Is speaking publicly for the first time. She talks about the man she lost, the life they shared and what she wants now. With quinn, when our relationship really kind of blossomed, and i had complete, like, kind of trust and confidence with him. Liz boyer says just as he did in life, her husband quinn is teaching her in death. Adventurous and big hearted and loving and motivated to make a difference in his community he saw the good in others. He met his match in liz when they were working at a private transport company. They travelled and made plans for the future and dedicated themselves to a life of helping others. And on april 2nd, weeks shy of their oneyear wedding anniversary it all fell apart. He left that morning and i didnt see him again until the hospital. Reporter liz knew it was bad. Quinn was shot in the head and was taken to highland hospital. An emergency room she knew well. Did a quick check. When is the last time we had a laugh. What did we do yesterday . Reporter two days later quinn was taken off life support and then followed the unthinkable, the arrest and the stunning revelation that the accused were just boys. When i heard how young they are i just felt sick to my stomach and sad. Reporter now the irony of quinns death. Murdered allegedly by the children he wanted to reach, atrisk youth in the city he grew up and loved weighs heavy on boyer. This is senseless and it is a loss all around for everyone. I dont get quinn back. I dont get to take the hurt away from anyone. I dont get to im im a doer and a fixer. This cant be fixed. Not for anyone. Boyer feels compassion for the teens charged as juveniles and for Christian Burton the only teenager charged as than adult. Tomorrow liz and quinns family will be in court to begin their painful ordeal. Well bring you more from liz boyer what she wants from the Justice System and is asking for from the city. Set your clocks back and keep your eyes open for thieves. Crime is expected to rise next weekend and being aware might be your best bet. Jean ellie has the Police Warning this evening. Reporter this week during the evening commute there are be a lot of lot. But starting next week the evening commute will look like this, very dark and the change in lighting that comes with the change in time provide aswin doe of opportunity for thieves. More than half of all robberies in San Francisco involve smartphones, transit hubs are filled with commuters in a hurry to get home or distracted. Yanked the iphone out of my hand. Reporter jeannette is nor careful about when and where she uses her phone. Next week the glow will shine an hour earlier. I will carry my flashlight. Reporter when daylight savings last year robberies went up. We realized that peoples commutes were during hours of darkness we wanted to advise the public. Reporter with a dark rush hour days away, police will hand out fliers in commuter corridors tomorrow morning hoping to shine a light on the dangers in the dark. When is it dark, is it harder for people to keep track of everything. Its harder to see. Youre less likely to be aware. Sfpd will be more visible, hoping to discourage thieves who want to take advantage of the earlier opportunities. Police tell me one strategy they have is to conduct more traffic stops near the transit hubs. But they are not just looking for criminals but for people who are violating traffic laws. Tonight, the citys Historical Commission voted to give it special status. Reporter you know what this means is that this home will be protected so a builder cant demolish it. This home will join 100 other buildings on the city historical list. The home is of historical significance especially the garage where steve jobs and ste Steve Wozniak created the apple computer. Many tourists stop by to take pictures and the goal of the historical designation is to preserve the home as it looked in the 1970s. Nbc bay areas chase cain joins us tonight. What is the motivation and when is the deadline . Reporter one side is trying to prove a point to another. And the deadline is the end of the year. Thats when the subsidies for Dairy Farmers would run out. What we are talking about is if there is no subsidies, there could be an extra 250 a year on milk. That depends on what our elected leaders decide this week. House will be in order. Its a long way from capitol hill to emeryville. But shoppers at the gateway supermarket directly feel here what happens there. If the price is astronomically high at times. A gallon of gas is comparable to a gallon of milk. Fill the car up or fill the boy up with nutrients for life. He comes first. Because of his sixyearold, nicholas has to ignore the price on the shelf. But you can bet if a gallon of milk jumped to 6, 7, 8 a gallon. Shoppers would be mad. Angry. And probably wouldnt buy any milk for a while. Because i dont drink it that much. I am not going to miss it. Reporter in a way, Grocery Stores are the battlefield. Disagreements over food stamps could mean the farm bill is not passed. The subsidies stabilize the prices at the store. The prices are going to move but it ensures that the prices remain at a reasonable low level and affidavitable for consumers. Consumers who could punish farmers or store owners. For congress not to pass the bill its ridiculous. The business is going to drop. Of course. A lot of people buying milk. The bigger debate is over funding for food stamps. Some want to cut that funding by 5 or more. And if that happens, what that could mean is that families who would be hit the worst would feel it the most because they lose funding for food stamps and also have to pay more for milk.
