The evening of january 2 9 begins with a bart officer giving a man a stern warning. Get off the train. Hold it get off the train reporter someone on this train called bart police to say the man was harassing riders . An officer arrived and tried to convince the man to come talk to him on the platform. He didnt comply and even though witnesses can be heard saying the man was done nothing wrong and was bothering no one, watch what happens next. Taser, taser, taser reporter the officer tases the man and he falls to the ground. Dont move or ill tase you again reporter minutes pass. More officers arrive and as the man is being held down and cuffed tase him again taser, taser, taser [ taseing ] reporter the same officer does it again this time for five full seconds. One witness was so horrified that she wrote a blog post about the incident and later reported it to bart police. In a statement to kpix 5, bart said, as per policy and protocol, bart police have initiated the proper investigation into this incident. The video has been forwarded to the independent auditor for bart police. Christin ayers, kpix 5. Bart policy States A Taser can only be used if the suspect poses an immediate threat of bodily harm to an officer, another person. Christin says the man was booked for resisting arrest and public intoxication. He also had a warrant for a parole violation. U. P. S. Considers some parts of oakland so dangerous, drivers cant deliver there after dark. It was broad daylight when this truck got caught in the middle of a gun battle in west oakland on tuesday. After the driver ran for cover, some packages were stolen from the truck. A union rep says drivers are trained to be aware of their surroundings, but one driver who didnt want her face shown says its not that simple. You have to watch out for everybody. It is, a big x on it. People think its money in there, we are the money truck or something, so i dont know. She says there are curfews on certain routes in east and west oakland. U. P. S. Says its also training drivers on how to spot suspicious activity. The man who triggered an amber alert that turned out to be bogus is now in police custody. Reporter everything we thought we knew about the amber alert, a scare that launched helicopters and panic in the oakland hills, has been turned on its ear. The 13yearold girl witnesses reported seeing, not a teenager. Now weve learned that the female passenger is an adult and we immediately recalled the amber alert. Reporter the license plate and red infinity suv flashed on so many overhead road signs. Wrong. We are not looking for the license plate that we put out earlier. Reporter the earliest report from the parking lot of a carjacking at knifepoint, also false. Investigators believe that all three of them traveled to the safeway. I cannot tell you what each persons intent was. But i will share with you that we do believe they were all traveling together. Reporter the man at the center of the amber alert roy mccamey a regular at this safeway last seen on Surveillance Video allegedly shoplifting lobster and steak before leaving in a red sedan was picked up by another agency. The only person opd is still looking for is the woman whose youthful face sparked the amber alert. We are still attempting to locate the female but theres no indication she is in any danger. And were not dealing with a small child who may be in harms way. Reporter opds spokesperson Johnna Watson is defending the departments action in a statewide amber alert. One day closer to valentines day, getting excited things changing around the bay area for the good as we are seeing clouds and fog at the coastline and more to come. The rain line, though, mainly staying to the north. Its still a chance we could pick up a couple of sprinkles in the north bay. Thats why were scanning the skies with our hidef Doppler Radar and so far it is quiet this morning but theres still a chance we could see a couple of light showers really north of the Golden Gate Bridge. The rest of us just a few passing clouds and some very mild temperatures. Out the door, we have clouds right now. Temperatures mainly in the 50s. By this afternoon, likely to warm up a few degrees even with some partly cloudy skies to about 68 degrees in san jose. 68 in livermore. 65 in oakland. And 61 degrees in San Francisco. All right. Lets check out the roads now with elizabeth. At 4 35 this morning, no huge hot spots out the door. We have a lot of fog though moving in and out of our cameras. The third day that weve seen it for the morning drive. Heres a live look right now at the bay bridge toll plaza. They got some roadwork as well midspan until 5 00 westbound heading from oakland into San Francisco. And speaking of the east bay in oakland, heres a live look near the oakland coliseum. Northbound traffic looks okay right now. But moving in and out of the fog. Southbound traffic combined with some roadwork between washington and oak and some more fog that were able to see some of those headlights, as well. Westbound looks good through the livermore valley. A federal judge has fired a man that he hired to oversee the Oakland Police department. Thomas frazier was appointed less than a year ago by u. S. District judge felton henderson. Kpix 5s linda yee looks into why that appointment turned sour. Reporter Thomas Frazier was paid 270,000 a year to whip the Oakland Police department into shape. But the judge who appointed him now says he was ineffective, too expensive and fired him. I was surprised that it happened the way it did. Reporter Attorney John Burris was hoping frazier would be successful in making the Police Department accountable. He filed the civil suit against the department accusing officers of beating suspects. I was concerned about a change and whether that change would cause a setback. Reporter your confidence that this is going to move forward and those reforms are going to be done . Im confident in time they will get done. I would like for it to be sooner than later. Reporter a federal Court Ordered reforms. But after 10 years of noncompliance, a judge picked frazier last year to shake up the department. He had power to overrule top commanders and even demote deputies if he felt they were in the way of making changes. Phil matier knows why frazier lost favor with the judge. Reporter according to sources i spoke with, frazier was seen as just being too close to the police union. Reporter fraziers last day is march 11. Taking over is Robert Warshaw the independent monitor appointed by the same judge to review the Police Department. Warshaw reportedly does not get along with city officials. We did not receive any callbacks from the Mayors Office for comment, and a Police Department spokesman said she could not comment. In oakland, linda yee, kpix 5. One person is dead and three others wounded after a shooting in oaklands fruitvale area. Officers found the victim just before 10 00 last night after they were called to 37th avenue and international boulevard. Police tape was all over the area as officers investigated the crime scene. Theres no word this morning on potential suspects or the conditions of the three surviving victims. 4 38. 1,000 people gathered on the cal campus to remember a Football Player who died suddenly last week. 21yearold ted agu collapsed during a practice run. Last night teammates, classmates and coaches remembered the man they nicknamed premed ted. He was a remarkable man. And you dont summarize a man like ted with words. The only way you can do it is with deeds. Cal plans to hang a banner next season at Memorial Stadium to honor ted agu. It looks like people are listening to the Health Department and getting those flu shots. This is what it looked like at a doctors on duty office in salinas, a lot of empty shelves where flu shots used to be. Seven other offices along the Central Coast of out of vaccine. The latest flu death in the bay area was a man in his 50s in contra costa county. He was the 44th person to die of the flu in the area. Samesex couples took a ten year step back in time. Hollande stressed the importance of good relations between france and the bay area where more than 60,000 french citizens live. Coming up, the crippling winter storm moving from the south now up to the northeast and this morning new england is bracing for more than a foot of snow. And thats a whole lot of money in that hole. Snappe snowmageddon part 2 slamming the northeast. Hundreds of thousands are without power in the south because of a snowstorm. Reporter the crippling winter storm that pounded the south has moved north more than a foot of snow in the northeast today. We have already seen significant impacts from this storm. Powerful noreasters on the board this morning snow from boston to d. C. Reporter thousands of flights have been grounded and cancellations will continue to pile up. Some of the nations busiest airports are based along the east coast. Crews in washington, d. C. Worked through the night trying to keep roads and sidewalks clear. They will be shoveling the rest of the day. Everybody should be anticipating 24hour snow and ice event. Reporter all government offices are closed for the day as this expected to be the worst winter storm to hit the Nations Capital in four years. Schools and businesses across the eastern seaboard are closed this morning, as well. Hundreds of thousands of people are without electricity. It could take days for crews to repair all of the downed power lines. We have a newborn with us and power is out. Reporter folks in North Carolina experienced what atlanta saw during the last major storm, cars abandoned as snow and ice turned busy roads into parking lots. And sometime even ice rinks. Maybe another 10plus inches of snow in spots. We are going to catch a break today. In fact, our temperatures are going to be very mild. Maybe some places near 70 degrees by the afternoon. Out the door we go, we have a lot of clouds out there right now, most of the rain staying to the north. There is a slight chance we could see some sprinkles north of the Golden Gate Bridge but otherwise you will see some partly cloudy skies into the afternoon and mild temperatures. Thick fog and drizzle at the coastline. We have a storm heading our way for the weekend just in time for the chinese new years parade. That is not good news for the timing on that. High pressure off the coastline sending the jet stream to the north but thats going to shift into the weekend. The rain staying up here for now. We have some fog to the south but eventually on the weekend that jet stream starts to dip and we have a chance of rain coming our way. Around the state you want some showers . Head to eureka, youll find that. 57 degrees. 64 and showers into ukiah. About 70 degrees in sacramento today. Partly cloudy skies. 73 degrees in fresno. Computer models showing you the system sliding through just to the north. Clouds beginning to break up throughout the Morning Hours and then as we head into the afternoon really a nice day for most everyone. Again a slight chance of sprinkles in the north bay. Otherwise, it looks like we are going to keep things pretty dry. Temperatures running warm about 69 degrees in morgan hill. 68 in san jose. 66 in palo alto. Upper 50s toward the coastline. Near 70 degrees today in brentwood. 68 in livermore. About 66 in walnut creek and 67 in benicia. In the bay 65 in oakland and 61 degrees in San Francisco. Next couple of days looks like well keep the temperatures mild for this time of year. Chance of rain developing late in the day on saturday into early sunday morning. Then that moves out of town. A chance of more rain on the way next tuesday and wednesday. Lets check out the roads now with elizabeth. The roads look great so far. A little bit of overnight roadwork here or maybe a little bit of fog on the freeway there. But overall big picture looks good. Mass transit kind of a different story. We are just getting word of a new issue now for bart. Theres an equipment problem on the tracks. Sounds like were in recovery mode now. They have it under control but there are still 15minute delays from sfo to the east bay on the pittsburgbay point line from the peninsula to the east bay 15 minutes late. All other trains including those coming into the city are on time. Heres a live look at the bay bridge toll plaza. If you are using the roads to come into San Francisco this morning, perhaps youre using the bay bridge no delays, no metering lights yet. All your East Bay Drive times still all in the clear, as well. I mentioned some roadwork. There is some roadwork both directions pretty major both directions heading on to the antioch bridge. They are both closed until 5 00 so they should be picking up here very shortly in the next 10 or 15 minutes. A little bit of fog moving in and out of our camera this morning on westbound 237 in milpitas. Along the peninsula though everything is very quiet through san mateo county. 4 49. Take a look at this. Big piece of crane being carried on a flatbed trailer hit a bridge in the city of richmond, virginia and flew off into the front window of a car behind it. The female driver of that car only suffered minor injuries. The operator of the tractor trailer charged with the equipment being over the height limit. Protestors in idaho are calling for a Police Officer to be fired because he shot and killed a dog. [ beep beep ] a few hundred demonstrators lined a major street in the town of filer yesterday. It was saturday that the officer responded to a dog at large call. The incident was recorded by a dashboard camera. I just shot your dog because it tried to bite me okay .
