This is video of a rescue in boulder county. Torrential rain is causing havoc from fort collins to Colorado Springs. Roads are washed out. Homes flooded. And hundreds of people have been forced out of their homes. A handful of drivers had to be rescued from rising floodwaters. As cbs reporter Rick Sallinger tells us, one dramatic rescued played out on live tv this morning. Reporter tree drivers near boulder three drivers near boulder, colorado had to be rescued after floodwaters washed out the road. The vehicles plunged into a fastmoving creek. They rescued two people. Reporter kcnc aired the dramatic rescue live. Rescue workers used an inflatable raft to get to one man trapped inside his car that was upsidedown and partially submerged. They broke the window so he could breathe and gave him a life jacket. Crews opened the door and dragged little to land. All three drivers are okay. They were all able to be rescued and sent to local hospitals with minor injuries, just to make sure everything was okay. Reporter more than half a foot of rain flooded the area overnight. It caused a dam to break in addition to mud slides and power outages. A river of floodwater ran through the university of colorado. Surging water filled parking garages. Watered up to my heels. This is serious reporter it caused soggy conditions in dorm rooms. 400 students are evacuated. The school is closed today. And there is no immediate relief from the rain. Several more inches are expected to come down today. Rick sallinger, conditions news, denver. And it looks like another scary and potentially dangerous afternoon in colorado. You can see for yourself, low pressure anchored over the four corners states and it is pulling up a lot of that moisture and bringing with it the potential for some more heavy rainfall. In fact, things are just beginning to fire up this afternoon. You can see the showers and thunderstorms now beginning to develop. We have some flash flood warnings that remain in effect near Colorado Springs up near denver. We are looking at the potential for flash flooding. Its not over. More on the local weather coming up in a few minutes. Well, here in the bay area, richmonds plan to use Eminent Domain to ease the citys foreclosure crisis went to federal court today. Kpix 5 reporter anne makovec was there for the hearing on whether or not its constitutional. She joins us live with the very latest in richmond. Reporter the judge basically put off the case for now. The banks wanted immediate action to stop richmond from any future plans to use Eminent Domain in this way. But the judge said, that was premature. The Eminent Domain plan approved narrowly by the city council this week clears richmond to try to buy underwater mortgages from mortgage holders at fair market value, reduce the payments so the original homeowner can afford them. And if the banks dont want to sell, richmond would use the process of Eminent Domain to seize the properties. Eminent domain is normally used so a city can get custody of land to build Something Like a new road. In this case wells fargo says using it would be unconstitutional. But leaving court today, the mayor had a message for the banks. Please cooperate with the city of richmond were offering you cash were offering you fair market value for these mortgages the investors benefit reporter no one from the plaintiffs side, wells fargo or deutsche bank, was available to speak on camera by our deadline. Both sides are instructed to file additional briefs for the judge who will make a ruling on this case on monday. Now, if eventually Eminent Domain is used to help struggling homeowners in richmond, the mayor says that that would all be funded in part by an Investment Firm in San Francisco. Gps tracking Technology Helps San Francisco police nab a smartphone robbery suspect. Cops say two suspects robbed a man at gunpoint in the bayview yesterday morning stealing his iphone, wallet and backpack. One of the suspects was found by using the victims phone. A man shot more than 20 times by San Jose Police will get a five Million Dollars settlement from the city. The incident happened at a hotel after a Halloween Party in 2011. Police did not know it was a fake gun that Javier Gonzalez guerrero had as part of his costume. He was shot and wounded when police thought he was reaching for a gun. Negotiations between bart and Union Workers are under way finally again today for the First Time Since a 60day coolingoff period began last month. The union wants bart to handle safety issues like inadequate lighting in tunnels. The main issues though of pay and healthcare are set to be taken up. Both sides have until october 11 to make a deal or we could see another bart strike. Much is said about the massive cost overruns on the bay bridge project. Now newly revealed caltrans documents show the bridges bike path is at least 3. 8 million over budget. A lot of the extra cost is due to problems with the handrail system. The bike path is not expected to be completed until 2016. When it is, it will run between oakland and yerba buena island. There were some dedicated shoppers here. Some people in line as early as 5 00 this morning. An hour after that, that line grew pretty quickly. It actually wrapped around this entire building all the way to the next door nearby safeway. 3, 2, 1, whoo reporter once the doors open, officially shoppers wasted no time cashing in on deals from discount retailer Nordstrom Rack. The Pleasant Hill community has waited and waited for this 47,000squarefoot store since it was originally supposed to open in spring of this year. City leaders came for the big event hopeful that the grand opening could open more doors for the city. It means a stimulus to bring more people from out of the area into Pleasant Hill to enjoy all that we have to offer to find restaurants, shopping, amenities. This is just a terrific day for us. Reporter plus, Big Box Stores like this one typically bring in more jobs. Jobs for people who live in the city, it means revenue for the city so we can put on programs that are valuable to the folks who live here. Reporter however, its not all good news. The deal shoppers didnt bargain for here traffic congestion. The Sun Valley Shopping Center management says they did its best to prepare for this opening. Cones and barricades and people and everybody is ready to make sure that the traffic and the pedestrians are safe and that everybody has a good time. Reporter the parking lot was restriped and traffic flow in the area was recon figured so that nearby safeway gas stations didnt get interrupted. Earlier this summer the Grocery Store tried to cut down on existing congestion in the area by adding four doublesided gas pumps. Safeway tried to do this before nordstroms racks opening. Final reconfiguration hasnt been complete yet. Thats still being reviewed by the city and will be hopefully approved in the next few months and then well do it before christmas. Reporter we have seen a bit of backup but so far it seems like the traffic for the gas station and the mall has been separate. The temperatures now beginning to warm up too. We have some 70s showing up in the livermore valley. Still 64 degrees in San Francisco. 69 in san jose. And 69 also in concord. As we head throughout the afternoon, skies becoming mostly sunny still some patchy fog lingering toward the coastline and then low clouds returning again tonight. But some modest warming on the weekend. High pressure slowliling with into the bay area today. Ever so easily. And well, just enough to warm the temperatures up a few degrees at least inland not a big change along the coastline. Thats going to be the way its going to be over the next couple of days. Still, around the state watch out, some of that monsoonal moisture that we talked about into colorado is working its way into the high country. The possibility of some thunderstorms there. 90s and sunshine into the central valley. Inside the bay you will see those numbers up in the 70s and a few 80s. 60s at the coastline with the patchy fog. And the east bay as high as 86 in brentwood, 84 in livermore and about 81 degrees in Pleasant Hill. As you head to San Francisco today, a little bit of a breeze but not bad. 68 degrees a mixture of sunshine and a couple of clouds. 73 degrees in oakland and about 77 degrees in santa rosa. Looking out over the next couple of days, High Pressure taking over. It will build in slowly to warm up maybe a couple of 90s in some of the valleys. Keeping you into the 60s out toward the coastline and then well cool down on sunday and cooler toward the middle of the week. Well, its a big week for the americas cup. It was around the isle of wyte off the coast of San Francisco. If i want to know more we can come to the museum . Absolutely. That was 13 years ago. Since then, Herbert Loftons brother to brother meetings have touched the lives of literally hundreds of black men in the east bay in very different ways. Thank you. But i had an opportunity through brother to brother to talk to other grown men that had gone through various addictions of different kinds. This is what i was trying to do is bring black men together for a common cause. And the world needs to see this that when a bunch of black men get together, its nuts. We dont fight.
