Lets talk about russia. Obviously friday is the big meeting with Vladimir Putin. Who is known as a master manipulator. I mean this guy studies up. He knows his subject. He certainly will know how to press the president s buttons. How should the president for this . Listen. If Donald Trumps brand is the author of art of the deal, Vladimir Putins brand is former kgb spy master. I think this is really where the rubber meets the road with everything donald trump thinks he can do to an adversary. Vladimir putin has already done it, and then some. So i think that the white house has successful lowered the bar so low that if it were any lower it would be underground, oh, hes winging it, theres no agenda. I dont buy that. Obviously there is a plan to exceed expectations which are less than nothing. But the fact that hes going into a meeting as a representative of this country and hasnt sort of affirmed that he will do what jeremy bash describes as poke a finger in Vladimir Putins chest and say, hey, when it comes to our democracy, i got this, vlad, is disturbing. I think the answer to Hallie Jacksons question was obviously meant to manage expectations to say that he will take it to russia a little bit. But the fact that he insists on throwing other people into the mix when we know that simply wasnt the case continues to be a disturbing sign that this cloud about collusion with russia will hang over him no matter where he stands. What options are on the table for President Trump when it comes to north korea . We are joined now by nbc News Senior National security and counterterrorism analyst michael leiter. Michael, lets start by talking about why this test of an icbm was game changing. It is not so much because the north koreans fear they will attack us first, but they will soon have the ability to retaliate for any we or our allies take. Thats right. Theyve had a Nuclear Weapon since 2006 but no ability to miniaturize it, then deliver it to the u. S. Homeland. This now shows they have the missile ability to potentially reach. That simply takes options off the table for the United States. Lets talk about the options that are still on the table. The first one is called a military or surgical strike. What would it look like, what would the targets be . Well, this is really hard. But you could go after a number of sites. You could go after mobile missile launchers and other missile sites in north korea or nuclear facilities. But the problem is they are very deeply hidden and we are very vulnerable to counter attack. As you talk about counter attack, there are enormous risks associated with any military strike we conduct. Thats right. Within 50 miles of the border you have 26 million koreans, 130,000 americans. Japans within range of numerous missile systems. This is really hard. Lets say military strike is a bad option at the moment. Terrible. Lets talk about sanctions. Weve imposed sanctions for years, and yet kim jongun continues to act badly. Why arent they, woulding . Working . Mostly because 85 to 90 of north koreans trade is through china and china has not clamped down. Until china does that on oil and other critical matters, it probably wouldnt affect them. Weve also seen them be aggressive on the cyber front as well in the u. S. And in the region. Sanctions keep us vulnerable as well. This is why you hear people say, these are bad options, sanctions and a military strike. So what about diplomacy . Theyll say, why dont we sit down face to face with the north koreans and talk about these issues . But isnt that what kim jongun is looking for . He probably is, but we are getting closer and closer to being willing to. But i think at this point we cant get into his provocation. On that front we have to make clear that were going to continue this training with the south koreans and show that we are one, because kim jongun wants to separate us from south korea. And eventually, we may simply have to accept that we are going to live with a nucleararmed korea. Face to face diplomacy. What message does that send to other rogue regimes who say, wait a second, if i act badly, i can get face to face negotiations. Absolutely. With all of this diplomacy we have to work hand in hand with south korea. And then also make sure china moves along with us and doesnt align north korea. Michael, thank you very much as always. A concerning update, matt, to report this morning on the condition of House Majority whip Steve Scalise who was shot during practice for a congressional baseball game three weeks ago. He was readmitted last night to this hospital. This is a live shot. Tom costello has the latest on the congressman. Reporter good morning. He was 1 of 5 people shot on that baseball field three weeks ago, shot in the hip, youll recall, and trauma surgeons said at the time it was a very serious injury breaking bones, hitting internal organs, causing significant bleeding. And now doctors say they are concerned about an infection. This morning, a setback for congressman Steve Scalise admitted back into intensive care after the 51yearold was shot in the hip at a Congressional Baseball Team practice last month. Med star Washington Hospital releasing a statement overnight, reading, in part, congressman Steve Scalise has been readmitted to the intensive care unit due to new concerns for infection. His condition is listed as serious. The louisiana congressman and four other people were injured june 14th when a gunman opened fire on a republican baseball practice in alexandria, virginia. U. S. Capitol police and other officers returned fire and killed the gunman, later identified as james hotchkinson. Scalise who was seriously wounded has undergone several surgeries and had been improving in recent weeks. Capitol hill staffer zack barth and two capitol hill Police Officers were also wounded. They are all expected to make a full recovery. Overnight politicians from both sides of the aisles sending scalise good wishes via social media. Dr. Roger marshall, congressman from kansas and member of the republican Baseball Team tweeting, please join my family in praying for steve, jennifer and their kids. And House Democrat jamie raskin from maryland wrote prayers and thoughts with congressman scalise and his family. Scalises staff is down playing the gravity of the situation being moved back to icu insisting it is really a precautionary move. Doctors are expected to release more information later today. This morning we are learning new information about the man who shot and killed a female new York City Police officer in an unprovoked attack after the citys fourth of july celebrations. The 46th precinct where was the officers home was away from home, especially respected and well known because she grew up in the neighborhood. She protected them where she gave her life. Trib duutes in cards and flower are being left on the doorstep in a community that is heartbroken. No officer should ever being ambushed trying to do his or her job. Reporter prayers of comfort for the distraught family of officer familia. So determined to wear the blue she left her job as a nurse in her mid 30s to become one of new yorks finest. Breaking overnight, a powerful earthquake roused people from their sleep in western montana. It was a 5. 8 quake, struck 11 30 local town near the town of lincoln, montana. This is an area of the country not known for earthquakes. It was felt as far away as spokane, washington. No immediate reports of injuries or major damage but there were scattered Power Outages in the area. Hobby lobby has agreed to pay a 3 million fine to settle a federal case over smuggled iraqi artifacts. The arts and crafts chain has agreed to forfeit thousands of artifacts. Prosecutors say those items were brought to this country illegally in packages that bore shipping labels that inaccurately described their contents as ceramic tiles. In a statement hobby lobbys president said they didnt know the items were from iraq and has put safeguards in place to ensure future acquisitions are properly vetted. United airlines apologizing once again, this time for giving a toddlers seat away to a standby passenger and forcing the boys mother to hold the baby in her lap for entire flight. She says she bought two tickets for her trip from hawaii to boston but during a layover in houston a standby passenger came onboard and told her that her 2yearold son was in his seat. Well, she notified a Flight Attendant about the confusion but apparently was told the flight is full. So the teacher held the toddler in her lap for the flight, which was 3 1 2 hours. United says gate agents incorrectly scanned the boys boarding pass showing that he was not on the flight. The airline says it is going to refund that ticket and provide a travel voucher.
