Hear this 22 million figure, people losing coverage over the next ten years, an estimated 15 million of them will choose to forego coverage because the Obamacare Mandate tax goes away under the senate bill. Now, thats according to the cbo. The republicans issue their revised bill. To buy insurance before they get hit with an Emergency Health crisis. Leadership reportedly hoping to vote on the bill this week before lawmakers head home for the july 4th recess. Theyre endorsing this Senate Republican bill saying quote will marketly improve the stability of the individual market and moderate premium increases. Why . It appropriates billions of dollars in funding to shore up the changes. Also eliminate the tax and Health Insurance plans. Lets look at the Health Care Stocks that are reacting to the news. Pfizer, merck, Johnson Johnson slightly to the downside with eli lilly basically tipping higher. Adam shapiro more details on the cbo report, hes down in dc. Adam. Adam yeah. Lets break this down. The joint committee on taxation, the report on the Senate Health bill determined it would actually save 321 billion over ten years. That is key because it means the legislation will not add to the deficit. The senate rules require the bill to be deficit newspape neutral. So a key hurdle in order for this bill to pass has been lost. The senate bill would increase the number of people who are uninsured by 22 million over the next ten years. Thats one million fewer than the 23 million who would lose insurance under the House Health Care bill. According to the cbo under current law obamacare, 28 Million People will lack Health Insurance by 2026. But under the senate bill, 49 million will lack insurance. Now, that may prove trouble for republican centers senators like senator heller in states like nevada, although he has said he plans to vote against the bill. The senate bill removes the individual mandate to buy insurance, which is a contributing factor to the increase in uninsured by 2026. It also reduces medicaid spending. 772billion over ten years, and it reduces taxes designed to pay for obamacare by about 408 billion over ten years. One last thing. According to Senate Republicans, the cbo says that it will lower their version and the cbo says it will lower premiums by 30 in 2020 compared to current law. Liz adam, i have a question for you. You know the 15 million theyre going to forego. Next year. Yeah. Liz couldnt they use tax credits to and then be covered . For two years. Liz im just questioning the 22 million, thats all. The 17 or rather the twoyear subsidies go away. The senate bill only allows subsidies for two more years. Liz thank you, adam. Terrific stuff. Thanks again. Liz what do you think of the cbo score here . Well, i think it showed exactly what weve been looking at. From there, the work in the legislative branch on the side, theyve actually lowered it 22. Were looking at still finding the 351 billion in savings, and were still moving away from a system that is completely broken and leaving people without Health Insurance to actually something that is affordable and will they get people back involved and having something that they can actually use . We just heard a number recently i dont know if you heard this or not, that were now up to 41 of the counties in United States will be down to just one carrier next year. That shows you thats up from just 34 earlier in the year, so this is going downhill quickly. This is something im proud of the senate. Liz four out of ten counties. Just one insurer. Thats called a monopoly. Antitrust guys should be all over that. Do you trust the cbos numbers . Because remember, by this time rather in a few years, they said they were going to be 21 Million People insured. We know 10 million went to the exchanges, 9 million went to medicaid. We know the numbers have been routinely attacked. How do you feel about me of . Well, i think you go back and look at what the cbo said about the original. It never lived up to promises. Many of the folks who are going to supposedly lose interest are just going to be dropping their insurance because theres no mandate anymore. And what theyre getting through the mandate and getting through the exchanges about be people have to understand that they dont want this insurance. This insurance is not working for them. Its insurance but not health care. Were trying to get people access to Affordable Health care through a program that actually lets them be able to use their insurance to go to doctors that they want to have and actually be able to use that. What obamacare has done is not just a monopoly, its a tragedy, and i think thats what we have to look at. Liz and, congressman, theres so much misinformation and falsehoods being reported out there that people are going to be tossed off of medicaid. It actually cuts the rate of growth in medicaid. I think medicaid spending in the next ten years is going to hit 528 billion, up from 374 billion right now on just medicaid alone. Go ahead. Well, i think medicaid is a big issue that were having to deal with. And i think as a budget off the budget, if theres a reason to deal with this, it is the medicaid pete because we do have to get longterm and look at this and how the states could be a part to form their program and do what they do best, which is take care of individuals in their own states. So when we look at this and i want to emphasize this again. This is a problem for all of us. Republicans, democrats. If i was joe manchin in west virginia, i would have to be questioning 169 increase. If i was claren in missouri, i would want to be questioning why its over 140 in my state. When you start looking at this, this is a problem we have to deal with American People because we care about whats going on thats why the republicans are doing this. Thats why were continuing to fight, and we have a lot of good ideas. And i think the American People will begin to see what were trying to do is actually provide them something that they dont have right now. Liz good to see you, congressman. The cbo says 22 million are going to be uninsured in ten years time. What do you think of that . Well, i think the correct number of uninsured that we should have in United States of america is zero. Im not sure that that 22 million is a realistic number because obviously, certain portions of obamacare have been fading out are being faced out. So the idea that were going to have a perfect system under obamacare and returning it to an imperfect system under the senate or the house bill is completely wrong. It always has been completely wrong. Obamacare was always built on smoke and mirrors. And now were going to clear away the smoke and mirrors and get something realistic. Liz yeah, the 21 million includes 15 million who will forego insurance because the mandate tax bill goes away. That means they could potentially use the tax credits to buy insurance. Thats not a static number, that 15 million could change. They could get coverage; right . Right. And they could get coverage. And also, as long as theyre covered by something, its okay. There should be no one in america who is uncovered by anything. But there should be a way that they get even some basic coverage through medicaid or something else. But it is very, very important for us to realize that at least to me, and im just speaking of me. Its not important to cut taxes on the rich. I know part of the bill is cut taxes on the rich. I dont see any importance in doing that. The rich are rich. Thats why they dont need tax cuts. Theyre rich already. Liz obama and joe biden they sold obamacare as hiking taxes on the rich. So logically, if youre going to do away with the taxes, those taxes would hit the upper bracket anyway. Thats how they sold the plan to begin with. Tax the rich. Thats who the taxes go away thats who it hits; right . But i like having taxes on the rich. I think its fine. I think the rich could i think the rich look, the idea that a rich person should have his taxes cut and therefore any american should lose their Health Insurance is just an outrage. Liz we can disagree. But lets talk about small businesses. We have to move on to house secretary sean spicer. Earlier the president said does not need to go back to the drawing board. Lets watch. We feel very confident that with where the bill is, and hes going to continue to listen to senators who have ideas and about how to strengthen it. But its going to follow the same plan as we have. Liz okay. Theyre sticking with the plan. Again, ben, youve seen this. The cbos routinely attacked. It said obamacare would cover at least 21 million by now. It covered 10 million exchanges, 9 million on medicaid. Do you think the cbo is correct now in saying 22 million uninsured in ten years time . The cbo is always just doing estimates, guesses. Its not a science. Its art, much more than science. They dont have anything presize about anything in the future. I mean, its like climate science. You cant tell what the climates going to be like tomorrow. We certainly cant tell what its going to be like in 100 years. Similarly, the cbo, we cant tell whats really going to happen in five years, six years, seven years, eight years. There will be all kinds of dynamic changes. But as i say, the key thing is i think mr. Trump is saying lets be realistic. Obamacare was always based on false promises and false premises. We do get to something that is solid rock in terms of giving americans coverage. And thats what i want to see. If the cbo says there are going to be 22 million who cannot get insurance under anything, thats definitive. But as you correctly put it, they can get it under something else. Liz good point. Ben, i want to get your reaction from President Trump declaring victory on the Supreme Court. Today, reinstating key parts of the refugee pause. Its executive order. Several Appeals Court rules against it. The Supreme Court listed the stay against the temporary travel ban. He said quote very grateful for the 0 decision from the u. S. Supreme court. We must keep america safe. This is about National Security even leftleaning justices, they voted to put in place for now the refugee pause. What are your thoughts . I think that the Supreme Courts decision today was the most important Supreme Court decision since the desegregation in 1954. This was a decision that said that the president and congress are going to keep control of immigration, especially the president. Thats clear in the constitution. Theres no question about it. The ninth circuit was running amuck running for wild rebellion in that circuit against the law of the land. The Supreme Court has said no. No. No. Were going to follow the constitution. Have we let the ninth circuit have its way, then the courts of the United States could block anything. They could block the president from declaring war. The Supreme Court and the United States said no. Back the constitution, gentlemen and ladies. Were not going to play liz so its not a muslim ban. Ben, its not ate muslim ban.
