We mentioned that this stretch of 280 was slated to open at 5 00 a. M. But caltrans gave it the okay to open the southbound lanes around 2 00 this morning. It was shut down since thursday night and caltrans crews worked constantly to replace a bridge hinge so that the roadway would be safer in case of an earthquake. The work was so extensive that caltrans shut down about two miles of the highway from king street to pennsylvania avenue. Its been a very challenging project. They had to bring in crews from other projects just to make sure that we made the deadline. Reporter now in order to replace that hinge, caltrans had to demolish part of the roadway. That meant a lot of noise and dust for nearby neighbors and a lot not to mention a lit billion bit of extra traffic for drivers passing through but not as good as people thought. Normally about 60,000 people use there stretch of this stretch of southbound 280. But we want to premind you guys theres still more construction to come. Theres still three more hinges to be replaced on the northbound side which means the road will be closed fourth of july weekend and the labor day weekend. Kpix 5 reporter mark kelly joins us in the newsroom now. Reporter Elliot Rodger said he hated his roommates because they were asian and they would be his first target. Elliot rodger here. Reporter Elliot Rodgers first runin with police happened last year after a fight at a college party. He had been pushing women and no charges were filed. There was nothing ive seen to suggest that there was a red flag. That anyone was aware of in Law Enforcement. Reporter family and friends say rodger had been treated by Health Experts since he was a child but stopped frequent visits after he turned 18. Girls are not sexually attracted to me. I have a major problem with that. A major problem. Thats a problem that i intend to rectify. Reporter rodger began posting menacing internet videos in february. His mother became so alarmed she asked police to check on him last month. They did. But saw no signs of a threat or need to search for weapons. If the Law Enforcement officer comes to a location and doesnt see anything that suggests the person is a threat to themselves or somebody else, for him to merely take somebody into custody because there was a concerned mother would violate his civil rights. Reporter minutes before the rampage, rodger emailed his parents and therapist a memoir titled my twisted world and wrote he described feeling empowered when he bought the first of his guns and relief when the police his mother sent did not discover his plan for a day of retribution. I take great pleasure in slaughtering all of you. Reporter in ten minutes Elliot Rodger injured 13 people and deputies found three semiautomatic handguns and 400 unused rounds in rodgers car. Reporter good morning, james hong graduationed two years ago and fellow students came back to campus to pay their last respects. He also volunteered at a local Chinese School and in fact he and two friends had a lot in common. They were all from immigrant chinese families and studying to get degrees in Computer Science and engineering. In the killers manifesto he talked about his two phonations house mates reporter Elliot Rodgers plotted to get rid of them to secure his apartment for his quote killing and torture chamber. David wong of fremont a sophomore engineering student was also savage alittled in that parol savagely killed in that apartment. The victims friends said always smiling and he was happy kid and its so unfortunate for this to happen to him you know and i feel bad for his parents. Just is a shame the way he died. And whats really alarming is that the 14yearold girl inside the car was teaching the other girls how to be prostitutes. 20yearold Chester Brown now facing a number of charges. Reporter its 54 degrees the sun is up on this last tuesday in the month of may. And what we are seeing now right here in the bay area and the eastern portion of our bay area is this. After three weeks of mandatory water rations right here in, rationing rationings right here in pleasanton, were starting to see the effects of our conservation. Back on may 6th when the city of pleasanton said that all residents all parks, all golf courses and all businesses must have a mandatory 25 reduction in water usage. Not 15 , not 20 like other cities but 25 . So now were starting to see the effects and its not going to get much better. In fact, we begin the month of june on sunday and a drier note and a much warmer note as well. So what can you do at home to start thinking about your lawn or just Water Conservation in not just here in the east bay but throughout the bay area. If you have had not had the talk with the family, now is the time to do so. Its amazing how many people have not had that talk. Also timed showers, im the first ones knocking on my doors if my sons take showers looker than five minutes. Drip water systems. Now is the time to try to factor that into the budget. Also broom, get out the broom. No more watering down the sidewalks and mulch your garden that keeps in the moisture.
