Security strategy and on span2, the british prime takes questions from members of the house of commons. Next, President Biden on the efforts the administration is taking to broad Fire Department with the resources they need for Fire Prevention. President biden now speaks on prevention and control. Until his election as Vice President of the United States. Where he continued to advance our issues today for the First Time Since president truman in 1947, the president of the United States is participating in the National Summit on Fire Prevention and control. Please welcome the president of the United States, joe biden. Dr. , thank you very much. Very gracious of you. I appreciate it. The u. S. Fire administration is doing a great job. I want to take this opportunity to thank you all for the opportunity to speak at the summit. Looking at eddie and ed kelly and i think president black is there, kevin, i hope i cant quincy cant see out of the front there. I wish i could be there with you personally. I have had to pay respects with you this past weekend, the National Fallen firefighters memorial. 30 years ago it seems like. 30 years ago i was the original cosponsor in the National FallenFirefighters Foundation act and over the years, i had spoken to too many funerals for fallen firefighters. From the National Events like the memorial hotshots in 2013 to individuals in my home state, fortunately, too numerous to name. Each one of you is a hero to the community. You have touched peoples lives. I would like to take a moment at the top to honor the lives of those lost over the past two years including from covid. Another 77 today in 2022. It is an acute reminder of the risk firefighters bear frankly, their bravery. They are the only ones who run toward flames and not away from them when that fireball rings. Many of you heard me say before first god made man and then he made a few firefighters. God made man and then he made a few firefighters. The schedules people have these days, getting attracting enough volunteers. You are the heart of the community. People dont appreciate you until they need you. And then they do. Youre always there. Firefighters have saved my life and the life of my family. I a lot of you know, way back in 1972 before i got sworn in, my family, my wife was Christmas Shopping with my three children. They got an accident, broadsided. It killed my wife, because my daughter and my two boys. Almost three and almost four, they were on top of their dead sister and mother. It took the jaws of life from a local Fire Department volunteers to get them out and get them to the hospital. In addition to that, what happened was i was doing meet the press and lightning struck and the little pond behind my house came up into the air conditioning system. Generating thick black smoke, literally. And from the basement to the third floor, the attic, everything was ruined. The Kitchen Floor, we almost lost a couple firefighters to get the Kitchen Floor was burning between the beams. They almost collapsed into the basement. I got rushed to the hospital. This was all in the middle of a snowstorm. They got me down and saved my life. I owe you and so many other americans owe you as well. So many families. The only thing that saves the lives of a firefighter are more firefighters. The only thing that saves the lives of the firefighter are more firefighters. That is what has ascended and when i was out of office and then we do everything we can to support and pay for firefighters, more firefighters. You are there for most people who have just lost everything. To ad lib. A second here, you are there for people who lost their homes. That is what you do. You are the ones that lined the Little League field. You are an Incredible Group of individuals. There were three parties in delaware, democrats, republicans and firefighters. Thank god i had the firefighters. I just got off with the president of the Delaware Fire Company who said dont you remember i was in your first campaign. We were on the front for emergencies and disasters all across this great nation. From the devastating wildfires in the west to the thousands of fires and local firefighters sponsor every day. In response to Hurricane Ian and southwest florida. By the way, i point out that i have blown over most of the major fires in the west. More housing has burned to the ground then all of the land in the state of new jersey. That is how much has been lost. I went down to florida to seek a response last week. Firefighters helped rescue thousands of survivors. And answer the call, not just for fires but just answer the call. In some cases, their own homes and fire were destroyed or washed away. That is who you are. When chad when tragedy strikes, you suit up. When the impact of Climate Change has become increasingly evident, we are calling on you more and more and more. Extreme heat and prolonged droughts turned wildfire season into wildfire years. Local firefighters are being called even more to respond. We are moving out of the forest areas and it becomes local and federal. My administrative my administration is doing everything we can to make sure you have the resources you need to do your job as safely and effectively and efficiently as possible. We invested 350 in the American Rescue plan to help them keep First Responders on the job during covid19. Between the American Rescue plan and my budget request, this includes money to fund 1000 more in the field. Thousands of sets of turnout gear. A Pioneer Research it is close to my heart. Cancer is the leading killer and firefighters. Toxic substances have been exposed to as part of your job almost certainly connected to those cancer diagnoses. We are doing something about it. There trying to end cancer as we know it. Including by governmental and toxic exposures. We just past National Legislation that so many of our soldiers we finally got a pass so we could care for the families. We created a special claim unit, the department of labor. We are also taking the forever chemicals that for years have been what you depend on to do your job. I am absolutely determined to make sure you have the gear that protects you and i am urging congress to send them to my desk. This will help federal firefighters and families assess critical Worker Compensation including making sure that several forms of cancer are presumed to be caused by the firefighters job. I am also proud that last november, i signed a law protecting the First Responders act. Where the families of firefighters were killed in training and made it easier to qualify for permanent disability. I am sorry to go on for so long but i feel passionately about this. The final point i like to make today is we are doing your bit and we can to ease the burden on our firefighters by preventing fires. This is the 100th anniversary of Fire Prevention week. And the landmark legislation i have signed there is historic investment. The infrastructural includes significant foreign management increases, Community Resilience into wildfires and it harnesses new technology to keep communities safe. It is also repairing vital infrastructure and what other First Responders rely on to get to those in need. We are talking about all the bridges in top shape. There was a fire station, a bridge over a creek and a school not far from there. They could not go across the bridge. It was not Strong Enough to maintain. The Inflation Reduction Act allows us to take unprecedented steps to confront climate crisis. That will reduce fire risk and supercharge our clean energy. We are also maximizing protections for people when fires do break out through the National Initiative to help states, local and tribal and territory governments adapt and adopt the most uptodate building codes that reflect the threats from Climate Change. The department of defense satellite imagery to tech wildfires. That way they can better suppress the fires early. We are working to help educate the public on basic fire safety like preparing fire escape plans, testing smoke and Carbon Monoxide and replacing those alarms every 10 years. These are the civil steps we can take to save lives. On behalf of my own family and every american, i just want to close by saying thank you, thank you, thank you. Fires will always be a fact of human life. When those alarms go off, when everything and everybody you love is in danger, there is no better excitement in the world than that firefighter who is getting ready to go to work. Thank you for being who you are. Thank you for all the heroes you represent. You are in the alert and on call in communities all across this country. God bless you all and may god protect our firefighters. Thank you for having given me a chance to talk to. I was over there with you. Thank you. Thank you. Thank you, mr. President.
