The actually took away Social Security earnings for those federal employees that were in, what was then, the Civil Service retirement system. What the media did not cover is that those federal employees, with bill clinton and newt they lostn 1992, three quarters of their Social Security earnings because they were in the service in the Civil Service retirement system.
