Federal investigators looking into two fires that happened ten months apart at an emmiville apartment complex now say they were started by arson. Its near the oaklands border. Investigators say on may 13thy the person you see on this bicycle wearing a hooded jacket, carrying a backpack, canvassed the Holiday Development building before the fire, then entered the building. After examining all the evidence, atf determined the cause of the may 13th fire to be incendiary, meaning it was intentionally set and considered an act of arson.
