This story about the state Department Inspector general report took the front page. Spot in most major newspapers. In the usa today, clinton broke security rules is the headline for the front page of the new faults on, clinton email server. Clinton violates policies on email is the front page of the Washington Post. State Department Watchdog rebukes clinton over email. It was first reported by politico yesterday. Their headline, clinton violated email rules. One of the reporters is rachel bade. Good morning. Caller good morning. Host what did Hillary Clinton do . How critical was the Inspector General of the secretary herself in this report . Caller very essential. The report contradicted core defense that she has had on the email issue the whole time, the notion that what she did was allowed and she broke no rules. The Inspector General found that is not the case. That she was not allowed to do this and broke a number of rules that i been on the books for years before she came to the state department. She was supposed to use an authorized account and had an. Bligation, it sounds like she tells the Top Technology officials at the state department. These officials told the Inspector General had she told them they would have said stop doing this. Soundsart is that it like this is hushhush at the state department. Some people brought it up that had heard about it. They said, listen him a we are not sure if it follows the rules. They were told to sit down, be quiet, mind your own business, and never bring this up again. Host the clinton camp, in their response to the report, it was leaked after numbers of capitol hill received a copy, correct . Caller basically, yes. Say and a lot of people used private email. To an extent they are correct. The state talks about department having issues with people using private email for work. They are changing the story. The main take away from the report was that her extensive use of this and the private server went beyond anything we had seen at the state department in past years. Number of things she contradicted in the past. Clinton has said there were no hacking issues, they were not concerned, no one ever brought up anything about hacking. Which is important because she had content that was classified on the server. Staffer, ones top of his top staffers, who set up the account and server for her emailed one of her closest , we have to shut down the server because we are getting hacked. Sign. S a telltale the red flag shows that her closest staffers knew a bout a job. Tial hack what does that say about the security of the information . Her critics will highlight this and say she had horrible judgment in this area. Host can the Inspector General against secretary clinton for this . What does it mean for the ongoing separate fbi investigation . Caller it will definitely be something they are reading. The fbi is coordinating with for thers general state department and intelligence community. Mail will be something they are watching to see if anyone knew this was a potential security threat. One of the biggest repercussions beyond the legal question is what this will mean for the next couple of months. This plays very much toward her biggest negative, that people do not find her trustworthy. We have donald trump in the corner calling her dishonest hillary, or hillary the liar. This is playing right into his hands. There are so many things in this report that contradicted a lot of stuff she said about the email and her email use on the private server in the past. Host is the Inspector Generals job done . Caller i think there will be followup. Hillary clinton and her top staffers refused to be interviewed. There is a lot of information that has yet to be gathered and put out. They say they did not cooperate with the probe because they are under investigation with the fbi and they just want to work with the fbi. That they will talk afterwards. She had said from day one that she would cooperate with any probe on the issue. This is sort of a change in workegy almost to only with the fbi and not with a nonpartisan entity of the government charged with looking into the issue. Host rachel bade has been covering this story since nearly day one with politico. You can check out her work at politico. Com. Thank you for being here. Caller happy to be on. Asking for your reaction to the Inspector General report we will go through in our first 45 minutes of the washington journal. Democrats, republicans, and independents. We will start with max in michigan. Good morning. You are up first on the host washington journal. Caller it goes to how untrustworthy Hillary Clinton is. I voted democratic in a most every election since i have been able to vote. This year, if hillary is the nominee i do not think i can. I do not trust her. I think she has too many negatives. There has never in a president ial candidate with this kind of investigation over her head. If the Democratic Party wants to defeat donald trump, they have to consider dropping her from t and nominating Bernie Sanders. There is no way Hillary Clinton can be donald trump. I know many people who consider themselves independent now who used to consider themselves democratic. There are too many things that Hillary Clinton has done the way she is shown bad judgment. She has driven people away from the party. I think it is not going to get any better for her. She has to drop out of the race if she wants to stop donald trump from becoming president. Host you mentioned the trustworthiness issue. Heres the latest at the cbs New York Times poll that came out last week. Is the candidate honest and trustworthy . Said shelinton, 32 was honest and trustworthy. 64 said she was not honest and trustworthy. Showing Donald Trumps honest and trustworthy rating 31 . 64 saying she is not honest and trustworthy. See if this report from the Inspector General changes anything. Erwin in florida. The mccracken. Democrat. Good morning. powell, he should let the public know exactly what he did and how he did it. Email. Ll americans own they know what they are. The atomic bomb secrets were smuggled out of los alamos on the back of a jello box. What im saying is that people were amazed as a witness during that period. 40 years later i was talking to a friend about how this was smuggled out of loss almost. I remember my parents talking to friends. Family members talking about the jello box. It doesnt happen with emails. Almost everyone owns an email. It is nothing secret. Nothing that people do not have. The last point is donald trump. How can a man who is a psychopathic liar make an issue of it . Has so many things he is carrying on his back. France,r of paris, the mayor of london, the donald d and to pay no heed to him. Donald trump, if you keep to it up it will reverberate against him. Host donald trump wringing it up yesterday at a rally. We will get to some of his statements. , the spokesperson for the Hillary Clinton campaign , how they have described this report. They picked up on some of the themes you talked about in light of other secretaries of state. The report shows problems with the state departments electronic recordkeeping systems were longstanding, and there was no precedent of someone in her position having a state Department Email account until after the arrival of her successor. This report shows that her use of personal email was not unique and she took more steps to release her records. That is part of ryan phelans statement. You are hearing about the actions of other secretaries of state. Also picked up by nancy. She had her weekly meeting at the capital. She was asked about this Inspector General report. [video clip] insecretary clinton did act good conscience. I saw a statement, what you are the reformd what committee has said. The what secretary consistent with what other secretaries of state have done, including colin powell. Longstanding systemic weaknesses that go beyond the tenure of any secretary of state. She has released her emails. The others have not. House Minority Leader Nancy Pelosi yesterday. Their reaction continuing throughout the day to the Inspector Generals report. Our phone lines are open. Arthur in glen bernie, maryland. And independent. Good morning. Caller good morning, cspan. Broke lastssue first year sometime, i had the honor of being able to get through to cspan that morning after she came out before the media and said she had done nothing wrong, that it was a matter of convenience that she was running her own private server. She said of her own private server to maintain the data. To the detriment of the people in the country. It is incredible. The adjective i used to describe superiority. Host you wouldnt change those adjectives . Caller absolutely not. It is clear as a bell. Ask this individual, a straight typical question like what is your neighbor it color . She answered plaid. She is the slickest of all of the professional lawyers turned politician that would do anything for power that happens to be married to the former slickest of the slick lawyers turned professional career politicians who would do and say anything or power. As far as politics and the president ial race, she will be a 2time loser. Host a republican. Good morning. Your thoughts on the Inspector General report yesterday. Caller good morning, cspan. I cannot imagine why this news would not make the headlines of all of the major Mainstream Media outlets in the United States. That yesterday i got in the mail and i hope you would have some of this organizations people on your panel for discussion in the next few days from Judicial Watch requesting that Judicial Watch issued many years ago, the roler years, about of secretary of state lintons aide working on other projects. Judge sullivan closed the fouryear request and Judicial Watch did not proceed. Ofh the latest scandal finding out from other News Agencies that wrote the story about these emails on a private reopenedudge sullivan the fouryear request. It goes to prove, as others have pointed out, hillary and bill are two peas in a pod. Server for email which other secretaries of state departments were told to shut their mouth and never question about why other staffers could not get emails, goes to show she was using that for, i believe, raising Clinton Foundation cash and special favors with foreign governments. A woman who had the nerve to tell the people on the tarmac at the airport that we are going to get this guy who created this reason others were killed at benghazi had no nerve. She has one goal, to get elected president. It is not about helping the American People. Host you mentioned Judicial Watch. On may 14, the president of Judicial Watch joined us on the washington journal. That comet to watch you can watch all of our segments on our website, cspan. Org you mentioned the incident. Trey gowdy put out a statement yesterday. Trey gowdy, the republican of south carolina, saying that if anyone wonders why the investigation is not yet complete, the benghazi investigation, the problems in this report are exhibit a and city has faced delays from day one at the hands of Public Officials who sought to avoid transparency and accountability. Among those who talked about the report were donald trump. He had a rally in anaheim, caliph anya. Anaheim, california. [video clip] said, the geniuses back there, that hillary, as i hillary. Ed she is as crooked as they come, she had that news today from some reports came down, werent so good. Not so good. Inspector generals report, not good. I want to run against hillary. I just want to run against her. I dont know if he will be able to. It could be we will run against crazy bernie. It could be crazy bernie. He is a crazy man, but thats ok. We like crazy people. Host donald trump at his rally in california. Michael in atlanta, georgia, a democrat. Go ahead. Caller good morning. A couple of things that i heard about the Inspector Generals report. They were critical of the state departments policy so in regard to emails. She,also said that although she broke policy she did not break the law. I think part of the problem is is if you went through with the clintons went through, that led to her trying to have her own email server. She was trying to protect herself from this crap. Host i will redo directly from that report that was leaked yesterday, posted on several news sites. This is one of the key passages talking about Hillary Clinton. As previously discussed sending emails from personal account to employees at their personal account is not an appropriate method of preserving those emails to constitute as a federal record. Therefore Hillary Clinton should have recorded any record by printing and filing those records with the related files in the office of the secretary. Adding minimum Hillary Clinton should have surrendered all emails having to do with business before leaving. Because she did not do so she did not comply with policies implemented in accordance with the records act. We can go through other parts of the report as well as we talk about it for the next 20minutes or so. In verona, wisconsin. Good morning. Caller good morning. One of the things that people try to portray is that colin powell did the same thing. Colin powell did not have his own private server. That is a huge difference. In regards to him doing that, because he did that the state department set up stronger rules. They did not want the same thing to happen again. With those stronger rules, Hillary Clinton knew about the stronger rules and still broke the rules. It, she says she gave back all of her state Department Emails. She is the one who decided what emails she gave back. She said, i gave back 30,000 emails. 30,000 were deleted by people who did not have clearance, security clearance. , her i. T. Guy, did not have security clearance to set up the server. In so many ways, she flouted the rules. Is what is so disturbing about all of this. Host to your point about the Inspector Generals report, comparisons have been made to other secretaries of state. The Inspector General saying in his report there were more stringent rules in place by the time Hillary Clinton was secretary of state. Clintons tenure the guidance was more detailed and sophisticated. Beginning in 2005 through 2011 the department issued memoranda discussing the obligation to use Department Systems in most circumstances, and identifying the risks of not doing so. Clintons Cyber Security practices must be evaluated in light of those more comprehensive directives. If you tweets from viewers. Hillary clinton broke rules, but broke no laws. There is a difference. Who in d. C. Hasnt broken rules . You need to make it clear that no other secretary of state had a private server. She never released all of her emails. Some were deleted. This shows Hillary Clinton to be reckless and not very bright in making decisions that affect the security of the United States of america. We are asking you to call in for the next 20 minutes. Eugene, houston, texas, a democrat. Good morning. Aller good morning i would like to comment on the reports of other secretaries of theirand how they used emails. These people used webbased emails. None of them had a private server. I am a webmaster. Have servers. There is reason i control my servers. Sometimes i do things that cannot be seen. Some things i need to remove off of the server, wiped the server clean. There is a reason ever used the server. It has been touched on a few callers. It has to do with the Clinton Foundation. The previous caller says hillary had to do this because she has had so much scrutiny. Hillary is a victim of hillary, not some rightwing conspiracy. Host you say this makes it easier to hide things. This is the reason someone would use this kind of set up . Caller without a doubt. I have servers that are colocated. Me as muchot protect as eight home server. A server in my closet allows me to take out the hard drive and vanish it. If you follow what has been going on, this is what hillary has been doing. She knows what she is doing, everyone knows this. She is trying to hide what is going on. She is a politician, this is what they do. Host who did you vote for in the primary in texas . Caller ted cruz. Host Bernie Sanders said he was sick of hearing about Hillary Clintons emails. More abouty talked hillarys emails, this set up, and why caller yes. For a long time i felt like the has done itself a disservice letting the clintons run amok. There is a sizable faction that is not followed, and been clintons fromhe the getgo. They were pushed aside because she has been chosen. I dont understand the philosophy, but it has caused damage. It has caused the democrats to have no place to go. It has made donald trump look attractive to people. Appreciate on that. Host Hillary Clintons Campaign Continues despite the headlines today. She will be in san jose, california. We are airing one of her rallies on cspan. Her democratic rival Bernie Sanders continues his campaign. He is holding a rally in ventura, california. These are head of the california primaries coming up. That rally at 4 00. You can see that on cspan3 and cspan radio. Bernie sanders will be at ventura college. Going into the memorial day weekend, Donald Trump Holding a san diego rally tomorrow at 5 00 p. M. Live on cspan. Saturday and sunday, Libertarian Convention will take place. The Libertarian Party holding its convention in orlando, florida. The candidates will face each other at 8 00 p. M. On sunday at 5 00, we will show you as the party chooses its president ial and Vice President ial nominees this memorial day weekend on cspan. Fort washington, maryland. Go ahead. Caller how are you . Host i am good. Caller i am good, too. I do not care what Hillary Clinton has done. She has not done any more than any other politician. I am going to be like a donald trump supporter and not hear or see people. I am voting democratic. Bernie sanders not going to get the nominee. I am left with Hillary Clinton. I will vote for her. Host do you think it will matter for those who might be undecided . You might be in the middle trying to make a choice question what does that worry you . Caller not really. It will blow over. The media is feeding this for ratings. A lot of people want to have it more investigated, that is fine. I will not vote for troll man. Donald trump will not do anything that bring this country back to the 50s. Again. Erica white not make it great again. I dont know who he is trying to take the country back from. No one is holding it. We are all in the human race. Put someone in the office if president obama could run for another four years i would put him in. Host when you say bring it all out, that is what the Washington PostEditorial Board said in. Heir lead about this report the headline of the editorial, clintons woeful misjudgments, repeatedly ignored warnings not to use private email during her tenure at the secretary of state. They encourage the fbi to finish their investigation so all the information about what they call this troubling episode will be out there. One Editorial Board writing about this is the wall street journal Editorial Board. The clinton deception is the title of that if you want to read it. Bill in canton, illinois. Caller good morning, cspan. Ive never been a fan of hillarys since she degraded the women that accused her woman during the sex scandal. Number one, Bernie Sanders blew it. If he brought up the emails and er, he would be the nominee. If hillary is allowed to run as president , this United States is not a democracy. It is not. That is my opinion. Host why is that . Caller sheet erased emails. That should tell the American People she was hiding something. Her charity, she was working on it when she was secretary of state. Which was illegal. She had a server in her home, which no other secretary of state has ever had, with a feed the colorado. Anyone with the government clearance knows that she broke the law. Is this administration wants to cover that up so she can run for president , there is no democracy in the United States anymore. The were talking about independent Inspector General at the state department who investigated Hillary Clintons email practices. They finished their report and sent it to capitol hill. It was leaked yesterday. The front pages of all of the major newspapers around the country, this report and what it said about Hillary Clinton breaking rules and he came to her private email and private server. Maria in michigan. Republican. Your thoughts on this report . Caller i am so disappointed with my country and the people in it. First of all, three or four things mentioned in the article. The headlines said that people told her about it and she didnt do anything. I dont believe people said you know you are breaking the law and you shouldnt be doing that. I think mrs. Clinton is as trustworthy as any kind of politician youll find in washington. As far as the Clinton Foundation , i believe they have their own offices and computers, servers, and all of that equipment. I doubt very much that people doing this with the foundation would contact mrs. Clinton on that. Host your first point, the information from the report here is the political story. In one meeting one staff member emailconcerns that sent and received could contain federal records that would need to be preserved to satisfy federal records keepings requirements. According to the staff member, the director stated the secretarys personal system had been reviewed and approved by legal staff and the matter was not to be discussed further. The Inspector General found no evidence that the staff in the Legal Advisor reviewed or approved secretary clintons personal system. Caller another thing. I am a senior citizen. I have watched my country disintegrate into namecalling, lies. My mother used to say honey, a lie goes halfway around the world the more the truth even knows what is happening. Investigatorthe that had this case had some republican political leanings. That this will never happen, because we will have perpetual elections. We will have name smearing. Yesterday, i watched part of donald trump insulting mrs. Clinton, mrs. Warren anyone. You want this man to represent . S as our president god only knows what names he will give other people. We will be the laughingstock of the world. Another thing came to my mind. I was going through records. You know people are paid in other countries, and im sure in this country, for being a rabblerouser. To go to these speeches and are paid to make trouble. Fights, things of that nature. I am sick and tired of it. I would like for you to remember host let me show you headlines from california. This is from yesterday before the donald trump rally in anaheim. Here are the front pages showing what happened outside of the donald trump event. The headline in the orange register in battleground, orange county, Hillary Clinton telling thatwd in buena park donald trump escaped goading everywhere. Donald trump repeatedly referring to crooked hillary. Protesterspicture of squaring off. This is from the los angeles times, battleground, california. They have buying shows a few of the protesters facing off outside of the donald trump rally. That in roush, louisiana. Democrat. Baton rouge louisiana democrat. Caller i would not vote for donald trump to save my mamas life. He has no substance. Can vote for donald trump without a problem, no problem at all. Host what you think about the Inspector General report and what it means for Hillary Clinton . That is the topic we are asking viewers about. Nothing more than scapegoating. There is not a politician that is totally honest, but Hillary Clinton is better than donald trump. He is an insulter. I heard him say he could shoot someone, and his supporters still support him. We democrats better wake up. Hillary clinton has the most experience. Donald trump is a complete joke. Live in louisiana. A few other stories in the papers today, this story about the Obama Administration on wednesday, facing the first major Court Challenge to its guidance about the civil rights of transient or students in Public Schools. Officials from 11 states out of lawsuit testing the scope of the federal antidiscrimination law governments sweeping interpretation. From texas to wisconsin they brought the case in federal court. Saying the Obama Administration conspired to turn workplace and educational settings into laboratories for a massive social experiment. We will follow that story for you. On capitol hill, those watching cspan yesterday saw the hearing , the tsanothing to administrator before the House Homeland Security to talk about the long wait times at airport lines. Y check they have hired additional the increasehandle in passengers, estimated at 740 million, up from 643 million in 2014. Lawmakers shifted tsa budget for , whichitional screeners the agency said would be in place next month. The chairman of the homeland therity asked administrator if the tsa should have seen the long wait lines coming . [video clip] this is not our first rodeo. Why did we not see this coming . A good question. When i came on board last year on the heels of the ig results, it was apparent that one of the challenges we would have is enough screening staff to man the check points effectively. Ofstopped the practice randomly assigning people out of the standard lanes to the precheck lane. One of the discoveries out of the root cause analysis with the ig was that introduced unacceptable risk. I knew that that would dramatically increase the people in the standard lanes. We were not staffed to the level to manage all of the lines possible. Congress was very gracious in granting a request to halt further reductions. We planned to drop 1600 people in fy 16. When we got the appropriations bill we did accelerated hiring. The 768 is on top of what we isuested for fy 17 and necessary to meet the nearterm challenge of the increased volume this summer and moving forward. We have been working aggressively. There is a lag associated with getting the funding and getting hired. Host if you want to watch that hearing at of your memorial day travels this weekend you can go to cspan. Org. There is also a subcommittee hearing planned today, following up on some of the topics on tsa security screenings. On the igore calls report on Hillary Clintons email practices and private server. Roanoke, virginia, independent. Aller good morning, cspan thank you for everything you do and your unbiased coverage every morning. You had a few callers ringing in on the same bell. A lady from maryland said what politician has made bad decisions like hillary and her staff made. Who is better, who is worse . They will do the same thing. It is an interesting dichotomy between the apathetic and outraged. You have trump and bernie. Hillary in the middle somewhere. If thesees for america people think, this is the way it will be done, it is the way it has always been done. That is part of the problem. No. Le on both edged saying people in the middle class feel oppressed. Have had enough. They are back to the old phrase throw the bums out. Still, this thing will drag, drip, drip, drip, and not go anywhere that outrages the average freethinking american like myself. Host before you go, what if there are people there are people that have called this a political witch hunt. Whether it is the Benghazi Committee or other investigations into Hillary Clintons email activity. It is not that they are apathetic, but they are out to get Hillary Clinton. What do you say to those people who say that this investigation is just about politics . Caller we can look at it and say on the face it is politics. It is political and these are politicians. I would hasten to add that there is a great fellow named bill videos aboutas benghazi, and you can look at the trey gowdy hearings and see that there is no direct answers. It doesnt matter where you there is an inability to get anything done. When i spoke to the callers being apathetic it is all politicians do this, what will you do . And of the one lady i will vote for her no matter what she does. Then you have the Trump Supporters saying, i will vote for him. It is lacks a basal it is lacks a days ago lac ksadaisical. We need to unite even if we disagree. Host new haven, kentucky. You are on washington journal. Caller if we do not vote for mr. Trump, you can forget america. Everyone you talk to says we are going in the wrong direction, doing the wrong things. When they called hillary, use your brain. She has been in trouble on one thing or another since watergate. Right after another. Crooked talks about the bureaucracy and this and that. Do not vote for them. It is as simple as that. Host do want to see Donald Trumps tax return . It is an issue that democrats on capitol hill are trying to make an issue that he has not released his tax returns. Does that matter to you . Caller and a man makes the kind of money that donald trump makes , or anywhere near that kind of money, you can bet they are going to be in trouble with the irs. Sumsou get into those huge of money, money that people like me will never dream of making, eventually he will turn them out. Theyre looking for something to gripe about him. Looking for something to put him down. He will eventually turn the men. Host the democrat from oregon introduce legislation yesterday that would require major president ial candidates to publicly disclose their three most recent personal income tax returns. A challenge to donald trump. The New York Times story quoting the senator saying since the days of watergate the American People had an expectation for nominees to be the leader of the tree world not to hide their tax returns. Tax returns deliver honest answers, do you pay taxes, give to charity, abusing loopholes at the expense of middleclass families, keeping money offshore . People have a right to know. Los angeles, california, democrat. Good morning. Caller how are you . Host i am good. Caller if you will allow me, please let me make this point. I waited for years to get back on. 1. I want to make is that, when you say Hillary Clinton is honest, when they say hillary and every honest other politician breaks the law is like saying if i rob a bank and get caught, isaiah every other person that robbed the bank, i am guilty. That would make me a bank robber. Thing one person said, she doesnt care what hillary does come issue would still vote for hillary, i would not vote for donald trump under no circumstances. If Bernie Sanders, someone we have not given a chance, if you take your vote away from bill clinton and take your vote away from hillary and give it to bernie, all of the ones that dont i used to be a democrat. Ive changed for the first time in my life. I am in my 60s and have voted democratic all my life. Like i am anfeel independent. I do not trust the Democratic Party anymore. I would never vote republican. I think if we make our points toward Bernie Sanders, who has best interests at heart instead of saying i dont know who to vote for between the lesser of two evils i would give Bernie Sanders a chance. I followed him through the years. Host you dont have to wait years to call into the washington journal. We have a 30 day period between calls. You can call in between 30 days. We invite our viewers the call and as much as they can or want within that 30day rule. David scott will join us discussing a report that came out last week on segregation in schools. Madam secretary, we proudly votes tof our delegate the next president of the United States. [applause] washington journal. Continues. Host congressman bobby scott is on the Workforce Committee. He asked the Accountability Office to study poverty and race in k12 schools. It found economic and racial segregation is on the rise 62 years after the round v the board of education decision. How is it possible in 2016 that our schools are becoming more separate and less equal . Ago, rankingars member George Miller and the education workforce, the Ranking Member on the judiciary committee, asked to study segregation in schools. A lot of reports and researchers were claiming the level of segregation was unacceptably high and growing. That is what they found. A significant number of jurisdictions have excessive racial activation. It overlaps with class. Not only racial, but low income. When you combine the two, educating people and low income, racially isolated situations, the study shows the results are not as good as when you have racially integrated schools. Schools, the services arent as good and you have less access to more rigorous academic courses. The libraries, the facilities, are not as good. The same problems we had in 1954 are coming back. The disturbing thing is that the resegregation was not only higher than acceptable, but growing. In the last 15 years it has grown significantly. That is a disturbing thing. We have asked the department of education to be more rigorous. We introduced legislation, a private right of action, for schools to be segregated is illegal, but you have to bring a lawsuit to do something about it. Host you proposed to solve this issue and we invite our viewers to . We are doing our lines differently. Parents, 202 7488000. Educators, 202 7488001. All others, 202 7488002. Were talking about this report. These are the topline findings so our viewers can see it on the government Accountability Office. The percentage of k12 Public Schools with students that are poor and are mostly black or hispanic are growing. 2013 to0 to 2001 two 2014, the percentage of schools with poor hispanic or black students grew from 9 to 16 . 75 to 100 of students were black or hispanic and eligible for free or reduced price lunch. Science, offered fewer math, and College Prep Courses and have a higher rate of students held back in ninth grade, suspended, or expelled. This economic and racial disparity, is it deliberate or a consequence of circumstances over time . It is deliberate or not, it is a fax. Whether then getting at whose fault it is, we need to do something about it. The coursework, the materials, the suspensions are higher in these schools. That gets into the schooled prison pipeline problem. It starts with suspension. People get behind in school and start dropping out. Dropping out is a pathway to other problems. Host to do something about it you have to find out the cause. . At has been the main cause failure on the part of the local level, the school boards, the school boards, something the local government has taken its eye off of . Guest we have a problem, lets solve it. The court made it more difficult. Some School Systems had programs to help promote racial integration that had been found unconstitutional. Some of the positive efforts along these lines have been stopped by the court. That is in stark contrast to the earlier litigation are you try. O innovate the schools some have tried to integrate the schools and the court system has stopped them. That has been one problem. We asked the department of education to be more vigilant. In a lot of cases, it is pending. We need to make sure that there is more vigorous oversight. Reestablishing a private right of action. If you see segregation, unless you can show intent, which is a problem. You can have a racially neutral program that has racially polarizing effects. You want to be able to bring these cases on the local level, and not wait for the department of education. We have 15,000 School Systems around the country. The department of education cannot be in everyone all the time. The parents with a private right of action can come in and finance the lawsuit. That ought to be allowed. Host it is not allowed now . Guest you have to show intentional discrimination. Thatt, you do not have private right of action. The the top democrat on education and Workforce Committee. Reporto through this gao talking about segregation in schools k12, we want to hear your stories, here what is happening in your schools. Parents, ines for educators, and others. Mary in michigan, a parent. Good morning. Guest good morning. I am from the detroit area. Millions of dollars went for books, computers, none of it ofched the children because corruption. Mostly the computers or technology. So corrupt and heavy in the administration of the education that nothing trickle down to the kids. You say does not important the causes, but it is because it will continue if it is not fixed. It is also the teachers unions where they cannot fire anyone. It is such a corrupt system from top to bottom that you have to look at the cause. , moneyas you suggested is not the only problem. Elementary and secondary education act, which we authorized to fix the problems of no child left behind, with the every child succeeds act, we focus money on low income areas. It will not solve all the problems. We need to make sure the money gets there. If you have problems like that with specific cases of identifiable corruption of the department of education, they need to be informed of whatever evidence you have. Gao report, this dark blue line at the bottom is the number of high poverty at 75 to 100 lack to hispanic schools. It has gone from 9 to 16 of 2014. Hool from 2000 to b is bar, the line and dot 25 lacked a hispanic schools 16 . Ing from 21 to showing what is happening in the abouts, the differencehere is s schools programs of the offer specifically on math, the number of schools in those two categories and the type of math programs they offer for those low poverty 25 black or hispanic schools. You can see that seventh or eighth grade algebra is offered in 75 of the schools compared weregh poverty schools algebra is offered in just 49 , a ghost or algebra two, geometry and calculus. Some of the findings on the report that cap congressman scott requested, we are going over them. Guest let me make a comment. The problem you havent some of those where you dont have higher academic programs makes it harder to get into select colleges. Intel afford, they have a problem where low income students to not have access to ap courses and the university of california, you needed to get more than a 4. 0 average. You needed straight as and as in advance horses to get your jeep v. A. Above 4. 0. If you are in a poverty school, you cannot get into those more itective schools, so restricts her ability to get into selective schools and a know they had that problem specifically in california. Host elizabeth in north carolina, a parent. Sayer i would just like to that it is such a complicated problem and such a situation where they kept the races apart, that only with the Africanamerican Community part of the problem, but america as a whole. I grew up because going to d. C. Public schools and the schools were atrocious, but i had my mom to make sure i learned, even if she had to do the schooling herself. I was told by an africanamerican counselor that i was not going to be doing more than being a waitress i went from that to being a Health Services graduate with honors. The American Culture will decline, and other countries will come over here and be able to take advantage of things that they dont have in their country, so i am hoping that the American People will listen to that and know that all the children have to be educated properly. This report is showing is that the racial segregation is essentially denying a substantial number of people an equal Educational Opportunity as guaranteed in the brown versus board of education decision in 1954. Host for who want to check out the report, it was published last month. , bettere of the report use of information could help agencies and notify disparities and address racial discrimination, under the heading k12 education. Mike is up next, virginia, good morning. Caller i have mixed feelings about this. It seems to me that there are a number of problems that fall into that all intersect with were gettinghat for kids going to schools in high poverty areas or predominately black or puerto rican or latino areas. The thing that concerns me is lawsin the day, we had mandating segregation in many parts of the country, and that has been done away with, thankfully, so it seems to me that right now, but we have is that people are just going to school where they go to school because that is where they live, and people live where they live in large measure because of economic circumstances, and to me, this ties into the breakup of the black family, where dad has decided that it does not matter whether he stays around, and it does not matter whether he has five children by half a dozen different women, and im not saying this from a im not talking about this from a standpoint of preconceived notions or stereotypes, i mean i know people that are in these situations. I will skip the stereotypical thing and point out that he is right on residential segregation. When you have so created neighborhoods, when you have segregated neighborhoods, you e created schools segregated schools. ,ven when we have those laws the term was de facto segregation. Schools that were essentially segregated. He is right in that we have a limited the laws we have eliminated the laws, but we still have work to do. With that has always been a challenge and you cannot tell people where to live, but if you look at housing and urban development, Real Estate Agents do what is called steering. If you have a black family, they will be shown houses in the black area, white families shown houses in the white area. They which are people place on the kind of house they want, if they showed people the kind of house they wanted, maybe we would have less segregation. Going to have problems in employment, problems and criminal justice, and if we do not get education straight, we will have a lot of other problems. Host when allowing families more choice in schools, like School Choice vouchers, be a way to ask when the schools were first legally integrated, there was a and called readable choice. What happened was whites would tend to choose the white schools just because of the culture and blacks would choose the blacks and you would have both desegregation, but not any real integration, and so to the extent that freedom of choice could work, let it work, if it does not work, you have to try some else. Donald from virginia, an educator. What do you teach . Caller im from the board. I think the gentleman from richmond was right on about the educational system always being caught in a cross current a cross current of economics, whether it is agricultural versus industrial or innercity versus suburbia. It always happens for the past moveyears that people will when they are not comfortable in certain situations. Other people who dont have the affluence to move are then left with what is left. India and quite a few countries have addressed education differently than the way we approach it in america. If you give people opportunity, there will be someone that takes advantage and others that let it slide. If we go back to where we had and im not suggesting we do this, but where we had a mandatory draft, where everyone had to serve in the military, there was a certain discipline and a certain educational process and a certain uniformity that was created that prepared more people than what it seems we are preparing, today. Today, when we look at the number of hours that our in studyactually spend and Practical Application and with the courses being offered, one suit does not fit everybody. If i have a group of men that i work with that are ninthgrade educated, 10th grade educated at best, they are more interested in working with their hands, doing certain certain things that others are. There are some kids that love to sit in figure out crossword puzzles or have memory contest and spelling bees. We have to learn to take and have applications for each of those children and families, many families. Up without a father in the home, it makes it more difficult because a Woman Working two jobs a day cannot supervise or discipline or manage a home. Guest he mentioned a lot of we have toone point make, we have to deal with what shows up in the school. Some are poor, some are better off and we found that an integrated into a shell setting helps everybody. Low income students do much better, welloff students do a little better and certainly no worse, so we found that integrated school system, everybody does better. You mention that some people work better with their hands and some work better a crossword puzzles or whatever. One of the things we are working with an education is Technical Education. When i was in the state senate, in virginia, we had a Workforce Committee that i served on and one of the things we insisted on and there is a clear consensus that we need do this is a career in Technical Education, Vocational Education needs to include a full component of the it used too say that be if you could go would go over to shop and spend your time and get her diploma. Now, if you dont have the basics, you cannot get a job, but if you get a job and that jobs is always and you have to get a new job, you dont have the academic ability to learn the new job. Whatever you do in Technical Education has to include the basics, computational skills, reading and writing, you have to have the basics of a 12th grade education. ,s you learn a technical skill if you get halfway through and , the structure of the Vocational Education ought not the such a rut if you change your mind any time during her high school career, get back into it academic track or go to a liberal arts college. We need to make all those opportunities available and there are some exciting things going on in high school. Some are taking courses in Community College while still in high school, many vocational oriented courses. I know in newport news, we have an aviation where they can learn aviation and these are exciting opportunities, but all of those of math andbasics communication skills, so that if you change your mind, you can go forward or if you lose one job, you can learn how to do the next one. Host congressman bobby scott. It was not that long ago you were in the state senate and served in the Virginia State senate and the house before that. With us to talk about education in the country. A new report talking about segregation increasing in k12 education. Millie has been waiting in north carolina. Caller good morning. I have been hearing what i want to say. Rowe . Know micro mike dirty jobs . I understand people need to learn computers, but on the job training, having kids in high school doing a trade, setting up a charter school. Not everyone is there for the books. Let the children learn their talents and they will eventually desegregate themselves. Host at what point do you think that should start of start should sort of start . Caller generally around high school. Required to take home ec, but if they had put me out , what aticulture site gardener i could have been. Rowe shows that there are dirty jobs that people dont need to go to college for, when they can just love doing it. Right, some jobs where you use your hands, a trade that pays extremely well, you can make a nice living. The important thing is the way jobs work today, you need the basics in terms of math and communication skills, you need to work with your coworkers, you need computational skills. Factory, you in a need to know how to use a computer. The Assembly Line is a lot more automated than it was in the past. You are doing people a great this service and you only give them the kinds of handson learning where they can learn a little bit of a trade. That job could be mechanized and you may lose your job and have to learn to learn another job. If you dont have the academic ability to learn a new job, you will be stuck at minimum wage for the rest of your life. You need to make sure people have the basics and there is a consensus in the Vocational Education committee that community that it has to be part of the process. Community that it has to be part of the process. If you invest in young people and get them on the right track and keep them on the right track, very few of them will get into trouble. Schools that drop out of and dont learn the academics, you have problems down the line. Host brian is in louisiana, good morning. Caller good morning. I live in southcentral louisiana. Is a veryn in schools real thing, for me and this area. Im 40 years old and there have been desegregation orders that have come down from the federal government in my lifetime. It is still something that we work with in this area. Thewe have seen is that modern era, in the past couple of administrations, there have been programs that were set up that increased segregation. A School Voucher program was in two goodbye the former governor, which allowed Public School dollars to be used to allow parents to send their children to schools and what you got a furthering of the segregation of the schools because this. I think that using Public School dollars for religious education flies in the face of what it means to be an educator in america. I think we should be protected from that kind of activity. Along social and economic lines, we see that segregation. Donenk giving what we have in our local area we have a schools by Choice Program which offer different language immersion and specific tracks of study and are put in failing schools and what would happen is, it takes a feelings, integrates it, and then you also other lines of study being seen by children who might not have seen that and show interest in it as well. Parent, i want to say and i have heard former callers talking about education in a way that breaks my heart. The world is laughing at us and if we want to remain a great nation, we have to to invest in our childrens education, because they are not keeping up with the children in china and india and the rest of the industrialized world. We have one Political Party in this nation that wants to cannibalize on our Education System to balance budgets. It has to stop. Our children are feeling the effects of their inability to raise taxes, to raise revenue. It is a serious situation and i am tired of my daughters future being pawned off because a republican does not have the spine to tax american money where it lies. Guest one of the important points he makes is we live in a Global Economy and one of our main competitive advantages in the Global Economics is a welleducated workforce. If we dont have a welleducated workforce, we lose the advantage because we will not be able to compete by saying bring your jobs to america where you can work for lower wages. You can manufacture things anywhere and ship them anywhere, but a welleducated work force is our competitive advantage and as the caller just mentioned, if we lose that advantage, he will be in a bad position. He also mentioned what appeared to be racially neutral in the face of strategies that end up with increased segregation. Have problems and america, the eeoc just released ever worked showing in the tech industry, there is significant discrimination. One company was shown in calling back when they knew the race of the individual, a 20 chance of where if call back they did not know the race, there was 860 chance of getting a call back or an interview. As the caller indicated, a welleducated workforce is critical. Host i did want to ask you. You are a supporter of Hillary Clinton. To get your thoughts on this Inspector General report that we talked with our viewers about, that clinton broke email security roles. This audit that says she disregarded policy. What is your reaction . Guest she hasnt knowledged that a predator practice would have been that a better practice would have been not to have the server. Breaking rules and regulations, other former secretaries did the same thing. That is being investigated and they are taking positions as we speak. Host the one thing they did not do was have a private server and one of our callers expressed concern that having a private cerner private server, one of the reasons do that is to hide information. Guest that investigation is going on, but in terms of what her reaction is, a better practice would have been to not have done that. If she cannot defend it, im not going to. Host congressman bob scott, the top democrat on the education and work committee, thank you. Up next, we are joined by brad westerman, a republican congressman and we will talk about the budget impasse in congress and efforts to enjoy rest puerto ricos debt crisis. That is coming up on the washington journal. In addition to graduating classes all across got planet, i wish you would graduate into a world of peace, life and love, but that is not the case. We all live in a fairytale, but i guess the 1 does. What commencement speeches in their entirety, offering advice and encouragement to the graduating class of 26, from like theleaders founder of oracle at the university of Southern California and the administrator of a Small Business administration at whittier college. You can count on yourself. What makes you special . What distinguishes you from others . We call it your unique value proposition. Figuring out yours is key. Politicians. Senator Barbara Boxer of the university of california berkeley and governor mike pence. Courageousrong and and to learn to stand for who you are and what you believe. And white house officials. Vice President Joe Biden at the university of notre dame. Attorney general Loretta Lynch and at spellman college. Is it any wonder that i am optimistic . Throughout our history, a new generation has reached up and met bent the arc of history in the direction of more freedom and opportunity and justice. To shape ourrn nations destiny as well as your own, so get to work. Commencement speeches, this memorial day at noon eastern on cspan. Washington journal continues. Host covers been Bruce Westermann joins us now, a republican from arkansas, a member of the House Natural Resources Committee national Resources Committee and aimed at addressing puerto ricos debt crisis. Some conservative groups have worried that this legislation is going to leave taxpayers on the hook for puerto ricos bills. Guest it does the opposite and if we look ahead, we got into a situation with article four, Section Three of the country to sharon, that congress has the authority to make rules and regulations regarding territories. In a democratic government, you have checks and balances and congress is a check and balance for puerto rico, which is a territory. We have an obligation to address this issue and it is a time sensitive issue. They are already defaulting on this with a 200 billion payment coming up in july. We have to get a control board in place to go down and assess and assist. Bill is nothing in the that says we will pay any federal tax dollars to bail out puerto rico. Host this is not a bailout, that term they were quick to push out, but some concern among conservative groups that this is injecting congress into markets and congress deciding who wins and who loses. Guest if this were aiming his ability or a State Government, aiming disability, the State Government would be doing what congress is doing now. Puerto rico is not a state, it is a territory and according to the constitution, it is congresss responsibility to have checks and balances over the government of puerto rico with his company will you manage its debt. Has noto rico which been able to manage its debt. They are about 32,000 a person in debt. The u. S. Does not have the means to go in and bail puerto rico out. The last thing we need to be doing is paying for debt with more debt. As we guest it is closer to 116 billion. Host we want to invite our viewers to join in. Numbers are as usual for democrats, republicans and independents. Phone lines are open if you want to call in, now. July 1, puerto rico faces a deadline to repay some 200 billion in debt. Is this bill going to get to the floor of the house and will the senate move before july 1 . Guest my understanding is that we will get back on the bill when we get back from recess, two weeks from now. One thing i learned is you cannot predict what the senate is going to do. Host lets talk about the overall u. S. Budget. The house missed a deadline to come up with a budget. Why, and what is the path forward . An april 15d deadline, then a may 15 deadline. We can still pass a budget. We passed a budget out of the , that just does not seem to be the support on the aoor, and it all spans over 30 billion issue, most of it is alitary spending, it is trillion dollar number. Host what side are you on . Guest my preference would be billion, but the way the budget process works in multiple budgets are all floor and you vote for the ones you like and the ones with the most votes is the one that wins, so i would vote for the rac budget which is a more conservative budget. Udget rsc having if there and the framework are doing the appropriations process, i think is something necessary that we need to do. Ahead with the appropriations process and they are writing to the 1070 number. It will be think 1067 or 1070 that gets funded. Our budgets important . Guest if you follow them, they are. That is one thing we need to do work on in congress, established budget, follow budget, we are never going to be able to address our own debt crisis if we dont start following budgets and appropriating to those budgets and not busting budget caps. Where our budget is now is lower than where it was several years ago. A johns an issue with boehner budget that went 30 billion above what we were scheduled to the at in 40. Embarrassing for him not to be able to move forward with the budget now that he is speaker of the house . What has he said in the republican conference . One thing he has done, he has had an open process. Athas explained where we are , the importance of passing a budget, but it comes down to how many people will vote to pass a budget. We will have to ask him if he is disappointed. Host 30 minutes left in our show. Taking your calls and questions. We will start with james in wisconsin, an independent. I live close to paul ryans district. Of states favor filing bankruptcy, if this is going to follow . Favor thecongressman idea of states filing bankruptcy . Congress is supposed to regulate territories. Getdid they let puerto rico into this situation in the first place . Guest the answer is no. States have jurisdiction over municipalities that file bankruptcy. Oped. An my state of arkansas is the only state to default on its bond. We have a precedent for if a bills andot pay their it is not a pretty precedent what happens. The state issued a lot of highway bonds, had natural disasters, found themselves after the stock crash. They default it on their bonds. 1949 before we were able to issue another bond. This took a hard toll on the state. They put into act a balanced budget act. Legislature, tate we were experiencing the peak of the financial downturn. We were running surpluses because we were disciplined and not spending more than we took in. We need that discipline here. The state and the territory are two different entities. We want to show viewers the piece you wrote is in the Washington Post. Puerto rico is the canary in the u. S. Debt mine. Thecan check it out on Washington Post website. Richard, good morning. Caller good morning. Guest good morning. Caller you are not my congressman, you are a little north i am a little north of you. I am 61, laid off. I have sold my home and everything i own. My wife and i are living in a. Therey there are jobs out and you are saving these other territories and everything else. You say there are jobs out there. If i made what i made 20 years ago. I dont have 20 years left in me to get where i was last year. This is pathetic. I have a question, can i stay on the line after i asked . Host go ahead with your question. How many panels are you on or do you even know . On three. M you raise a good point about the kind of Jobs Available now. We had the lowest Participation Rate we have had forever in this country. I meet with people all the time. They are not able to find the good paying jobs they need. Just the job, but some thing they can have to build families and communities. Those are the kinds of living wage jobs we need to have. Issues that are critical to addressing our debt problem, creating an environment where job creators can do what they do best and create the jobs that will allow people to earn those kinds of wages and have the lifestyles they are accustomed to. Caller no one out there is going to hire a 61yearold man. It is not going to happen. I am not going to go back to work for eight dollars an hour. I cannot even live on it. This is ridiculous. You guys get on these committees. You are not doing it for free. You get extra money for every committee you are on. No, we are paid the same salary. There is no extra pay for however many hours you work or overtime, or anything like that. If you left it up to the department of labor, maybe they would suggest more pay for congressman. We do not get lifetime retirement either. Thomas, good morning. Caller time and time again asked ifco has been they want to become a stay. They have turned it down. To bail theseg people out, or do this, it is to make therto rico decision they want their independence, give them their sovereignty and let them be their own country, or become a state. It is the same thing with the District Of Columbia. Columbia,ct of everywhere i work in this country, i have to pay income tax. Not pay a city income tax because you make me take care of the District Of Columbia. It is time for the District Of Columbia to have their own financial asking for income tax and so forth. Arkansas, we dont have city income taxes. That is where i pay my state and local taxes. CanDistrict Of Columbia raise taxes. Congress has given them that ability to raise them. It is somewhat similar to aid territory and congress has Constitutional Authority over the District Of Columbia. Host would you be in favor of either becoming a stay . Guest no. Host why . Guest if you look of the financial situation in puerto rico, they are not in position to become a sovereign state. D. C. , look at washington, it was set up not to be a state, the District Of Columbia where the federal government means. I will stick with the constitution on that. Bailout for puerto rico, there is no bailout. No federal funds are going to pet going to puerto rico out of this bill that is being passed and will be brought up before the full house. To have the Oversight Committee in place are coming from puerto rico. No federal funds being spent on puerto rico. Owings mills, maryland, angel is a democrat. Caller good morning. Because in regards to the education question we were talking about. I am a veteran, 30 years old. I graduated with honors. I was educated through the for free, tes army essentially, and was given a degree for going through that course from George Washington university. , even in the United States army, only half of the people and into that Program Graduate . Some of the High School Students i went to high school with could been successful through that program. How can we extend Something Like that into the high school Education System . The caller referring to ,he gao report we talked about increasing segregation financial and racial segregation in k12 schools. I was not familiar with the previous discussion. I not sure she is talking about, i dont have any comment on that right now. That was the head democrat on the education committee. He is with us for the next 20 minutes or so. Andy is up next. Good morning. Back to puerto ricos restructuring. I watched while they were trying to figure out what they were doing in puerto rico. They were concerned about the diverse makeup of the committee they are fixing to form. Think about possibly starting to a credit line to them is income. Is money i dont have and i should not spend. How is that income . I would not want them as a stay. Good night. We have enough stars. Why mess up the flag . Makeuptalking about the of the committee, that is part outlined in the bill. It would be a sevenmember panel, four members would be picked from republican nominations. There would be three other members who would be from a pool from me minority leader in the house and senate and one at large. Host paul ryan has made a start in finding a solution in puerto rico, but it is only a start. One concern they express is creditors rights will get trampled in this process. They write bondholders who own the government Obligation Bonds and credit obligations must be clearly recognized as they go through this restructuring. It could enable the control board to pay off other stakeholders. Concerned about that . Congressman mcclintock offered an amendment on that in committee. Committee. N in others say the language is clear. It doesnt change the priority of bondholders. Congressman mcclintocks amendment would have clarified that more. It did not make it into the bill. What i have read in the language, it does allow the priorities on bondholders. Democrat, good morning. You made a remark about the labor department, demanding overtime pay for people who work over 40 hours. Not even working 40 hours and making over 100 grand. Thank you. Have a great day. I would contest that about working over 40 hours into it i get that in and about three or four days. When i get home, the weekends are dizzy. Busy. Our weekends mean you travel around the district, meeting with constituents. I dont want people to have a misconception about members of congress not working hard because they are the hardest working people i have met. Years inent 20 plus the private sector working 60 or 70 hours a week as an engineer. I know what hard work is. Host who are you meeting with next week . Dayt there is a memorial day event in my hometown on monday. I will get home tonight and be at an event in Little Rock Air force base tomorrow. We have a film hearing for a committee i am on in maine next week. Other meetings in the district. 25th year wedding anniversary next wednesday. I look forward to having time with my wife. Charles, independents. Good morning. Caller good morning. Your budget is always for the military. What about. You are not doing anything for us. You guys dress better, you better, have Better Health care than the people of this country. When are you going to get your priorities straight and start working for us . We are working for the people of this country. The 30 billion we were talking about on the military that is being contested, that is a tiny part of our budget that is over 3 trillion. At where the major spending is, the number one place is Social Security. Have medicare, medicaid, social welfare programs. Mandatory spending makes up two thirds of what we spend. If we dont do something with mandatory spending, we will never balance the budget. Host what is one thing you would do on the mandatory side if you were in charge of the budget process . Social security is our number one expenditure and it is going bankrupt. This is an issue that should have been addressed many years ago. Every time the clock ticks, it gets worse. Away withant to do Social Security. We want to preserve it for future generations. I am 48 years old. Andhe time people my age younger retire, Social Security will be in trouble. Same thing with medicare. Debt in 2025he becomes the single largest expenditure in the federal government. Do with 1we could trillion if we were not paying it in interest on the debt. We needed 15 billion to make the highway trust fund. These are issues not being talked about enough. It is not that we want to do away with these. Tallahassee, florida, shirley is a democrat. Good morning. Caller good morning. Thank you for everything you do. Cspan had your colleague, congressman scott on. Why cspan is reflecting this segregation with the Congress People coming on. We are a nation that needs to have their perspective qualified in the context of conversation and that studio just had , this maneterans walking in past him, about a budget. People, the Congress People are supposed to represent the whole United States of america. Aat is the reason we have twoterm president obama. Statesbridge the united heart, to say somehow now, we cannot have our Congress People come on and talk to each other in the quality we should have rather than Someone Party perspective that comes with, every morning on cspan. Us toare you looking for have more members of both parties on at the same time . I promise you. We try to do that. Bothr you should have Congress People come on and give the view of the budget and the needs of this nation. Here it is. You just talked about segregation and yet you are doing it. Members to come on together. We do have segments where they come on together and want to talk about issues they are working on. Is a member on the other side of the aisle that you find yourself working with often in congress . Is there one member you have a joint issue on . Guest there are several members that i have gotten to be friends with. Host what are the issues you have worked with them on . Guest as far as legislative issues, i have not sponsored bills with them. Part of this is about making relationships and getting to know people. I have started a working force caucus, i am cochairing that. With a democratic member from georgia to promote working force working for history across the country. We were able to get a forest act into the energy bill yesterday. This is something i am excited about. We can find a lot of ground to Work Together on. Patrick, south carolina. Ank is waiting caller years ago, the marine corps had a Training Base on vazquezs island island. Protesters had all of that stuff moved off. That was pumping billions of dollars into the economy. Host we lost hank. I wasnt sure if he had a question or what he was going to. Host we will go to jack. Give me my full two minutes. I would like about half an hour. I need to refute this big time. Representative congress is rated one in 10 Approval Rating. Approvesperson in 10 of you. After your analysis of our budget problem of our National Debt problem, i see why. The first thing you guys do is the moan our National Debt. We have to do something about it. The next thing, you have to turn to entitlements. No we dont. We have to turn to our sinking empire and wars because that is where all of this debt came from. Stay on the line if you were a few me. ,t comes from the fact you guys particularly in 2002, decided to go to thethat discretionary budget while you were planning two criminal wars and raising the National Defense bill by a factor of two.
