There are new claims of Sexual Harassment in the San Francisco Fire Department. This time, it involves a high ranking firefighter who is now demoted. Kpix 5s emily turner is following this story for us. Emily. Reporter the department is run by a woman. It employs the most women in the country and yet a series of Sexual Harassment cases has the entire department in hot water which is the situation many of its own women say shouldnt be in. The Fire Department under fire. I personally am offended by whats going on and how female firefighters are looking. Reporter yet another case of Sexual Harassment in the department this one involving the number 3 man, assistant deputy chief ken lombardi now demoted to captain with an accompanying cut in pay. Its a Personnel Matter under investigation and i respect the process and the process has to continue and conclude. Reporter lombardi was the head of support services for the department in charge of the equipment and earthquake preparedness. Source say there were several cases of Sexual Harassment involving a female civilian subordinate who worked in his department. I support the chief to make sure that everybody complies with the most modern, um, equal opportunities obligations we have. Reporter lombardi demotion comes on the heels of allegations last month of intimidation and hazing of a female firefighter at station 2 in chinatown. Even the departments own women agree it looks bad. But at todays Fire Commission meeting they say it shouldnt. And imply the story is just beginning to unfold. I think that as we let the story go on without telling factual details not only allow our reputation as a department to be tarnished, but more importantly we hurt the bond thats grown between our brothers and sisters over the last almost now 30 years. Reporter now, what those Additional Details that female firefighter was talking about are we havent been told on the record yet. But in the chinatown case, two firefighters have been transferred out of that fire station. The planned change of command there, though, we are told is currently on hold. Emily turner, kpix 5. The video you saw in our story of lombardi is from when we interviewed him in 2014 for an unrelated story. He hasnt commented on the Sexual Harassment investigation. From the Fire Department to the Police Department, the Justice Department reviewed the San Francisco Police Department and found a lot not to like especially how officers treat minorities. So the feds have some suggestions. Some of the key recommendations include improving tracking of officers use of force, regularly checking officers electronic communication devices to determine whether they are being used to communicate bias, and strongly considered giving officers stun guns as an alternative to using lethal force. But in San Francisco there is quite a but the of opposition to police quite a bit of opposition to police getting tasers. We are asking, should Police Officers carry tasers . Reporter while the development didnt find racial bias by officers, it found blacks and hispanics were far more likely to be stopped and searched. We also found that the majority of uses of force in jenot the majority but at least 34 were also people of color. Reporter among the 270 recommendations that included ending chokeholds by police or firing at cars, there was also a controversial call for police to start being armed with tasers. They said if you are really serious about reducing lethal shootings, put tasers they are best practice. Reporter maybe, but stun gun opponents have repeatedly stopped it saying that it could effectively lead to more trouble. We need to Start Talking about the reforms that need to happen because if the reforms dont happen before tasers are introduced, youre going to have actually potentially an even worse situation. Crunching the data will help us save lives. Thats very persuasive. You can increase the number of officer involved incidents because of the availability of tasers. The use of tasers is an effort to try to save peoples lives. Reporter how that effort will go from here remains to be seen. It is being taken up tonight at the Police Commission and probably in the weeks to come, as well. Reporter im glad you brought that up because it was questions about Police Conduct that led to the resignation of former chief suhr. They are down to about the final stages of the selection process. They have 10 candidates, five from within the department, from from without. Right now what the Commission Wants to do is they are going to put everything on hold so they can sit down with all the prospective candidates and say okay, this is the plan, how would you implement it . This year the countys civil grand jury got word of violations and recommended an audit. The police chief has denied any violations and says the audit is politically motivated. The auditor will release results momentarily. Right now, an East San Jose neighborhood is on lockdown as police negotiate with an armed suspect. Officers and hostage negotiations teams have swarmed the area near clarice drive. It started after police say the man tried to steal merchandise from Oreillys Auto Parts on tully road this morning. When officers got there police say he ran into a neighborhood forcing his way into three homes and holding a woman against her will. One witness claims he was carrying a knife in hand. So far, no injuries. A man is under arrest accused of starting a fire along a popular east bay trail. Pleasant Hill Police Say 48 yearold mark smith is a transient and fire broke out last night along the east bay municipal utility district trail in pleasant hill. Its just one of 20 suspicious fires on trails in the area recently. Most of those fires were near wooden fences and private homes. Some people are surprised to learn a possible arsonist is targeting their community. Its kind of sad because its a nice area and quick walk from work. Its too bad. Police arent saying if smith is suspected of starting the other fires, as well. Once upon a time the jungle was one of the biggest homeless encampments in the country. San jose cleaned it up but it is still a problem. And today, kpix 5s kiet do shows us it has become the backdrop for a big campaign push. Reporter the big push has begun to convince voters to approve measure a. I got to say this is one of the filthiest press conference locations that we have ever been to. And thats kind of the point. We are at the site of the old jungle steps away from piles of rubbish and human waste where there are still encampments popping up nearly two years after the city shut it down. Elected officials announced the results of a new poll that says 69 of likely voters would vote yes on measure a. The poll itself was funded by the campaign. If it passes, measure a would build more Affordable Housing by imposing a parcel tax and raise nearly 1 billion. Whats it going to cost me out of pocket. So the measure is 12. 66 per 100,000 of assessed value and essentially that means about 60 a year. His name is tim sloan. He has been with the company for 29 years. Until a few hours ago he was he is the chief operating officer. Checking bay area headlines, hayward sheriffs deputies are investigating the death of a woman found in her home on princeton street as a homicide. They broke down her door last week when someone smelled something bad in the house. The cause of death is under investigation. The Concord Police k9 stabbed by a suspect is home recovering now. We are told there is nothing too suggest that the dog wont make a full recovery. Police shot and killed the suspect yesterday. He is Dominic Musselman of antioch. Officers started chasing him with the k9 after a call about a man being stabbed. The officers are on paid leave during the investigation. A boat that capsized in the San Francisco bay is towed to harbor. The plan is to raise the boat to the surface tomorrow morning. 30 people had to be rescued on saturday when the boat went under near pier 45. Everyone is doing okay.
