The child sustained injuries to his head. 911 was called, and he was rushed to the hospital. Abc7 News ReporterLaura Anthony spoke with Concord Police about what happened. Very tense and a very scary scene when they were getting this call. When we get here, the dog is actually still running freely throughout the yard. One of our Biggest Challenges was getting to that child, getting that child out safely without having one of our officers get charged by the dog. We were able to successfully do that. The child is doing pretty well now, but unfortunately that dog was neutralized by one of our officers. Police say the family had raised the dog as a pup, and it had never shown any signs of aggression before. Were going to have more on this story ahead on abc7 news at 11 00 over on channel 7. Well, let me turn your attention now to the flooding in san jose. San joses assistant city manager talked about where things stand on the vaekdss. As were moving through the 2345i neighborhoods we are able to get people back into their homes. If we encounter homes that are completely unoccupied or unoccupiable if you will, well have to figure out what that plan is. At this point, we have not encountered that scenario. 3,000 people are still under mandatory evacuation orders. That includes 765 homes, down from 1,100 yesterday. A shelter is open tonight at allen Rock Youth Center and will stay open until all evacuation orders are lifted. The mayor says the city will hold public hearings over its response to the flood. A lot of people are upset by how the city handled the situation. Well, the city is trying to figure out how much damage there is in order to get state and federal Disaster Relief funds. Today city workers had dumpsters set up to help people get rid of furniture, piles of clothes, and anything else damaged in the flooding. Oh, its a godsend. Theyre well organized and its really a godsend. The city said it will have dumpsters in all three of the areas inundated by floodwaters. You know, the impact of this weeks floods on peoples lives is really staggering, and its hard to really understand it if youre not dealing with it personally, just seeing the pictures, which are so powerful. Reporter behind the cones, the closures, and the police on storm watch, rox springs in san jose is a wasteland now, a neighborhood with white pict fences in front of mud caked cars drying in sunshine that came a few days too late. This has become a neighborhood of vacuum trucks sucking up water and muck, and residents moving around wearing garbage bags instead of proper rubber boots. How long does a pair of those things last . I can feel already just like water inside already. Reporter if we were to add up the pressing issues in calvins life right now, muddy feet would not even register. In the automobile business, they call this a happy tag attached to every new car. Calvin had yet to make his first monthly payment. Now what . I dont know. What has your Insurance Company told you . Im still waiting for the call. Reporter kind of like how residents say they waited for a call that never came before this neighborhood became a temporary part of coyote creek. This is our house where we used to live. Reporter carlos showed us what remains of his apartment, which now looks more like a river bottom. There was no warning, he told us. Did you think this would happen . No. Did you know you were living in a flood zone . No, we didnt know. Reporter aside from the contents and those garbage bags, next to nothing is all carlos has left. Hes starting a new life, he told us, at age 32. As abc7 News ReporterAlyssa Harrington explains, the baby was born in the car outside the hospital. Reporter a special and fast delivery for kim gooden and dan stone of oakland. Their baby girl surprised everyone when she decided to make her arrival in the back seat of a car. It was sort of a mellow night at home, a slow kind of normal labor. And then within about a half an hour, it just it was mayhem. Reporter by morning, things took off. They got into the car for the short drive to the hospital, but the baby would not wait. The head was already crowning when we got to the hospital. Reporter the family got as far as that driveway. Thats the Valet Parking dropoff in front of the hospital. A nurse who had just arrived for her shift heard screaming and jumped into action. She called for a code stork, an emergency announcement that lets the hospital know theres a baby being born outside. Surveillance video shows the crowd of hospital staff surrounding the car. That nurse has 32 years experience, but thursday was the first time she delivered a baby on her own. I think i was kind of in denial that it was happening and that i was just relieved that there were people there, and i felt very safe, like everyone had it under control. The president is especially outraged at a New York Times story quoting unnamed officials alleging repeated contacts between the Trump Campaign and russian intelligence. Over the weekend, chief of staff Reince Priebus said the story was nonsense. I know what they were told by the fbi because ive talked to the fbi. I know what theyre saying. Reporter now the president is furious about new reports priebus pressured the fbi to knock the story down. Such pressure could violate longstanding policy prohibiting white house interference in ongoing investigations. Im against the people that make up stories and make up sources. They shouldnt be allowed to use sources unless they use somebodys name. Reporter ironically the white house itself today organized a briefing for reporters on the story and insisted that officials be quoted anonymously. One Top White House official at the briefing, who insisted his name not be used, said there was no pressure on the fbi. In fact, the official said fbi director james comey dismissed the New York Times report into the russian connection as, quote, total garbage. Director comey was at the white house just last month, praised by the president. Hes become more famous than me. [ laughter ] reporter but when chief of staff priebus asked comey if the fbi would publicly dispute the New York Times story, the fbi director said he could not do that. None of this seemed to matter to the crowd at cpac, the largest annual gathering of conservative activists in the country. Trump skipped it last year. This year, a triumphant return. Now, the draft is dated february 10th, and its unclear if the plan has since been updated. The proposed bill would eliminate sub citizendies for people to obtain coverage. Also the mandate for people to buy insurance would be killed. Instead, the plan calls for a tax credit which would increase based on a persons age to help recipients afford insurance. That credit would be between 2,000 and 4,000 per year. It also includes 10 billion per year in state innovation grants, which could be used by states to help sick people get coverage and stabilize premiums. Now, after seeing the draft, democratic senator chris murphy went on a tweet storm, slamming it. In one tweet, he says, you get a couple thousand bucks to help you buy insurance. Thats it . The los angeles resident says he was heading down a run with friends in near blizzard conditions late tuesday when he accidentally veered out of bounds and found himself in chestdeep snow.
