Hurricane harvey is taking dead aim at the texas gulf coast, surprising meteorologists with its power and size. Early this morning harvey strengthened into a category 2 storm with sustained winds of 105 miles per hour. The eye of harvey is expected to make a landfall about 70 miles northeast of Corpus Christi late tonight or early tomorrow. For the millions of people in its path, it poses a grave risk with the potential of up to three feet of rain and 12foot storm surges. To make matters worse, harvey is going nowhere fast. Mandatory evacuations have been ordered from Corpus Christi to galveston. Don champion is in Corpus Christi. Don, good morning. Reporter good morning, annemarie. This rain soninlawis only a p whats to come from harvey. It is due here this afternoon and conditions will only worsen from then on. Time is needed to prepare. Babies from a Neonatal Intensive Care Unit from Corpus Christi, texas were flown north to safety tuesday as harvey honed in. They called the strengthening storm life threatening. It is expected to bring perilous winds, harrowing flooding along the gulf coast. In the floodprone city of houston, harvey could be a catastrophic event if the storm surge is just a bit higher. The Houston Ship Channel is the second largest oil and gas complex in the world. We could see the worst environmental disaster in United States history and we would probably shut down and cause a major gap in gasoline. Reporter coastal residents are taking harvey seriously. Many boarded up their homes and stocked up on supplies as officials urged them to get out and head as far inland as possible. The more i watch of it, im just not going to take that chance. Reporter the governor of texas has already declared a preemptive state of disaster in 30 counties. Reporter and with all of the flooding expected in this region, meteorologists have warned that some areas might not be reachable for several weeks. Annemarie, the last time a hurricane hit the texas gulf coast was nine years ago. Don champion in corpus chris christi, thank you so much, don. Louisiana is not expcted tieto take a direct hit from harvey, but next week new orleans could be in store for up to 6 inches of rain. Earlier this month, the city saw severe flooding. Part of the problem, not all of the pumps designed to keep the city dry are fully operational. While it is a fact that the drainage capacity has improved since august 5th, we remain in a state of diminished draining capacity until more of our turbines and pumps are fully restored. However, this weather system strengthens and produces as much rainfall as the National Weather service predicts, we could see some localized flooding even if our drainage system was at full capacity. The mayor says residents should not panic but they should be prepared. Eric fisher, the chief meteorologist at our boston station, wbz, has more on the surprising storm. Good morning, everyone. Harvey remains a very dangerous hurricane. Yesterday was the day of strengthening. We still have a potent system and there is still a chance of more strengthening before it comes ashore. The Biggest Issue here is well have a potent hurricane that stalls before it reaches the texas coastline. A lot of heat in the west. Thats a wall that blocks harvey. Once it gets to the texas coastline, it has nowhere to go. There arent enough cold fronts to grab it and pull it off to the north and east. What were left with is days of spinning near the texas coastline. Late tonight into early saturday morning, this is where it makes landfall. Expect it to be just to the north of Corpus Christi, perhaps as a category 3 hurricane. That would be the first in the United States since 2005. Thats a record streak. Then as we look into the weekend and the start of next week, look what happens. It just drifts up the coastline very slowly, and if it drifts out to sea a little bit, there is a chance it could actually spin up to a hurricane yet again, and this is really going to boost the storm surge and the rain totals, and these rain totals could be exceptional. Were looking at one to two feet of rain, locally two feet to as much as perhaps 40 inches of rainfall. That has happened a couple times before in texas, 40 inches of rain over a couple of days. You can picture how devastating a flood risk thats going to end up being. Some people have to watch out very carefully. We have a storm surge, and because you have a tropical system, the winds piling up water and thats possible it makes the flooding worse from rainfall, because as all that water gets pushed ashore and the storm doesnt move much, it doesnt allow the water to drain. If there are evacuation orders in your area, i certainly religion yurge you to listen to those officials. Ahead this morning, well have extensive coverage of hurricane harvey. It could make it difficult for the white house to advance its agenda and now the countdown to get several key things done by the end of september is on. President trump took a swipe at the two men hell need to get his agenda through congress. He tweeted, i requested that Mitch Mcconnell and paul ryan tie the debt ceiling legislation into the popular va bill which just passed for easy approval. They didnt do it, so now we have a big deal with dems holding them up, as usual, on debt ceiling approval. It could have been so easy. As usual, its a mess. I think the relationship is fine, but there are a lot of shared goals and thats what were focused on. Reporter House Speaker paul ryan was asked about the debt ceiling on a boat tour in everett, washington. We pay our debts and well continue to do so. Im not worried thats not going to get done because its going to get done. Reporter congress has until the end of september to raise the debt ceiling and pass a spending bill to prevent a Government Shutdown. Presently the Senate Majority leader and paul ryan say they are united. Privately President Trump and Mitch Mcconnell havent spoken in weeks. This congress is interested in getting america growing again. Reporter the president blamed mcconnell again for the Health Care Failure in the senate. Mcconnell joked about how hard it is to be the Senate Leader with a slim majority. Its a little bit like being a groundskeeper at a cemetary. Everybody is under you but nobody is listening. Thats what you get with 52 to 48. Reporter the president has urged mcconnell to ditch the filibuster rule in order to sideline the democrats, something mcconnell says is off the table. Another complication could be the president s threat to force a federal Government Shutdown if congress doesnt provide the money and funding for his promised border wall.
