Reporter for families commuting southbound on oil 87 through downtown, they may not be getting home until late because traffic is at a standstill. Its been this way all afternoon ever since this very strong storm hit early this afternoon. The intense downpour seemed to catch everyone by surprise including drivers along the southbound lanes of highway 87 fire that downtown san jose. Debris led to snarled traffic all afternoon after lanes were blocked. Storm drains clogged with leaves were a problem for palo alto. Cars splashed through the water and people in the streets had to sidestep 3 puddles stepped right through. It was deep and wet. Reporter others ran for cover not expecting so much water to fall in such a short period of time. I was surprised that the water had come up about 3 a lot of places and taking me by surprise yesterday. Reporter live in san jose, caltrans has been working on the flooded highway 87 problem all afternoon. It seems they have just moved in some highpowered vacuuming equipment to vacuum up whatever debris was blocking that storm drain. So traffic should be moving along. Its still stuck at this hour. The pg e utility vault blew its cover on montgomery street between sacramento and clay. Smoke also started pouring from another manhole nearby forcing firefighters to close the street. All of the heavy rains we have had in the past 24 hours, that might have had something to do with it . Could be. You know, thats what we were wondering if thats what it was, a big short or something. Pg e is still looking into the exact cause of the explosion. And the rain canceled classes for students at Silver Creek High School in san jose. Kpix 5s ryan takeo is at Elsie Allen High School where students witnessed it. Reporter liz, the stabbing happened at an Alternative High School here on campus. Students say the weapon used was a common classroom item. It happened just before 1 00 this afternoon at Elsie Allen High School in santa rosa. Students say another student at the midrose student stabbed a teacher with a pen or pencil starting a lockdown. So what happened from what you saw . Oh, i just saw like a bunch of kids like running like over there in the back where it like happened and i just saw like someone like on the ground and then the ambulance coming and the teacher like screaming at to us go to class and thats when the lockdown began. Reporter whats that like . Scary. Everyone was scared and like panicking. Reporter the student ran off after the attack. The school was on lockdown for nearly two hours until police made an arrest at a home two blocks a watch School Leaders tried to calm parents after the lockdown ended. The lockdown is a safe situation. We always lines are closed, lights are off, teachers are with the students and thats what we did to cooperate with the police. Reporter police have not named the suspect. The students identified teacher as tyler alborn. Emergency crews took him to the hospital but he is expected to be okay. Elsie allen high is near the spot where 13yearold andy lopez was shot last months by a sheriffs deputy who thought he was carrying a real gun but it was a fake. Strikes may have been for nothing. Phil matier says the bart board is poised to reject its own hardfought union contract. Phil, tell me, we dont go back to square one with this thing . We might. We just might be heading there. Reporter bart might make a last move to try to just remove that one part of the package that is so controversial and pass it but if that doesnt happen, we could be back to the beginning. Anything that adds cost to the contract im not able to vote for at this point. Reporter bart and its two biggest unions met this week to go over the cost of the six week family leave package which depending on which side you talk to could cost any from 1. 45 million to 11 million over the course of the contract. And thus drive the total package to over 100 million. So youre rolling the dice on this. We are. This is the way to bring these negotiations to a conclusion. Reporter have you talked this over with the unions . I had conversations with the unions. But im not at this point willing to talk about those conversations. I think theres less than enthusiasm on the side of the unions but i feel a responsibility to the general public and we have to find a way to conclude these negotiations. Reporter union was huddled behind closed doors today trying to come up with their own solution by tomorrows vote but the Service Worker president said the board has three viable options, vote the contract up as it is, vote the contract down, or wait. Anything else will only add confusion. If they say no, where do we go . I cant anticipate that. That really is their decision. Reporter as for the riders reaction to this latest drama . I get on bart every morning for work and i hope they dont strike. They have a job so they ought to be fortunate. They are entitled to what they are entitled to but both sides have not been agreeable. Both sides are not accountable to the public. Reporter and that seems to be the per veiling feeling. Both sides get your act together. But after this much time, this much money and two strikes, the idea of going back to square one, ken, is not selling well with a bunch of people around the bay area that depend on bart to get to work. Everybody is fed up with this. Two strikes, how about a third strike . How likely is it that they will walk out again . Reporter id like to say not a chance because of compromise. But when it comes to bart and the labor unions, as you and i know, especially in this latest round, anything that can happen might including another strike. No question about that. Just moments ago San Francisco Police Released a photo of the man they believe is responsible for a deadly shooting outside a San Francisco nightclub this past weekend. Linda yee in our newsroom with what police are saying tonight. Reporter well, liz, the murder happened early sunday morning in the area of sixth and jesse streets. Two women were sitting in a car that was involved in a fender bender accident that quickly turned into a deadly confrontation. Now, late today police did release this photo. He is the suspect that they have named as the shooter, 23 yearold michael green. He is described as a tongan male, 511, 230 pounds. He has a beard and long layer. Police say after the minor accident, greens companion a female suspect tried to open the door of the victims car in the parking lot and the shooting victim melkiesha got out of the door calm the situation then Authorities Say green approached the victims killing warren and shooting her friend. Police are asking that anyone who knows green to call 911. Back to you. Hundreds of patients couldnt have medical treatment today because of a statewide strike against Uc Medical Centers. This was a pictured line at ucsf earlier today. Two unions representing almost 22,000 patient care and Service Workers called for the oneday strike over a yearlong contract dispute about wages, pensions and staffing. Been telling the university forever that we have staffing problems, were understaffed. We are putting patients at risk. And they try to shut us up. Five Uc Medical Centers and nine campuses were affected by todays strike. A ucsf alone they had to postpone 50 surgeries. From buildings of dollars in the red to buildings in the black, california is projected to have a Budget Surplus in the coming years. A legislative analyst says the sudden turnaround is due to the economy and revenue from new tax hikes. In 2015 the state is projected to have more than 5 billion in its reserve. It wasnt too long ago state of california was making cuts because of a deficit of about 15 billion. An Armed Robbery turned into a hostage situation in east oakland. It all started with a robbery on 83rd avenue at around 11 00 this morning. It turned even more dangerous when one of the suspects burst into a home on nearby 82nd avenue. That suspect then tried to make a break for it but then was caught. During the whole ordeal, a nearby Elementary School went on lockdown. Police believe the second suspect ran through aspire academy during his escape. A first grader told kpix 5 this is the third time his school has been put on lockdown in three months. Three of my friends were crying because theyre scared of some things that happened. Really frustrating when you have your kids at school. You dont even know whats going to happen. Police could not find the second suspect. They cleared the scene and reopened the streets at around 2 30 this afternoon. Other bay area news tonight a suspected burglar arrested after he crashed into a Police Cruiser in emeryville today. Police say the man broke into an estate auction warehouse and thought he was grabbing some valuable jewelry. Turns out it was Costume Jewelry worth about 30 bucks. The officer was not hurt. All lanes of traffic are open tonight on University Avenue and highway 84 in menlo park after a crash this morning. Two women were seriously hurt in the crash near the dumbarton bridge. Investigators say one of the cars crossed over the median into oncoming traffic. No word yet if the rain was a factor. They are calling it the silver tsunami. The baby boomers are all reaching retirement age and most of our workforce is comprised of baby boomers. Reporter this is a workforce of people who use their hands, plant mechanics, instrument technicians, machinists. But there are not many people who can just step into these jobs because these skills are no longer being taught in vocational classes in high school. Theres a real sense of urgency now to retool people, get people back up to the skill level before we lose the generation thats been doing it for a while. Reporter lewis quinn lynn with Laney College is training students to fill the void, because there are more Jobs Available than qualified applicants ebmud teamed up with the community college. I get a good sense of what kind of hiring opportunities were going to have maybe a year or two in advance and i go to the colleges with the Training Programs where the students will have the skills and say, when are you going to have graduates . As a matter of fact we need more. Rainfall officially in the city, we got a nice dose of rain, an inch and a quarter adding to our rainfall totals now for the year we are up above 5. Even though we are still 5. 5 behind the driest calendar year ever 1986, if we got normal rainfall from now to the end of the year we would get there and this will maybe not be the driest year on record. You may not have been so thrilled about the rain if you were trying to get into the city. It was very wet out there earlier today. That low pressure area is hightailing it out of here.
