FOXNEWSW Outnumbered Overtime With Harris Faulkner March 9, 2018

Right conditions. The right conditions are stop nuclear testing. Were going to keep our military joint exercises. Its wise for north korea to realize, this is like your one opportunity to prevent a military strike. The unpredictability of these two leaders is one of the risks here. The president has to put together a team that can lay the ground work, do the plans and preparations. Harris as the story was breaking after 7 00 p. M. Eastern, why have our lead correspondent on it now. Chief National Security correspondent, jennifer griffin. Harris, the tank is where all the officials met. Senior military leaders i have spoken to have expressed relief. Theyve been planning nonstop for possible military actions. Heres reaction from former chairman of the joint chiefs, general martin dempsey. Any diplomatic outreach is a better alternative than a conflict. We have to have stamina. This is the same country that negotiated the shape of the table in the 50s for months before they sat down. This will take some stamina. Weve been saying were open to talks. President trump has said for some time that he was open to talks and he would meet with kim jongun. That was tillerson in nairobi. Yesterday the secretary state said the time for talks wasnt right. President trump tweeted, kim jongun talked about denuclearization with the south korean representatives, not just a freeze and no missile testing during this period of time. Great progress being made but sanctions will remain until an agreement is reached. Meeting being planned. U. S. Officials rep when kims father promised to denuclearize in 2009 only to reverse course and carry out the First Nuclear test. In the 90s, george h. Bush removed Nuclear Missiles from south korea with the hope of peace. Kim jongun accepted the u. S. South Korean Military exercises next month, shows hes under pressure. Thousands of u. S. Military personnel will take part in the exercises. The u. S. Has 28,500 troops on alert status in south korea. Any talk of denuclearizing will likely include a demand that the u. S. Leave south korea. Verifying kims Nuclear Program that an estimated 60 nukes would look like the iran deal that President Trump has criticized. Verification will be complicated. But moving forward we think. Jennifer griffin, thanks very much. My first guest is on the foreign apairs committee, brian mast of florida. He served in the army a dozen years and an Afghanistan War veteran. Great to have your expertise and time today. Lets start off with how this moves the ball in terms of our relationship with north korea. Well, it moves it substantially. You have a sitting u. S. President willing to speak there. Theres no guarantee of what comes out of this. Thats for sure. We have a guarantee going into this. Thats that we have the strongest u. S. President in decades going in there. A president that dropped the moab, the mother of all bombs. A president willing to strike at the heart of syria where they were willing to launch Chemical Attacks from. This is the president that is going into that meeting. Thats a difference. Harris we have heard youd only be in the president s head to know if this is going on. He didnt tell anybody what he was about to do. Sitting on the committee that you do, what is the conversation about a president who makes such a bold move . The conversation is lets make sure that we maintain this course of not giving any concessions. Hes been an incredibly strong president. Dont go in there and make the same mistakes. Dont fall for anything that leads to a simple pause or them allowing to kick the can down the road. Dont give in to anything that is some sort of concession. Be strong and be the president youve been and well come out the right way. You mentioned the military element. You say without that, your words dont have a lot of meaning. You enumerated some of the things that have gone on. What kind of military pressure, devising your mission now do you think we need to continue or freshly apply . Lets look at one of the greatest military pressures on them right now. They have general mattis sitting there. A congress, a senate and a president willing to build up the military in the biggest way possible. Other nations know were preparing our military for what could be. It sends shock waves through regimes. Harris its interesting. We carried a tweet earlier this week, tuesday from the president. Can we show everybody . You know this was bravado. My questions, this was a foreshadowing, talks being made with talks. This is the president. For the first time in many years, a serious effort is being made by all parties concerned. The world is watching and waiting. May be false hope but the u. S. Is ready to go hard in either direction. Congressman mast, strong words from tuesday . We know this president does not not back up his words. Hes a president that does what he says. Thats one of his strongest moves. He does what he says, even in the face of peaceful pushing back. He does what he says in terms of foreign policy. That makes all the difference in the world when hes sitting at that table. What he says he will do, he will do and kim jongun can believe that. Harris as a United States warrior, youre tasked to get in the head of the enemy. Did that tweet get in the head of the enemy . I hope it did. I think absolutely it did. The president wouldnt have done it without that goal to begin with. Harris as we go forward based on what we know about north korea, and we can look at history, theyll make promises, the kim dynasty in general and then they will fire off missiles. Your thoughts about what they can put in the air. Theres a lot of threats that exist out there. Lets remember, were talking about technology that was developed in the 90s 40s. The United States of america mastered not just Nuclear Technology but the Ballistic Missile technology but the 50s and 60s. Russia and china were mastering it by the 60s and 70s. This is old technology. We need to be aware of that. Were not talking about something that should be considered that far off. They could drop one off the belly of an aircraft or deliver one in a container ship. So theres a lot of things that we need to look at to what plays into their ability to go out there and sable rattle and deliver what theyre saber rattling and take the talks in seriousness. Harris thanks, congressman. We appreciate your time. Thanks very much. Good to talk to you. Harris my next guest has long been skeptical of the norths intentions for peace. Were joined by john bolton, former ambassador to the united nations. The ambassador is a senior fellow at the American Enterprise institute. I was at a very large gathering last night when this story was breaki breaking. All you could see is the tops of peoples heads. Weve gone back and forth about whether or not this would actually happen. First your reaction. It is diplomatic shock and awe. Its because north korea, number 1, is very close to achieving its objective of being able to deliver Nuclear Warheads to targets in the United States via Ballistic Missile. They want to buy time to get across that finish line. I dont think kim jongun expected that the president was going to take up his offer. I think he believed he would get the usual response six months of diplomatic preparation, nine months of talks that would go on forever. I think President Trump has foreshortened this very traumatically and i think hes made it clear that were not going to let this drag out. That north korea is not going to get that time. So i would say, you know, why wait till the end of may . Lets do this by the end of march. If kim jongun isnt really seriously prepared to talk about the logistics of denuclearization, it could be a short meeting. Harris i look back to bill clinton where he was hopeful by seconding Madeline Albright to get a signature piece of history by doing the same thing. Trying to get them not to go forward with weaponry. He met with kim jung il. That was an embarrassment. But this is a surprise. The ramp up of the strong talk from the president , either via tweet or however, was very different than what we saw then. Talk to me about that. As i said, i dont think this meeting was produced by economic sanctions. It was produced because unlike barack obama when donald trump says im prepared to look at military force, hes serious. He doesnt want to use military force. Nobody does. But unlike obama and some of the other predecessors, hes not afraid to use it. The North Koreans have figured that out. The chances of a diplomatic solution of giving up Nuclear Weapons are remote. But they increase in direct proportion to their fear that trump might be prepared to use military force. Harris im going to paraphrase you. You sort of say that we called his bluff, this president did. Kim jongun has seen throughout the kim dynasty that it doesnt really ever go like this. What is the power of advantage there . I think its going to be a fascinating meeting. I think the way the president ought to address it is to say well, im delighted to be here, wherever it turns out to be to talk about how were going to denuclearize the clean peninsula. So what ports should freighters sail into and what air bases should american cargo planes land at so we can dismantle your Nuclear Weapons programs, put it in planes and boats and put it in oak ridge, tennessee where the libyan Nuclear Program is. Thats the conversation is that we can have with kim jongun. If thats not what hes prepared to talk about, it could be a short meeting. Harris you dont play. You have a destination, an address and you want a date. Why dont our allies like this . Japan is not liking it. I think japan is very worried about the consequences of not denuclearizing north korea. Theyre much more vulnerable. Theyre closer. The possibility of a shorter range missile or a tramp steamer that sails into a japanese harbor. We dont have a lot of time to answer this question. As i said before, theyre very close to getting that capability. Mike pompeo has said theyre a handful of months away from it. Thats another reason that im i think the president has really foiled the north korean calculations. Were not going to play around with this for a long time. Its going to happen very soon. Harris where does this need to happen . Viewers come up and say, harris, is the president going to north korea . We dont know anything about the timing of it. You can tell us what it needs to look like. Yeah, as i said before, lets do it by the end of march. I dont think things are going to change in the meantime. My suggestion, where to hold it, and the palace of nations in geneva, the former headquarters of the league of nations, now u. N. Property. Id hold it in the room where january 1991 secretary of state jim baker met with Iraqi Foreign minister tarik arriz and what the russians called a pause of peace and what president president bush called the extra mile of peace. And jim baker tried to deliver a ledder to saddam hussein. Kim jongun should think about what it means to play around with an american president. Harris you can devise a mission and lay it out. Here i am. Harris thanks, ambassador. Glad to be with you. A serious topic. An exclusive look now at how nasa is preparing its latest mission to mars. Jonathan hunt got an exclusive look and has the details for us youll only see on fox news. Hes on overtime today. Plus, critics blasting a decision by President Trump to impose new tariffs on steel and aluminum imports for most countries. The president says he will continue fighting for american workers. The latest development on that. Stay close. Like he said, were going to bring back 300 jobs, over 300 jobs and spend over 100 million in our plant alone in kentucky, this is huge for us. Alright, i brought in high protein to help get us moving. And help you feel more strength and energy in just two weeks ill take that. Yeeeeeah ensure high protein. With 16 grams of protein and 4 grams of sugar. Ensure. Always be you. Cohigher ad higher parents arent perfect, but then they make us Kraft Mac Cheese and everythings good again. Harris a fox news alert. President trumps decision to impose tariffs on steel and aluminum imports. Critics say it could spark a trade war. The president is Standing Firm by his decision. Watch. The workers that poured their souls into building this great nation were betrayed. But that betrayal is now over. Im delivering on a promise i made during the campaign and making it a good part of my life. Harris kevin corke joins me from the white house with the latest. Kevin . Steve mnuchin said earlier, todays are already calling him trying to stay out of the way of the pending tariffs that the president did sign yesterday. The effect would take hold until about 14 days from now. What theyre saying at the white house, its having a desired effect for the american worker. As we pointed out on fox news, the president signed that order imposing a 25 tariff on imported steel and 10 on aluminum. The Commerce Department will say the next days theyll have more about specifics on products to be exempt. The tariffs would apply in the case the u. S. Couldnt make a product or National Security issues. Very interesting, harris, canada and mexico left out. The president also holding out the possibility other countries and american corporations could also get exemptions, too. Aluminum and steel are the backbone of our nation. Theyre the bedrock of our defense and industrial base. Our greatest president s from washington to jackson to lincoln to mckinley and others, they i willing to exclude countries that are parting with us on a National Security front as well as those providing fair and reciprocal trade and opening their markets the same way we open our markets to them. Thats what this is about. Are they fair . Are they opening their markets the way we open our markets . A pair of influential senators, john cornyn of texas, Lisa Murkowski of alaska are warning against the one size fits all approach to corrective trade policy. The white house insists this is about levelling the Playing Field for the american worker. Before we let you go, i want to share something else. Weve been following a very interesting story developing here today at the white house. Youve heard about the Stormy Daniels issue, the adult film performer who claims they had a relationship with the president. We also know the president s private attorney, Michael Cohen did use Trump Organization email in his correspondence with the daniels team. I can also tell you this. You dont want to conflate the two meaning the Trump Organization is not the same as the Trump Campaign. We also have a statement. I can share this. This is the lawyer for Stormy Daniels. He issued a statement saying once again the idea that mr. Cohen was doing this for his client but mr. Trump knew anything about this is ridiculous. Nonsense. Unbelievable. Ludicrous and preposterous. The list goes on and on. A very uncomfortable story for officials here at the white house. One nonetheless they have to deal with. Harris . Harris thanks, kevin. Now were going to talk more because we have republican congressman kevin yoder about the tariffs. Hes a member of the House Appropriations committee. So great to get you on the program today. You know its interesting. The president said yesterday on the tariffs, he can go up or down with the numbers of 25 on steel and 10 on aluminum. Do we expect him to do that . Yeah, were seeing him being flexible on countries being excluded. You saw this week the announcement that canada and mexico for the moment would not be subject to the new tariffs. So i think our goal in congress is to work with the president to ensure that whatever policies are put forward that they are the kinds of policies that dont create retaliation against other industries in america. We have lots of workers and lots of industries besides steel and aluminum. So we want to make sure that manufacturing is strong and make sure agriculture is strong. Here in kansas, agriculture is critical to our states success. Part of this is, were seeing positive indication from the white house that they want to work with us and want to get this right. We just want to make sure that all workers are part of this conversation and the keep is keeping in mind those impacts. Harris congressman, i want to understand how its working out. You saw the speaker of the house and others coming out strongly about what the president wants to do. Which camp are you in . Are you in the camp with them that is worried or do you support this is necessary, particularly with china. Im in the camp that supports the president s economic agenda. Were talking about the tax cuts bill, regulatory rollbacks. Youre seeing the impact in the economy. You saw the numbers today. Things are Getting Better and better with growth and job creation. Our worry is, harris, this might actually sort of slow some of those economic gains. I understand the president made this Campaign Promise and hes very strong about that and congress is supportive of the president. Theres a spot here where i think the congress and president can come to an agreement. What hes trying to do on behalf of steel and aluminum workers is noble. We have to make sure we bring those jobs back. Im in the camp to make sure hes hearing from farmers and manufacturers. I have a g. M. Plant with 2,200 workers. I use a lot of steel. Steel price goes up, that means potential job loss here and ultimately a tax on the American People. So we
