I recognize the executive action of 2014 and from members from 2011 and 2012 that the executive actions has no current standing in the law and must eat dismantled. The president has learned nothing from his previous executive amnesty action. Nearly 70,000 children arrived at our southern border of the cost of hundreds of millions of dollars to the american taxpayer. This amendment turns back the president s shortsighted ticketed reach. We also consider additional amendments where we seek to correct the dangerous accident actions the president has taken. Without objection. Christ mr. Chairman, i rise to a laundry list of attacks that the executive branch has done to border policy. He caters to every whim of the republicans extreme elements. It would defund the campaigns designed to unify Border Security efforts. It would defund policies to improve employmentbased immigration and bring highly skilled workers into our country. It would defund the policy to parole in place emily members and citizens who seek to enlist in the u. S. Military. This is a policy supported by the department of defense. It would defund the division of temporary relief to individuals rot to this country illegally as children, those covered by the dream act, and the parents of u. S. Citizens who meet certain criteria. It would defund the serious policy of Immigration Enforcement priorities. Every prosecutor in this country executes exercises some level of discretion. We want to pursue murderers over traffic violators. We should also want dhs to focus enforcement efforts on Illegal Immigrants that an pose a threat on our communities. It would be preferable that the president s first to pass Immigration Reform. In the face of House Republicans failure to act the president has taken well considered steps each of them well grounded in his legal authority. As a republican majority wishes to change the law in some way to deny him such authority, they should introduce legislation to do so. This would sabotage the Homeland Security funding bill and undermine our Nation Security at a time of great danger. Im not the emperor of the United States. My job is to execute laws that are passed. A few days earlier, he said and i quote i am not a king. Im the head of the executive branch of government. Im required to follow the law. 20 two times, mr. Speaker, the president said he cannot ignore Immigration Law and create new laws by himself. Now mr. Speaker, president obama has done exactly what he said he could not do. What changed between then and now . Nothing. The constitution is exactly the same. And Congress Still retains the sole power to legislate. Mr. Speaker, president s do not have the right to rewrite any law in any instance. The fact is explicitly clear in regards to immigration. Actually when it comes to immigration, the Supreme Court stated and i quote over no conceivable subject is a legislative power of congress more complete. This is not a battle between democrat and republican. This is not a battle between proimmigration and antiimmigration. It does not matter whether mr. Speaker you like the results of what the president did or not. This is about resisting the assault on democratic government and protecting the constitutional separation of powers. Let me be clear. This bill funds the entire department of Homeland Security. That is not an issue here. So when we vote today, there is only one question asked. Do we weaken our constitution by allowing the executive to legislate or do we defend the most fundamental laws of our democracy . There is no middle ground. I yield back. The gentleman yield back. It only took a week for Republican Leadership to fold to its rightwing instead of compromise, we see confrontation. Make no mistake. The amendments being debated this morning would stop the bill and killed the bill and hurt those who were brought here as children and know no other country than the United States prevent the department of Homeland Security from prioritizing the deportation of National Security threats and dangerous felons, and a little more than a collection of political soundbites. If you do not agree with the president s Enforcement Actions which are legal, and similar to steps taken by several republican president s, then let us have a serious debate about comprehensive Immigration Reform. Then bring an immigration bill to the floor. The president s executive action will grow the economy by 90 to 200 10 billion of the next 10 years. It would raise average wages to usborn workers by 170 a year. The House Republican proposal would not only eradicate these gains, but harm numerous security initiatives. The amendment would completely defund president obamas unconstitutional power grab and granting the first status to unlawful aliens. This policy threatens the separation of powers between the congress and executive branch and violates president obamas obligation to take care of the laws be faithfully executed. In a get in addition, the amendment will also bar obama from using immigration fees to accomplish his executive fiat. The amendment also the funds the prosecutor will discretion memos and the amendment defund the ability of aliens to receive any federal benefit based on these policies. Finally, the amendment makes clear is that the funded programs have no statutory or constitutional basis and therefore, have no legal effect. Efforts of your actions today will only cause anger and outrage and the mobilization of an immigrant community throughout this nation that will be the death nail to the future of your party as a national institution. Is recognized for one minute. I would like to support my amendment which i coopted with my colleagues. The purpose is simple. We defined we defund president obamas unlawful action for immigrants. The president announced it only two months ago. We also know that with his executive amnesty truly began. It began in 2011 with the worst memos. Those memos told officials not to pursue certain broad categories of Illegal Immigrants. The amendment defund the enforcement of those memos and that goes to the heart of those amnesty programs. In short these memos told immigration officers to view the law the way president obama wished it had been written rather than how Congress Actually wrote it. That is the crux of this. This bill and its amendment pander to those in the Republican Party who are unhappy with president obamas executive action on immigration. It is malicious and foolish leslie foolishly puts our country at risk. Republicans made this immigration bill under the guise of the constitution. The of sharks and and political games that the republicans are playing of the true behaviors that needs to be condemned. Republicans are not interested in Offering Solutions are working to tackle the most pressing issues facing our country. How do i know . Because instead of offering a longterm solution to fix our broken immigration system and can have opted to hold hostage funding for one of the most critical agencies in our government. And as they peddle their mallets about immigrants to pander to their base, they put our National Security at risk. We should be doing everything we can to provide a security agencies with the support and resources that they need to prevent attacks like the one that occurred in france last week. Instead, republicans are willing to withhold funding our National Security in order to send a message to the president. If that were not juvenile enough, this bill also attacks the most vulnerable in our society. Public and amendments seek to revictimized those who have suffered Domestic Violence. Taking on one of the groups least able to defend themselves. When i was a k, we call that bullying. Republicans are consciously targeting millions of families who work hard, who contribute to their communities, and are just trying to give their children a chance at the american dream. You know that same dream that many of our grandparents had when they came to that country. With this bill, republicans are not just a dandy basic humanity. They also turning their backs on the economic benefits of bringing these people out of the shadows. We can grow our economy to 210 billion of the next 10 years if we allow our workers to participate in the economy. This is a new congress. Your time has expired.
