Apartment building in martinez. It started at 5 45 a. M. On pine street off highway 4. Flames engulfed six apartments. A woman in the unit where the fire started had smoke inhalation. A Police Officer trying to evacuate people from the building also had smoke inhalation. Firefighters say the Police Officers on scene were crucial in preventing more serious injuries. The cause is under stressing. Firefighters are trying to figure out what caused a fire in a home in walnut creek this morning. Flames and smoke shot through the roof of the home on la casa via. It was under control by 5 a. M. But the house is a total loss. No reports of injuries there. Authorities are asking for the publics help in finding a missing cupertino teen. 17yearold Connor Sullivan was last seen on monday morning around 10 a. M. At monte vista high school. He missed the remainder of class that day and didnt go to track practice. 55, 150 pounds. He was wearing all black the day he went missing. A controversial vaccination bill advanced today in sacramento. But it didnt move on without some key adjustments. Kpix 5s anne makovec joins from us the newsroom with a breakdown of the bill. Reporter it passed 72. The next step, the Senate Judiciary committee where it may be amended even more. 72 the bill is out. Reporter and one step closer to becoming law. The ninemember Senate Education committee voted in favor of sb277 mandating most children be vaccinated before attending public or private school. It goes beyond the purview of personal choice and becomes a personal choice with community consequences. Reporter the bill removes a personal belief exemption and allows only children with medical restrictions to go to school unvaccinated. The compromises made before todays vote, children without vaccines could enroll in home based private schools with multiple families or take part in independent study projects that are overseen by School Districts but do not involve time in classrooms. I just still have a concern that this will not go far enough to help a twoincome family who cannot homeschool their child or a single working parent. Reporter she was one of two no votes. 7 voted yes but hinted at more compromise ahead. I do think in terms of public health, its necessary. But i am concerned about the rights of our parents. Reporter the next big Sticking Point a possible religious exemption. But there is concern that might water down the bill because they are easy to get. Live in the newsroom, anne makevoc, kpix 5. The bill was introduced in response to a multistate measles outbreak. It began in december and was traced to disneyland. Surveillance video shows a Security Breach at Mineta International airport. Last month 20yearold deanna scaled a fence. She is seen walking on the air field. Police say she was uncooperative when they arrested her. This is the fifth breach at mineta in less than a year. Oakland city leaders now making their case for the coliseum city. If [ indiscernible ] were there, that probably would represent significant use because it would be, you know, 120, 130 days of of of use. But to get 365 days a year use, we need this other development. And that other development is creating a bart hub. Leaders say that would allow people to live and work in the same area while still giving them some flexibility to get around. The Oakland Coliseum city plan still moving forward though. The city council has passed several environmental and planning measures clearing the way for a developer to step in. But they are still missing signed deals with the raiders and the as along with a financing plan. The investor backing the deal needs to present a plan by the middle of august. Meanwhile, Southern California stadium plan is gaining momentum. A local Veterans Affairs employee is testifying about problems with the oakland office. Rusty ann brown found 13,000 claims standard away in a filing cabinet dating back to the 1990s. Brown is helping a House Committee investigate the issue. The oakland and philadelphia va offices are accused of mismanaging benefit claims from veterans. Brown was part of a team that reviewed such allegations and found cases of veterans who died while waiting for help from the va. East bay neighbors are taking matters into their own hands to protect their homes. People in clay court set up a website compiling home surveillance videos. They want to publicize footage that shows breakin suspects and trespassers. The website also serves as a forum for people to help each other find the best security systems. The man who shot president reagan 34 years ago is trying to get more freedom. Craig boswell is outside federal courthouse in washington, dc where hearings are under way. Reporter john hinkley, jr. , spends most of his time living with his mother at her home in virginia since he shot president rebegan and three others 34 years ago reagan and three others 34 years ago. Now he is fighting for more freedom. Since a jury found him not guilty by reason of insanity, hinkley has lived at a mental hospital. For the past year, he has been allowed to spend 17 days a month in his mothers gated community in williamsburg. He has been following strict requirements including meeting with a psychiatrist and therapist and getting a volunteer job. Sandra worked with hinkley at a local hospital. I dont think they should fear him because i dont think, you know, that he is a danger to anyone. Reporter hinkley was 25 when he shot president reagan. Now nearly 60, reagans daughter patty davis wrote this week she believes hinkley is still a danger and others agree. Anytime you know you have someone in your community thats committed the types of crimes that he committed, its a concern. Reporter several doctors have testified in u. S. District court that hinkley no longer suffers from psychosis and major depression but he still has a narcissistic personality disorder. The secret service says it will continue keeping a close eye on hinkley. From now until the day john hinkley dies, the secret service will be a part of his life. Elizabeths hospital hinkley apparently lied twice about going to the movies and instead went to the bookstore where he looked at books about president reagan and the attempted assassination. The pope will visit cuba in september before coming to the u. S. The vatican confirmed the trip but did not offer any details or dates. The bridge district says because of the drought, its turned to using reclaimed water to maintain the grounds. It amounts to about 20,000 gallons of recycled water every month. A grand Opening Celebration is planned this afternoon in San Francisco for public pilots. A new location for the pit stop brings portable toilets and sings to parts of town with especially large homeless populations. The new location for public toilets is at 6th and jesse streets. A young sea lion found wandering down highway 1 near fort bragg returned to the ocean today. The sea lion was found on the road early sunday by deputies. Authorities say it had actually been rehabilitated in sausalito in the past. And they figured that out from the tag found on its flipper. Authorities said because it was still a healthy weight, it did not need treatment and they could release it back it the ocean. Bird lovers can check out the falcon chicks on the city hall today in san jose. One is keeping a watchful eye over the nest.
