Ocean beach would be hit harder. 80 of the area where dogs can currently run free would be turned into a leashrequired zone. A lot of the slopes are closed as crews work to trigger controlled slides. Alpine meadows and donner ski ranch completely shut down. And parts of heavenly, squaw valley, kirkwood and sierra at tahoe were forced to close. Roberta is tracking this snowstorm up there. Whats so amazing is i always have people email me or on facebook or twitter asking me, when is a good time to travel up to the tahoe area . And i try to give them the Weather Forecast and let them make their own decision. I dont like to give advice. But in this case i have had people ask me when can they come back home because they are stuck in the tahoe area. And yeah, it was a blizzard there yesterday. 80 to 100mileanhour winds in the highest elevations. Today we still have one to three inches of snow expected there. But theres a whole lot more coming. Take a look at our computer model. It suggests at this particular time over the weekend, we are going to see significant snowfall up to 11 feet of snow in donner summit. However, this is about 8500 feet to 9,000 feet in elevation. At lake level, we are forecasting 18 inches of rain so there will be significant flooding at the lake level. Please be very mindful of that if you are going to be traveling to the high sierra. Today is a great day to ski still, one, two, three inches of snow. Tomorrow bluebird sky. So perfect boarding and skiing conditions. Hidef Doppler Radar this is live not picking up a raindrop in sight for the first time in 2010. We have a 48hour window for you to get on outside and get it done because this plume of moisture is going to be transporting rain from the tropics into the bay area and slam into the Santa Cruz Mountains. We are forecasting about a foot of rain there over the weekend three to six inches of rain across the immediate bay area. Four to seven in the north bay. Right now, cloudy skies, temperatures colder than they have been all year long. 32 degrees santa rosa. Otherwise we are in the 40s. The winds are flat but we have fog from petaluma, santa rosa and napa. A cool day today, brisk but well have some sunshine. 50 to 55 degrees. Well track that incoming storm together but right now lets send it back on over to kenny. Theres a scramble to clean up the mess in the Santa Cruz Mountains after the last storm before the next big round of rain arrives this weekend. Reporter kenny, county crews fear there may be some widespread damage this weekend from the upcoming storm because the ground is already saturated. You can see just by taking a look at any of the soil here in the Santa Cruz Mountains, just how soft it is. Now, yesterday, crews worked nonstop to clean up the widespread damage from yesterdays storm. Were talking toppled trees, downed power lines, mudslides, road closures, and this weekend a monster storm is expected to bring down several inches of rain here in the Santa Cruz Mountains. They say they are bracing for whats to come. You will see some damage on the roads and well see some road closures. Trees will come down. We may have some mudslides. And then hopefully no slipouts on our roadways. Theres a lot of soft edges along these roads. And you do see mudslides. Its pretty prevalent and normally the rain here is pretty heavy. Reporter now, i spoke to the director yesterday for quite some time. He says the Public Works Department is a small crew. They are responsible for the entire county here so they worked really hard yesterday to clean up the mess but as of this morning there are still some road and lane closures. Now, the county director says you know what . For people who live here, um, you know, prepare for the worst, but hope for the best. And the worst, they say, could be the shutdown of highway 17 because of rock and mudslides as we have seen in the past or those rivers and creeks rising. Remember just a couple of days ago, yesterday, there was a Flash Flood Warning that expired and, you know, i have been talking to roberta this morning and she said the best thing to do the best advice, is just to avoid highway 17 completely this weekend. Bart, ace, muni on time. The ferries, 6 a. M. , 6 30 a. M. , 8 30 a. M. Ferries from vallejo to San Francisco will be replaced by buses. I guess the 6 a. M. Doesnt matter because its 6 07. But that goes the same tore 2 30 p. M. And 5 30 p. M. Trips from San Francisco to vallejo. And then 7 25 a. M. Alameda ferry, 7 40 a. M. Oakland ferry to south San Francisco are canceled due to mechanical problems. So thats your update there. If you want more throughout the day check out their website. Heres a look at the traffic on the Altamont Pass. Its been terrible all morning due to a couple of problems. Lets start with the crash. Westbound 580 before grant line road its a twocar crash blocking the number three lane and then as you inch your way through towards north flynn road we have two potholes now. We are reporting one but now there are two out there large potholes and caltrans is on their way still to fill those potholes so still avoid the right lane altogether at north flynn road and after north flynn road so north tracy boulevard to the Altamont Pass will now take you up to 35 minutes and then it frees up through livermore on to the dublin interchange. Heres a live look at that slow commuter traffic. Moving on now to the toll plaza, the bay bridge, those metering lights are on so traffic is starting to back up towards the maze there. Three dozen people are forced out of their apartment this morning after a fire ripped through a complex in concord and at one point the flames were so intense that kids had to jump out of the windows to escape. It happened at the lakeside apartments. We are told that it started in one unit and quickly spread to others. Crews had to cut off the utilities and are hoping to get it restored sometime today. He cause is under investigation. Reports indicate it may have been a car bomb placed near the entrance used by judges and prosecutors. The incident follows a string of attacks carried out by the Islamic State including at a nightclub where 39 people were killed during new years celebrations. Today Community Leaders will join San Franciscos public defender to call for charges against the Police Officers who killed a man almost two years ago. The person was shot and killed in the mission in february 2015. Police officials initially said the officers opened fire as perez lopez charged at them with a knife. Witnesses contradicted that claim and an independent autopsy found that all 6 bullets entered his body from the back. Todays rally starts at noon at the hall of justice. California lawmakers could soon overhaul the states bail system. Right now bail is set after a person is arrested. The accused person has to either pay up front or pay 10 of the money to a bond company. According to the Public Policy institute of california, the median bail in california is 50,000. That equals out to 5,000 payment to a bail agent regardless of whether the person is guilty or innocent. You got people sit there is for months because they dont have a few hundred dollars to be able to get out of jail. Its a way to basically punish people and keep people in jail who are poor. Lawmakers are still working on the details of how they will change the system. But senator hertzberg said that the defendants who are dangerous or a flight risk should still be held until trial. In pennsylvania, drivers are doing their best to focus on a rainy road when something terribly distracting happens. A giant spool of wire falls off a truck and has no intentions of stopping. It was right on route 40 when this massive wheel of wire went for a spin. This is a long spin. It passed four cars, hit a guardrail, busted through two lanes, and didnt stop until it crashed into a median and yet another guardrail. Came very close to cars. Only the spool had damage. And not the vehicles. But what do you do . You have this giant spool heading toward you . Yes. You have to be alert. Can you imagine calling if it had hit a car . Calling the Insurance Company saying im trying to file a claim i got hit by a spool of wire. [ laughter ] what would do you. If you are lucky enough to survive it, right . Oh, yeah. I was driving down the freeway a month ago and somebody lost their tarp and it wrapped around this car next to me. The guy couldnt see where he was going. It blinded him. He never get behind anything carrying anything. Trucks that hold the cars. Wonder if uber on autopilot would catch that in. Thats a good question. Right . Got to work on it. We have two major potholes causing trouble all morning westbound 580 at north flynn road socal transis still on its way to fill those holes so chp just says avoid the two right lanes altogether. Also, another crash along the Altamont Pass. Thats westbound 580 before north flynn road a fourcar crash on the shoulder. But adding to the slowdowns here, as well. Frees up through livermore on to the dublin interchange. Heres a live look at that commuter traffic. Altamont pass to 680 will take you about 17 minutes. And if you are getting on the san mateo bridge, expect some delays here from hayward to foster city. Traffic has slowed down significantly so thats going to take 20 to 25 minutes between 880 and 101. And then if you are going into downtown San Francisco, heres a live look at the toll plaza. Those metering lights are obviously on there. So the maze to downtown will now take you 22 minutes. Lets talk mass transit now. Bart is on time. Ace train is on time. Now we have a vta light rail delay of 20 minutes and thats due to an earlier power outage. And also, for the first time this year, were kickstarting our morning with no delays at sfo due to the weather. Right now, boy, its cold these are the coldest temperatures so far in 2017. 32 degrees in santa rosa. Its in the mid40s across the board from the peninsula around the rim of the bay back through our inland areas and into San Francisco. Visibility a little bit of an issue at oakland airport. 7mile visibility through to the north bay but an improving situation in petaluma down to less than half mile visibility due to fog. Half mile now in santa rosa. The condition hasnt deteriorated as far as visibility is concerned in napa. All right. Heres what you need to know today. We have a 48hour window of no rain. Thats today and tomorrow. So whatever you need to do outdoors just get it done or any errands you may need to run. Because saturday and sunday, we have heavy rain moving into the bay area. We have some breezy to downride windy conditions. We have rain in the forecast through january 17. A plume of moisture streaming back to the Hawaiian Islands about 40 miles wide. So the direction will change to the north but now its consistent. Hard hit areas will be the Santa Cruz Mountains, big sur area, and san luis obispo. All this plume is tapping into subtropical moisture. Its a warmer system. Rain will move into the area on saturday. Today dry, friday dry. But right there, thats the leading edge of the precipitation moving in overnight friday into saturday morning. When you wake up, periods of heavy rain. It rains through sunday. Saturday night to sunday i believe thats when we are going to start to see some hydro issues in the form of flooding, urban and small stream flooding advisories issued sunday as well with the gusty winds up to 40 Miles Per Hour, i believe. Keep in mind up to the past 48 hours we have seen nearly 7 inches of rain in ben lomand. You couple that up with anywhere between about 5 and 12 inches of additional rain in the Santa Cruz Mountains, thats why were jumping up and down saying be prepared. Today and tomorrow, good boarding and skiing. Over the weekend 11 feet of snow expected above 8500 feet. 18 inches of rain at lake level. 7 25 sunrise. By the time it sets, temperatures 50s to 55.
