts, and Anthony Kennedy, appointed by Ronald Reagan for this 63 decision. I want to update you now on the breaking news out of nations capital, and a major victory for president obama, the United States Supreme Court today upheld a key provision of the Affordable Care act, known as obama care. The decision means roughly 6. 4 million americans will continue receiving Financial Assistance from the federal government to help them purchase Health Insurance. Joining us now is indiana congressman, luke messer a republican a very vocal critic of obamacare. I know you must be deeply disappointed congressman. Were you surprised that it was a 63 decision including the chief justice, john roberts, Anthony Kennedy was named by Ronald Reagan that these two republicannominated justices decided to vote in favor of continuing obamacare . Yeah sure i was surprised. I think its a disappointing day for the American People. You know the decision today doesnt change the fact that the Health Care Law is broken. It doesnt change the fact that the Health Care Law is unpopular. And while there certainly have been some winners under this law, tens of millions of americans have seen their premiums go up. They have deductibles they cant afford. And so now we have to be focused on what do we do for all of those people who have been armed by this president s Health Care Law. Well the president points out that a lot of people have benefited by it. For example, parents now can deep keep their children on their own Health Care Policies until they reach the age of 26. Do you support that . Yeah i do. I support the fact that parents will be allowed to keep their kids on the law. There certainly have been some winners, but there have been a lot of losers, too. I talk to them every day. And what we have to do now, the Supreme Court decision has come. We have to focus on what we can do to help those hurt by the law. What about the law allowing people to get Health Insurance and no longer having to worry about preexisting conditions. As you know in the old days if you had a preexisting condition, the Health Insurance wouldnt necessarily sell you that Health Insurance. Is that new provision in obamacare something you support . Yeah i do support that. But i dont support tax young, Healthy People to pay for folks that otherwise, you know, fall within this law. I dont support the 30hour, fulltime workweek mandate turned law, that has decimated the 40hour workweek in america. Again, there have been winners under the law. There are some good provisions in this law. There have been a lot of people hurt too. For all protectactical purposes you have the majority in the house and senate you can continue passing legislation to revise or change or get rid of obamacare, but the president is going to veto that legislation and you dont have a twothirds majority to override a president ial veto. So whats next in your effort to kill obamacare . I think we have to keep our promises. Well continue to stand up to this president s law, including potentially reconciliation that would try to repeal it. Ive mentioned to you some of the areas of the law that we ought to try to fix. And i think what comes next for republicans here in congress well have to do the hard work of coming forward with our own plan. There are several different republican plans out there. I think youll see plans rooted in tax credits, trying to deal with the competition across state and party lines, or state boundaries and i think youll also see us look at medical malpractice reform and Health Care Savings accounts. But we have a responsibility now, if were going to complain about this law, we have to show the American People what we would do if this law was no longer the law of the land. Florida is one of 34 states that has not established an Insurance Exchange under the Health Care Law, instead, relies on federally run marketplace exchanges. Absolutely. We have 1. 3 Million People in florida, who get subsidies as part of their Insurance Coverage under obamacare, that their coverage would have been in jeopardy. And now theyll be able to maintain their Affordable Quality Health care coverage. And you blame the governor rick scott, for the fact that florida is not one of those states that has a state exchange that could do this. Both for the fact that we dont have a state exchange as well as his refusal to accept medicaid expansion, so that we could ensure another 800,000 people who go without coverage as a result of his intrancesceintrance. Do you think hell change his mind . Unfortunately, no. There was a lot at stake. I think they got close to shutting down the government this month, over their refusal to extend that expansion coverage under medicaid. I mean its very obviously that the republicans, all of them the whole lot of them are focused on obstruction. I mean you had the statements released by the candidates running for the republican nomination all of the major candidates sent a statement out, saying that they support full repeal that this decision Means Nothing to them. Let me play a clip by the house speaker, john boehner, reacting very negatively to the Supreme Court decision. Listen to this. The problem with obamacare, is still, fundamentally, the same. The law is broken. Its raising costs for American Families its raising costs for Small Businesses and its just fundamentally broken. And were going to continue our efforts to do everything we can to put the American People back in charge of their own health care or not, the federal government. Congressman from indiana basically saying the same thing. He said people in indiana, theyre complaining to him about the rising cost of Health Insurance. You know this is a case of sour grapes and a case where republicans are entitled to their opinion, but not their own facts. The facts are that Health Care Insurance rates are increasing at their slowest rate in 50 years. We have 16 Million People who had Health Insurance coverage that didnt have it before and if you go with the republican plan you have young adults millions of them who would lose their Insurance Coverage this they can stay on their parents plan until theyre 26. On average, seniors now save about 1,600 because the aca closes the donut hole in their Prescription Drug coverage. You have women with millions of americans, 129 million americans live with a preexisting condition, like i do wolf as a Breast Cancer survivor. The republicans by supporting full repeal would take that peace of mind that we now have away from us and deny us access to Affordable Health care. They say they could draft a new law. That would honor that preexisting condition. Im not from missouri but i say, show me. They dont have a replace. Theyve said repeal and replace for so long theyve dropped replace replace, now they dont even pretend. All they want to do is repeal and take away health care for millions of people. Very quickly, there are two floridians running for president in the United States right now, the former governor jeb bush marco rubio, the senator from florida. From your perspective, whos better . Theyre both awful. Jeb bush issued a statement saying the law was fatally flawed. Whats fatal about the whole issue of health care is when people dont have. Jeb bush marco rubio, all the major candidates for the nomination for the republican nomination for president would repeal obamacare and ignore this decision ignore the fact that a president is reelected, is supporting the upholding of obamacare. We have two Supreme Court decisions, millions of people with coverage. Health care increases coming down and they still support repeal because they kowtow to their Rightwing Tea Party base. Thats all they care about. You dont like either one of them. Is that what youre saying . I dont support anyone who wants to take Health Care Away from millions of americans. They both support full repeal and both would deny people access who have it now, and both refuse to making sure that the 800,000 floridians who dont have access to health care can get it. Welcome back to our viewers here in the United States and around the world, im wolf blitzer reporting from washington. President obamas applauding the 63 u. S. Supreme court ruling that upheld a crucial part of his Health Care Reform law. Obamacare, the Affordable Care act, as its called. Heres what the president said at the white house rose garden just a little while ago. For all the misinformation campaigns, all the doomsday predictions, all the talk of death panels job destruction, for all the repeal attempts this law is now helping tens of millions of americans. And theyve told me that it has changed their lives for the better. All right. Lets discuss what this means for the president of the United States joining us here in washington our senior political analyst, ron brownstein, Gloria Borger and donna brazile. Ron, ill start with you. I think its fair to say, this is a huge win for the president , for all protectical purposes the republicans, while hes in office are not going to be able to change obamacare, because hell veto any legislation, and they dont have a twothirds majority to override any such effort. This is a huge victory, in many terms, but also in the terms that you suggest, it gives him time. It gives more time for this law, 16 Million People now covered under it. Not only the individuals, but the industry itself the Insurance Industry the doctors, the pharmaceutical all the entire medical establishment growing more comfortable with it. A bigger challenge for republicans to uproot it the longer it has the chance to put down roots. And this gives him through the end of his presidency. And the president says its going to be like Social Security like Medicare Part of the fabric of america, that no one really considers reversing at any point. Is he right . He effectively said we were right, all along. You lost get over it. Youre not going to unravel this law. Youre not going to start taking away benefits to people that they actually like such as being covered for preexisting conditions or keeping your kids on Health Insurance until theyre 26 years old. He made it very clear, up to fix it, fine, its now been affirmed by the Supreme Court twice, and nobody would consider Justice Roberts a liberal here. He said he was just interrupting the plain meaning of what Congress Actually intended to do with this law. So i think the president is going to now say to those republican governors in states who have not joined in say, you know what you better rethink that. Youre going to have to start joining in, because you want to offer the most coverage you possibly can to the people in your state and make Health Insurance stronger. Donna, youre one of your political commentators. Youre a democratic strategist but this whole issue hits home for you. Its very personal. Its always personal wolf especially when it comes to giving people access to health care. My mother died at 52. Im 55 so clearly, having access when you dont have the ability to get insurance through your employer she did not have the ability to get insurance through her employer. This would have helped her life but what i think Many Democrats are grateful for today is that this is saving peoples lives all across the country. Millions of americans will no longer have to go to bed tonight worried they may lose their Health Insurance tomorrow. I applaud the Supreme Court, something i rarely do. I applaud Justice Roberts, something i rarely do and i applaud president obama and all of those who have stuck with this law, Kathleen Sebelius sylvia burwell, of course the Justice Department because they have been fighting an unrelenting battle for the republicans, who have now put forward an alternative. Chief Justice John Roberts was nominated to the Supreme Court by george w. Bush. You made the point about Social Security and medicare. We are in Uncharted Waters compared to both of those. Every republican candidate, president ial candidate, who reacted in his decision today, insisted that they were undiminished in their determination to repeal this in 2016. 1935 Social Security was passed. In 1936 al franken ran on repealing it. By 1940, republican nominee ran on expanding it. No republican president ial nominee ever ran on repealing it. If in fact a republican nominees run an appeal it will be two consecutive elections, something we have not seen. And you can argue, thats because the president did not get bipartisan buyin on this law. One vote gets passed on a partisan vote. And you can argue, as pat moynihan senator pat moynihan used to argue, that on major transformational pieces of legislation, you ought to have bipartisan biuyin, so you can all fix it together. That was not going to occur for many reasons. Gloria he didnt get their votes. But what he did was, he took much of their legislation, much of what they have fought for, for over decades, and made it obamacare. But it was romney care before that. And it was something the Heritage Foundation supported. The clinton care from republicans who hate these so there is no republican buyin on this. And what they can do now, as republican president ial candidates is rally the base. Because 47 of the American Public latest polls show actually approve of obamacare. Those numbers are going up. But the Republican Base does not, 70 of republicans dont like it. So the challenge will be in the general election when you have a large body of people and constitutions so right now so theres nothing in it. And realistically, the republicans know donna, the only way theyre going to get rid of obamacare is if theres a republican president , which is possible, there could be a republican president , and a decisive republican majority in the house and senate and at that point, theyll have the votes and the president ial signature to get rid of it but short of that theyre not going to be able to do it. And as you know they have tried to repeal this law more than 56 times in congress and im sure theyre going to try to repeal it over the next 50 days. But back to glorias point, this is a real victory for the American People. They have not bought into it they havent really loved it although some of them love obamacare, some of them running for president. The president and the white house and administration now having out there and tell the American People why this is good for the country, it saves lives and money and this is going to help america become a more healthy country in the future. We may all be back as early as tomorrow talking about another major Supreme Court decision that could be made tomorrow morning, that potentially could legalize samesex marriage not only in those states that already have it but all across the country. And talk about the incredible relationship between Justice Roberts and president obama. Because those two men have a lot to talk about, if they could ever sit down and we dont know what the Supreme Court is going to decide but that decision could come as early as tomorrow morning. President obama also has another major victory today. The u. S. House of representatives just passed a measure, renewing aid for American Workers, affected by International Trade agreements. The president is expected to sign that measure along with a bill Congress Already passed known as the trade promotion authority. That measure gives the president whats called fastrack authority to negotiate trade bills with global partners. The president reacted with this statement, let me read to you what the president said. He said i i applaud the democrats and republicans in congress who came together the give the United States a chance to negotiate strong highstandard agreements for free and fair trade that protect American Workers and give our businesses the opportunity to compete. Another major win for the president on this issue of trade authority, that just happened today. Lets get to another major story were following here in the United States. There has been a major new twist in the prison break is aga, ripping upstate new york indeed everyone around the country. In just a matter of hours, a second prison worker will appear in court, charged in connection with this stunning escape of two convicted murderers nearly three weeks ago. That worker the veteran prison guard, gene palmer is charged with promoting dangerous prison contraband tampering with evidence and official misconduct a source close to the investigation says palmer loaned the inmates a screwdriver and pliers to fix electrical breakers in the catwalk area behind their cells. Police have said the two used the catwalks in their escape. Prosecutors also say palmer accepted paintings by the two inmates, paintings he allegedly tried to destroy after they broke out. Lets go to the scene right now, have you heard anything from the guards lawyer about what was going on . Reporter wolf yeah remember these men were in the honor block, that portion of the prison where they were allowed several privileges one of them was to be able to cook their own meals. At one point, palmers Attorney Says the men approached him because they were having electrical problems. They were unable to heat the food within their cells and they said there was an electrical breaker that was faulty in their cells behind that catwalk. They convinced palmer to provide them with tools so they could fix the problem themselves. Keep in mind wolf this wasnt uncommon at the prison. Ethel lance and the reverend Sharonda Coleman singleton are being laid to rest today. Today, family and friends gathered to pay tribute and say goodbye to ethel lance. The funeral for this retired grandmother and Church Volunteer was held at Royal Missionary Baptist Church in North Charleston just a short time ago. Ago. A nononsense grandmother, a strong woman, a burst of joy, these are just a few of the words used to describe 70yearold ethel lance. She wasnt miss lance. She became the mother of our corner. She was always helpful. Seeing her was just a burst of god, just good energy. Those that knew her say that lance, a retired city worker loved emanuel ame. He was a lifelong member who served as a church custodian, ushered sunday services and regularly attended bible study. Thats where she was, when she was gunned down. Faith, love and forgiveness were virtues she cherished and passed down to the four children she left behind. Through tears, her daughter nadine addressed her mothers killer in court. Her heartbreak in every word. You took something very precious away from me. I will never talk to her ever again. I will never be able to hold her again.
