With scott pelley. Pelley good evening. This is our western edition. The west desperately needs the rain, but some places got a lot more than they could handle today. The most powerful storm in five years flooded roads across Northern California. Parts of Sonoma County got more than nine inches. At times, the wind reached hurricane strength. On Mount Lincoln near lake tahoe, one gust was clocked at 147 mph. In the bay area, trees crushed cars, and more than 370,000 homes and businesses in Northern California lost power. John blackstone is there. Reporter the wet and windy storm hit most of the west coast from Central California north to washington state, where houses in the town of Washaway Beach were washed away. One of them belonged to tom peterson. It was hanging barely on the edge yesterday, its completely over. So its a done deal. Reporter kayakers took to the flooded streets of healdsburg, california. Hurricaneforce winds churned up huge waves on lake tahoe. In the San Francisco area, sustained winds of nearly 80 mph knocked down trees. In santa cruz, an 80foottall tree fell on an Elementary School student. He suffered a likely broken arm. Among the trees brought down by the storm is this huge oak that fell on my neighbors house this morning. It blocked my driveway, so i had a tough time getting to work. Many in the San Francisco area decided not to go to work. Traffic lights were out across much of the city. Major roads flooded. Public transit was disrupted. The cable cars were shut down with buses taking over the routes. Most schools were closed. So the Ludwig Family went for a walk in the rain. I thought we were just going to watch tv all day, but now the powers out. Reporter its kind of a unique experience right now. Totally. Totally. They never had a power outage. Reporter more than 100,000 customers in the San Francisco bay area were without power. Georgia virgili lost most of the conveniences of modern life. I didnt have power. I couldnt get my car out of the garage. I had no food. I have no cash. So im trying to forage for something. N reporter flooding from this storm could have been much worse, but after three years of drought, the ground soaked up much of the rain. The reservoirs have plenty of room to catch the runoff. Thats a good thing, scott, because this rain is expected to continue through the night and into tomorrow, and more storms are on the way next week. Pelley John Blackstone in the storm tonight. John, thank you. A noreaster dumped as much as two feet of snow on parts of upstate new york and new england. The big coastal cities were spared, but inland towns got hit hard. Downed trees knocked out power to thousands. The slowmoving system will clear out tomorrow. Today, oil closed at the lowest price in more than five years, less than 60 a barrel. That means americans with more money to spend on something else. Heres anthony mason. Reporter the Holiday Shopping season kicked off strongly in november. Retail sales jumped. 7 as plummeting gas prices helped put money in shoppers pockets. But not everyone is happy. Conocophillips, our Third Largest oil producer, said this week its slashing its investment for next year by around 3 billion. Thats 20 . The u. S. Is a net oil importer, so that means that the price of oil is falling, the positives outweigh the negatives. Reporter carl riccadonna, an economist with bloomberg, says a onecent drop in the price of retail gas typically adds about a billion dollars in spending annually, and gas has dropped 1. 08 a gallon since the end of april. In the past, opec has intervened and slashed production to raise the price, but this time, led by the saudis, its held back. Why are the saudis not cutting production . Saudi arabia can inflict some pain on a lot of these economies, their rival iran, for instance, and also their newly emerging rival, which is u. S. Domestic production. Reporter Oil Production here has soared more than 70 in the past six years, spurred by new hydraulic fracking and horizontal drilling technologies, but the cheaper price could make it too expensive to extract. To this point, we havent seen a significant impact, but were right about at that 60 per barrel level where things start to get dicey. Reporter riccadonna says we havent seen a bottom yet, and some analysts believe oil prices could hover in the 60 to 70 range, scott, for a couple of years. Pelley anthony, at some point, this starts costing jobs in the oil economy. I think it could be pretty soon, scott, if prices hover here for long, but remember, it also is a huge stimulus in the rest of the economy. Its a lot of spending money, 10 to 20 in peoples pockets every fillup. Thats a big stimulus for the u. S. Economy. Pelley anthony, thank you. Congress faces a midnight deadline to pass a spending bill or the government will run out of money. Usesident obama and House Republicans spent the day urging members to pass a 1. 1 trillion bill. Some democrats balked at additions that would weaken wall street regulation and allow much larger donations to political parties, but theres no threat of a government shutdown. Theres a second stopgap spending bill waiting in the wings. Today, the director of the c. I. A. Made a surprising admission about interrogations of terrorism suspects after 9 11. But john brennan also said the enhanced interrogation techniques were valuable. Brennans appearance was in rebuttal to this weeks damning Senate Investigation of the c. I. A. , and heres bob orr. Reporter in an extremely rare televised news conference, c. I. A. Director john brennan acknowledged some interrogators used unacceptable and brutal tactics in questioning al qaeda detainees. In a limited number of cases, Agency Officers used interrogation techniques that had not been authorized, were abhorrent, and rightly should be repudiated by all. Reporter but brennan stopped short of using the word torture and broadly defended the c. I. A. s Detention Program ordered by the Bush White House in the tense days following 9 11. We feared more blows from an enemy we couldnt see and an evil we couldnt fathom. Reporter brennan rejected allegations by democrats on the Senate Intelligence committee that socalled enhanced interrogation techniques used on dozens of detainees produced no actionable intelligence. Our reviews indicate that the detention and Interrogation Program produced useful intelligence that helped the United States thwart attack plans, capture terrorists and save lives. Reporter but as brennan was speaking, Intelligence Committee chairwoman Dianne Feinstein let loose with a torrent of tweets, y butting the c. I. A. Director point by point. In one she wrote, no evidence that terrorists acts were stopped, terrorists captured or lives saved through the use of eits. In another she added, coercive interrogation techniques dont work. Brennan said there is no way to viow whether or not the techniques provided breakthrough intelligence. There was useful intelligence, very useful, valuable intelligence that was obtained from individuals who had been at some point subjected to e. I. T. S. Whether that could have been obtained without the use of those e. I. T. S, its something again that is unknowable. Reporter now, brennan repeated his opposition to use of those harsh techniques. He said now that hes working to restore the faith of his workforce and his foreign intelligence partners rocked by this weeks Senate Report w sclosures. Pelley bob, thank you. Protests continue over Excessive Force by police. In new york, eric garners daughter staged a diein on the spot where he was killed. In washington, congressional staffers gathered on the southeast steps of the capitol, and yesterday medical students held a white coat diein in boston, los angeles and new orleans. In a new cbs news poll, 54 of African Americans told us they had been the target of police discrimination. Jeff pegues talked about that with a group of Police Chiefs Rodney Monroe of charlotte, Charles Mcclelland of houston, edward flynn of milwaukee, and Janee Harteau of minneapolis. People are frustrated, rightfully so. Nvats positive, i think, is that were having a National Conversation about Race Relations in police and its frankly, a long overdue conversation. Reporter did you think the garner case was Excessive Force . Im not going to render a judgment on that, but i will certainly concur with the general opinion that even lawful uses of force, let alone perceived unlawful uses of force, look terrible. Use of force in our business is a tough thing. Its never pretty. I think it was unfortunate. I think it is an issue and an incident thats occurring in different ways in different places across the country. And thats what people are really struggling with. How do we get through these incidents . How do we continue to communicate with our communities in order to move forward . Reporter there is this sense that Police Officers, white and black, frankly, view black males, black teenage males as a threat. The concern and the perception is real. I would say that. Because historically, if you tyok back, there has always been tension between minority communities and law enforcement. Im not saying Police Officers are racist by nature, but the situation can enhance bias after youre here on the job. Reporter why is that . Well, if youre a Police Officer and you work in certain neighborhoods, certain communities, and the people you are arresting look and behave a certain way, its easy for someone to get stereotyped. Reporter listen, i think a lot of people would be surprised to hear you acknowledge that. Basically what youre saying is that there is profiling, right . Hold on a minute. Just hold on a minute. Lets have some context. Our officers are called upon to intervene in our most disadvantaged, violent neighborhoods, all right. And in my city, 80 to 85 of my homicide victims every year are african american. More than 90 of my offenders in homicides are african american, and the leading cause of death for a young black man in america is homicidal violence. Thats the environment urban police is taking place in. Its not a question about making assumptions about folks. Because the people in my city e o have that dinner table conversation about the cops also have it about other young men. Li and there is a difference between criminal profiling and racial profiling. Criminal profiling is legal. Reporter 61 of the people that we polled believe that police need better training on handling confrotations with civilians. What do you think, chief harteau . I think there are always opportunities to improve our training. What we expect in our Police Officers are different than what we expected them to do 30 years ago. re ability to communicate, were in the people business. We have to be able to communicate. Its our numberone tool. To solve the problems weve discussed here today, we just cant be the police. Its going to take government, business, educational institutions and religious institutions. Thats what its going to take to solve this problem. Reporter do you think that will happen . This is the United States of america. Yes, i do believe it will happen. We have to believe that. Reporter they call policing the single most difficult job in american government. And scott, i thought this was interesting from the Milwaukee Police chief, these are his words. His officers coming in. They are these beautiful baby cops and then they collide with a dark, depressing and violent reality. Pelley fascinating interview, jeff, thanks very much. A few days later cosby called the successful model back to read lines for a small role on the cosby show. After a meal, she claims he walked her upstairs. He offered me a cappuccino from the espresso machine. I told him i didnt drink coffee. He wouldnt let it go. It felt oddly inappropriate arguing with bill cosby. I knew by the second sip that i had been drugged and drugged good. Johnson claims she was woozy. Her speech became slurred and the room began to spin. She cursed cosby repeatedly. Johnson says she wrote the essay after watching fellow Model Janice Dickinson get raked over the coals. She claims to know other women violated by cosby and she could no longer sit back and watch them be vilified and shamed for something she knew was true. As to why johnson didnt report the alleged drugging back in the 80s, scott, she said she knew she would be fighting a losing battle against such a powerful man.
