San francisco downtown, 62 degrees. Over the next couple of days, temperatures cool off more and theres a chance of seeing some of the green stuff, rain on the radar as we head towards tuesday. We will talk about that coming up in 15 minutes. We will stay tuned for that. Thanks. As you likely know, today is the 15th anniversary of the 9 11 terror attacks. A day when nearly 3,000 died. A day that this nation has promised never to forget. Jay gray is live in new york near ground zero where Memorial Services have taken place this morning. Good morning to you, jay. Reporter good morning. Always good to talk. Breezy more thanning thning herg in new york. A somber time. You can see one world trade over my shoulder. It has become a hub of International Business but Hallowed Ground where thousands have gathered today and millions will across the country throughout the day pausing to honor and remember. There was debris falling from the tower. It was pitch black outside because the smoak had blocked out the sunlight. 15 years. People started screaming and running and saying run for your life. Dont look. Just run. And so we started to run and run. What was happening was the tower was collapsing. The memories and images have yet to fade, nor has the resolve. Literally, out of the ashes we have rebuilt stronger and taller. Reporter in new york, washington, and shanksville, reminders every day. But on this day, the anniversary of the attacks, the nation pauses to remember. And reaffirm a commitment to 2,996 lost. A promise made by firefighters who raised this American Flag from the rubble that day. The symbolism of what they did in raising that flag is really what resonates with people. Reporter it has been lost for more than a decade, only recently recovered and returned to ground zero where it continues to inspire a nation that refuses to give in to terror and refuses to forget. That flag a big part of the opening to the memorial here this morning. They have suspended their campaigns for the day in respect for this day and what it means to our country. That bell toll followed by a moment of silence at 8 47 a. M. Eastern time to observe when first plane hit the north tower at the World Trade Center. A second moment of silence was observed at 9 03 when the south tower was struck. All the names of the twin tower victims were read after those moments of silence. As jay gray mentioned, republican president ial nominee donald trump is at ground zero this morning. He is accompanied by former new york mayor rudy giuliani. He was the mayor at the time of the attacks. Hillary clinton is honoring the victims at this mornings ceremony. And this is a live look now at First Responders plaza in San Francisco where a ceremony to remember those two died is currently taking place. A piece of the World Trade Center is part of the ceremony. The Fire Department and the family of betty ong brought the piece to San Francisco. Ong was from San Francisco and she died working as a Flight Attendant on American Airlines flight 11. The plane that hijackers f s fl into the north tower of the World Trade Center. In other news, a local family is mourning is in mourning this morning. Their 3yearold son killed by a suspected drunk driver. We have new information about that driver under arrest. We have learned more about the victim of the crash. Elijah dunn was weeks away from turning 4. The grandfather says he is numb over the death of the sweet boy who always had a smile on his face. I apologize this is different video than the story were talking about. We do want to tell you that the victims grandfather tells us elijahs mom left his home with her three children but ran out of gas on 680. We first told about you this accident yesterday morning. She pulled over her camry to a wide shoulder of 680 out of the way of traffic. Thats where the chp says a female driver in a white suv hit them. People say its nobodys fault. But its the persons fault who god behind the wheel driving under the influence. The chp arrested 39yearold yarnett malahan on suspicion of driving under the influence and gross vehicular manslaughter. A search indicates shes related to a county sheriffs deputy. The two other children in the car suffered minor injuries and their mother was hospitalized for broken ribs and a fracture in her back. New details now in a 20yearold cold case. Investigators say they found what could be human remains in the search for a missing calpoly student this week. 19yearold kristin smart disappeared without a trace on memorial day weekend in 1996. Over the last week, two dozen fbi agents and sheriffs deputies focused their search digging in an area overlooking campus. They say they found personal items, including remains, during the excavation. It could take the fbi months to find out whether those remains are human and if so who they belong to. This was the scene in downtown san carlos yesterday afternoon when a car plowed into a building. It happened on laurel street near san carlos avenue around 1 30 in the afternoon. Police tell us the 78yearold driver accidentally hit the gas pedal instead of the brake. The building, its vacant. Luckily no one was hurt. Urban shields continues this weekend despite demonstrations against the Law Enforcement training on friday. Throughout the bay area this weekend, First Responders are being tested in tactical operations. Teams will respond to mock fires, ems scenarios and fake bomb threats. The training, of course, falls on this weekend of the 15th anniversary of 9 11. Organizers say its a grim but realistic reminder of what First Responders can face on the job. We can be better prepared and better trained as First Responders for an incident like 9 11 or anything else like we have seen in the country this last year if we train right. We need our First Responders trained. Friday, hundreds protested against what they call the militarization of police at the fairgrounds where much of the training is taking place. 20 of the protesters were arrested. A developing story overnight in the south bay. Security cameras capture a person in a hooded sweatshirt on the left of your screen lighting that car on fire and then jumping into the passenger seat of a waiting car and driving off. This happened just before 3 00 this morning near the intersection of keldon drive and keldon court. A neighbor shared this security footage with investigators. It was extinguished in minutes after fire crews arrived at the scene. Investigators with the Fire Department are working to track down the owner of that car. Its 7 09 right now. That will lead to a cool day. The clouds that have been with us over the past couple of mornings, the marine layer starting to push back. Thats leading to cooler natural ac. Thats going to be with us as we head through the afternoon today. A cool breeze. Many of us in the 50s. 54 in the north bay. 55 in San Francisco. 59 right now in the trivalley. 58 in the south bay and peninsula. Look at the highs this afternoon. 73 for the peninsula. 79 for south bay. 84 for the trivalley. San francisco will see another cool day with temperatures near 62. The fog is with us this morning. That will peel back by noon. I put this into motion, we will get a little bit of cloud cover for tonight as the fog starts to push back in. A trough that will dig into the western part of the country. Thats going to move over us as we head towards tuesday. Thats going to mix out our air. We will not see as much cloud cover at the coastline. The next couple of days we will see clouds. Tuesday, more in terms of cloud coverage. This will be our system we will track. We will talk about that in a little bit. Good news as the natural ac blows through, the air quality does return back into the good k category everywhere. Here is the setup. We have High Pressure thats sitting out across the pacific. Our storm track to our north the storm is lined up across the Pacific Northwest and gulf of alas alaska. Thats the trough i was talking about thats going to move this way monday and tuesday. Not a huge storm system by any means. Not going to produce a lot of rain. Most of us wont notice it. Its going to be isolated to the coastline and Higher Elevations. The Santa Cruz Mountains from highway 17 up towards San Francisco, thats where we will have the best chance of seeing showers. You will notice what im talking about. A lot of the activity, even every morning through tuesday, will be at the coastline, drizzle, mist. Look what happens Tuesday Morning. We get an enhanced lift with this trough that moves through. We will have more spotty showers Tuesday Morning, anywhere from the Santa Cruz Mountains over towards San Francisco and even over near places like mill valley, over towards the higher elevati elevations. Most of us wont see the rain unless you are traveling through some of the Higher Elevations. Or if you are venturing into San Francisco Tuesday Morning. Keep that in mind. You may run into slick roads. You know how it gets when we get the first rain of the season. The oil on the roadways comes up to the surface and creates slick roads. Its not going to be much rain. Were talking about a couple hundredths of an inch. A lot of this activity will be concentrated to the Santa Cruz Mountains. Higher elevations. If you live in the valley, dont expect much from this. We are just Getting Started with the rain season. Temperatures back into the 80s for the inland valleys. 70s around the inner bay. 60s at the coastline. Inland valleys will stay dry. The east bay, south bay, north bay, dont expect. Temperatures will cool off. 70s by monday and tuesday. San francisco, if you are headed into the city on tuesday, keep that in mind, you will run into showers. I think more so coming across the golden gate bridge, bay bridge and across highway 1. Coming up a debt collector usually hounds you after a bill sun paid. What if you never got a bill in the first place . Three frustrated families speak up next. Nbc bay area responds to three families who needed to nbc bay area responds to three families who needed to call an ambulance for help. Now years later, they are all facing another shock, unexpected collection notices to pay for the ride to the hospital. Reporter these were no small collection bills. Were talking charges between 1700 and 3300. All received collection notices for something that happened nearly two years ago. In some cases, too late to file for insurance. We get this bill in the mail. It was from a collection agency. I said, what is this . Reporter Kenneth Howard couldnt figure out why he was getting a collection bill from an ambulance ride he needed two years ago for chest pain. Very strange to receive a bill two years later when you have had no communication with that company at all. Reporter never got a bill . Never got a bill. Reporter ellen got a similar collections bill for her husbands Ambulance Service. It was very irritating, because i try to make sure all the bills are paid for my parents. Thats my job. Reporter a collections notice arrives. This time in stevens mailbox for his elderly fathers Ambulance Service in 2015. Kenneth, ellen and steven have one thing in common, they say they never got a bill from the rural metro Ambulance Service prior to a texasbased collections notice arriving in their mailboxes two years later. Rural metro said they cant talk to me because everything is with the collection agency. Reporter steven inquired about the bill by calling rural metro directly. Ellen is a retired schoolteacher and kept detailed records of the familys medical bills. Nowhere in her files is a bill for the ambulance ride. I didnt see an ambulance bill. I didnt give it a second thought. I figured it was in somewhere in there and taken care of. Reporter they said getting details from rural metro was impossible. When they called the collection agency, all that was offered was a payment plan. I can give you 20 off today of the total bill. I said, im not going to pay this. Why . Reporter all three laid out their medical payment history. Nowhere was a bill from rural metro for the ambulance rides. Instead, just a notice from a debt collector, a move that can leave a mark on your credit and lead to higher costs. My gosh, theres got to be a mistake here some place.
