These taxis are blocking the lanes and offramps heading into and out of the airport. Theyre protesting Companies Like uber and lyft which are taking a lot of business away from these traditional taxis. Dozens of passengers are having problems getting into and out of sfo late tonight. No word yet on if these taxi drivers are planning any additional protest. The top story now, call 911 in case of a medical emergency. It is what weve been taught and its what we teach our kids. But at one of the nations largest Government Agencies what to do in an emergency isnt so clear and it caused critical delays in life and death situations. Investigative reporter vicky nguyen is here to explain what shes recovered, and vicky, were talking about the u. S. Post al service. Right, jess. 550,000 people work for the Postal Service nationwide, but what happens when one of those workers is injured . Who calls 911 and whats the policy for getting help . We raise these questions after a postal worker was found badly hurt at a facility in oakland. Time. We seem to Pay Attention to it on the when it matters. Like the moment when a father becomes a grandfather. Or the passage of a milestone, 25 years of major. They call us the perfect family. Reporter for larnie makashem time was the only thing that mattered the night her husband sam lay critically injured waiting for help. Its so sad because i can imagine him fighting for his life. Reporter this was sams second home, the postal processing and Distribution Center in west oakland. Its where he operated a lettersorting machine on the overnight shift. He worked there for 20 years. Very dedicated, honest. Everybody loved him. No one saw what happened. But on august 8th coworkers found sam lying on his back with blood coming from his mouth and ears, down from an apparent head injury. As weve learned from an internal post office investigation, employees reported finding sam between 3 00 and 3 30 in the morning. But dispatch records show the first 911 call didnt come in until 3 53. What is the address of the emergency . 1675 7th street. The main post office. We have an employee bleeding from the mouth. According to the report, when the first employee found sam, he called out to another worker, who contacted his supervisor. At the same time an employee found her supervisor who told her to find a manager. The supervisor assessed sam, waited for other management, and then called the Postal Police and asked them to call 911. That call was made up to 53 minutes after an employee says he first saw sam on the floor, barely conscious. When i asked if anybody called 911 right away and they started telling me, oh, no, they dont call 911. They have to call the supervisor first. And i said what . Were not supposed to call 911. Reporter two current postal workers agreed to talk to us only if we hid their faces. They told us employees are routinely instructed not to call 911 but to alert a supervisor first. If we see an accident week, just going to step aside. Reporter here in oakland the policy for medical emergencies is clear. Only the Postal Police are to initiate the 911 procedure. Its there to expedite matters. Reporter Augustine Ruiz is a Communications Manager for the usps. He says the policy exists so paramedics can respond right away. He says Cell Phone Service can be spotty inside the building but Postal Police call from a land line and can grant access to secure areas. But as youll hear, when the postal officer calls 911 she has trouble relaying Important Information about sam. Tell me exactly what happened. Well, i dont know. Did he fall . Do you know . Maam, i dont know. Reporter there are also radio delays. Is he completely alert . Is he completely alert . Reporter because the postal officer is nowhere near sam. Shes on the first floor. Sam is on the second. He said yeah. He okokay. And what part of the body was injured . Do you have a description of what part of his body was injured . [ inaudible ]. He hit his head. He hit his head. Okay. Some of the employees have said this was like a game of telephone with someones life annian i hanging in the balance. Whats your reaction to that . Im not sure you want me what does he want me to say . If that had been you or your loved one, is this how you would have wanted the response handled . If it was me id want someone to take care of me right away. Were talking about a human life here, and seconds matter. Reporter as the chief of neurosurgery at el camino hospital, dr. James doty has treated thousands of patients suffering from head trauma. The sooner that person can get to medical attention the better likelihood that they will have the best outcome. If we have a situation that is lifethreatening, and in this situation it was, of course we have to revisit it. And we have to look at our own policies to see if theres a breakdown in that policy. And knowing what you know about what happened to sam, was there a breakdown . It probably the looks like it took a little bit longer than necessary. Reporter what ruiz calls a little bit longer is something dr. Doty calls much more severe. This is a matter of life and death. Reporter whats more, this is a matter of the Postal Service considered closed. The investigation found that everyone followed the Standard Operating Procedure exactly and the response was excellent. But after we began asking questions about the delays caused by the policy, ruiz said he would recommend changes to district leaders. How long will it take to find out whether this policy will change . Well, i can tell you that i will be addressing this tomorrow. Reporter any changes will come too late for sam. Paramedics responded just seven minutes after the first call but more than an hour after he was found. Sam would not wake up from his coma. No one can say if his outcome would have been different had 911 been called sooner, but its a question that lingers for his wife and children. I like this picture. Yeah. Reporter his family removed sam from life support ten days later, one month shy of his 60th birthday. Dad worked 20 long years with the post office. And just the simple fact how they couldnt call 911 is just like a slap in the face. It cost his life. Reporter time. We Pay Attention to it mostly when its gone. And the 911 policy in oakland dates back to the 70s. It is similar to the National Policy instructing employees to ask security to call 911. District leaders at the oakland facility say they are now revising the 911 procedure as a result of our investigation, and we will certainly follow up. Employees say they just want to be allowed to call 911 first and then notify security. They call this policy outdated and simply dangerous. A lot of people dont know about this. Thank you, vicky. A freak accident on the peninsula that turned deadly. An elderly woman was hit and killed. The suspect is accused of driving while drugged. And this happened at a drivethru walgreens. One of course the death of the woman here at the walgreens on 3rd avenue in san mateo. The other is the suspect charged with driving under the influence of drugs. With medical marijuana here and the possibility of legalized marijuana down the road its it is a whole new day for prosecutors. I thought nina was an amazing vibrant person. Reporter shes speaking of nina faulk, fatally injured in this walgreens parking lot friday afternoon when a woman backed over her with her minivan. She remembers faulk from when they were neighbors. She spoke four longs. She traveled the world. She was in her 80s and she was still doing yoga. Reporter clearly this is a tragedy. Whats not clear is what to do with drivers under the influence of drugs, a problem increasing in the state. Traffic deaths in california were down nearly 40 between 2006 and 2010 but the number of drugged drivers is increasing and 1 3 of all drivers killed after 2011 tested positive for legal and illegal drugs. There are even studies that suggest that a little bit of marijuana in your system makes you a better driver, and those studies are often invoked by Defense Attorneys and defense experts. Reporter former San Mateo County prosecutor dean johnson, now a defense attorney, says driving under the influence of marijuana convictions can be difficult. Where alcohol is involved we think that everyone over a. 08 is impaired. We dont have an equivalent number for marijuana. Reporter johnson said theres also some debate about prescription drugs. Some of those drugs if taken in moderation might actually make you more awake and more alert and a better driver. But some of them if you take them youre in effect unconscious and you shouldnt be behind the wheel of anything. Reporter johnson says there are still ways to convict someone who is driving drugged, for example, Law Enforcement can observe slurred speech. They can also give a field sobriety test. Nearly a week after a Driver Fleeing Police killed a teenager on his razr scooter investigators now believe they have their man. Sonny anderson of san lorenzo was arrested in newark today. Hes accused of killing a 14yearold in san leandro on tuesday. Now, anderson allegedly plowed into the boy during a highspeed chase that began when officers tried to pull him over. The car anderson ditched is how investigators were able to track him down. Apparently anderson was arrested in that car before. In fact, police say he has quite the criminal record, which includes trying to kill an elderly woman and stabbing animals at a petting zoo. A deadly accident at a san jose parking garage right across from the main jail. A man drove into a parked car this morning and his own car burst into flames. He died inside of his car. Witnesses tried to help but the car was too dangerous to approach. A Sprinkler System in that garage kept the fire from spreading, but several cars were damaged.
