Voters are heading to the polls in primaries that could shake up the race for the white house. Great to have you. Wisconsin today right . Wisconsin all day long. Its an accident that happened. And you dont have your keys at. I dont. Im like takers, it doesnt really look great on me but its a fun piece of equivalent to have in the office. And you didnt bring your wife who we enjoyed last week. The last time you had her, now you really are outnumbered. Shes letting me come by myself this time so i have my training wheels on. Lets get your home state. Donald trump and Hillary Clinton finding themselves on the defensive in wisconsin. On the democratic side, Bernie Sanders whos been on a winning streak lately, looking to gain fresh momentum against frontrunner clinton as his camp says sanders has a quote, clear path to the nomination. If he keeps on winning. On the republican side takers hoping to gloss trumps march to the nomination by winning big today. Both men confident they will come out on top in the badger state. I cant tell you how many media analysts i heard saying trump is going to run away with wisconsin. One thing they forgot is the actualvoters of wisconsin. I believe tomorrow night were going to have a terrific victory here in wisconsin. Im on millions of votes more than 10 and the votes do matter but millions of votes. I went in many states more than 10. I think him up to 22 or 23 and hes at like 10 or something. And im doing very well and i think weregoing to have a surprise tonight because i see this and even , they are interviewing the people and everybody likes trump. Im very happy. You heard him, everybody in diners in wisconsin wants trump. What is going to happen tonight . Give us your production. In my district they do like him a lot more than in southeast wisconsin. If you look at the polling, i think ted cruz at the edge but only part of the delegates are apportioned by who wins the state and the others are who wins each congressional district. I think ill trump will do well in mind which is southwestern wisconsin because theres a set of voters who i think feel like theyve been ignored. They feel like they havent taken advantage of a growing economy, theyve been left behind and their patriots and their concern about whats happening globally. Theyre concerned about the rise of isis, a president that will go to leaders and bow to them. Theyre concerned about the southern border but we have this unique dynamic in wisconsin where we have the Progressive Movement that started in wisconsin. The Republican Party started in wisconsin. We had the recalls, a very engaged electorate and they Pay Attention to the candidates and their messages but i think whats unique is, but ill trump talks about this idea that hes going to build a Great American team. If you look at wisconsin, its not like any other state. You would think he would say, conservative talk radio, they dont really like me. You would think theyd understand scott walkers popular but scott walkers reforms our love not just by republicans but independents and democrats and to think that donald trump has come to our state when he was up in the polls and attack scott walker makes me question, wheres the Great Campaign team . Also build a Great Campaign team that can give you advice on how to navigate our state. Didnt scott walker make it clear early on that he wasnt for donald trump . We dont have to guess about that because they were competitors and we have like 17 people in the race he didmake that clear but i think what takers did was voted scott walker so he actually endorsed. He tried to put a lot of people including ben carson. Crews on the endorsement of that but because he didnt get scott walkers endorsement doesnt mean you have to attack his reforms. Just let it go. Disengagement when you startto attack very successful reforms and you use the point that democrats , progresses they use to attack scott walker that turns off conservative republican voters. And i think thatsbeen the downfall of donald trump in our state. Hows the economy played a part in this whole process because we know wisconsin has had huge losses, manufacturing jobs, the Unemployment Rate there is pretty much in line with the rest of the country so its not like the state as a whole is worse off in the country but who is appealing to those who are most concerned . Thats a good question. In my part of the state which is central, northern and western wisconsin we have some of the counties that have the highest Unemployment Rate, around 10 percent. And its that group of people who are great patriots, they work hard, two or three jobs to make ends meet. They look to donald trump and his message and it resonates with them. What do you think about ted cruz, you mentioned you expected him to pull it out tonight. If you talk to the Trump Campaign their banking heavily on those independents in the state of wisconsin. Why do you think cruz is doing better . What is resonating with the voters . Is it just that trump when doctor walker . What is it about cruises message . Ted cruz is really the true conservative. If you dedicate your life to the idea of limited government, lower taxes, individual rights, ted cruz is the true conservative thats going to go to washington and and body and fight for those principles. The ideals i give my life to, that i spend time away from my wife for. Donald trump is someone who you say, he might embody these principles but he always hasnt in recent history embrace the conservative philosophy so ted cruz has done well because conservative talk radio has helped make this point that ted cruz is the one conservative left in the race. Hes your guide to grab the flag and carry it forward. How important is wisconsin in the overall race question mark will this be a game changer tonight for either candidate . I think it really is. This is a race about momentum right . Who has the most momentum coming forward coming to new york and i think it donald trump defeats ted cruz tonight, this rice is over but if ted cruz wins and wins big, i think he has the argument to make that he has the momentum and win to his back and will do well in new york, in the northeast and california but what i think is an even bigger story, a republican but cant help but notice what happens on the democratic side. Bernie sanders is going to do very well. We have a very liberal, Progressive Movement in madison. Bernie sanders appeals to these people. Hes raising more money, winning more races and Hillary Clinton thinks the democratic nomination isover. Yes again. Wisconsin is going to shake up her campaign and give. [audio lost] were going to keep our eyes on it especially when those independents go. He keeps saying he doesnt want it but one republican insider tells politico there is a 54 percent chance, not 50 , 54 percent that House Speaker paul ryan ends up the republican nominee if theres a contested convention. Top republicans talking him up. Ryan is pushing back. Saying if you want to run for president , you run the political explains quote, ryan who is more captivating and ambitious than he lets on his running the same playbook he did to become speakers and he doesnt want it, that wont happen. In both cases the maximum leverage is to not want and to be paid to do it. Is speaker ryan just playing hard to get . Because we know he has some kind of higher condition because he wasnt mitt romneys running mate, now hes third in line for the presidency. Is this wisconsin man, is this what you think he wants . Is he playing hard to get . He might be playing hard to get but i also think right now the race is so volatile that you have to be, you have to be ready for it and want it badly at this point in your life. You can always do it later but this is ugly. I think he throws out barbs all the time and its already a little bit congested so be smart not to do it but youre right. That tactic has worked in the past and theres no telling it wouldnt work a ttle bit now if the establishment wants to go against the voters. What would happen if the establishment did that . I know you like paul ryan, great guy and hes from wisconsin. But what about the switcheroo . What if they roll out speaker ryan at that convention . Youre going to have a whole lot of upset cruz supporters and trump supporters. How do you put the Party Back Together . Paul ryan said i didnt want to be the speaker and all of a sudden he became the speaker. Now all of a sudden he said oh no, you must become president. Im friends with paul. I was trying to get paul to run for speaker when john bowed out of the speakership and he was like, i dont want it. I want to write tax code and how boring is that . That was my dream job. I think when he saw that when Kevin Mccarthy couldnt get the votes to become the speaker, he saw there was no one left and his country called him, his party called him and he stood up and ran for speaker. Paul is being honest when he says he did want to be the president. Those who ran in iowa should be the ones who are our nominee and it would fracture our party if we dont go with cruz or trump. Theres going to be a fracture i dont think youcan pull together and beat hillary. Thats one thing for sure is paul ryan doesnt necessarily want to get into this race because this is different. I have my short list, the three things youre going to need to go up against Hillary Clinton. The ability to withstand that death starlight political machine the clintons have had over the years. Also, to be able to focus on the things that resonate and keep Everything Else out but you also have to have this fight. Remember Samantha Power dropped out of obamas primary Season Campaign for calling lori clinton a monster. Weve heard how dirty it can be when you take on somebody whos been in politics this long. Does paul ryan have that fight . Does he have a fight sandra . And you see this race as harris mentioned, its dirty, if the ugliest president ial campaign weve seen in recent memory. If someone doesnt really want it, if thats the message, do you really want to draft somebody that doesnt want it or at some point that he wants to spend more time with his family . I joked about the conditions but the conditions were he was able to spend more time back in janesville with his family so if hes ending the same message now and the interpretation is that he really does want to run for president , i guess i can leave that up to everybody else to decide. The state of the Republican Party today and where it may be i dont know, put any timeframe out there. What does the Republican Party like some time from now . I think its going to be more conservative party and potentially with different leaders, we will see. We will be watching. And of course, we are all over the battle for wisconsin. As i travel around the country, what always stands out is the fact that the overwhelming majority of folks work hard and they play by the rules. And they deserve to see their hard work rewarded. They also deserve to know that big corporations are playing by a different set of rules. That the wealthiest among us are able to gain the system. Thats why ive been pushing for years to eliminate some of the injustices in our tax system so i am very pleased that the Treasury Department has taken new action to prevent more corporations from taking advantage of one of the most insidious tax loopholes out there in fleeing the country just to get out of paying their taxes. This got some attention in the Business Press yesterday but i wanted to make sure that we highlighted the importance of the treasurys action and why it did what it did. This directly goes at whats called corporate inversions. They are not new. Simply put in laymans terms, its when big corporations acquire Small Companies and then change their address to another country on paper in order to get out of paying their fair share of taxes here at home. As a practical matter, they keep most of their actual business in the United States because they benefit from american infrastructureand technology and rule of law. They benefit from our research and development and our passions. They benefit from American Workers who are the best in the world but they effectively renounce theircitizenship. They declare that they are based somewhere else. Thereby getting all the rewards that being an American Company without fulfilling the responsibilities to pay their taxes the way everybody else i supposed to pay them. When companies exploit loopholes like this , it makes it harder to invest in the things that are going to keep americas economy going strong for future generations. It sticks the rest of us with the tab and it makes hardworking americans feel like the deck is stacked against them so this is something ive been pushing for a long time since i became president , weve made our tax code fair and have taken steps to make sure our tax laws are actually enforced including leading efforts to crack down on offshore evasion. I will say it gets tougher sometimes when the irs is starved for resources and squeezed by the congressional appropriation process so theres not enough people to actually Pay Attention to what all the lawyers and accountants are doing all the time that we importance of basic tax enforcement. In the news over the last couple of days, we had another reminder in this big dump of data coming out of panama that tax avoidance is a big global problem. Its not unique to other countries because frankly, there are folks here in america who are taking advantage of the same stuff. A lot of it is legal but thats exactly the problem. Its not that theyre breaking the law, its that the laws are so poorly designed they allow people if they got enough lawyers and accountants to wiggle out of responsibilities that ordinary citizens are having to abide by. Here in the United States there are loopholes that only wealthy individuals and powerful corporations have access to. They have access to offshore accounts, and they are gaming the system. Middleclass families are not in the same position to do this. In fact, a lot of these loopholes come at the expense of middleclass families because that lost revenue has to be made up somewhere. Alternatively, it means that we are not investing as much as we should in schools, in making college more affordable, in putting people back to work, rebuilding our roads, our bridges, our infrastructure, creating more opportunities for our children so this is important stuff and these new actions the Treasury Department on steps that weve already taken to make the system fairer but i want to be clear. While the Treasury Department actions will make it more difficult and less lucrative for companies to exploit this particular corporate inversions loophole, only congress can close it for good. And only congress can make sure that all the other loopholes that are being taken advantage of our clothes. Ive often said the best way to end this kind of irresponsible behavior is with tax reform that lowers the Corporate Tax rates, closes wasteful loopholes, simplifies the tax code for everybody. And in recent years ive put forward plans repeatedly that work would make our tax system more competitive for more businesses including small businesses. So far republicans in congress have yet to act. My hope is that they start getting serious about it. When politicians perpetuate a system that favors the wealthy at the expense of the middle class, it
