What do you know about that . Well, i dont know more than what others have read in the press, but more than certainly there have been some exchanges involved including possibly people released from detention in turkey who can rejoin isil, but the fact of the matter is turkey has been a disappointment all along. They havent controlled their border. A lot of the reasons we see isil as strong as it is because a lot of people have been able to get through the border. The turks have taken a lot of refugees, but the other day they were feeling overwhelmed by kurds trying to escape isis and syria. And they closed the border to them. They also have been very afraid of a group that has sought kurdish partisanship. Theyre, of course, right across from each other. At the same time theres the issue of using air basis in turkey for us to launch our military and the last i heard that was still off table. Yeah, the air base was used, of course, by the us air force and used in our operations against sad damn hussein in the past. But now its not clear if turkey is willing to make those facilities available again. So i think the turks are under a lot of pressure to cooperate more, but hes a very stubborn man, their new president , foremanly the Prime Minister and thats undeniable. The groups we need a scorecard to keep track of who is involved in this, but the Syrian Rebels who are not isis, but not assad groups theyre very concerned that were going after isis in syria that they think will benefit assad fighting them. Yeah, theres mixed opinion among the opposition, but the socalled syrian army is very much a fractured group, and as you indicate one group called has amcame out and said theyre against the us and the Coalition Bombing isil because they need them in the fight against assad. And then, of course, you have the virtually alqaeda, the people that we had up north, the Khorasan Group is part of the front which is affiliated with alqaeda and pakistan and afghanistan. So youve got really, really strange bedfellows, and, yes, its true that i said, as you indicated in the opening, partly tongue and cheek, but partly true that the coalition of the willing on the ground of hezbollah, the syrian army and iranian train groups. It is a strange bedfellow. Very briefly you mentioned the Khorasan Group. Theyre supposed to be fairly small, but the fact that we bombed last night and the immanent that he can they were going to do on some us soil. How do you assess their danger . Well, again its all very secret i have, but clearly we got intelligence somewhere. Im quite impressed that us the us or some of the its allies were able to penetrate the group fecialt and get that kind of of intelligence. And im glad that weve hit them and i hope well stay on them. We had 118,000 when could you wait was invaded that destroyed 47 divisions. So for those that have watched this and called hearings and called for a response were just disappointed that it is so little too late. And i think the focus Going Forward has to be getting a robust response and finally arming the kurds who as of today still dont have the types of heavy weapons they need, antimissile, you know antitank missiles, artillery, long range more tars. And they are our friends. And were supposed to be supporting them. But go back congressman. In all due respect, the president didnt want to do anything. Right. The. The public was they kept saying were war weary we dont want to get involved. Its a civil war. Its none of our business. Until the beheadings came along. And i presume if youre like most of us youve never seen a public shift so quickly on this topic. But, tom, if youre in leadership, your responsibility is not to let something get to the point where youve got a terrorist organization overrunning two countries where you dont you dont have them grabbing the central bank out of the second largest city in iraq mosul, and taking half a billion dollars. The point is that we had an opportunity to use drones in the same way that we use drones in afghanistan or yesmen to hit these targets on the ground. And theyre inviting targets. I mean, youve got a situation where youve got isis, you know, in these trucks moving across the desert. Their black flag is flying. Theyre very visible. Theyre a very easy target to hit. And that was not done. That was not done for seven months even though the Baghdad Embassy asked for it. I know. So now the question some of your democratic colleagues and its not just democrats, but it appears that youve got a slit in the democratic and Republican Party about pro and con on this particular topic. So will there be an opportunity to vote or will it come especially before the election. And if not, i mean, every member of the house is up for election. I would presume that when theyre out campaigning, people are going to be asking these kinds of questions. Tom, there may be a vote. At this point the president had voteds authority under the in the past to allow the commanderinchief to go after alqaeda or any of its affiliates. This is clearly analogy affiliate. I think our focus right now is on this new organization and alqaeda organization that was hit last night, which was in the act of planning an attack on the United States. We know theyre working with the key bomb maker who three times now has tried to bomb the us principally through air flights like the christmas air bomber if you recall that 2009 attempted attack. So last night, last night, that particular facility where those bombs were made was attacked. In addition, their command and control, their headquarters was attacked, and their Training Center was attacked. Were in a situation right now with an organization that has gained so much ground that theyre getting recruits from all over the world who will have passports to return to the u. S. Europe. It behooves us to not get a strategy. If were going to talk about a strategy that will get us victory, then its well worth it. But in the meantime what those on the Foreign Affairs are doing, is pushing our allies especially in the gulf states, especially in nato to be involved in this effort because what we want to say is something effective in expressing alqaeda. Im joined by robert scales, fox news military analyst. General, youve got to give me a little less soften here on airstrikes, because ive always heard from you and others that you need a forward observer, you need somebody underground, you need somebody to say these are the coordinates where youre going to attack. And so if we dont have boots on the ground, whos up there telling them where to attack last night . Thats a great question. Now, if we were attacking a large mechanized force, tom, this sort of campaign would be workable, but were dealing with an Insurgent Force here that could, that doesnt rely on material to be effective. They can, they can hide among the people, they can dig in, camouflage themselves, go to ground, scatter around the terrain or hide in urban areas. And so what happens, i think history shows us, tom, is that over time the killing effects of aerial firepower diminish, and youre left with two choices. Number one is you can increase the intensity of these airstrikes and risk harming innocent civilians, or you can put folks on the ground to make these strikes, first of all, more precise and, secondly, the take out the middle management of an Insurgent Group much as we did in afghanistan in 2001 and we did in iraq in 2006 and 2007, 2008. But in order to do that, youve got to have somebody close to the enemy who can take out that command layer and cause this house of cards to collapse in on itself. Tom well, there was a state Department Spokeswoman that said, no, no, no, no, no, we did not notify syria in advance through military language. I forget, she used the military, no military message. Right. Tom but local reporters are reporting that the isis commanders had time to move their people and their equipment before the airstrikes. Absolutely. I mean, you talk about telegraphing your punches, i mean, this warning of an impending air attack on isis in syria goes back weeks, not days. And you didnt have to tell the syrian leadership that this was coming, because the isis is an adaptive, thinking organization thats able to make their own decisions and react to these impending airstrikes. So, unfortunately, what we wound up doing last night is hitting a bunch of empty buildings, killing a few, but we didnt kill the decision makers, we didnt kill the leadership. We didnt kill the financiers, the maintenance people, the intelligence gatherers, the middlelevel commanders. Those are the people you have to attack. Can you do it with air power . To some degree, but eventually were going to have to use special operating forces, tier i forces to go in on the ground and kill these people in the way guerrillas have always been killed, and thats face to face. Tom well, there was a question about how effective the isis commanders are, and everybodys giving them great marks because of the fact they were former boothist leaders right. In saddam husseins army. But if i recall, we rolled over that army in a couple of weekends, so are they really that great . Ah, be careful now. Lets go back and look at 2006 and 2007. The iraqi army, when it fights as a large organization, fought stupid. When they started to fight as an Insurgent Group, they fought smart. So just compare and contrast the march to baghdad in 2003 with the terrible troubles we had against sunni insurgents in 2006 and 2007. You remember those horrible days of our soldiers dying from ieds and ambushes. Okay, those folks that were rank and file in 2006 and 2007 are now the leaders of isis. Theyre the Sunni Baathist officers who are, who have been combathardened and bloodied, and the stupid ones are all dead, and the smart ones are now in isis. Tom well, and as im sure you taught at the war college, never, ever, ever underestimate the enemy. And remember always, tom, the enemy has a vote. Tom thank you, general robert scales. Thats the concern, im told, on behalf of the u. S. Government which chose not to pursue similar actions against banks that these private plaintiffs did. Tom and thats the puzzling part of this story is that after 9 11 the Bush Administration went to the treasury department, said lets go after these banks, especially regarding these socalled charities. I thought they were scrubbing that pretty well. But this is a case that wasnt on the Bush Administration radar . I think that they were aware of it and they were taking sort of a handsoff approach. Likewise, when the Obama Administration came into office and the case basically transferred from one administration to the next, both chose to stay hands off. Both administrations have chosen not to use u. S. Antiterrorism laws to do similar actions under the guise of the u. S. Government. So the plaintiffs did this private action that, basically, accomplished the same purpose. Im told that the relationships are very complex, the diplomacy that must be done in the middle east is difficult, and there is constant tension between the idea of cracking down on the banks, but the worry that cracking down on the banks in those countries too hard could be, could have other consequences that are serious. Tom you saw the list of the nations that were involved in the airstrikes last night, and jordan very prominent in there, and the king of jordan is supposedly our good friend. Indeed. Again, i think the relationships are very complex, and i guess its good from the United States standpoint that jordan did join in on those attacks despite fact that there was this major verdict. Peter king, congressman from new york, on the Homeland Security Committee Said it best, and hes been at the odds with the president both in tactic and timing. He said the president gave the order, our men and women are in harms way, were giving the president the time to accomplish the mission that he said he was going to accomplish, eradicating isis and those who seek to do america harm. Lets give the president the time to accomplish that mission, lets make this nonpolitical in the six weeks that go to a national election, midterm election. Lets hope that politics does not play a role and let others determine the results of our elections. Tom and, jason, i mean, thats the part about this i mentioned earlier in the program, the fact that theres a lot of republicans and democrats that are for this, a lot of republicans and democrats against it, so it doesnt seem to be the typical political fight. However, the wag the dog story is still floating around. Whats your reaction . Look, tom, ive got to be honest with you, i havent seen a split like this in congress in a long time. The congressional black caucus, which is usually in lockstep with barack obama, was split 2317 when it came to this vote. So this is not something that automatically puts the president in a good position. Do i think the timing is convenient for the midterm elections . It depends on which senators youre talking to. This may help kay hagan whos in a very, very tight race, but is it going to do anything for mark pryor in arkansas . I dont think so. I think this really was about National Security because we cant determine whether it helps anybody in their midterm races. Tom well, but doesnt a war help a president . Brad . I mean, they come up, they look president ial. This is true. But the president s not on the ballot in his own name. Tom right. Yes, the president is going to have an effect on this election. Most midterm elections they do, but having said that, this president , i hope, is acting in the best interests of the american people. But a lot can happen in six weeks. Theres no definitive way that we can determine how this is going to play out two, three weeks from now. So if it was political and anytime you do a political move, you better anticipate what the result is going to be. We dont know. Tom and wars never seem to go by the script. Absolutely. Exactly. Tom jason, so this business about the arab partners, i have to admit when i first heard about this, i thought theyre not giving us the names. Then they gave us the names, but theyre not saying exactly what theyre doing, if theyre just cheerleaders on the sideline. And then they said, no, no, they were flying real fighter jets out there. Does this give the president a lot of political cover . I mean, this is an impressive move. I mean, because usually our coalitions of the willing are willing all the way until theres boots on the ground. Weve actually got countries like jordan and saudi arabia that are actually putting their soldiers in harms way with us, i think thats a reflection of two things. Not just impressive politics on part of president barack obama, but also a demonstration of how dangerous isis really is. Usually most of the middle east allies are willing to sit back and let this happen, but if theyre willing to join the u. S. In fighting isis, this was a real threat, and i think it legitimizes what the president s been trying to do. Tom we talked earlier with ed royce, but this business about congress coming back to vote on this, going to happen or not . No. Theyve pretty much given the president a waiver to do that which he said he needs to do, and theyre not going to take a position because why . Now, thats political. They know that its too close to the election. Let me say this about the arab countries, the arab countries that joined us, im not going to give us all kinds of accolades. They should have been there in the beginning on the front lines, and if they were doing their job to police their own neighborhood, we wouldnt have to take the action were taking. Tom well they spend billions and billions of dollars on military, yet they dont use it for their own defense. Tom well, thats what egypt, especially, the money we pour over to egypt, and egypt says, well, well sit back and wait a little mitt. What do you think we sent you the money for . Jason, somewhere every general says somebodys boots need to be on the ground. I think thats going to be the real test for these arab nations. Well, yeah. If somebodys boots are going to be on the ground, ask im going to say this, when are we going to be honest about what it takes to fight terrorism . This isnt some thing thats going to be over in six weeks or eighteen months. It seems like were playing whackamole. Every time we do something with alqaeda, then isis pops up, then alqaeda comes back. Weve got to be committed to really securing afghanistan, truly securing iraq, and thats going to require boots on the ground. These are sort of, you know, shell games we have going on.
