March is coming in like a lamb. Look at the beautiful shot of the golden state bridge with sunshine all around. Temperatures are pretty chilly. Santa rosa is only 24, oak land is 48. There is sunshine for most today, more mild weather pattern than yesterday. We have a chance of rain in the future. Well take a closer look at your seven day coming up in a few minutes. The search is on in hay ward for the person officers say shot at one of their own. Details are sketchy but we know it happened just before 2 00 this morning. Officers are heavily armed. Police are telling people in the area to stay inside while they look for the shooter. The cops say the officer returned fire and was not injured. The streets of moscow are packed with thousands mourning the death of a prominent opposition leader. The march was planned to protest against russian policies but it turned into a memorial for nemtsov. Kids in one East San Jose neighborhood made snow men and threw snowballs, a cool sight. The storm turned green hills white. Fans at the brand new stadium danced if a hail storm as they cheered on San Jose Earthquakes at the first home game in the new digs. Its snowing in the sierra. Finally more than a foot of snow has fallen on the some resorts since friday. We havent seen snow like this in a while. The resorts are busy with skiers and snow borders taking advantage of the dose of winter. At midnight, minimum wage in oakland will be the highest in the bay area and one of the highest in the nation. Now it is 9 but on monday it will be 12. 25 an hour. That means 48,000 low wage workers will get raises of more than 30 . Also workers in oakland will be available to be paid for sick leave. Thats a life changing news for many full time employees. The stress will be off my shoulders and out of my mind. Some Small Business owners are worried they might not be able to survive paying workers more than 12 an hour. Restaurants have already raised prices. Others are cutting hours trying to find ways to supplement higher labor cost. Well hear from some of the Business Owners in the next half hour. It will be interesting to see the economic impact. People all over are watching how this is going to affect businesses. In the short term we are seeing prices going up. If you go into a restaurant you will see more on your tab as a result of this. The interesting twist is this was a Voter Initiative that raised the minimum wage and other cities in the bay area are looking at the similar measures. There is a question about whether each community could be competing with the other, ratcheting up, because it will be a hot Election Year issue. San francisco is about to raise minimum wage as well. It is interesting, not only are voters supporting it but its got bipartisan support among politicians. We are seeing that as president obama has been pushing for an increase to the federal wage up to 10. 10. There is a push to be sure women are paid as much as men. Its the california pay act, introduced by legislative womens caucus. It would protect women from retaliation if they discuss pay discrepancies based on gender with bosses. Some say its a good start but still not enough. The reality is none of the laws are good enough. It still puts the burden on the employee to prove that the employer intended to pay her less, intended to discriminate against her. The Group Equal Rights advocates say a woman in 2013 working full time made . 84 to every dollar a man earned. The gap is even greater for women of color. California republicans are meeting in sacramento today forming a new strategy for the next election. Its been a big weekend for them. They heard from the new Jersey Governor Chris Christie, here to raise money for a potential run for president. I am honored to be here today with all of you in the state where Ronald Reagan served as governor and in the city where he served the people of california. Christie says the gop should not rush to choose next years president ial candidate because of pressure from bun didnts and donors. Fund raising efforts dont appear to be doing well and he is struggling to lock up donors. As for California Republicans they seem to have renewed vigor after doing relatively well in the last election cycle. They are looking at floating statewide offices. A number of them are talking about running for senate against harris. We will be talking with political insiders about christie and possible chances of grabbing that republican nomination. Speaking of the National Former Florida Governor jeb bush took center stage at the cpac conference. Bush describes himself as a practicing reform minded conservative and he took a stab at immigration reform. There is no plan to deport 11 million people. We should give them a path to legal status where they work, where they dont receive government benefits, where they dont break the law, where they learn english, where and they make a contribution to our society. Meanwhile in the big straw poll, senator rand paul from kentucky was the winner. Push to legalize pot for Recreational Use in california is headed for the 2016 ballot. The First Campaign images we are seeing arent going over that well with voters. Isnt this what we all want people . An initiative to bring back cash bars all over california, all over the beaches, and then beyond. This is an online video featuring stoners and surf guys blowing smoke into the camera. Its not necessarily the best way to convince california ans to legalize marijuana but it was first out of the gate by one of the several groups supporting the cause. What about the image . The image is entertaining but not serious. Cannabis industry in california is a serious industry. We have Police Officers, retired police chiefs, retired d. A. S, judges, medical professionals. Of course you also have guys like this. Its going to be interesting to see what sticks in voters minds. Last time legalizing marijuana was on the ballot was in 2010. It lost 5446. You have different groups with the same goal in mind but they could override one another. More than that, they could have competing measures on the ballot. That could be a split. Theyre trying to wrestle all the people into one ring and get moving in an organized fashion. It can be difficult especially with the crew we just saw. That politics for you. Anybody who uses Public Transit knows it turns into a pumpkin at midnight. A year long study of the late night economy finished with recommendations that included expanding bus service, using private funding for late night transit. There is a push to get agencies to explore late night rail service. Patrons can get home without driving cars. We dont encourage people to drunk drive. Workers who get off late at night are actually able to get home in a safe and reliable way. The report suggests better lighting at transit stops and more secure bike parking. It can increase the service around San Francisco into the Early Morning hours. Many workers either live in the peninsula or across bay and east bay so without the links theyre stuck in San Francisco looking for a way out. It would be nice for all the agencies to get something together on this. A lot of people, ourselves included, work odd hours. Its tough to get around the bay. You are forced to drive your car and deal with parking. And pot holes as well. California drivers agree our roads are a mess but we cant agree on how to fix them. There is a new poll that shows 48 of voters would support a . 10 a gallon gas tax. California ans dont seem to like the idea of paying per mile either. 66 are against the idea. Time to find a fix is running out. Without either an increase in gas tax or an overhaul of the system used to fund Road Construction and maintenance the states roads, freeways, bridges will fall further into disrepair. The current gas tax isnt near covering transportation costs. In fact its covering about 40 . Over the year in the next ten years cal tran estimates there will be 59 billion shortfall in the maintenance budget meaning much needed repairs simply will not be done placing additional strain on the aging infrastructure. A big part of the problem is cars are more fuel efficient so they dont use as much gas. The state isnt getting the gas tax. Theyre considering a plan to tax drivers based on how much they drive. Some people are concerned if people are tracking how much you drive, people will be tracking where you drive. That was a concern about people saying no to the idea of putting trackers in cars. Theyre going to have to figure out some way. Cue up journey lyrics, lights are about to go down in the city. We are talking about the bay bridge lights. The largest l. E. D. Sculpture will go dark on thursday to allow maintenance on the cables along the bridge. The 25,000 white lights will have to come down while the work goes on. They have been running at 1. 8 miles of western span for two years but the good news is theyll be back. President obama signed a bill friday night just hours before funding ran out but it only funded the department for a week. Democrats will push for a 40 billion spending bill that will fund the agency through the end of september. Debt ceiling deadlines, sequestration, now this. What happened there . I am not new to politics as you know but i am new to the congress. I was amazed. For a leader of a party to go on the floor to argue about continuing appropriations and arguably the most Important Department in the country and not have votes of his own party was quite shocking. How split are the republicans on this . Theyre just split. Over and over again youve got tea Party Faction which is relatively new. Then youve got traditional conservatives and more moderates. It is hard for Speaker Boehner obviously to put theming to as coalition. What was the fight really about . It wasnt about funding homeland security. It was about immigration and the president s orders for immigration. We believe thats as the founders defined it should be decided by courts. They have won in lower courts. So we should fund it. When you go on the floor and check out these votes, you have been in sacramento for many years, saw pitched partisan battles there. What makes this different . Inability of the majority to govern. At some point you have to vote dorm pettence. For whatever reason theyre not delivering on their own issues. Do we basically have tea party, republican and Democratic Party . Yes. Who has the upper hand . Thats the problem. You have this new party who i would argue arent conservatives. If they cant control them, are we going to see baby step after baby step basically going nowhere for the next year . I am anxious that somebody likes to follow politics. I think the Republican Party has to change. Its starting to change in california. People against everything dont do well in governing. You have to get the job done. Part of the job in washington appears to be on sunday morning talk shows talking about why things arent working and blaming the other side. Its become sort of the cottage industry. This is a sunday morning talk show. It is. Its getting to be really entertaining. You asked me on. I am fascinated by the idea. The rest of us are going about daily business. Everybody knows that the tsa is going to be there come monday or tuesday. You arent going to shut it down. The reality is 85 of employees will be paid. Tell me if you want to go to work in an indetermined period of time not knowing if you will be paid. These are people who protect borders and the tsa agents thanking us as we got on the plane yesterday in washington. Its a horrible dynamic. We ought to fund it and let the courts decide on the order of on immigration and be done with it. What is washingtons fascination with the off the cliff scenarios . Every season we have one. We have the ticking watch. Its going to end, and then it doesnt. We are in a period of govern willing a group of people likes the attention even if its bad. Its true for all of society whereas what it should be is you go in, do your job, compromise. You do fight. Are democrats willing to compromise . I think we are. I think clinton moved us more to the center and Republican Party went further i wouldnt even say to the right. Theyre not for anything, this particular group. How was your flight home . In the north bay, 64, same for sonoma and napa, 60 degrees along the coast. Today is a little bit different, more calm than we saw yesterday. Tomorrow we are seeing a 30 chance of rain. But then tuesday right on through the weekend, a slow warming trend. Hillary clinton has a strong warning for Silicon Valley. Our political insiders have that. She spoke at a womens conference at the Santa Clara Convention center citing studies that show gender gap in pay. We asked is this something we are going to be hearing a lot more from ms. Clinton. That is, i am a champion of your cause. I am going to be here for you. She wasnt so close to the issue in 2008. Shes embraced woman hood. As a matter of fact not until barack obama began to trounce her all over primary that she came to the reality she needed a shield. It was too late at that time. This time she clearly is leading with the shield. Is it a shield or a marketing tag to bring the women vote in across party lines . It is a shield first. In this crazy business youve got to be sure you defend yourself against any possibility of intrusion by any means. Thats the shield she has now established. Within the shield she will now begin to do the advocacy and shell have third party verifiers. Shes going to recoup some of the voters that obama lost, College Educated white women. He lost a lot of those votes. Shes going to bring them back. That pretty much was the content of the audience that you are talking about that she spoke to in Silicon Valley. Lean in crowd, lean in, absolutely. I didnt see a lot of people from Public Housing complex in the group. Its 300 a person. That didnt appear to be scholarships.
