Hello welcome im Kieran Gilbert with the laces wrap up. My important allies of the United States, australia has a a deep focus on the direction of the Trump Administration early in his presidency. Thank you, mr. President. My question is also to the attorney general. Ten the attorney general advised the senate about what the new trump. The attorney general. In the 50 a day since president was inaugurated it has been switched to engaged with key figures in the new administration. As we know, Prime Minister has spoken with the president and the outcome of that conversation was the president is wondering in agreement by america to accept refugees from ellis island and the room an important outcome for australia. Already, three ministers have had facetoface with a cabinet level counterpart and other senior officials. Last month, foreign minister traveled to washington to meet the Vice President , secretary of state and the National Security advisor. Also, the defense minister held meetings with the new secretary general mattix. Morning, i returned to the United States after a visit from the washington and new york and hearing which i had with among others, attorney general Jeff Sessions but the new director of the cia and the director of the fbi and the white house had security advisor and the chairman of the Center Intelligence agency. While in new york, i met with the under secretary general of the United Nations for political who has responsibility to counter terrorism. I also spoke to the council on Foreign Relations on the topic implements to terrorism in southeast asia. On my visit i was a company by the secretary general and senior officials. My meetings, like those, were mindless of the depth of our relationship with the United States and in the case of the meetings from which i recently returned in particular, its intelligence and security agencies. Thank you attorney general. Thank you mr. President. Could the attorney general advised what the outcome of these meetings were. Thank you, senator. I can tell the honorable senators at the level of cooperation between american and australian agencies on intelligence and National City matters, both bilaterally and to the group of nations, remain entirely unaffected by the change of administration in washington. The level of our engagement between our agencies on counterterrorism, transnational crime and the wide range of other matters on which they were to gather is as to close today as it has ever been. During the meetings which i participated i was able to raise the matters about iso and the middle east and our region. We discussed the broader National Security region and beyond. We will reaffirm the critical importance of continued engagement by the United States. Thank you. Thank you mr. President. The attorney general afford why its critical from a National Security sam point that the relationship between australia and the United States continues unaffected by changing political circumstances. As you know, the United States has been, and remains, australias most Strategic Partner on National Security matters. As i said a moment ago, that Partnership Partnership is unaffected by changes in the administration in washington. It is a crucial to our National Security as it has ever been. Since 12 september 2014, when the National Terrorism threat level was elevated, australia has experienced for terror related attacks and 12 potential attacks have been addicted and disrupted by our agency. As i have said before, a number of those disruptions which had not been with have led to the deaths of many of the aliens and where the direct conference of the intelligence sharing between the australia and its allies and in particular the United States. The government understand that. Locally, theres been a debate about the Racial Discrimination act in this country and labor has been critical of the proposed work change in that act by the government. I thank you. My question is for the Prime Minister. Today is harmony day and the International Day for the elimination of Racial Discrimination. Why on today of all days as the Prime Minister charge to weaken protections against racist . Today we are strengthening the rights, we are strengthening because we are making it clear and we are standing up for freedom of speech. We are standing up for freedom of that underpins our society the greatest Multicultural Society of the world. This is the Australian Labor party believes, we believe. [inaudible] i can tell you mr. Speaker we have more respect for the australian people from the labour party. We know, we know, that our precious freedoms, our freedom of speech is a very foundation of the nature of the great democracy that is called so many people to come from every corner of the world, to join our most successful Multicultural Society in the world. We are here in this house of free speech wanting to be heard from the labour party. But theyre not interested in hearing anything but their own prejudices. Mr. Speaker, fixed and aiding and lost his credibility, and lost it a long time ago, and it needs to be reformed and we are putting in language that does the job. What we are delivering is a stronger and fairer section. It will do a better job in protecting australians against racial and at the same time the University Students are pulled through the courts. [inaudible] mr. Speaker, lets be clear. The language that we are proposing to assert this bill is precisely the intent of the bill when it was first introduced. Mr. Speaker, if i go to the Explanatory Memorandum of the floor when it was introduced in this house, it says the bill maintains a balance between the rights between free speech and a right rights of people from harassment because of their fear. The language we are using is appropriate, its consistent with the intention of the legislation and its clear. It is clear. It is playing. It doesnt upset the balance. Its a fair law standing up for freedom of speech and protecting australians against racial vilification. The government defended its move and changes to whats known as it section 18c of the racial determination act and saying protecting free speech. Thank you, mr. President president. My question to the minister representing the Prime Minister. Yesterday, the coalition to advance multiculturalism, a collection of 20 organizations, including the council of christians and jews in the Vietnamese Community in australia and i quote, but government to receive a watering down of protections against racial vilification is utterly shameful. It ought to be look at that multicultural australia. Why is the government ignoring the concerns of the very communities that 18 seat was right legislated to protect . Hes not ignoring anyones concerns. What he does believe is that we should be able to have a sensible and respectful debate in this country about the question of how we look at our anti vilification laws to protect the very people that vilification laws are meant to protect. The government believes that its proposing to do that by including in the list of prohibited conduct, racial harassment. Im afraid, theres been so much noise in this debate, so much hysteria and too little listening to each others point of view. I do not know any serious person who has studied section eight and see as it is currently written and who would defend it as the best possible way, as the best possible way in which this law could be expressed. [inaudible] not the professor who has former Labour Party Candidate who was suggesting that the law should be improved. Not david mar a journalist who is not a supporter of mifi to politics who is suggesting that the law should be improved. Not professor sarah joseph from the center on human rights law was suggested that the law should be improved. We listen to every contribution of this debate but please dont tell me that there is anyone in this debate that says that we should not have a serious discussion about how to write anti vilification laws as effectively. Thank you. Order. Given that youve just insulted the coalition to advance multiculturalism, could i give you a quote from one of your colleagues. He said we are not snowflakes. As human beings we do need to be robust. Does the minister agree that with the humility insulting comments that we need to toughen up . I can tell you that in the course of considering reform to section eight and see, we spoke with Many Councils and many Ethnic Community leaders and not one of them, not a single one of them has said to me under no circumstances should you reconsider the language of section eight and see. There is a variety of points and this is fair enough. In a liberal democracy but please dont tell me that there is any representatives, of any Ethnic Community and a failure that said under no circumstances should an australian government, even think about, trying to rewrite section eight and see to make it effective as possible and i dont think you find a single representative in a Community Group who would disagree with the government you including a prohibition against racial harassment is a good reform bill. Iq attorney general. Thank you. Mr. President , today the minister told australians who are the subjects to racial abuse that if they find comment and i quote offensive or bruising, thats just what a democracy is. Could the minister outline how much racial abuse does democracy require . We all know that in a free society and in a democracy there is room for robust debate. That is why, by the way, 20 years ago at acknowledged and applied constitutional freedom for publication for the very reason that the high court acknowledged in a series of decisions that it is necessarily implicit in the nature of the show you as a parliamentary democracy but they should actually be a constitutionally recognized protection of freedom of speech. Of course our society is based on freedom of speech but its based on other values as well including tolerance, including Mutual Respect and including as the government is seeking to do, strong and robust anti vilification laws. Questions about the directions a president drop on and range of issues including Climate Change. Will they push ahead with the power agreement . It means a big part of the green party in our country. Last night worn on four corners that the Security Check with sea level feeling contact in terrorism. Two you agree that there are a National Security for Climate Change . If so, given that my fossil fuels need to stay in the ground to make it will you rule out letting the Northern Australia Structure Fund or any other public monday subsidize the coal mines and the associated structure or do you threaten our way of life . I think the honorable member for his question. The honorable member would be aware that the government is very alert to the risk of Climate Change in the National Security and particular, and rising sea levels in our region that are evolved and of course we have substantial programs right through the pacific in particular. To help our neighbors in the pacific deal with the consequences of the rising sea levels and all of the security implications thereof. As far as the coal miners concerns, i would simply say this, i understand that his party want to prohibit all coal mining in australia. I understand that. Thats their policy. Mr. Speaker, were australia to start stop exporting coal tomorrow not only would billions of dollars of export revenue lost and thousands of jobs be lost but there would be no benefit to the Global Climate whatsoever. If our coal experts stopped they would simply be sold from other countries, obviously, indonesia and columbia and those come to mind immediately. The reality is that the australian coal industry produces call of the cleaner quality, Higher Quality than many of its competitors. It has our exports did stop would achieve nothing except reducing the Living Standards for australians and absolutely shatter the lives and living of the communities that depend on the coal industry. It would be an exercise in ideological utility and an exercise that i have to say the honorable member would greatly so characteristic of his party would seem to be industrialize in for no purpose for an ideological one. A lot of our traditions and processes follow the british tradition of westminster so thats an attack on west minister generated a lot of response here in australia. My question is to the minister represented. We heard of a mystic horrific news on west minister. Im sure all senators expressed solitary antipathy. We condemn terrorism in all its form. Weve offered support and assistance on behalf. Thank you very much, indeed. If senators will be aware, five individuals have now died, around 40 people have been injured in the terrorist attack in the British Parliament building yesterday afternoon london time. London metropolitan police are concerned that the five deceased include one police officer, three civilians, and the attacker. While the investigation is still ongoing, british authorities are concerned that currently operating on the belief that this attack is a result of islamic terrorism. I am sorry to have to tell the senate that the country were reporting is an australia resident has been hospitalized in london with injuries sustained from the attack. As Prime Minister said this morning the attack on British Parliament is an attack on parliaments, freedom and democracy everywhere. We can are saddened by the loss of innocent lives. It was rightly described as sick and depraved and we think for the police for their bravery who risk their lives to keep their citizens safe. We stand in solidarity with the people of the United Kingdom and our thoughts and prayers are with them at this time. In the face of such strategy, australians can be reassured that our agencies and Police Forces are working relentlessly to keep us safe. I conclude by echoing the words of the Prime Ministers morning, we will never let terrorism divide us or challenge our democratic way of life and the freedoms which we cherish. Thank you. Given australias long and deep relationships can he outline how our two countries are working together to defeat terrorism . I can. We work at a ministerial level at an agency level, at a pleasing level, at a diplomatic level to defeat and fight terrorism. As you know, australia and britain are members of the five eyes group of nation, the closest Intelligence Partnership in the world and through the five eyes arrangements we share intelligence and i can tell the senate that that intelligence sharing arrangement has been responsible for alerting Australian Authorities to and preventing terrorist strikes at home. Our agencies, our Police Forces operate very closely together, close collaborators, their offices are located in british offices and the reverse is true as well. Can the outline how the government is working to here in australia and abroad to ensure Early Detection and the inclusion of Diverse Community . The governors responded to the threat of terrorism and other agencies by enacting the most comprehensive program of National Security legislation performed in a generation. Each of the eight things of legislation, im pleased to say has been passed with bipartisan support in the opposition. The governors 8. 15 billion to support australias betting terrorism. Since the threat level was elevated in september 2014, Law Enforcement and security agencies disrupted 12 planned terrorist attacks in australia. The most recent being disrupted on the Christmas Eve attack in melbourne which had it been successful would have lofted significant loss of life. In the time remaining might i remind senators of the National Security hotline, 18123400 which all members of the australian trinity should access should they have concerns about behavior of individuals. We are now in the lead up to the budget in early may so the government wants its focus on Economic Growth and its agenda over the next 12 months. My question is to the treasurer. Will he update the house on that delivering the commitments it outlined in last years budget . Is he aware of any alternative plan that would threaten the Successful Transition of us really an economy . He was elected on the basis of our National Economic plans and growth that was set out in last years budget. Our economy gets australian economy one of the fastestgrowing advanced economy in the world today. The other second highest. Capita in any country in the g g22, not only the United States. Our National Economic plan was making the decision and making the calls which addresses the challenges of ensuring that were improving, the performance of the affiliates. Supporting wave wage growth, and securing jobs for hardworking australians. The National Innovation is delivered new stadiums to start our businesses and its delivered new funding to support work with companies to take those innovations and that research into the marketplace. Were ramping up the 20 years of the industry plan that is creating new businesses, new jobs right across its Defense Industry supply chain right across the nation. It the labour party never even built a bathtub vote. Nevermind engaging in the developing issues in the Defense Industry. [inaudible] our exports are another critical part of the National Economic plan with china, with japan, with south korea. Its ensuring new jobs in new markets particularly in our Agriculture Sector their saw one the most amazing periods of growth in the december quarter of last year. Its lifting liver standards and rural and regional areas in australia. Our exports to china will backup the arrangement were able to achieve with indonesia. Were changing our tax system to boost new investments that create and support jobs, increases real wages, starting, starting with tax cuts and incentives for small businesses. We are delivering on budget repair for over 25 billion in budgeted that are being delivered since the last election and the last budget. These achievements of implementing the National Economic plan of jobs and growth was what was at the heart of this years budget and will be at the heart of this years budget. The Biggest Issue of last week or two has been Mother Nature and the cyclone debbie which hit queensland and affected the sugar industry. My pleasure. Will the deputy, esther update the house on steps taken by the government to secure australias 2 billion sugar industry industry and support cane farmers, particularly those in the burden and the electorates of dawson. How does this compare with other approaches . I think the honorable number. We note also the trials and tribulations the people are going through. In the aftermath of the hurricane debbie. We know how important the cane industry is to that area. The queens land growth production is roundabout a billion dollars and that 1. 1 billion. That was in the 2000 reporting era and about a thousand cane growers in the mckay area. This is incredibly important to a 2. 000000 industry. This very important that we make sure the farmers get treated fairly. They should get to get a fair return of course you need a market and to have a proper market you need at least two people wanting to buy your products. If two people want to buy a product then you have the competitors attention from the market to get proper transparency to make sure the people are dealing fairly. We have said all the while long that we believe the federal government has the right to be part of this process and we wished for q sl being the mark of the two coming to their own agreement by their own ways and we been waiting now for them to do precisely that. Weve been working with the state governments in queensland to get through legislation to try to enforce a better outcome for these farmers and to modify what the voters against. A number of independent voters and another gentleman from the cane seat but this approach we still reserve our right to under right this code of conduct in this code of conduct weve now brought forward and this code of conduct will be going to the executive council over the next couple of weeks and what youll see is the confusion with the label party. The label party in queens land is voting against trying to get these farmers of fair deal and we have senator sharing a committee in canberra saying they dont need a code of conduct. Mr. Speaker, we believe that we will get the proper market principles in place and well make sure these cane farmers are dealt with fairly and we will make sure the farmers are dealt with fairly and we stand beside these farmers still wondering what is the label Party Position on this. Wed like them to lead in the farmers being treated fairly. Thank you for the latest wrapup in parliament, will see you next time.
