Metropolitan Water District and others plan to spend 71 million to buy water from Sacramento Valley farmers. Farmers are being offered more than they would get if they used it to grow crops. Cyclone pam tore through the Pacific Islands churning up a trail of destruction behind her with winds of 270 Kilometers Per Hour and hit the Pacific Island nation today. At least six people are confirmed dead and that number is expected to rise. Australia is sending relief supplies and providing financial aid. The Water Resources control board will be voting on new rules for landscape watering likely ordering every water Agency Limited to specific days of the week. In some cases that would mean only two days per week. Rules would be strictly enforced with fines of 500. California has never before issued such a sweeping statewide mandate. As we save more water we can prepare to pay more for it. Theyre talking about hiking rates up to 20 . A dyer forecast announced as we head toward spring. For regular rainy season we need 27 inches of rain. In the sierra where we usually have six to seven feet of snow, we have one. The Water Districts largest sierra reservoir is only a third full. Customers answered the call to useless water and that means theyre paying less, money the District Needs to maintain pipes, Water Treatment plants and perhaps buy water. Customers can expect an 8 across the board increase this summer as well as 8 to 25 surcharge on water used. Reserves are down for water. Reserves are down for money. Into the summer, another dry summer, we need to ask customers to help. Its tough but where is the balance . Why penalize us for working as hard as we are to conserve water by raising rates . The Water District is looking into operating expenses to see if more cuts can be made but says its used financial reserves and left positions open to avoid having to charge customers more. Making water more expensive will probably naturally lead to more conservation but how far can that cycle go . Its amazing we are getting to the point where theyre looking into a water waste phone hot line so you can call up. Tattling on your neighbors. Unbelievable. Its that serious. That vote is tuesday. San jose mayor says he is cracking down on crime. That was the theme of his first state of the city speech. The mayor moved his speech to saturday so more people could hear it. Usually the speech is given during a weekday. He outlined his plan to beef up crime prevention. This year we are looking at a Successful Program with support of my colleagues hiring 28 more Community Service officers to take reports, collect evidence, lift fingerprints, enable our Sworn Police Officers to focus on their most crucial critical duty. The mayor also talked about plans to open city libraries six days a week instead of four and expanding after school and teen job programs. Weve got a lot on his plate for san jose. Also sending out an olive branch to the Police Department because there has been a lot of tension there. Ordering back some of the rules of measure b, huge pension reform measure. Well talk more about that. Good news for the libraries. For the First Time Since economy crashed all Branch Libraries will open at least six days a year including four new branches that had to lock their doors before they ever opened. Its a tragedy. The whole purpose of having a library is being open. If City Council Approves the mayors budget the new hours will go into effect this summer. A voter approved Library Parcel tax will pay most of the extra it takes to keep doors open. The general will take 360,000 hit. Death by cal train. As more and more people are being killed on the tracks. There have been eight fatalities this year. Seven are suspected as suicide. There is an Emergency Response team to intervene when they see someone about to jump but that is clearly not enough. With the pace of life today, its escalating, no question about it. We had a gentleman, a third person rent a car in san jose and drive to charleston avenue to commit suicide. The most effective way to reduce fatalities is grade separation raising or lowering tracks would make them less accessible. Cal train lacks funding and agreement from various cities on how do it. High Speed Rail Authority in the meantime is talking about using grade separation on its system. At a meeting in sacramento there was concern about dangers of elevated track. Board members maintain its the best option. We are taking out 55 grade crossings in the central valley. They will be entirely eliminated and on the peninsula well probably take out a dozen of the 44 there. There are a lot of people who think the rail will never actually come to fruition. The big picture is a 200 mile perhour system linking San Francisco and los angeles by 2028. The price tag is 68 billion. They talk about elevating the track with cal train. Reneed that now, might as well do that from the get go. Its a controversy. I heard texas is thinking about a high Speed Program as well. That would be privately funded, a lot less controversy with the taxpayers not the ones going on the limb. The trial thats been making waves resumes tomorrow. Allen powell is suing her former employer caming discrimination. Venture capital firm perkins, paos attorneys, have tried to paint the firm as an old boys club. They say she was denied a seat on Company Board and promotion because she was a woman and fired when she complained. I was at the trial. It was interesting. Hillary clinton defended her use of personal email. How will this affect her in 2016 if we have some high clouds but it is relatively clear outside. It will be another warm beautiful day. With the cost of housing soaring leaders on the peninsula are getting creativity, holding a study session aimed at keeping people if their homes and expanding the stock. Some of the options are building tiny houses or creating rent control rules. Rent has increased about 50 over the past four years. It will create another park space for our children. San Francisco Mayor ed lee endorsing eight washington condo project. As you know, voters rejected that plan in 2016. Now one of the groups behind the defeat is taking aim at a new San Francisco housing project. It is set to go up just down from telegraph hill. This time the question is who should be allowed to live there . Joining us live in studio is the president of the neighborhood association. Bob, your organization has concerns with this housing project. What are those concerns . We want a neighborhood thats open to everyone. In this case, this would be the third such development for low Income Housing in two and a half blocks. We support Affordable Housing and at the same time we do believe for the third project that we really want to see housing for moderate income households and families which by the way would also qualify as Affordable Housing as well. So not just low income, middle class as well. Right. We are looking for a mix that would include moderate income and middle Income Housing. For your neighborhood, why do you feel like thats so important to have middle class housing . We want a neighborhood thats as i said open to everyone. We want people to feel welcome, to come down to the block to engage. We are concerned a there is a loss of middle class in our neighborhood as well as the city wide. We want that diversity. We want people of all income levels, cultures and background to come and feel welcome in our neighborhood. Many low income renters are just as in need, right . We hear of the lotteries where low income renters line up in the thousands just to get an apartment. Why not make this one all low income . Clearly if you look at the city, there is a large demand for housing at all levels of income. But the statistics show we are doing a much better job of creating housing for low income compared to moderate or middle income. If you actually look at the statistics in terms of meeting targets for the city, the city is doing almost twice as good providing housing for low income as they are for moderate and middle class, which is a concern, loss of opportunity for the middle class is a concern. This is of course a larger issue across the bay area. Its not just your neighborhood. Its not just San Francisco. For many people it seems to be personal, seem to his hit home, for you as well. Absolutely. My son is in his mid 20s. He has two college degrees, born and raised in the city. He wants to stay here, likes the urban atmosphere. He was looking for a place to live. He is living with us kind of he doesnt want do that, but he is. He cant find a place he can afford either by himself or with his friends. Thank you for joining us. Washington post reports jeb bush used private email account when he served as Florida Governor to discuss security and military issues. Email exchanges included details of Florida National guard troop deployments after 9 11 attacks. Aids say none of the emails contained sensitive or classified information. This is following revelations that clinton used her personal account. We ask about the political buzz surrounding clinton. Everybody was of course commenting about her current problem but nobody was discussing how to help her solve that problem. So it was not like she didnt have a group of Third Party Verifiers saying hey, ive done this too. Someone else on the other side has done this, nobody. Everybody is running away. In my opinion it is for fear that theyll ask what about your server . In the end, this isnt going to change anybody have voting for clinton. Its if theyre with her on the issues. When she launched this idea of reestablishing womens rights, it wound up with the emails. Its a long way from now until the actual nomination. I think when it comes down to it, Hillary Clinton, there has been a number of positive things with her campaign and the way shes built it around women. I still think the jury is out. Right now shes going through a tough time. Let me also tell you that you walk the streets and every time i chat with somebody about hillary, just ordinary people, they have no clue what you are talking about with email. When we talk with ordinary people, because were all ordinary people with one exception, you get a split. Some are firmly with hillary and others are dead set against. This is a tough question for you because you are a politician and friend of the clintons. Shes not exactly warm and fuzzy with the leadership of the democratic party. She never has been phil. Go back. Why is it not . Thats just not her nature. Go back to when she was going to be miss healthcare. Same situation. Everybody in the world abandoned her. Almost everybody including her husband. Nobody stepped up, no doctors, no providers of healthcare, nobody that had been pushing for universal healthcare. She had to weather the storm on her own. I have found a shield. I am a woman. I like that. If thats her shield being a woman what happens if we see another woman step up to the plate . It indicates that its got a live connection, and that its a valid ddl. This could mean fewer trips to dmv. They want to be sure they can push updates or changes out to the drivers license in real time. Iowa is going to begin a pilot program.
