[ gun shots ] this is newly released video taken by the French National guard at one of two hostage standoffs that happened simultaneously in paris this morning. One at a warehouse near Charles Degaulle airport carried out by the brothers that carried out the Charlie Hebdo massacre. The other at a suburban paris kosher supermarket by a suspect responsible for killing a police officer. The standoffs left four hostages and all three hostage takers dead. Tonight, late word that a fourth suspect, this 26yearold woman is being sought by authorities in connection with the week of terror in the french capital. Authorities say she is the girlfriend of one of the dead hostage takers. Abc news obtained photos of the woman training with the boyfriend back in 2010 using an arrow gun. More money will go to expanding medical and helping k through 12 education but the College Systems are complaining hes not giving them enough. He is insisting uc leaders not raise tuition, asking them to do more with less. Governor browns record budget could set up a Higher Education showdown. The only difference is that the California State University system has not proposed a fee hike. The uc system had if they didnt get what they wanted. Governor brown phoned the uc president Janet Napolitano last night to tell her about his decision. This morning napolitano said she was disappointed. Governor jerry brown rejected the university of californias request for an additional 220 million. Instead, he gave uc a 120 million increase. We have been increasing it by the way. The 120 million is not chump change. Its real money and some parts of the budget didnt get any increase. Reporter the extra money comes from prop 30, approved by voters two years ago. It raises taxes to fund education. But uc president Janet Napolitano argued it wouldnt be enough to maintain the academic quality of the uc system. Already the state is paying far less per student than it did in the 90s. There is incredible demand for uc education which really is a testament to the value of the university, and we i say we, meaning the university and california, needs a more educated work force. Reporter in november the board of regents approved raising tuition by as much as 5 each year for the next five years if the state rejected their request for more money. Napolitanos office said it was too early to say if that would now happen. The Legislature May intervene and there may be an even greater surplus in the governors may revision of the budget. This is not a oneway street. We are not going to sacramento with our hands out. We are saying we have done and will continue to do our part. Used to be you could almost pay your way. And not have any debt. I think the university can be a fine university, living within the funds that we have appropriated. Reporter this month, Governor Brown will propose the creation of an Advisory Committee to find ways to reduce ucs cost structure. Lyanne melendez abc 7 news. An alameda judge denied a new trial for a man convicted of killing a classmate in 1984 and sentenced him to 26 years to life in prison. A jury convicted the 46yearold, steven carlson, in october of killing tina failes. She was 14 years old when she was killed. The case remained unsolved for 27 years but a dna test in 2011 showed blood found near the crime scene belonged to carlson. Carlson claims he is innocent. A transgender woman pleaded not guilty this afternoon to starting fires at the socalled mrs. Doubtfire house in San Francisco. A judge did not allow us to get video of the 25yearold. Prosecutors say welch set fires at the front door and garage of that home in pacific heights. The Plastic Surgeon who lives there specializes in gender reassignment procedures. He told police welch may be a disgruntled former patient. Welch also faces attempted murder charges. She is being held on 1 million bail. A lot more to get to this friday night. Its pretty from afar, isnt it . But if you are stuck on this stretch of the bay bridge we found out today youre not alone. Its the flipside of a thriving economy. Traffic congestion. The bay area has some of the worst in the country. Its the first new study in five years and now a new stretch of roadway has the dubious distinction of being the areas number one most congested. In 2009 it was the westbound morning commute to the bay bridge toll plaza. Now the number one spot is actually held by the afternoon eastbound commute from San Francisco out to the bay bridge. Thats the bay bridge during the evening commute out of San Francisco. Its number one because thats where drivers spend the most time going 35 Miles Per Hour or less. When traffic is moving at 35 miles an hour or less through that corridor for seven hours in the afternoon from about 1 30 to 8 30 in the afternoon. Reporter besides the bay bridge, the rest of the top ten list released by the metropolitan Transportation Commission touches nearly every part of the bay area. The morning commute on 880 southbound toward the silicon valley. Westbound 580 over the altamont pass. Northbound 101 in san mateo county. Many of the routes lead into the regions two biggest Employment Centers which are San Francisco and the silicon valley. Reporter the mtc is also studying ways to ease the congestion. At the end of this month the commission will launch a website called vital signs where users can plug in a particular area or stretch of roadway and learn more about just how congested their commute really is. This morning, Contra Costa County officials cut the ribbon for the new Health Center at john f. Kennedy high school. Once the clinic opens next month, students will be able to get physicals, immunizations, eye and dental exams. The clinic will also be open to Community Members who are 18 years of age and younger. They are able to have their siblings and other family members come and be seen here and we will also facilitate a pediatric clinic. The clinic replaces a mobile health van that visited the school twice a week. More than 300 young people are expected to get medical help there every single month. Wonderful idea. A 95yearold world war ii veteran who became a viral video star has died. Thats the video of joe bell wearing his uniform cheering on runners as they passed his house during a run in san jose last march. You can see runner after runner stopped and thanked bell for his service. Since then he has been interviewed repeatedly abc 7 news and Good Morning America talked to him last year. The san jose giants even created a special trading card for him honoring veterans. Bell died yesterday at his home in san jose. His family says his wonderful heart just gave out. Theres a hero. Now to the daredevil duo on their way to finishing the hardest rock climb anywhere in the world. Tommy caldwell and Kevin Jorgenson have been climbing el capitan in yosemite since two days after christmas. Caldwell finished the most difficult section but his partner has been struggling. We just learned from a tweet that he has completed the 15 pitch and that pitch has been giving him problems for a long time. We are asking them to show you what typical holds would look like as a beginning climber, then put this nickel up against the wall. This is what they are grasping on to along the wall. A fraction of a fingertip the barest point of a toe grasping at barely visible indentations. Many required the wall required equipment to scale. December 27 tommy and kevin set off to conquer with only their hands and feet. When they succeed it will certainly be the hardest free climb thats been done. Reporter the wall earns its name from the southern exposure. Its reputation comes from the smooth granite that stretches more than half a mile into the sky. It kind of gives me fits. Easy to get frustrated because you will feel totally fine, then your foot will unexpectedly pop off. Reporter the climb contains 32 pitches or sections. Caldwell has cleared the most difficult 20. Jorgensons support team just sent a tweet saying he cleared pitch 15. Thats a huge hurdle, considered the crux of the climb. For the santa rosa native, the rest of this climb hinges on his fingertips. He literally cut his fingertips open from these holds. Thats a frustrating position to be in.
