President obamas terror strategy under fire as isil militants grow more bold in attacks in the middle east and with new threats on the rise across the globe at home, the feud over the president s executive action on immigration is holding up a bill in congress that would keep the department of Homeland Security funded beyond next friday the 27th. Now here to discuss all of this is the secretary of Homeland Security university mr. Jeh johnson now, terrorism isis isil and the president s approach. He has been criticized from a number of different fronts for not causing this a battle against islamic extremism. Why will he not knowledge that . From my perspective, whether it is referred to as islamic extremism or violent extremism it comes down to isil is a terrorist organization that represents a serious potential threat to our homeland which has to be addressed militarily and through a whole of government approach. That is why Homeland Security these days is so important. Law enforcement here in this country are countering extremism and efforts in this country with a summit this week about that, it is a dangerous terrorist organization that has to be dealt with. But it is not a religious ideology . In our engagements around the country i do a lot of these myself in muslim communities and Islamic Cultural Centers and places like minneapolis and boston and los angeles and chicago and columbus ohio, what i heavy from the leaders in the Muslim Community in this country is isil is attempting to hijack my religion. Our religion is about peace and brotherhood. Isil is attempting to hijack that and they resent it. Most victims of isil are, in fact muslims. It seems to me that to refer to isil as occupying any part of the islamic theology is play, on a battle field they would lick us to be on. I think to call them some form of islam gives the group more dignity than it deserves. It is a terrorist organization. This is not an exercise of being politically correct but an exercise of not giving them legitimate place. That is what i hear from the Muslim Community in this country but more importantly, isil is a dangerous terrorist organization that has to be dealt with. They have 30,000 fighters on the ground in iraq and syria and they have effective use of the internet and social media and the capability to reach into our homeland to recruit and inspire independent actors here potentially. We have to deal with this in a whole of government approach. I am more concern about that, than what to words we use to refer to them. There are members of your party who believe the president is missing a big part of the picture but not identifying isil or isis as islamic extremist. Congresswoman, a democrat from hawaii, a veteran of the iraq war said this to us about strategy. Until you accurately identify who your enemy is, you cannot come up with an effective strategy, a Winning Strategy to defeat that enemy. I may not call them extremist because you do not want to give them the dignity of being part of the faith but if you dont identify them as radical terrorists ideology can you adequately address the threat and develop a Winning Strategy . Look, isil is what it is a terrorist organization that kills americans. But they want to become a state. They want to become a state and they want to being if an Islamic State and to call them islamic, to call them any form of islamic gives them too much dignity in my view and the view of a lost muslims around the world. The president has on occasion mr. Secretary, find a moral equivalence of isis in this century and the christians fighting muslim armies. What is the role advance . Look, again from my Homeland Security security perspective we have do deal with terrorist organization which is the most prominent on the world stage right now which is a reason why, frankly, why the department of Homeland Security need as budget this week. Because of the foreign fight are phenomenon, the number of foreign fighters they have in their force and because of their use of the internet their use of social media to recruit and to recruit for specific terrorist attacks, we need to be involved in the relevant communities in this country to that ward their reroute 349 efforts and to help build the counter narrative to the one that is being put out by isil right new. I view that as critically important given the phase to which we have evolved in our counterterrorism efforts, it involves a whole of government approach which does involve engagement in the Community Building trust so the communities through which there is the capacity to deter those who want to go to the groups have a level of trust with state, local, and federal Law Enforcement and we support their efforts to build a downtown for narrative that is critical. So from my Homeland Security Law Enforcement perspective, it is better to find ways to encourage that group of people to come forward, comfort the shadows and get on the books and be accountable and receive a work authorization, and pay taxes and what the judges opinion does it says can prioritize and area care if you are learning these people around because they are not priors or criminals. The sheriff and the commissioner and the chief of the counties around the cut, that is not good so we will seek a stay and we welcome the debate about Immigration Reform the we have not been able to have it. What i have been saying to congress and to the public and to the press we need a fully funded department of Homeland Security, we need a clean appropriations bill for the department. And we understand the response of that but is the president partly at fault . It was his executive action rather than going and letting congress handle this he passed this executive action. Why not pull that off the table and let congress handle it in the president has said repeatedly including on the day we announced our actions he would like did have the immigration debate with congress. Unfortunately, that has not happened. We have waited for years literally, for conditioning to get to the business of Immigration Reform. The Senate Passed a good bill. The house of representatives has not. Now, what is going on in congress some want to defund our executive actions and do it in a way that holds up the entire budget of Homeland Security for this nation. That is unacceptable from a Public Safety Homeland Security view and i am talking to my friends on the hill democrat and republican about the response of getting on with funding the department of Homeland Security. This will be a very important story that we will continue to watch in the days to come. As isis expands its reach in the middle east we want to drill down into the situation of the United States military strategy and we planned to speak with former c. I. A. And n. S. A. What has happened here is inside islam you have these revisionist or radicals and you have modern interim and traditional interruption. They are at war with each other. We should not permit the moderate and traditional Muslim Leaders coming to us and say this is not islamic when it is. We should not fall into the trap of not dwayneing and explaining this theology and push them, push them to challenge this theology that isis has adopted. They must challenge it. What military advantage is derived from calling them islamic extremism . When you label it, if they didnt label it but defined it respectly and explained the ideology and had a comprehensive strategy to deal with it, that, really, is the issue. You have to define it and explain the ideology and develop a strategy to defeat it. We do not have a comprehensive strategy. We learned part of the strategy was the pentagon coming out and revealing lands for an assault on mosul and surrounding on the west and east side and another town blocked from the north. Was it a good idea to telegraph the plans . Great statement, i dont know what it is about 69 certainly isis knows that mosul is the centerpiece of a counter offensive. Though necessity that. We have knocked off the lines of communications for weeks and they know we would like to do that before ramadan or do it after. So timing is something they can figure out themselves. What mystifies me is, we gave the disposition and composition of the force which is pretty unusual. We told them the size of the assault force, the how many are in reserved which is far too much information for the enemy to have and that is common sense. It gave them strategic information. Is this tied into the coming debate offer the president s request for the authorization for the use of military force saying we have a plan here, we want do have congressional backing . It by have something to do with the fact that look we have a plan to do something about isis. We are going to do something about it. We are committed to it. I agree with some of what the president is saying because there is political reform in the region and social justice and economic repression those are all major issues and in the Long Term Strategy they should be addressed but the near term strategy is isis and the desire to do the same as they have done to iraq and syria and it requires an overwhelming military response. That means with must kill them, capture them stop them and defeet them. How do we see isis spread, starting in syria, and iraq, and boko haram is warning with isis and dick cheney warned us about this, are we a step closer to seeing the going of radicalism across the globe . Absolutely, from northeast africa Southeast Asia and those are the facts. That is why we need a Global Response to this. We need to get the other nations of the world in. I would like a Political Military Alliance like communist with the we Southeast Asia organization and get the people in the region to put their mines on dealing with it and Share Technology and training and communication. Bush sent before going into iraq, the president had a strategy and he knew what he wanted congress to authorize and he said this is what i need to get it done up or down vote, yes or no. Aptd this president and this president sent a document to say, this is my first thoughts, take a look at it and let me know and get back to me. And the problem is this is political cover. He wants the congress to basically agree to cod ify his ambivalence about fighting isis and that is why the authorization of force has so many problems. Do you agree, kirsten, hes looking to cod ify his ambivalence. I think it is not clear what he needs to be done in fighting isis. I dont think it is an open and shut case. I havent heard republicans giving obama a great idea other than attacking him by not calling it by the right name. And going to bush, giving it a strategy but the war didnt go well. It is true he hasnt laid out a Clear Strategy but we have to acknowledge this is a difficult fight and hes asking to have the authorization. It is wide and it will give him latitude to do what he needs to do. And peter and george, if he says i want this authorization of force but it is only three years and i dont want any use of forces and jack keane thought he needs to allow himself more latitude here. Well what is banned when you ban enduring offensive ground operations is unclear and there is wiggle room in that. Those who say it is too restrictive and the threeyear limit, you can extend it for petes sake. We do this all of the time with laws that are sun setted. Some say it is too permissive. It is against associated forces from boko haram to half a dozen entities weve never heard of. This is a president who unlike any previous president since nixon vetoed the war powers, the president s have said we believe it is uncongressional but this president jammed up a legal constitution said he didnt have to comply. So there is skepticism about his intention to abide by any legal restraint. You mentioned boko haram. There are some indication that broek may boko haram may align with them and so this contingent provision to go after associated groups, wise or unwise . Keep in mind he wont repeal the 2001 authorization that george bush, you mentioned, sent up. But hes saying well have a threeyear war and no Ground Forces but he still has the authorization to do all of those, even without any action by congress or on this resolution because of the 2001 resolution. It is more of a political statement. But it does under score this is a moving target. What is the target . And that is the question that i think congress is trying to answer. Lets get to the idea of the president in the white house summit addressing terrorism. It is insulting to people who are jobless or poor to suggest that that is the cause of terrorism. There are overwhelming majority of the people that are poor and jobless are not terrorists and dont strap bombs on children and women and kill innocent women and children. Is this about fighting a terrorist ideology. It is hard to have a economic message in a war zone. Most of the syrians and iraqis getting up, they want to get through the day without being beheaded or burnt alive. Yeah, both of those things have to matter. You want functioning society and having successful economies does reduce violence but there is a priority question here and you have to go in and get rid of the Terror Threat first. And jack keane also acknowledged what kimberly just said. What marie harf is saying isnt untrue. If somebody had an opportunity in the big picture. But the problem is there is probably Something Else playing a much bigger role here which is a radical ideology. But every Single Person who is poor in the middle east isnt signing up for this. So i do think there is an issue of them being more clear about identifying that and i understand why they are not why they are staying away from the islamic calling it islamic because they need to bring in partners into this fight who are muslim. Were going to cope with the radical ideology by bombarding them with tweets using 350 state Department Twitter accounts. The problem with this is there is an old axiom you cant reason someone out of a position they havent been reasoned into. Why does the administration need money for what the federal courts say they can not do . This is really the injunction that is in place the white house will appeal it. This is going to be a while. Indiana is very proud to gin the suit that texas initiated. We were vindicated when the court found that the states do have the kind of harm that justifies states having standing in this kiss. This is a matter that will go to the Supreme Court of the united states. Obviously, this is an important issue in the lie of the nation. Look, the American People are frustrated understandly when the president lectures us on the crusades. But, is unwilling to call islamic extremism by name. Part of the leadership, on, i truly believe, and not only identifying the objective but in matters of war and state crest about identifying the enemy. Not just with regard to what is happening in syria and iraq today with isil but around the globe with islamic terrorist attacks in europe. It is clear we are confronting a growing threat around the world in the rise of islamic extremism i think it is important for the president of the United States to articulate that clearly and to it gather the resources and the negative of the United States of america and our allies to confront that. But here is the problem, when jeb bush pushing the schedule and now Governor Walker following suit running to wrap things up waiting until may, is that too long before you would make an announcement . I am a small town guy from Southern Indiana who has had the privilege of serving in the congress for a dozen year and now the privilege of serving as governor for two years and i was raised on Old Fashioned values and one of those ideas is from the old book that essentially says the lord is trustworthy and lesser things may be trusted in greater things. As we work on passing a battled Budget Amendment and increasing investment in education and education and expanding Charter Schools in the largest educational Voucher Program in america my job my focus needs to be on the state of indiana, the people of indiana and any decision about my future after i take care of business. Look giuliani is a great american, he saw 3,000 of his own citizens die on 9 11 and he is understandably frustrated with a president who as i said before, is if willing to lecture the people of this country abouts crusades but is unwilling to call sham i think extremism for what it is and i truly believe the focus of our country today needs to be on the task at hand is getting this economy moving again restoring americas strong place in the world and i look forward to being a voice and play some role in helping to advance that. You say it is not helpful to question his patriotism. Do you question his patriotism . I dont think it is helpful in the public debate to question motives or question patriotism. I truly do believe are we ought to be focused and the thing about being a governor john, you have to focus on the task at hand every day.
