I rise today in support of the america competes act of 2022. This comprehensive bill tackles the challenges every day orr goanians face right now with supply chain and Rising Consumer prices. Its a Huge Investment in our competitiveness on the sloabl stage for the 21st century. Mr. Schrader it improves our supply chains while incentivizing manufacturing of critical security goods that should be made right here in the United States. As of the pandemic shown us, active ingredients of lifesaving pharmaceuticals should not be made overseas. Im glad leadership included the 52 billion in the emergency chips act funding a priority for our Problem Solvers Caucus in the state of oregon. Without this investment our problems will only grow worse. Well continue to see critical shortages hindering a wide range of industries in my district and across the nation t will lead to goodpaying jobs for our citizens and companies as they move to expand and set up our domestic manufacturing facilities. In addition to his career with the prisons, he served in the army reserve for eight years and heavily involved in helping others in his community. Hes a pennsylvania native and a dedicated servant who always puts others before himself. While his retirement is well deserved, andys impact and leadership will be missed. Speaker for decades we heard elected officials writefully decry the loss of american jobs and bring them back. For generations americans have waited for that promise. Heres the chance. Since january, 2000 the United States has lost over a quarter of all domestic manufacturing jobs. That means a decline of more than 4. 7 million jobs in just two decades. Real people have paid the consequences. I have seen it in my own district, suburban philadelphia n places like potstown, boyierstown boyerstown, and others. This is a chance to revitalize these and other communities and strengthen our national security. Here are highlights. 52 billion to maintain and expand our production of Semiconductor Chips right here at home which run our cars, phones, computers, health care system. 45 billion to improve our supply chains with a special focus on producing more of our critical goods here. And vin investments in Scientific Research and innovation so we not only in this century not only in this century but globally leading it. If you got married in Southeast Georgia in the 1960s to late 1980s you had the pleasure of working with her. She was special to many people in her community because she was dedicated to make making their special day unforgettable. She made it her mission to ensure every bride had whatever dress she wanted. If she didnt have it on hand, she would craft it herself. At her bridal store, one could pick out their own flowers, have bridesmaids luncheons, rehearsal dinners, and hold their ceremony in her big room. She left a beautiful mark on everything she created, be that a wedding, a bridal shower, or a relationship she developed with the women she served. Her service to our communitys women and families truly was not only remarkable but fun to watch in the form of beautiful ceremonies. Patsys legacy is one of beauty, grace, and service. My thoughts and prayers reside with her family and those affected by this tremendous loss. Thank you, madam speaker. I yield back. China has avoided accountability for their unfair trade practices, gross human rights violations, and environmental abuse for too long. My amendment would require the Chinese Communist party to match emission cutting targets established by the United States. China accounts for 28 of global Greenhouse Gas emissions, more than any other country in the world. This amendment takes necessary steps to hold china accountable for their pollution. It is time they are held to the same standards as any other developed country. They shouldnt get a free pass. We cannot allow china to walk all over us. I also want to address what was said by my colleagues on the other side of the aisle about criticism of this bill. Two days ago, democrats suggested that criticism of this legislation is asian bashing and xenophobic. What nonsense. Let me be clear. I never back do
