A powerful storm lashing parts of the west coast. Heavy rain in Northern California and the Pacific Northwest is causing flash floods, power outages, and big problems for highway and air travel. The storm is expected to continue bringing heavy rain through sunday which may provide a bit of relief for the regions severe drought. Lets get more from carter evans in San Francisco. Good morning carter. Reporter theres a small break in the weather right now but as you said the wind and rain are expected to continue through the weekend. Yesterday this powerful storm caused major problems across the Pacific Northwest. At least seven inches of rain fell in this neighborhood west of seattle yesterday turning roads into rivers and forcing swift water rescue teams to evacuate residents stranded in flooded homes. Everybody here needs to get out and we need to make sure these banks dont fall. Reporter in california thunderstorms and lightning lit up the skies above sacramento. Strong winds sent trees crashing to the ground crushing this car. I ran to see if everyone was okay and it was just my car that was caught in the aftermath. Reporter the storm was a headache for travelers knocking out power at intersections and causing fourhour flight delays in San Francisco. Meteorologists call storm systems like this a Pineapple Express. Its a river of water in the sky funneling huge amounts of moisture from the Hawaiian Islands to the west coast. Despite the damage these storms caused, the rain is welcome in california bringing as much as 70 of the states annual precipitation. This is tremendous. Were thrilled to have it. Reporter in napa valleys wine country, the soaking is good news for the vineyard. Almost droughtlike conditions for several months. This is amazing and exactly the right time for the grapevine. Reporter this is normally the rainy time of year here in San Francisco, but we are in an historic drought. Until yesterday, this particular area had not seen a drop of rain since december. Vinita . Carter evans in San Francisco this morning. Thank you. There was intense weather in northwest new york state. At least five tractortrailers and 30 other vehicles collided friday in a massive pileup on interstate 81. This happened in the midst of a lakeeffect snowstorm. Were joined now by our meteorologist at our chicago station. Good morning. Good morning. Heres the mess out on the west coast that carter was telling you about. This river of moisture thats headed toward the west coast. This Pineapple Express that comes down near hawaii all of the way up into Northern California and into Washington State and oregon as well bringing these rains this morning that continue and though theyve been winding down a little bit, they have really made an impact. Look at these rain totals. 48hour totals as of 4 00 yesterday afternoon. Future cast shows us that even though this is winding down here, another area of rain forms and moves offshore as we move into sunday as well. So its a weekend of rain for Northern California and other areas as well in the Pacific Northwest. Now we look to the northeast where we have a winter storm watch thats up for upstate new york as well as into new england. Another snowstorm. Boston has seen four and a half feet of snow this year. And four feet of that was only in the past two weeks. So they get hit with a snowstorm here that will basically start sunday and go all the way through monday. Some areas to the north could see a foot of snow to 16 17 inches of snow. Future cast shows you here how it comes in on sunday. And it really doesnt leave until we get a late in the evening hours on monday bringing the snow totals to particular area. How about positive news. We look around the country at some of the temperatures we have. 80 degrees for phoenix today. 71 degrees in denver. Some warm 63 degrees in kansas city. Very warm temperatures mild temps around much of the area. Anthony . Meteorologist ed curran at wbbn tv. Thank you, ed there are still more questions than answers about the fate of an American Humanitarian worker thofrpblgt isis claimed Kayla Mueller of prescott arizona was killed in a jordanianled air strike in syria. Muellers parents say the news leaves them concerned yet hopeful that kayla is alive. Charlie, good morning. Reporter good morning. The Jordanian Foreign minister dismissed the claim at an out right lie. An old and sick trick in his words, claiming human shields were killed in air raids. Meanwhile, the air strikes are ongoing. Jordanian fighter jets have bombarded the isis strong hold of raqqa since the images of the jordanian pilot burnt alive by isis militants. But they said one of the air strikes leveled this building with the message that the american hostage kayla g. Mueller is buried beneath. Isis said not a single fighter was killed. I am in solidarity with the syrian people. Reporter the 26yearold aid worker came to help desperate syrians caught up in the conflict until she was tanner hostage in 2013. Her family said they are hopeful shes still alive and asked isis captors to contact them privately. Susan rice said its too early to tell. We do not at the present have any evidence to corroborate isiss claims. Obviously we will keep reviewing the information at hand. Reporter isis had lied before about the fate of its hostages. Jordanians believed their pilot was alive after isis offered a prison or exchange this week only for analyst toss conclude he was likely executed weeks ago. His gruesome killing sparked an unprecedented backlash in jordan where thousand filled the streets chanting death to isis. The question took part saying the country was united in grief and pride. The arab country is now going after isis with everything it has and the unproven claim of muellers death will likely do nothing to stop the punishing bombardment. Jordanians are working closely with u. S. Forces and all targets go through a careful vetting process. First, the pentagon said that building was thought to be holding weapons and there was nothing to suggest it was holding hostages. Charlie dagata, thank you. On all of this we are joined by Senior National security analyst in our washington bureau. Good morning. Reporter good morning. How credible are the claims right now . We should view with skepticism what isis is claiming that the female hostage was killed and nobody else in the isis universe was harmed. That really is not very credible. What we do have to take seriously, though are the threats to her life. This is a group that has threatened hostages and lives in the past and has gone through with the threats. Though we pray for her life its very serious that they are claiming shes dead regardless of the circumstances. But nearly they are trying to use the fact that they have this american hostage to blunt the rage and reaction they partnered the japanese hostage situation with the jordanian hostage before. What effect do you think this will have . Anthony i think what isis has been trying to do is to use their hostages as strategic paupbs, to try to in investigate confusion and effect the decision a making of the coalition and to create tension and fractures in the coalition. You saw that between tokyo and amman with those situations. Now they are trying toe create tepbgdz between the u. S. And dan. U. S. And jordanian interests are aloned. Certainly what isis will continue to try to do is to sew confusion and use great propaganda value. But i dont think its going to work in this case between jordan and the u. S. Give us a sense of the politics behind all of this. Republicans have been very vocal saying the president has not been responsive enough in responding to isis. I think the white house doesnt want to have the president out there at each and every moment. You dont want the president as the fact witness before you have all the information. Certainly the white house doesnt have information about the proof of life for kayla. In addition, they also dont want the president having to whip saw and react to everything isis does. This is american president , after all. I agree with the white house in not putting the president out every time isis does something. That criticism is beginning to Gain Momentum certainly here in washington. As you mentioned, juan this came on the heels of the president rolling out the national his National Security strategy. I mean is his target in the right direction, do you think . What is the biggest challenge to our National Security at this point . Anthony, i think so many challenges that once at a time in history where the u. S. Still remains the global super power. But perhaps doesnt have the means or the will to deal with all of these issues around the world. We certainly cant be the worlds policemen and deal with all the problems around the world. Yet we cant ignore them either. Whether its the rise of china, russia cyber crime, we have to deal with it all. The challenge is how do we do that and how do we do that within our means . As we mentioned, president obama is outlining a new National Security blueprint. He focuses on threats of isil also known as isis al qaeda, cyberattacks nuclear weapons, Climate Change and disease. Tax season has barely started and authorities in 19 states are reporting significant increases in fraudulent filing activity. Concerns raised over suspicious filings prompted an online thirdparty Tax Preparation Service to shut down its state Filing Services for 24 hours. Turbo tax is back online ensuring customers that filed that they have nothing to worry about. Jill joins us with more. This is people filing tax returns in someone elses name taking the refund. How could they have fixed this in 24 hours . Were not sure. I think they had a Third Party Security firm come in. They audited and quickly they say they discovered this was not a hack of turbo tax. So really think of turbo tax as the vehicle the fraudsters use to file their returns. They could have filed a paper return. I think what turbo tax needed to determine very quickly is this us when they said it was not . They started to file returns again. The states will be vigilant to detect fraud. Differences from last year that may tag it as a fraudulent return. This is not a new scam. This happens a lot. The irs loses billions every year. 5. 2 billion in 2013. They said however, their Fraud Detection Services that have been beefed up prevented over 20 billion of additional fraud. Again, you sort of say to yourself, what is going on here . Whats happening is they are taking your social. Theyre filing that return. Its coming in and that money is being diverted electronically to an account they set up in your name. Its really Identity Theft taken to the next level. You wouldnt even know until you tried to file your own return that something had already been done. People say maybe i should file early because this is a way to thwart the thieves. Whats different about this is we saw this at the federal level. This has obviously become rampant at the state level and thats why it got flagged. 19 states found errors before turbo tax did. What do you do if youre a victim of this . Turbo tax set up a toll free number. We should also point out that the government has a lot of steps outlined. Identitytheft. Gov. That could go from filing a report, getting a Police Report placing a freeze on your account, all of these things are measures and there are specific steps you must take once you believe your identity has been stolen. The irs wants to hear from you. They want to help you get through this. Jill, thank you so much. Im glad you got the gray memo. Always. The u. S. Jobs market is getting stronger. A better than expected report from the Labor Department on friday shows that employers added more than a quarter of a million jobs last month. Still the nations Unemployment Rate edged up to 5. 7 . Thats because more people are looking for work and are more optimistic about finding a job. There will be less hands on deck at seaports along the west coast this weekend as both sides brace for a full port shutdown as soon as monday. Shipping companies are planning to hire fewer workers and Union Officials say nothing will be loaded on or off ships from seattle to san diego. The action follows nine months of talks that failed to reach a new contract. The west coast ports handle about onequarter of the Nations International trade. About 1 billion annually. Following the transasia plane crash in taiwan this week all 71 of the Airline Pilots who fly propeller jets will have aviation skills retested. Officials say the pilot shut off a running engine when the other planes engine stopped working. The Measles Outbreak continues to spread across the u. S. The centers for Disease Control and prevention is reporting 102 cases. Cbs news learned that there are now at least 155 reported cases in 16 states. The latest is at a daycare facility in illinois. Here with more dr. Holly phillips. Holly, good morning. At a Kindercare Learning Center in illinois five infants were diagnosed with the disease. Two of the cases are confirmed. When will the other parents know what they face with their kids . One things that make measles a tricky disease is it has a long incubation period. It could be 21 days after youre exposed before you develop symptoms. Average is about 14 days. Also, youre most contagious four days before you get the rash and four days after that. You might be spreading the illness without even knowing. The parents might not know for a while. The kids are being monitored. The babies are being monitored at home and theyre told to avoid anyone who hasnt been vaccinated. All of this coverage seems like they linked everything to what happened at disneyland. How do they know it all came from there . Many cases are able to be linked. They do that in two case. The first is called contact tracking which is an exhaustive process where they look at all of the contacts the person who has measles has had in weeks leading up to. Involves hundreds, sometimes thousands of people. Most of this is actually done in a lab. Genetic analysis on viral samples. There are many different types of measles so they try to match each one with the one at disneyland. With a disease this contagious, how do we contain it . It only comes down to vaccination. The disease is so contagious. 90 of people who are unvaccinated in close contact with someone who has it will get it. Although we know vaccination works, in 2000 the disease was considered eliminated and now we see it rise again. If we have done it once we can get rid of it again. Dr. Holly phillips thank you very much. Holly will rejoin us later with more medical news. Bloomberg business reports workers at two bp plants in the midwest are planning to walk off the job at midnight tonight and join striking colleagues at nine other plants in the u. S. Contract talks between the united Steel Workers and shell, which is representing several oil companies, have been suspended until next week impacting 30,000 workers and about 13 of the countrys refining capacity. Its the First National strike by u. S. Oil workers since 1980. The Washington Post reports ukraine has more to worry about than just a failed peace agreement. Its also out of money. Analysts find the countrys currency has lost half of its value in just two days. The Ukrainian Government is in talks with the International Monetary fund for whats considered to be a 15 billion bailout. The New York
